0109 MINUTES Meeting of the Meeting of 9 January 2014, From EUROPEAN PARLIAMENT 2009 - 2014 Delegation to the EU-Chile Joint Parliamentary Committee D-CL_PV(2014)0109 MINUTES Meeting of the meeting of 9 January 2014, from 10.00 to 11.30 Brussels The meeting opened at 10.15 on Thursday 9 January 2014, with António Fernando Correia de Campos (Chair) presiding. 1. Adoption of draft agenda (PE 502.996v01-00) The agenda was adopted as shown in these minutes. 2. Approval of the minutes of the meeting of 26 September 2013 (PE 502.993v01-00) The draft minutes of the meeting of 26 September 2013 were approved. 3. Chair’s announcements The Chair first of all congratulated Michelle Bachelet on her election as President of the Republic of Chile. He also congratulated the Chilean people on their civic behaviour throughout the electoral process and the commitment expressed in their participation in the voting, which was for the first time voluntary. The Chair went on to congratulate Chile on its accession as a permanent member of the UN Security Council, and wished the country every success in carrying out its duties. He recalled that Chile had been elected in October 2013 and that the country’s mandate included the 2014-2015 period. 4. Preparation of the 19th EU-Chile JPC to be held in Brussels on 23 January 2014 PV\1015593EN.doc PE502.998v01-00 EN United in diversity EN On the basis of decisions taken during the meeting of the Bureau of the EU-Chile JPC, on 28 November 2013, it was decided to address the following topics at the 19th EU- Chile JPC meeting: – Political and economic situation in the EU and Chile; – EU-Chile Association Agreement: 10 years of implementation and outlook for updating the Agreement; – Current situation and strategies to prevent tax evasion by multinational companies. 5. Exchange of views with H.E, Carlos Appelgren Balbontín, chilean ambassadorr to the EU, on the outcome of the presidential elections in Chile The Chilean ambassador to the EU, Carlos Appelgren Balbontín, recalled that legislative elections were held in Chile on 17 November 2013, in which half the seats in the Senate were renewed, and all seats in the Chamber of Deputies. On polling day, 16.5 million Chilean citizens cast their votes to elect the next President of the Republic. As none of the nine presidential candidates won an absolute majority, a second round had to be held. In the first round, Michelle Bachelet, as the candidate for the Nueva Mayoría coalition, obtained the first relative majority with 46.7% of the vote. The coalition brought together the Socialist Party of Chile (PS), the Christian Democrat Party of Chile (PDC), the Radical Social Democratic Party (PRSD), the Communist Party of Chile (PCCh), the Citizen Left (IC) and the Broad Social Movement (MAS), as well as centre-left independents. Evelyn Matthei, the candidate for the government’s coalition Alliance for Chile (Independent Democratic Union (UDI) and National Renewal), obtained the second relative majority with 25.3% of the votes cast. Looking at the results of the legislative elections, the Ambassador said that 20 senators had been elected for the alternate regions, as well as 120 members of parliament. The Senators were elected for a period of eight years, until 2022, while the Deputies were to serve a four-year mandate until 2018. In the Senate, New Majority won an overall majority, with 13 candidates elected, while the government alliance won seven seats. All in all, New Majority would be represented by 21 Senators and Alliance for Chile by 16. In addition, Magallanes region had elected an independent candidate. In gender terms, there would be seven female senators (18.4%) and 31 male senators. In the Chamber of Deputies, the Ambasador said that New Majority had obtained 67 seats, against 49 won by Alliance for Chile and three independents. The Socialist Party had won the most seats, increasing its representation from 11 to 15 legislators. In spite of having lost seats (down to 29 from 38), UDI was still the largest party in absolute terms. The 17 November 2013 elections also saw the election of the first Liberal candidate since the return to democracy, Vladko Mirosevic. Looking at it from a gender perspective, the Chamber of Deputies would be made up of 17 women and 103 men. PE502.998v01-00 2/7 PV\1015593EN.doc EN At the same time as the legislative and presidential elections, 278 regional councillors were also elected by the citizens. In this case, New Majority was the party most voted for and won 156 seats. Alliance for Chile won 103 regional council seats. Going back to the presidential election, Ambassador Appelgren recalled that under Chilean law, when no candidate obtained 50% plus one vote in the first round, a second round had to be held to decide between the two candidates who had received the most votes.. Since none of the first-round candidates managed to collect enough votes to be elected in one round, a second round of elections was held on 15 December 2013, with the two candidates being Michelle Bachelet, for New Majority, and Evelyn Matthei for Alliance for Chile. In the second round, in which 41.9% of voters took part, Ms Bachelet won 62.17% of the vote, while Ms Matthei obtained 37.83%. In conclusion, the Ambassador said that the new government would take over on 11 March 2014. Nearly all of the scattered tribes were related in race and language, but they lacked any central governmental organization. The groups in northern Chile lived by fishing and by farming in the oases. In the 15th century they fell under the influence of expanding civilizations from Peru, first the Chincha and then the Quechua, who formed part of the extensive Inca empire. Those invaders also tried unsuccessfully to conquer central and southern Chile. The Araucanian Indian groups were dispersed throughout southern Chile. These mobile peoples lived in family clusters and small villages. A few engaged in subsistence agriculture, but most thrived from hunting, gathering, fishing, trading, and warring. The Araucanians resisted the Spanish as they had the Incas, but fighting and disease reduced their numbers by two-thirds during the first century after the Europeans arrived. The Spanish conquest of Chile began in 1536–37, when forces under Diego de Almagro, associate and subsequent rival of Francisco Pizarro, invaded the region as far south as the Maule River in search of an “Otro Peru” (“Another Peru”). Finding neither a high civilization nor gold, the Spaniards decided to return immediately to Peru. The discouraging reports brought back by Almagro’s men forestalled further attempts at conquest until 1540–41, when Pizarro, after the death of Almagro, granted Pedro de Valdivia license to conquer and colonize the area.

