EUROPEAN PARLIAMENT 2009 - 2014 Delegation to the EU-Chile Joint Parliamentary Committee D-CL_PV(2014)0109 MINUTES Meeting of the meeting of 9 January 2014, from 10.00 to 11.30 Brussels The meeting opened at 10.15 on Thursday 9 January 2014, with António Fernando Correia de Campos (Chair) presiding. 1. Adoption of draft agenda (PE 502.996v01-00) The agenda was adopted as shown in these minutes. 2. Approval of the minutes of the meeting of 26 September 2013 (PE 502.993v01-00) The draft minutes of the meeting of 26 September 2013 were approved. 3. Chair’s announcements The Chair first of all congratulated Michelle Bachelet on her election as President of the Republic of Chile. He also congratulated the Chilean people on their civic behaviour throughout the electoral process and the commitment expressed in their participation in the voting, which was for the first time voluntary. The Chair went on to congratulate Chile on its accession as a permanent member of the UN Security Council, and wished the country every success in carrying out its duties. He recalled that Chile had been elected in October 2013 and that the country’s mandate included the 2014-2015 period. 4. Preparation of the 19th EU-Chile JPC to be held in Brussels on 23 January 2014 PV\1015593EN.doc PE502.998v01-00 EN United in diversity EN On the basis of decisions taken during the meeting of the Bureau of the EU-Chile JPC, on 28 November 2013, it was decided to address the following topics at the 19th EU- Chile JPC meeting: – Political and economic situation in the EU and Chile; – EU-Chile Association Agreement: 10 years of implementation and outlook for updating the Agreement; – Current situation and strategies to prevent tax evasion by multinational companies. 5. Exchange of views with H.E, Carlos Appelgren Balbontín, chilean ambassadorr to the EU, on the outcome of the presidential elections in Chile The Chilean ambassador to the EU, Carlos Appelgren Balbontín, recalled that legislative elections were held in Chile on 17 November 2013, in which half the seats in the Senate were renewed, and all seats in the Chamber of Deputies. On polling day, 16.5 million Chilean citizens cast their votes to elect the next President of the Republic. As none of the nine presidential candidates won an absolute majority, a second round had to be held. In the first round, Michelle Bachelet, as the candidate for the Nueva Mayoría coalition, obtained the first relative majority with 46.7% of the vote. The coalition brought together the Socialist Party of Chile (PS), the Christian Democrat Party of Chile (PDC), the Radical Social Democratic Party (PRSD), the Communist Party of Chile (PCCh), the Citizen Left (IC) and the Broad Social Movement (MAS), as well as centre-left independents. Evelyn Matthei, the candidate for the government’s coalition Alliance for Chile (Independent Democratic Union (UDI) and National Renewal), obtained the second relative majority with 25.3% of the votes cast. Looking at the results of the legislative elections, the Ambassador said that 20 senators had been elected for the alternate regions, as well as 120 members of parliament. The Senators were elected for a period of eight years, until 2022, while the Deputies were to serve a four-year mandate until 2018. In the Senate, New Majority won an overall majority, with 13 candidates elected, while the government alliance won seven seats. All in all, New Majority would be represented by 21 Senators and Alliance for Chile by 16. In addition, Magallanes region had elected an independent candidate. In gender terms, there would be seven female senators (18.4%) and 31 male senators. In the Chamber of Deputies, the Ambasador said that New Majority had obtained 67 seats, against 49 won by Alliance for Chile and three independents. The Socialist Party had won the most seats, increasing its representation from 11 to 15 legislators. In spite of having lost seats (down to 29 from 38), UDI was still the largest party in absolute terms. The 17 November 2013 elections also saw the election of the first Liberal candidate since the return to democracy, Vladko Mirosevic. Looking at it from a gender perspective, the Chamber of Deputies would be made up of 17 women and 103 men. PE502.998v01-00 2/7 PV\1015593EN.doc EN At the same time as the legislative and presidential elections, 278 regional councillors were also elected by the citizens. In this case, New Majority was the party most voted for and won 156 seats. Alliance for Chile won 103 regional council seats. Going back to the presidential election, Ambassador Appelgren recalled that under Chilean law, when no candidate obtained 50% plus one vote in the first round, a second round had to be held to decide between the two candidates who had received the most votes.. Since none of the first-round candidates managed to collect enough votes to be elected in one round, a second round of elections was held on 15 December 2013, with the two candidates being Michelle Bachelet, for New Majority, and Evelyn Matthei for Alliance for Chile. In the second round, in which 41.9% of voters took part, Ms Bachelet won 62.17% of the vote, while Ms Matthei obtained 37.83%. In conclusion, the Ambassador said that the new government would take over on 11 March 2014.
