On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps. -

As an obligation within the first round of monitoring of the Convention’s implementation the Republic of Macedonia submitted the Initial Report on the Convention in September 2003 followed by a dialogue with the Advisory Committee, preparation of their opinion, submitting comments by the Government regarding the Advisory Committee’s opinion and adoption of the resolution by the Committee of Ministers of the Council of Europe. The second report of the Republic of Macedonia on the Convention’s implementation was prepared to the best of its ability in compliance with the Guidelines on the structure of the reports to be submitted within the second round of monitoring of the Framework Convention implementation. The report was prepared by the Ministry of Foreign Affairs in cooperation with the competent agencies and it was submitted to the NGOs for comments and opinions. Within the given period only two NGOs submitted their views on the implementation of the FCNM in the Republic of Macedonia as well as their comments on the text of the report. Due to the low response in this phase the contacts with the NGO sector continued and the Ministry of Foreign Affairs will additionally submit the comments of the NGOs. -

The Coalition for Environmental Justice Editor: Tamara Steger / Design: www.farm.co.hu MARCH, 2007 – BUDAPEST, HUNGARY 3 Dear Colleagues and Friends, As part of a collaboration between the Health and Environment Alliance (HEAL), the Central European University, Center for Environmental Policy and Law (CEPL), and the Coalition for Environmental Justice, we bring you groundbreaking research on environmental justice in Central and Eastern Europe. This collaboration, supported by the Open Society Institute, the European Commission, DG Environment, and the CEU Department of Environmental Sciences and Policy, further affirms the importance of the relationship between environmental conditions and human health. It ultimately takes this relationship to a new level by stressing the role of discrimination and racism in the distribution of environmental harms and benefits and the impacts on community health. How did we get here? In 2003, CEPL embarked upon an important effort to promote environ- mental justice in Central and Eastern Europe. Through two intensive workshops financed by PHARE and the Open Society Institute, lawyers, activists, and academics from environmental and human rights backgrounds in Central and Eastern Europe came together and launched an initia- tive to address environmental injustice. As a result, the Coalition for Environmental Justice (CEJ) was created (http://groups.yahoo.com/group/coalition_environmentaljustice). This initiative was later joined by activists, lawyers, and academics working on environmental justice in the United States culminating in the Transatlantic Initiative on Environmental Justice (http://calcultures.ucsd.edu/transatlantic_initiative/Final). -

Republic of Macedonia Government of the Republic of Macedonia Law on Territorial Organization of the Local Self-Government in the Republic of Macedonia 11 December 2003 CONTENTS of the Law on Territorial Organization of the Local Self-Government in the Republic of Macedonia I. GENERAL PROVISIONS Article 1 This law regulates the territorial organisation of the local self-government in the Republic of Macedonia, establishes the municipalities, determines the territory of the municipalities and the City of Skopje being a particular unit of local self-government, determines the names, seats and boundaries of the municipalities, determines the type and names of populated places, joining, division and change of boundaries of the municipalities and the City of Skopje, as well as other issues regarding the territorial organisation of the local self- government. Article 2 The establishment of new municipality (joining, division and change of boundaries) and change of the name and seat may be done only with changes and amendments of this law, following prior consultation with the citizens of the respective territory, in a manner determined by law. Article 3 The territory of the municipality covers populated places with cadastre municipalities determined in accordance with a law. Populated place and its cadastre municipality may be a part of one municipality only. Article 4 Boundaries of the municipality are the boundaries of the cadastre municipalities of the populated places that are part of that municipality in the part[s] that border[s] on the adjacent municipalities. 2 Article 5 Each municipality has a name and a seat of municipality. The seat of the municipality is in one of the populated places within that municipality. -

According to data from the World Bank for 2012 that thematic renewable sources of drinking water Bosnia and Herzegovina is the country with the largest amounts of drinking water per capita with 9.461 m3, thus first in the region and seventh in Europe. Among European countries, Island is the richest country in water resources with 532.915 m3 per capita, followed by Norway, Finland, and Sweden… The Earth is in most parts water, but only 3% is fresh water and a direct source for supply of drinking water. Water is considered a public good, but more than 1 billion people lack access to drinking water and more than 2 billion are not connected to any sewage system. Although this problem in Europe is not expressed as in many other countries, the water supply system management is spread into a wide range that includes: the water market, the water sector or water industry, the water resources or water services. The problems with the water supply system management are different across European countries. In most parts of the EU ownership of water resources is public, only in England and Wales water resources are private. -
