PREAMBLE

Extracts from the original Preamble to the Constitution ofthe Society written by the illustrious founder the Late Gopal Krishna Gokhale, in 1905.

For some time past the conviction has been forcing itselfon many earnest and thoughtful minds that a stage has been reached in the work of nation-building in India when, for further progress the devoted labours of a specially trained agency applying itselfto the task in a true missionary spirit are required. The work that has been accomplished so far has indeed been ofthe highest value. The growth dwing the last 102 years of a feeling ofcommon nationality based upon common traditions and ties, common hopes and aspirations, and even common disabilities has been most striking. The fact that we are Indians first, and , Mohammed­ ans, Parsees or Christains afterwards is being realised in a steadily increasing measure, and the idea of a united and renovated India marching onwards to a place among the nations of the world, worthy ofthe great past, is no longer a mere idle dream ofa few imaginative minds, but is the definitely accepted creed of those who form the brain ofthe community­ the educated classes ofthe country. A creditable begirming has already been made in matters ofeducation and ofloca1self-government; and all classes ofthe people are slowly but steadily coming under the influence ofliberal ideas. The claims ofpublic life are every day receiving wider recognition, and attachment to the land ofour birth is gorwing into a strong and deeply cherished passion of the heart. The annual meetings of Congresses and conferences, the work ofpublic bodies and associations, the writing in the columns ofthe Indian Press-all bear witness to the new life that is coursing in the veins ofthe people. The results achieved sofar are undoubtedly most gratifYing, but they only mean that the jungle has been cleared and the foundations laid. The great work of rearing the

superstructure has yet to be taken in hand, and the situation demands od the part of workers devotion and sacrifices proportionate to the magni~ tude ofthe task. j The Servants ofIndia Soceity has been established-to meet in some measure these requirements of the situation. Much of the work must be directed towards building up in the country a higher type ofCharacter and capacity than is generally available at present, and the advance can only be slow. Moreover, the path is beset with great difficulties; there will ~ constant temptations to turn back; bitter disappointment will repeatedl~ try the faith ofthose who have put their hand to the work. But the weary toil can have but one end, if only the workers grow not faint-hearted on, the way. One essential condition ofsuccess in this work is that a sufficient) number of your countrymen must now come forward to devote them':: selves to the cause in the sprit in which religious work is undertaken. Public: life must be spiritnalised. Love ofcountry must so fill the heart that all else; shall appear as oflittle moments by its side. A fervent partriotism which;, rejoices at evry opportunity of sacrifice for the motherland, a dauntless; heart which refueses to be turned back from its objects by difficulty or', danger, a deep faith in the purpose ofprovidence which nothing can shakej equipped with these, the worker must start on his mission and reverently.: seek the joy which comes of spending oneself in the service of one's, country. The Servants ofIndia Society will train men, prepared to devote their lives to the cause ofthe country in a religious spirit and will seek to promote, by all constitutional means the national interest ofthe Indian People. . Its members will direct their efforts principally towards (1) creating among the people by example and by precept, a deep and passionate love ofthe motherland, seek its highest fuIfi1ment in service and sacrifice; (2) organising the work ofpolitical education and agitation. bas­ ing it on a careful study ofpublic questions and strengthening generally the

VOWS:

The country shall always be the first in my thought and I will give to her service the best that is in me.

In serving the country I will seek no personal advantage for myself.

I will regard all Indians as brothers and work for the advancement of all without distinction ofcaste or creed.

I will be content with such provision for myself and my family, as the Society may be able to make. I will devote no part of my energies to earning money for myself.

I will lead a pure personal life. - .. ~ I will engage in no personal quarrel with anyone.

I will always keep in view the aims ofthe Society, and watch over its interest with the utmost zeal, doing all I can to advance its work. I will nevea-do anything, which is inconsistent with the objects ofthe Society.

(8) Annual Report 2007-2008 REPORT FOR THE YEAR 2007-2008 INTRODUCTION The Servants of India Society was founded by Gopal Krishna GokhaleonJune 12, 1905. Its objects are the training ofnational mil'­ sionaries for the service of India and the promotion by all constitutional means, ofthe interest ofthe Indian people without distinction of caste or creed. The members of the Society are pledged to give throughout theit: lives the best that is in them to the cause ofthe counlly in all secular fields. The circumstances in which the Society was founded and the objects, which the Founder had in view in founding it, are explained in the pre­ amble he wrote to its constitution in 1905, extracts from which are given in the preceeding two pages. The Preamble has been a source ofinspira' tion to the Society during the 103 years of its existence. ORGANISATION The Headquarters of the Society are at Pune, where the members meet every year in June for its annual session. The Society has branches in Chennai, Mumbai, Nagpur, Allahabad, Cuttack, Raygada and Kerala. ShriA. N. Misra is the President ofthe Society. Shri Ramakanta / Lenka is the Vice-President of the Society. Shri M. B. Deshmukh is the Secretary of the Society. Shri S. S. Ajgaonkar, Shri R. V. Neve, Shri A. C. Tripathi, Shri Gangadhar Sahoo, Shri Dinesh Misra continued to be the Members ofNagpur, Mumbai, Cuttack and Allahabad branches of the Society respectively. The Chennai Branch was looked after by the head quaters. Shri A. N. Mishra, Ramakanta Lenka, Shri S. S. Ajgaonkar, Shri R. V. Neve, Shri A. C. Tripathi, Shri Gangadhar Sahoo were elected members ofthe Council. INCOMETAX The Society furnished to all the banks necessary application in form 15 H, so that no tax is deducted at source by all banks.