And the reform was approved almost for unanimity… That was strange, because it did start as a world war" (Interview with Senator Viera Gallo, Socialist Party, 2014). This paper examines the policy process of the health reform in Chile through the lens of the Advocacy Coalition Framework (ACF), focusing on the paths of policy change. Previous research on social policy reforms in Chile suggests that the institutional legacies from the Pinochet dictatorship (1973-1990) constrained new democratic governments to implement radical reforms (Ewig and Kay 2011, Pushkar 2006, Castiglioni 2005, Davila 2005, Gonzalez-Rossetti et al 2000). Generally, these studies adopt an historical institutionalist approach that see “institutions as the legacy of concrete historical processes” (Thelen 1999: 382) and become the background of the policy process, shaping alternatives through rules and norms accordingly to its historical development (Pierson 1996, Hall 1996). Concepts of path dependence, policy feedback and policy legacies are often referred to explain cases of stability rather than those cases where there is a policy change. In the case of Chile, Pinochet’s dictatorship left a myriad of legacies that explain attitudes and decisions of the Chilean elites in the new democratic period; for instance, the electoral system (binominal) and presidential powers enacted by the Constitution of 1980 (Funk 2004; Davila y Fuentes 2003; Jaksic and Drake 1999).

In 2013, Michelle Bachelet and her center-left “New Majority” coalition won the presidency and sizeable majorities in both houses of the Chilean Congress after campaigning on a platform of ambitious reforms designed to reduce inequality and improve social mobility. Since her inauguration to a four-year term in March 2014, President Bachelet has signed into law significant changes to the tax, education, and electoral systems. She has also proposed a number of other economic and social policy reforms, as well as a process for adopting a new constitution. Although a significant majority of the public initially supported the reforms, Chileans have grown more divided over time, with some groups pushing for more far- reaching policy changes and others calling for Bachelet to scale back her agenda. Disapproval of the reforms, a corruption scandal that implicated her son, and Chile’s slowing economy have taken a toll on President Bachelet’s approval rating, which has declined to 29%. Chile’s economic growth has slowed considerably in recent years, falling to 1.9% in 2014. Analysts have largely attributed the slowdown to the end of the global commodity boom and the coinciding drop in copper prices, which have a significant impact on the Chilean economy. There are also indications that the Bachelet Administration’s policy reforms may have reduced business confidence and dampened growth.

Villalobos Department of Psychiatry and Biobehavioral Sciences University of California, Los Angeles [email protected] This article analyzes how Chilean government officials and politicians rhetorically rely on expertise and assign blame for the handling of the COVID-19 pandemic. We specifically focus on rhetoric surrounding decisions to implement and lift quarantines in Santiago from March through August 2020, which reveals significant discrepancies in how political ideology mediates rationalizations of individual and state responsibilities in times of a pandemic. While the Sebastián Piñera administration and other right-wing politicians emphasize individual responsibility and the government’s reactions to or policing of that responsibility, left-wing politicians and the medical community call for the state to more assertively direct a collective response based on specific metrics and expertise. This contention over the politics of blame and expertise reveals critical tensions in governing visions looming over Chile’s constitutional convention process. De tal manera, al día siguiente la autoridad junto a la Alcaldesa de Providencia, Evelyn Matthei, y al Alcalde de Huechuraba, Carlos Cuadrado, dieron a conocer en terreno el nuevo emplazamiento que tendrá la estación de la comuna de Providencia, la que estará en la franja sobre el Canal San Carlos, entre Nueva Tajamar y Nueva Tobalaba. En la oportunidad, el Ministro Fontaine indicó que “estamos acá al borde del Canal San Carlos para informar que hemos logrado en un acuerdo de gran importancia para las comunas de Providencia, Vitacura, Huechuraba y Las Condes, el que permitirá seguir adelante con la construcción del Teleférico Bicentenario y que cuenta con el apoyo de la Asociación de Canalistas”. El nuevo emplazamiento reemplaza al de la Plaza Nueva Zelanda, el que despertó la preocupación del Municipio de Providencia por el aumento peatonal en un sector que ya presenta una alta afluencia. La definición de la nueva ubicación fue producto de una mesa de trabajo entre la Dirección General de Concesiones del MOP, la Sociedad Concesionaria, las autoridades edilicias y la Asociación de Canalistas, la que fue clave para acordar el sector donde se levantará la estación. El Teleférico Bicentenario será el primer medio de transporte urbano no contaminante que se construya en Santiago. Con una extensión de 3.312 metros, el Teleférico contará con tres estaciones ubicadas en Providencia, Cerro San Cristóbal y Ciudad Empresarial, cubriendo el trazado en sólo 12 minutos, a través de 148 cabinas, cada una con capacidad para 10 pasajeros.

