Introduction Carillion have been appointed by Doncaster Metropolitan Borough Council (DMBC) to assist in the delivery of the Finningley and Rossington Regeneration Route Scheme (FARRRS). The scheme (FARRRS) is a major infrastructure improvement to the south east of Doncaster that aims to improve transport links, acting as a catalyst for regeneration and unlocking sites identified for development and job creation. It forms part of a wider strategy to improve access from local communities to the M18 and the wider motorway network, to provide access to regeneration sites and to support the continuing growth of Robin Hood Airport Doncaster Sheffield (RHADS). The objectives of the FARRRS scheme are to: Stimulate economic regeneration by connecting people to jobs within the Sheffield City Region Encourage investment in south east Doncaster through improved access to development sites Promote social inclusion by improving accessibility in south east Doncaster and Improve surface connectivity to RHADS The FARRRS scheme comprises a new 4.5km long highway running from junction 3 of the M18 eastwards towards RHADS at Finningley. From junction 3 of the M18 the initial 1.3km stretch of FARRRS will be a dual carriageway that runs parallel to the motorway, crossing the BKS railway branch line to a new roundabout to the northwest of Bankwood Industrial Estate. This roundabout will provide access to Rossington and the proposed Inland Port development and will also act as the end point of the dual carriageway section of the scheme. From this point the highway will continue eastwards as a single carriageway, aligned to the North of Rossington on land bounded by the M18 to the north and the River Torne to the south before crossing the East Coast Mainline (ECML) on a new bridge at a point some 2.6km into the scheme. Once over the ECML the highway curves southwards to avoid Doncaster Golf Club before heading north east parallel to the golf course boundary. Approximately 4.0km into the scheme the highway will cross over the Mother Drain and the River Torne before joining the A638 Bawtry Road close to Parrots Corner. Following discussions between Carillion and DMBC contract managers, this Construction Traffic Management Plan (CTMP) has been completed to support the FARRRS. This document supersedes the initial CTMP drawn up by Mott MacDonald to assist with the planning application. Since that document was submitted, the earthworks strategy has now been defined, with all materials being won on site. This report is structured so that: Chapter 1 provides an introduction to the report; Chapter 2 provides an overview of the site; Chapter 3 describes the scheme and potential access routes and construction traffic volumes; Chapter 4 discusses general site management measures; Chapter 5 identifies other impacts and mitigations; Chapter 6 summarises and concludes the report. The Site The site onto which the new road will be constructed is to the south of the M18 motorway and to the southeast of Doncaster. The land around the scheme is predominantly rural which is mostly used for agricultural purposes. The scheme also runs through to the site of the former Rossington Colliery, to the south of the proposed highway and abuts the site of the Inland Port development. It is intended that spurs from a new roundabout, situated to the north-west of the Bankwood Industrial Estate, will link the main east to west FARRRS route into the proposed Inland Port development and the village of Rossington. Figure 2.1: Site Location and Surrounding Road Networks The proposed road is to be bordered by the M18 motorway to the north. The roundabout at M18 Junction 3 is currently a three arm grade separated junction with the mainline M18 carriageway running beneath the roundabout. The roundabout above the carriageway is currently used by vehicles exiting the A6182 White Rose Way which runs northwards linking the M18 to Doncaster town centre. The junction between the M18 and the A1(M) is situated approximately 2.5 kilometres (1.6 miles) to the West of M18 Junction 3. In the vicinity of the scheme, both the M18 and the A1(M) motorways are dual two-lane carriageways which are managed by the Highway Agency. To the West of the Scheme, the A60 is single carriageway providing local connections between Harworth, Tickhill and Wadworth through to Balby and Doncaster. There is no direct access to the A60 from the M18 CCS-5062-CTMP – Rev E Date October Page 7 2013 CARILLION CIVIL ENGINEERING HEALTH, SAFETY, SUSTAINABILITY & QUALITY 4.3ConstructionExisting PubliTrafficc Transport Management Facilities Plan – FARRRS although access is available via the A630 and the A614 to the M18 and A1(M) respectively. The A638 Great North Road is situated to the east of the FARRRS scheme, providing a north-south link between Doncaster and Bessacar through to Bawtry. The road is a single carriageway and will connect with the FARRRS scheme at the existing Parrots Corner junction. The B6463 provides a connection between the A638 Great North Road and the village of Rossington. The section of the B6463 between the A638 Great North Road and Rossington is called B6463 Sheep Bridge Lane, and the remaining section is called B6463 Stripe Road. The road is primarily national speed limit, with the exception of the sections around Rossington which are restricted to 30mph and 40mph. The B6463 Stripe Road crosses the East Coast Mainline via a bridge to the East of the village. West End Lane is a single carriageway, providing a route through Rossington to the former Rossington Colliery. The road will be linked to the proposed FARRRS scheme through Section 4 of the highway (Rossington Link). West End Lane crosses the East Coast Mainline at the intersection between West End Lane and Station Road. West End Lane is subject to 30mph speed limit. The A638, the B6463, the A60 and West End Lane are managed by DMBC.