BRANCH ACTIVITIES OF THE SOCIETY

SHRI ATMA NAND MISRA

Shri Atma Nand Misra continued to be a member of the Advisor: Committee of VidyaIaya Prabandhak Mahasabha (U. F Manager'sAssociation) as well as the Zonal Secretuy ofVmdhyachaI Division He attended two meetings ofthe Advisory committee and two meetings ofthe State Body during the year under report.

Shri Misra continued to be the Joint Secretary ofGirivasi Banvas: SevaPrakaIp, which is doing a lot ofwork forTribaI Development it Varansi, Chandauli and Sonebhadra district without any Government grant He attended almost all the four meetings ofthe Prakalp held during the yem under report.

He wasnominateA as amemberoftheBhartiyaltihas SankaIanSamiti by the Kashi Vidyapith through which they are trying to go deeply in the history ofstruggle for freedom ofIndia (from 1857 to 1947) but unfortunately so far he could attend only one meeting ofthe Samiti held on the 10111 December 2006. Thereafter, he could not attend any meeting convined by them because ofone reason or another.

Being the Chainnan ofthe Board ofManagement ofGokhaIeInstitute ofPolitics and Economics Shri Misra presided almost all the four meetings of the Board held during the year under report.

Being Secretary of the Mirzapur Centre ofthe Society, he looked after the day to day management ofthe Schemes approved by the Government ofIndia (Ministry ofSociaI Justice&Empowennent)viz. TenPrimarySchooIs, Five Women's Welfare Centre, Ashram School Siltham, SC Boys Hostel . Ghuwas and GirIsAshram School Khaliyari. Members are aware that grants for these schemes have not been released from the year 1998 which was a great hurdle in smooth management ofthese schemes. Shri Misra made his

best efforts to get the grants released during the year under report as a result ofwhich Rs. 71akhs, were sanctioned during the year under report.

Apart from the above mentioned schemes, Shri Misra looked after overall functioning and development ofthe schemes approved by the State Government i.e. Three Junior High Schools, Six PrimaIy Schools and Two SC Boys Hostels and self dependent schemes viz. Adivlisi Inter College Siltham, Birla VidyaMandir High School/Intermediate College Muirpur, Baldeo Das Birla Soneghati Higher Secondary School Salkhan and AyurvedicDispensaryatTIkuriya. A detailed report on the working ofthese schemes is submitted separately. Members will feel glad to leam that our Birla VidyaMandir HighSchool Muirpur has been upgraded to InternmiateCollege and it has received the recognition ofUttar Pradesh Education Department in the month ofAugust 2006.

Now our only one High School viz. Raja baideoDas BirlaSonghati Higher Secondary School is remaining to be upgraded to Intermediate college for which Shri Misra has s!3rted making necessary efforts.

ADIVASIINTER COLLEGE,SILTHAM - SONEBHADRA

The college is being run without any Grant-in-aid and is depending upon the income from fees only. As a result ofthis, we are unable to appoint required number ofteachers and to allow the admission ofall the students wboseekadmissioninthiscollege,thoughrecognitionfur~aIIthe~ except Agriculture and Commerce has been received and eight class rOOms were comtructed with the generous help oflocal people and Shri Ram ShakaI, Ex. M P. during his tenure out oflocal area Development Fund (i.e. M. P. Fund). This college has got good name and fiune in the area and is famous for its standard ofeducation. PRIMARY SCHOOLS (SIXTEEN)

Out ofthese Sixteen (16) Primary Schools Two (2) were located in the Mirzapurdistrict and Fourteen (14) were located in the Sonebhadradistrict. Of these Four (4) Primary Schools ofSonebhadra and two primary schools ofMirzapur district were financed by the U. P. Social Welfare Department and remaining ten primary schools ofthe Sonebhadra district were financed bytheGovemmentoflndia,MiniStry ofSocial Justioe& Fmpowennent(SCD Division). All these schools are duly recognized by the U. P. Education Department and are regularly inspected by its inspectorate.

Out of these 16 primary schools, eight (8) have their own pucea buildings and remaining 6 have Kachcha buildings.

ASHRAM SCHOOLSILTHAM, SONEBHADRA

TheAshram provides free residential accommodation, fooding clothing. oil and soap and reading and writing materials to 100 SC students. Ofthese 100 SC inmates 16 were reading in class VIth, 18 in Class VIIth, 21 in class VIDth, 25 in class IXth and 20 in class Xthin theAdivasi Inter COllege Sillham run by the Society. Thus, this is functioning as a Hostel1i:om its very inception though it is would as Ashram School. The GovemmentofIndia. .

Social Welfare Department the Society maintained two Harijan and Adivasi Boys Hostels at Muirpur and SaIkhan in the Sonebhadra district According to the provisions provided in the Scheme, only tree residential accommodation and cooking facilities are provided in these hostels.

WOMEN'S WELFARE CENTRS (FIVE)

These five Women's Welfure Centres were located in the village Bidar, Mahuariya, Supachuwan and Kudari in the Dudhi Tahesil and in village BarlJauli in the Robertsganj Tahesil ofthe Sonebhadra district. 'Training in tailoring, embroidery and knitting by hand were being provided through these centres to I S7 women attending these Centre.