December 19, 2013 by Marion Lloyd Chile’s Sea Change in Higher Education Michelle Bachelet, Chile’s newly elected president Michelle Bachelet, who won Chile’s presidency in a landslide on Sunday, has vowed to overhaul her country’s economic model to deal with endemic inequality. And she plans to start by providing free higher education for all. It’s a radical departure from the current system, in which the government accounts for just 15 percent of the sector’s total funding. That share is among the lowest in the world and is less than half that of the United States, according to the Organisation for Economic Co-operation and Development, or OECD. The policy would also challenge the country’s image as the free-market poster child of Latin America. Chile was the first country in the region to adopt liberalizing economic reforms, in the 1970s. It now boasts the highest GDP per capita and the highest levels of human development in Latin America, says the World Bank. It also has the third highest university-enrollment rate, after Cuba and Argentina. But in recent years, Chile has been the site of vast protests against skyrocketing student debt, the legacy of neoliberal policies that were first imposed during Augusto Pinochet’s military dictatorship, from 1973 to 1990, and that have continued under democratic rule. Those policies have led to staggering levels of income inequality; the country has the worst Gini index score, which rates the degree of income disparity, among OECD members, surpassing even Mexico. Bachelet, who won 62 percent of the vote in Sunday’s runoff election, has vowed to change that.

A large majority of eligible voters chose not to participate in the Oct. 23 elections. Abstention stood at 65%, a post-dictatorship record. Those who did go to the polls expressed a slight preference for the rightist Chile Vamos coalition, which edged past the center-left Nueva Mayoría in mayoral votes won (38% versus 37%) while ousting pro-government incumbents in several emblematic municipalities. The biggest prize was Central Santiago, where Felipe Alessandri, of the center-right Renovación Nacional (RN) party, beat the incumbent, Carolina Tohá, a close ally of Bachelet.

The outcome returns Bachelet and her centre-left coalition to power four years after they were replaced by the centre-right government under President Sebastián Piñera. Despite Bachelet's clear mandate, the high abstention rate in both rounds of the elections means that she assumes the presidency with somewhat less political capital than was generally expected. Although the parties in the alliance supporting Bachelet - the centre-left 'New Majority' (Nueva Mayoría, NM), including Bachelet's Socialist Party (Partido Socialista, PS) - will have a solid majority in both chambers of the Congress, the new president could face difficulties in pushing through key legislation. The outcome of the elections In Chile's first presidential election contested by two women, Bachelet's 62.2 % share of the vote dwarfed the 37.8 % garnered by Evelyn Matthei from the current governing coalition, the centre-right 'Alliance' (Alianza)1. The two candidates, the former president Michelle Bachelet and the current Labor Minister Evelyn Matthei are daughters of Air Force generals; their fathers’ fates highlight the contrasting experiences of dictatorship. Bachelet’s father was killed by torture soon after the military’s assumption of power in 1973, while in contrast, there is good evidence that Matthei’s father was not only present in the Air Force academy when General Bachelet was killed but may have had something to do with his death. 1 Michelle Bachelet herself was detained, tortured, and exiled by the dictatorship, while Matthei spent the era as a member of pro-Pinochet youth organizations. 2 Matthei’s and Bachelet’s politics and backgrounds personify the ongoing debate over how to remember Pinochet and his era. The media’s emphasis on the candidates’ conflicting relationships with dictatorship in the months leading up to November’s election represents the strong presence public memory of the dictatorship continues to have in Chile. The year 2013 also marks the 40 th anniversary of the September 11, 1973 military coup that overthrew the democratically elected socialist president Salvador Allende and established the Pinochet dictatorship.