SHRI M. B. DESHMUKH

I. As a SecretaIy of the Servants of India Society, I had to look ~ the day to day affairs of the Society's Head Quarters Office. Maintenance and administration ofthe Society's property. To look after the day to day corrospondence of the office at teh Hea4 Quarter. To acknowledge the corrospondance from variou~ branches ofthe Society. To look after the budget and accounts matters ofthe Society at the Head Quarters. 2. I had to devote considerable amount oftime to look after the CO\JII~ cases both of the Society and the Gokhale Institute. The case of Shri Atmaram Kadam, Ex. Peon, had tobe ultimately settled by mutual compromise and understanding. The Society won the case filed by Shri Ajit Sinha, Ex. Director, Gokhale Institute ofPolitics and Economics. Attending to the Court cases involved studying the case papers, appointing the Advocates and briefing them about the cases and also attending the Court hearings. 3. As a Nominated member of the Society on the Board of Management ofthe Gokhale Institute ofPolitics and Economics, and also on the Institute's Finance Committee and the SelectionCommittees, I attended the meetings as and when they were scheduled by the Director ofthe Institute. 4. I had to try hard to obtain the Income Tax Exemption Certificate under section 8O-G ofthe Income Tax Act. After consistent efforts the Certificate has been obtained for the Society. 5. Besides, I shouldered responsibilities and carried them oul satisfactorily during the year under report. They are as follows: (a) As a SecretaIy ofthe Nav Jeevan Mandai, Pune . 6. I made successful efforts to add to the financial progress of the Society by implementing various schemes as per sanction ofthe CoUncil and the General Body ofthe Society. This has to some extent eased the financial crisis ofthe Society.

SHRI RAMAKANTA LENKA

Shri Ramakanta Lenkamanaged the following grant aided activities and devoted his time for its smooth managment.

1. Thakkar Bapa Ashram - 100 inmates. 2. Educational Complex for ST girls - 50 inmates.

Shri Lenka organised 138th Thakkar Bapa Jayanti in the premises of the Rayagada Centre of the Society. A public meeting was held in which Shri Damodar Sahoo presided over the meeting and Shri A. K. Sarada, Vice-President, J. K. Paper Ltd. joined as Chief guest, Dr. Kumuda Chandra Mishra, Head of the Department ofOriya, Rayaeada College joined as Chief Speaker and Shri Madhu Sudan Sahoo delivered welcome address. Along with others, Shri Lenka took active part in organizing RayagadaPoetry Festival 2007 in SC Jain Memorial Auditorium, JK Paper Mill, Jaykaypur, Rayagada in which renowned poets and writers of the state joined. Shri Lenka organized a meeting in Thakkar BapaAshram in which Sri Baba Balia, a great saint ofOrissa delivered his discourse and awakened the people and democracy as a part ofhis democracy awareness yatra all over the state. Being a Nominee of the Society to Board of Management of Gokhale Institute ofPolitics and Economics, Shri Lenka attended all ofits Board meetings.

Shri Lenka continued to be the Non Official Visitor ofRayagada District jail and visited the Jail twice and interacted with the prisoners.

Shri Lenka attended the forum for poetry "Kabisandhi" with Rajendra Kishore Panda, an eminent Oriya poet who read his own compositions at panthanivas conference hall, Bhubaneswar which was organized by the Kendra SahityaAcademy.

The Servants of India Society has now completed 103 years of un-interrupted and dedicated service to the nation. It was founded by the Late Gopal Krishna GokhaIe on June 12, 1905, now the Society has found its place in the hearts ofthe people and needs no introduction. Gokha1e inspired the members ofthe Society to devote them such noble ideals, the Society has a distinguished and unparalled record of work for the furtherance ofthe nation's welfare. It contributed to the nation stalwarts like G. K. Deodhar, N. M. Joshi, Srinivas Sastri, Thakkar Bapa and H. N. Kunzru. The traditions ofthe Society and the rich legacy ofthe founder are being carried by the members ofthe Society which is conducting and organizing activities in favarious fields.

The Rayagada center of the Society founded in the year 1939 since is inception it has been engaged in the tribal welfare activities in the erst while Koraput dist. At present the Rayagada center runs the following activities.

THAKKARBAPAASHRAM

The Rayagada center maintains a residential hostel for SC students popularly known as Thakkar Bapa Ashram. Te Ashram provided free boardings,lodging. educational facilities to 100 SC students. The students lire provided with necessary reading and writing materials and intensive

coaching to improve their standard ofeducation. Facilities ofa children library, indoor and outdoor games, oil and soap, uniforms and free medical assistance are also supplied to them. A group of students visited Purl and ·Konark in an educational excursion. At present there are 100 SC students and according to their educational standards 38 students.are reading in High School and 62 students are reading in UP School. The Rayagada center also managed an UP School inside the premises ofthe Ashram in which 270 children are reading now.

Expenditure incurred on maintenance of the Ashram Total Rs. 8,58,463/-.

EDUCATIONALCO~LEX

Rayagadacenter ofthe Society is managing an Educational complex which was sanctioned by the Ministry Tribal Affairs, Govt. ofIndia. This complex is running with a view to improving the tribal female literacy. The scheme is known as "Educational Complex" in low literacy pockets for development ofwomen literacy in tribal areas.

At present 50 girls are residing and reading in the complex. The complex vprovides the facilities to the children like free boarding,lodging. reading, writting materials, cosmetics, Uniforms, and periodical medical checks ups etc.. AIl girl students ofthe Educational Complex went on an educational Tour and visited Sri Jagannath Temple, Purl, Sea Beach, Purl Sun temple, Konark, Nandankanan Zoo, Pathani Samanta Planetorium and Lingaraj Temple at Bhubaneswar. It has the facilities for reading of ST girls upto V class. In order to motivate the parents tosend their daughters to the complex an incentive for Rs. 50/- p.m. per parent was paid. •

SHRI S. S. AJGAONKAR

Shri S. S. Ajgaonkar continued to be the Vi~President ofSocial Service League which has traversed longest span in Social Service in the city ofBombay. It has now attained a pre-eminent place among Institutions which have contributed to Social Welfare in the Country. Its coming into existence gave rise to many Leagues in places like Calcutta, Chennai, Delhi, Karachi and many other cities ofpre-partition, India. It came into existence on March 1911 as an offshoot of Holika Sammelan convened by Bombay Social Reform Association jointly with Bombay Holika Committee. Shri G K. Deodhar eminent member ofS.I.S. was the moving spirit behind the movement along with Justice N. G Chandavarkar, eminent jurist and once President ofIndian National Congress, at the Public meeting formerly mooted the founding of Social Service League in Bombay with the object of fostering the spirit of Social Service including helping the masses to groom in the knowledge ofhealthy life and promoting the spirit ofmutual service among the high and low. The motto ofthe League was 'NO, LOVE, SERVE'. It is to be noted that there is no field of social work where Social Service league has not touched. e.g. fostering the co­ op. movement, promoting social legislation, organizing industrial welfare work, relief craft training for women, vocational training for wode:ers etc. for poor section ofthe community detail of which is beyond the scope of weekly letter. Most of the member of the Society from G K. Deodhar, Dinkar Desai, Shyamrao Parulekar, Godavari Gokhale, and N. M. Joshi devoted major portion oftheir life for the said object. Shri S. K. Patil, B. R. A,mbedkar were associated with the League during pioneering days. League started Quarterly Journal in 1914. It was the first magazine in India solely devoted to the study ofsocial problems. Lae Sarvashri Vaikunth L. Mehta, K. Natrajan, S. L. Brelvi and Prin. T. A. Kulkiuni actively associated with it and buih up its high standard for more than three decades. S. S.Ajgaonkar was editor ofthis Social Service Quarterly for many years. ShriAjgaonkar's wode: in this connection is beyond the scope ofthis report. Shri S. S. Ajgaonkar is proud that Shri G K. and Shri Thakkar Bapa, life worker ofS.I.S. were instnunental in founding and developing the League. The Social Service League's social wOl"k is to Ii large extent ameliorative in nature and can not be surpassed~

Shri S. S. Ajgaonkar is continued to be the honorary Secretary of Bombay Social ReformAssociation, a non politicalorganization founded on I st September 1903 by Justice Narayan G Chandavarkar and other fellow workers ofJustice Ranade after his death on 16thJanuatY 1901. It was an offshoot of National Social Conference started by late Justice Ranade in 1887 (Justice Ranade was mentor and Guru ofG K. Gokhale). Justice Chandarashekhar Dharmadhikari and Shri S. S. Ajgaonkar is the Secretary of the said organization for many years. It is to be noted that Bombay Social ReformAssociation has done immense work to eliminate disruptive forces as casteism, communa1ism and regionalism and enactment ofcommon civil code, has a disguised record of service for furtherance social reform in the Country. It has played a valuable part in bringing many beneficial measures in the statue book. The Judicial Committee consisting ofjudges and jurist ofrepute, constituted by the B.S.RA. helped and guided Dr. B. R. Ambedkar to prepare draft of Hindu-Code Bill. Pandit Hridaynath Kunzru as guest speaker applauded the contribution made by B. S. R. A. towards Social Reform in the country at the Public Meeting hel din Bombay, presided over Justice B. N. Gokhale, when most of the eminent judges and leading lawyers ofthe era were present when Shri S. S. Ajgaonkar was the Secretary ofB.S.R.A.

Shri S. S. Ajgaonkar devoted much of his time to look after the administrative affairs ofthe Mumbai Branch. He also manageed to maintain repairs and payment ofstaff salary and Muncipality taxes etc.

CitiZens Association'. It is also considered as Peripheral Vascular Disease. Senior CitiZens are mainly affected by this disease (Hardening of arteriell in the leg). It becomes worst leads to pain in the leg muscle when wa1king and may lead also to gangrene and ulceration.

Birth anniversary ofG K. GokhaIe was celebrated in the society's premises, Nagpur on 9'" May 2007. Late Shri. G K. GokhaIe and his. work was gratefully remembered.

RURAL DEVELOPMENT

'. Shri R. V. Neve was looking after the Rural Development Centre at Shendwjana Bazar inAmravati District started in 1935.

SOCIAL WELFARE

Shri Neve extended help to women in distress by arranging for them legal advice and by securing reconciliation in the family discord. He also helped the crippled, solve their various problems relating to educational, physical, psychological, social and economical matters under the guidance ofexperts in the related fields.

SHRI GANGADHAR SAHOO

Shri Gangadhar Sahoo, looked into the regular activities ofthe units ofthe Choudwar Centre ofthe Servants ofIndia Society assigned to him with close association ofShri Damodar Sahoo, Secretary ofthe Oris.

Owing the year Shri Sahoo paid regular visits and looked into the smooth managementofJOnos ofCreche Centres nm in thevillage ofTaogi­ Choudwar andAthagarh Block ofCuttack District and Rasulpur Block of Jajpur District. In these 30 centres more than 750 children from pool" families within the age group of I to 5 years are being provided with supplementary nutrition and education through play way method in • beautiful homely atmosphere. Sixty numbers ofladyworkers are engaged in those centres who take care ofthe children.

Shri Sahoo attended several meetings and get- together \Ji(g,l!!!hed by the villagers of the villages adopted creche programme amd bad discussionsabouttbeirvariousproblems.HealsoattendedZonairomrnitter meeting organized on regular basis. He during the year also organized several free medical camps in the adopted villages and checked the bea1Ib of the children ofthe village with the help of many renowned doctors of the locality. Free medicines were distributed to the children as per the prescription ofthe doctors. . .

, ,During the year 11 nos. of training batches were organized in the , AnganwadlWorkers Training Unit ofChoudwer Centre in which 380 nos of untrained lady Anganwadi Workers from various I. C. D. S. Projects oj Odisa were imparted training. Shri Sahoo looked into the over all management ofthe said unit and organized .field placement ofthe trainees. ,---- Shri. Sahoo also managed the Anganwadi Helper Training Unit in the premises ofChoudwar Centre. During the year 16 nos. ofbatched here organized and 800 untrained Helpers were imparted orientation training in the training centres. .

Shri Sahoo continued to be the joint Secretary of the Gokhale Ideal College, Sankarpur Secretary ofServindia L. N. Education complex. Sardar Kharida and Mangarajpur High School and looked into the smooth management ofsuch units. Shri Sahoo during the year visited several state Gove. offices, met the high officials and had discussion with them on the smooth functioning ofthe units ofthe Choudwar Centre.

Shri Sahoo organized 6 nos. ofNational Pulse Polio Programmes in the Choudwar Municipality area 70 lady volunteers ofthe Choudwar Centres fed polio drops to the children within the age group of 0 to 6 years at their door steps. Shri Sahoo played key role in the making such National Programme successful in the municipality area. National Filaria eradication programme was also organized by the Choudwat Centre of the society two times, during the year One hundred lady volunteers with the leadership and guidance ofShri Gangadhar Sahoo distributed D. E. C. ( Di ethyle carbamazing tablets) to 40,000 people of Choudwar municipality area.

Shri Gangadhar Sahoo actively participated in the 142-Gokhale Jayanti organized by the Odisa Branch of the society He also took part in the 45 111 death anniversary ofPadmashree L. N. Sahoo and 34111 Foundation Day celebration ofSishu Sadan organized in the premises ofChoudwar.

Centre. He attended the Bishuva Milana Utshav organized by the . Prajatantra. Prachara Samitee. Cuttack Shri Sahoo continued to be the honorary correspondent of the leading Oriya daily News paper' The Prajatantra' and sent regular news on various problems and happening of the areas which were published in a regular basis in Prajatantra.

SHRI DINESH MISHRA

Shri Dinesh Mishra continued to be a member of Narendra Memorial Shiksha Sansthan, Bazpur. Under the Sansthan a nursery and a primary school namely Modem Public School is being run.Shri Mishra is also a member of Serve India Siksha Samiti, Bazpur Udham Singh Nagar and he actively participated in the meetings ofthe Samiti from time to time.

Shri Dinesh Mishraa1so continued to be a member ofmanagement committee ofShri Nehru Gram Madhyuamik Vidyalaya Saraibanshi in and attended these meetings held from time to time.

Shri Mishra attended the Muslim Van Gurjar conference at Haridwar held on 4*-5* May. This was organized by BhartiyaAdimjati Sevak Sangb, Uttarakhand Board.

As the member in charge of the Palioa center he looked after the day to day management ofthe Thjaru Janjati Boy's Hostel and BalibA. T. S. in the district Lakhimpur ICbm in Uttar Pradesh.

WORKING WOMEN HOSTEL, ALLAHABAD

With the financial help from Govt. of India Ministry of Tribal Affairs, New Delhi the hostel was maintained by the Sociery at Palia Kalan in . During the session 2007-08 the total number of beneficiaries on roll was 47 who were from the scheduled tribes community. The hostel provided fooding, lodging, books and stationary and other facilities to the students free ofcharges. The total expenditure on the maintenance of the hostel was Rs. 3,69,381.00 during the year under report.

THARUBOYSHOSTELPALIKALAN

To facilitate the natives short of land for organizing various ceremonies, the society has started the Jeevan Sathi Guest House, a marriage garden. This guest house along with being a medium of social gathering is also a tool for increasing the earnings of the society. The total number ofbookings during the year was 45. The total income during the year under report was Rs. 9,25,00.00 The total expenditure on taxes etc was Rs, 3,47,714.00.

SHRI DAMODAR SAHOO

During the year under report Shri D. Sahoo was mostly busy looking after the smooth management ofthe activities of the Orissa Branch and Choudwar centre. Other than the activities ofthe Society he has devoted his time for management ofother organizations in which he is acting as

Meetings of Utkal Kendriya Bal Seva Sangh, Sarvodaya Relied Committee, Naturopathy Council also organized in the campusofCuttack office in which Shri Sahoo is acting General Secretary, President and Working President. As a member ofUtkal Sahitya Samaja Shri Sahooa attended most ofthe functions held in Sriram Chandra Bhawan, Cuttack.

As the Secretary ofthe Choudwar Centre he devoted his time for smooth functioning ofthe institutions i.e. Servindia D. C. Home, Sishu Greh, Leprosy Clinic, Vocational Training Centres and other activities inside and outside ofthe Centre managed by the Society.

OTHERACTIVlTIES

As a founder member of the poly Technique Society, Govt. of India, he has organized self- Help programmes, Awareness Training Programme in different Districts accompanied by other members of the society. As the Executive Member ofB.A.J.S.A. he attended meetings in New Delhi and other places organized by the HQ. ofB.A.J.S.S. in different times. He has orgnised the creche centres managed by B.A.J.S.S. in Kalinga Nagar and Choudwar Branch. As the Chairman of" Swarnalata Smruti Sanmsada" Member Staff Selection Committee, I.C.D.S. Programme, District Development committee. He took active role in smooth functioning of those Organisations. He has written S articles published in local daily and quarterly magazines. Camps at KalinganagarofBarabati in the Dist ofJajpurwhere 132 persons availed the opportunity fo cataract operations. He has also organized 5 Medical camps in the Dist. OfCuttack and Jajpur. He gave an interview for Mananiyesu Prog. InA.I.R Cuttack. As a devotee ofBhagawan Satya Sai, he attended District and State conference and other activities of the Samittee.

SHRI MADHUSUDAN SAHOO

Shri Madhusudan Sahoo continued his 'Sadachar Siksha' programme in some Secondary Schools around Balikuda in the District of Jagatsinghpur, Orissa In his talks he persuaded students to write Diary, to read 5 hours daily, to stick to their words in action. He advised them not to indulge in any kind of drugs / intoxicants and not to do any kind of evil deed secretely which would spoil their character.

In December 2007 while he was at Rayagada he suffered trom some viral fever, developed mental depression and became physically weak. In the month of March 2008, he got his right eye operated for cataract. Thereafter he has restricted his reading and writing works to two/three hours per day.

SHRI P. K. DWIVEDI

Shri P. K. Dwivedi devoted most ofhis time and concentration for the educational advancement ofthe tribal and the non-tribal community of UttarPradeshandUttarakhandduringtheyearunderreportShriDewivedi actively monitored the schemes and undertakings ofthe Servants ofIndia Society and other sister organizations like BhartiyaAdim Jati Sevak Sangh, H. Shro Dwivedi administered 4 hostels, 2 Balika Ashram Type Schools, S Creches as 14 primary school for the educational development of the Buxa and Tharu communities, under the banner ofthe Servants of India Society with its center office at Bazpur, Udham Singh Nagar.

Shri Dwivedi is a founder member ofthe Serve India Siksha Samiti, Bazpur. The Serve India Siksha Samiti managed Serve India Intermediate College at Dopulia and Purv Madhyamik Vidyalaya at Mazravidhi. The Serve India Siksha Samiti is registered under Society's Registration act XXI 1960. Shri Dwivedi also continued to be the special life member and executive committee member ofAdarsh Kanya Intermediate College, Bazpur and attended its meetings held from time oftime .

Shri Dwivedi is a founder member of Hriday Nath Kunzuru Memorial Seva Samiti which is registered under Society Registration act 1960. The organization was stated in the memory oflate Pt. Hriday Nath Kunzuru the former president of the Servants of India Society. H.N. Ie. memorial Seva Samiti is maintaining ajunior high school and creches with the financial help ofthe Central Social Welfare Board, New Delhi.

Shri Dwivedi continued to be the trustee ofthe Puma Nand Tiwari Jan Hitkari Nyass which was registered as a public trust. The Nyass is maintaining anAyurvedic dispensary and a public library at Bazpur, Udham Singh Ngar. On the occasion of sharad a Medicinal kheer distribution camp was organized for the medical checkup of heart, skin and eye problems. He played an active role in developing the wodes ofthe nyass and organized several lectures and seminars under the banner ofthe •Jan Chetna March', a branch of the Puma Nand Nyass.

Being the member ofthe executive committee 01 BAJSS Shri Dwivvedi 'attended its meetings held from time to time.

As the secretary ofBhartiyaAdim Jati Sevak Sangh, Uttarakhand Board, Shri Dwivedi with the help of Shams her Ail, Surendra Chauhan (Members Of BAJSS), Sushil Dwivedi (Secretary HNK Mem. Seve Samiti) organized a conference of Muslim Van Gurjars at Shyampur in Haridwar distt. To hear and find solutions to their socio-economic problems.

This meeting was presided over by shri Banvari Lal Gaur, President ofBhyartiyaAdimjati Seval Sangh, New Delhi. Shri Chander Singh Gwal, Additional Director of Education ( Govt. ofUttarakhand) was the chief guest. Shri Chander Singh Gwal is an alumni of the Buxa Boys Hostel, Bazpur.

The following schemes were managed by the servants of India Society, the day to day management was looked after by the project superintendent and controlled by Shri P. K. Dwivedi through his office at Bazp~ .

Shri P. K. Dwivedi developed the educational works among the tribal communities ofUttar Pradesha dn Uttarkhand which is known as Western Zone ofU. P. Branch. The Western Zone is conducting the following schemes for the educational and welfare advancement of the people.

CRECHES To meet the problem ofworking mothers in the villages, the Society started I;reChe centres to look after the children ofworlcing women. Twenty five children (0 to 5 years of age) were taking advantage of each centre. Supplementary nutrition was provided to them during their stay time. Two 'Balsevikas' (aya's) wereap;ointedd to look after the smooth management ofthe centres. Five creche centres were managed in villages namely Sanjay Nagar, Pipalia No.1, Chandan Nagar, Chakarpur and Muria Pistor of Udham Singh Nagar Dist. The total expenditure on these was Rs. 2,22,231.50.

The Basic Shiksha Parishad, Uttarakhand had provided pennanent recognition to above 14 primary schools. These primary schools were financed by the State Government, MinistIy of Social Welfare, Uttarkhand. 1316 students were taking advantage of these 14 primary schools during the year and Rs. 42,41,875.00 was sanctioned for the payment of the salaries of the teachers working during the year under the report.

PURV MADHYAMIKVIDYALAYA, M \zRABIDHI, GADARPUR The Society maintained a Junior High School at Mazrabidi, a totIaly scheduled caste village of Gadarpur block to eradicate the illiteracy from this rural area. The school is managed under the banner of Serv India Shiksha Samiti, a registered organization.

The Basic Shiksha Parishad Uttarkhand has provided the permanent recognition as well as fmancial help to the above Junior High School. For the smooth management ofthe school sufficient teachers and other workers are appointed. One hundred twenty four students were taking the advantage ofthe s :hool. RESIDENTIAL SCHOOLS FOR GIRLS (A.T.S.)

The Servants of India Society is running two Ashram Type Vidyalayas for the educational advancement ofthe tribal girls. The inmates ofthe A. T.S. are provided food, lodging, clothing, bedding and reading and writing materials free of cost. Free medical aid is provided to them through a medical officer, who visits the Ashram twice a week. Both the ashram type schools have got the basic recognition from Basic Shiksha Parishad U. P. and Uttarakhand. 173 girl inmates are taking the advantage ofthe ashram during the current financial year. The class wise strength is given below:

Shri S. V. Ramakrishnan visited the Thakkar Bapa Gurukulam (TBG), Nirgacimund, on 18th March 2008. Shri J. Thollan, Coorespondent ofthe TBG,was busy with hi sgrand daughter's wedding and was not available. I met Shri T. Dhorai, the Headmaster. The position as on 31st December, 2007 was the base ofthe visit.

THAKKAR BAPAGURUKULAM NIRGACIMUND, The student strength continues to decline. It was 203 as on 31.01.2002,154 as on 28.2.2006 and 139'as on 31.12.2007.

GOVERNMENT GRANTS

SALARIES The State Government meets, in full, the salaries ofthe staff. The amounts disbursed during 2005-2006 and 2006-2001 were Rs. 4,96,0051 - and Rs. 4,93,903/- respectively. Since IstApril, 2007, the Government disburses the salaries through ECS directly to the bank accounts of the staff.

MAINTENANCE The maintenance grants are calculated at 2% ofthe basic pay of all teachers. As against the claim ofRs. 15,022/- and Rs. 21,286/- made for 2005-2006 and 2006:-2007, the amounts received were Rs. 1,720- and Rs. 6,183/-, respectively.

LAND AND BUILDINGS

LAND The District Collector assigned 2 acres ofToda Patta land to the SIS, in April 1951. Later, the Chief Conservator of Forests leased 50 cents ofland. In regard to the former, the Lief nce issued by the Tahsildar mentions the donee as the Correspondent. TBG Aided Middle School, Nirgacimund. I have asked the Correspondent (a) to bring this discrepancy to the notice of the Tahsildar and ask him to make necessary changes in the Licence, and (b) to request the Tahsildar to give a letter that the SIS can use the land (with measurements, survey no. etc.) as long as it wanted, so long as it is used for a public purpose.

BUILDINGS The number of clas rooms and other rooms stood at 8 and 3 respectively. No additions have been made to the buildings during the last 2 years. The school buildings are kept neat. The Rotary Club, Ooty has given the Vocational Excellence Award to the School.

NOON-MEAL SCHEME The School has provided a kitchen and a store-room for the Noon­ meal scheme.

PARENTS TEACHERS' ASSOCIATION During the last year, 3 meetings ofthe Parent Teachers' Association were held.

VISITS BY OFFICERS The Asst. Educational Officer visits the school once a year and records his impressions on various facets ofthe School, in a Register. His last visit was on 22nd December 2006.

TEACHER STRENGTH The Education Dept. has fixed the Teacher - Student ratio at 1:40. The number of students in classes I to V was 67 and in classes VI to VIII, 71, aggregating 139 students. Now 4 teachers and one part time Vocational Instructor are in position. The vacancies that arose on the retirement of2 teachers during 2004-2005 have not been filled up. The Education Dept has recently introduced two new schemes - Activity Based Learning (SeyalvarikatraJ in Tamil) for classes I to V and Active Learning Method (padaippatraJ in TamiI)for classes VI to VIII. This has imposed additional burden on the teachers. Since August 2006, the Salary ofone teacher, on

temporary basis, presently Shri R. Palani Rajavel, on a consolidated salar ofRs. 2,500/- p.m., is met by HQ. To comply with the schemes ofth Dept. effectively and for the good of the students, the Head master mad a fervent plea to fill up the second vacancy also from June 2008, by HQ

INMATES OF HOSTEL

. The Welfare Dept. runs a hostel in the school complex for student: of backward classes. 74 out of139 students stay in this hostel.

DONATIONS

Rallis India Ltd., has donated a computer to the School. This i! being taught to students of classes VI to Vill. It has also donated 14C seaters to the students. The Headmaster desired sports goods worth abou1 Rs. 5,000/- to be bought for the school.

The following Schemes were being run by the Society in Orissa, U. P. and Uttarakhand States which were funded by the Union MinistIy of Social Justice and Empowerment and MinistIy ofTribal Affairs.

Schemes of Ministry ofS'lcialJustice and Empowerment

U. P. State (Sonebhadra District) 1. Primary Schools (Ten): Ten Primary Schools were run by the Society which were located in the Sonebhadra district. These schools were financed by the Union MinistIy of Social Justice and Empowerment (SCD-Division). All these Schools are duly recognized by the U. P. Education Department and are regularly inspected by the concemedAuthorities. 693 students were reading in tthese schools out ofthem 634 children were SCs, 36 BCs and 23 OCs. Out oftotaI children 421 were boys and 272 were girls. There were 128 students in Class - I, 137 students in Class - II, 152 students in Class - III, 131 students in Class - IV and 145 students in Class - V. 2. Ashram School, Siltham: The Ashram provides free residential accommodation, food, clothing oil and soap, reading and writing materials to 100 SC students. Out of these 100 SC students 16 were reading in Class - VI, 18 in Class - VII, 21 in Class - VIII, 25 in Class IX and 20 in Class - X in the Adivasi Inter College, Siltham, run by the Society. Thus, this has been functioning as a Hostel for SC Boys from its very inception but it is named as Ashram School because the Govt. of India (MinistIy of Social Justice and Empowerment) has been sanctioning the scheme with this name.

3. Girl's Ashram School, Kbaliyaril The Ashram provides free residential accommodation, food, clothing, oil and soap, reading and writing materials to 50 SC girls out ofwhom 07 students were (SO) Annual Report 2007-2008

reading in Class - I, 06 in Class-II, 18 in Class-III, 12 in Class· IV'and 07 in Class V in the Primary School attached with th~ Ashram.

4. SC Boys Hostel, Ghuwasl The Hostel provides free residential accommodation, food, clothing, oil and soaps, reading and writing materials to 50 SC students ofwhom 19 were reading in Class-I, 12 in Class-II, 09 in Class - III, 06 in Class - IV and 04 in Class­ V in the Primary School, Ghuwas run by the Society.

s. Women Welfare Centres (Five): These five Women's Welfare Centres were IQcated in the Village Bidar, Mahuariya, Supachuwan, and Kudari in Dudhi Tahesil and in Village Barhauli in the Robertsganj TahesiI ofSonebhadra district Training in Tailoring, embriodory and Knitting by hand were being provided through these Centres to 157 women attending these Centre.

U. P. State (Lakhimpurkheri District)

1. Balika Ashram 1Ype School at Paliakalan: With the financial assistance from Ministry of Social Justice and Empowerment, Government ofIndia, BalikaAshram Type residential School was maintained by the Society at Paliakalan in u.khimpur Kheri district for educational advancement ofgirls belonging to SC community. During the Sesslion 2007-2008 the total number ofthe beneficiaries was 101. The Ashram School provided food, lodging, clothing, books and stationary and medical facilities to the inmates free of cost. The total expenditure on the Iru.intenance ofthe School was Rs. 9,51,266.50 during the year underreport.

1. Ashram Type School, Khantral The Society maintained an Ashram Type School at Khantra in Mirzapur district which was

Orissa State (Rayagada Tlistrict)

1. Residential Hostel for SCs (Thakkar Sapa Ashram)~ The Rayagada Centre ofthe Society maintained a residential hostel for SC Students popularly known as Thakkar Bapa Ashram. The ASImim provided free boarding, lodging, educational facilities to 100 SC Students. The Studetns were provided with necessary reading writing materia1s and intensive coaching to improve their standard ofeducation. Facilities like indoor and outdoor game, oil and soap, uniforms and free medical assistance were also supplied to them. A group ofstudents visited Purl, Konark in an educational excursion. The expenditure incurred on the maintenance ofthe Ashram was Rs. 8,58,463.00 for the year under report.

1. Thar JaD Jati Boys' Hostel, Tulsipur.;. The Society maintained a hostel for Tharu Janjati Boys at Tulsipur for educational advancement ofTharu ST Commtmities with the financial aid from the Union Ministry ofTn"balAffairs. The hostel provided lodging. boarding. clothing. reading and writing materials, medical aid to the inmates free ofCost. There were SO inmates in the hostel out of them 4 were in Class-VI, 4 in Class- VD,4inClass vm.lO in Class - IX, 12 in Class - X. 8 in Class- XI and 8 iDmates in Class-XII.

Tharu Janjati Boys' Hostel, Pachperwal The Society miUntained a hostel for Tharu Janjati at Pachperwa in Balarampur district with the financial aid from the Ministry ofTribal Affairs, Government ofIndia. The hostle provided free lodging, boarding, reading writing materials, medical aid, Uniforms to 40 Tharu ST inmates out ofthem 3 were in Class - VII. 1 in Class - vm. lOin Class - IX, 3 in Class- X, 11 in Class - XI, 12 in Class - Xll.

Tharu Janjati Boys' Hostel, Chandanchowki (Lakhimpur Kheri district): The Society maintained a hostle for 40 Tharu Janjati Boys at Chandanchowki in Lakhimpur - Kheri district for educational development ofTharu Communities. The hostel provided free boarding, lodging, reading writing materials, Uniforms, medical aid to the inmates ~ of Cost. This project was financed by the Ministry ofTribal Affairs, Govt ofIndia. Balika Ashram Type School (ATS) at Chandanchowki (Lakbimpur Kheri district): The Society runs a BalikaAshram Type School at Chandanchowki with the fmancial aid from the Union Ministry ofTribal Affairs for educational development of Tribal girls. The inmates oftheATS are provided with food, lodging, clothing, bedding, reading writing materials free of Cost. There were 81 Tharu ST girls in the ATS out ofthem 19 were in Class­ I, 17 were in Class - II, 17 in Class - III, 16 in Class - IV and 12 in Class-V. The ATS has got the basic recognition from Basic Sikhsya Parishad, U. P.

Uttarakhand State (Udham Sing Nagar District) 1. Buxa Boys Hostel, Bazpur: The Society maintains a hostel for Buxa preemptive tribe boys at Bazpur in Udham Sing Nagar district with the financial aid from Union Ministry ofTribalAffairs. The hostel provides free food, lodging, Uniforms, reading writing

materials, medical aid to 90 ST inmates out ofthem 6 are reading in Class - VI, 6 in Class - VU, 31 in Class-IX, 13 in Class -X, 16 in Class-XI, 18 in Class-XU. 2. There are 92 ST girl inmates in theATS and they are provided with free food, lodging, reading writing materials, Uniforms, free of Cost. Free medical aid is provided to them through a medical officer, who visits the ATS twice a week. TheATS has got the basic recognition from the basic Sikhsya Parishad, Uttarakhand State. Out of total 92 ST girls, 14 are reading in Class - I, 22 in Class-U, 19 in Class­ Ill, 20 in Class-IV and 17 in Class-V.

Orissa State (Rayagada District)

1. Educational Complex for ST girls: The Society is managing an Educational Complex for Tribal girls at Village Halua in Rayagada district with 100"/0 financial aid from the Union Ministry ofTribal Affairs. The Educational Complex is running with a view to improving the tribal female literacy. The Complex provides the facilities of free boarding, lodging, Uniforms, Cosmetics, reading writing materials, medical aids and medical Checkups to 50 ST girls, It has the facility for reading ofST girls upto Class - V. In Order to motivate the parents to send their daughters to the complex an incentive ofRs. 50/- per month per parent was paid. All girl students of the Complex went on an educational tour and visited Sri Jagnnath Temple, Puri Sea beach, Konark, Nandan Kanan Zoo, Planetorium and Lingaraj Temple at Bhubancswar. The total expenditure incurred on the project was Rs. 4,56,235/- for the year under report.
