Following our recent meeting we committed to going away and designing a school warning sign scheme for the Parish Council to assist in warning drivers of the presence of school children on Wood Lane

Please find attached a drawing showing 4 signs, in 2 locations (back to back) for this purpose. We have also costed this work which comes to £620.

Please consider the proposal and get back to me. Assuming your happy with the proposal and that the Parish Council are happy to meet this cost, we can arrange for the works to take place.

I must warn there could be a delay in responding to you. As you probably know, because of the end of legislation to allow meetings to happen virtually, and because there are still some safety concerns around Covid when meetings indoors need to resume, we have recently had approved an interim schedule of delegation. This allows for “routine and budgeted” payments to continue.

This is of course, not routine, nor budgeted. And whilst I think welcome – I would advise its likely July before I can seek approval.

Just wanted to make that as clear as possible now so you aren’t thinking it is disinterest on the part of the parish – purely just a logistical challenge with the current issues we are all facing around meetings!

Correspondence between Andrew Hunter, Head of Planning (BFC) and Parish Clerk btwn 7 May and

7 May: PC to AH At the last meeting of the Council, I updated the members of BPC on the council’s position regarding CIL funding. In the last 12 months we have spent over £150k of CIL with a further £110k committed to projects that have slipped into this year. And as you know, the parish council has been revitalising its strategy based on the findings from the Locality report (which I’ve shared with you previously) and we’re actively looking at new projects.

As I’m sure you are aware, however, it has been significantly harder in the last 12 months to commit CIL funding – the pandemic has disrupted us all and made for a very interesting 12 months. Although we are now starting to get back to normal, I think it will be a while before face to face meetings resume and some of the bigger topics can be debated fully. The DRAFT minute from the April meeting is as follows:

156.3 CIL Update The Clerk referenced the report which detailed the latest CIL position of income and expenditure. The parish has a current balance of £1,002,807 and is about to receive a further £260k in the next few days. It was also suggested that a dialogue now needs to get underway with the Borough about the infrastructure delivery needs of Binfield as well as seeking an extension to the time frame the parish has to spend CIL due to the impact of the public health pandemic on the decision-making ability of the parish. The Clerk was asked to put this to Andrew Hunter, Director of Place, Planning & Regeneration and report back to Council.

Therefore, I am writing to formally request two things. Firstly, an extension to the window of opportunity the parish council has to spend its CIL Receipts. I can confirm that CIL received up to and including October 2018 has already been spent, as has a proportion of the funds received in April 2019. Therefore, the amounts I am request extension for are as follows: Apr-19 £ 288,754.62* Oct-19 £ 261,363.44** Apr-20 £ 388,861.01 Oct-20 £ 297,463.41 Apr-21 £ 260,584.23

*£55k remains unspent and will be fully spent on the two outstanding projects that slipped into this year ** at least £55k of this will be spent in the current financial year on the previously committed projects.

I’d like to suggest 18 months to be appropriate at this stage – this would mean that funds received in April 2019 would be available to spend until October 2025 and not April 2024 as is the current requirement. Can you please consider this request and let me know if you require any more information or a discussion with the Council?

Secondly, what is the best way for us to engage with BFC on the Infrastructure Delivery Plan so that we can ensure we are working collaboratively and with the best interests of all Binfield residents?

7 May AH to PC: In terms of the extension in time for the use of the Cil Funds this seems to be an acceptable suggestion, albeit I think I would question why funds received in April 21 might need to be extended and whether a 12 month extension might be more appropriate.

In order to take the matter forward I have spoken to colleagues in Finance about the best way to formalise this. Stuart has suggested that we take this through the Executive for agreement as part of our Capital outturn report. This will go to the Executive in July and would formalise any agreement. Hopefully that is all straightforward. We will add this as an item to the Executive forward programme.

In terms of a conversation about the infrastructure needs going forward I would start with a conversation with Simon Cridland in the planning team who heads up the Infrastructure work. We could then assess what infrastructure the Parish was keen to deliver and how that might align with our own spending priorities and work programmes. Form there we can engage in a wider conversation with other parts of the Council about funding and delivery.

14 May PC to AH The reason for asking for 18 months is clear – we’ve lost from March 2020 to really debate big topics although we have made good progress on debates that started before the pandemic (hence being able to progress York Road redevelopment, Pockets Copse allotments and some community projects). However, the council doesn’t start F2F meetings again until July and its likely that first meeting will be taken up with reviewing the effectiveness of the schedule of delegation and decision made during our hiatus of meetings. Then holiday season, taking us to September before it is likely we will be starting to debate “what now?”

That’s 18 months since the lasts strategic debate which was in February 2020. We can’t easily make up that time or catch ourselves back up. As you know, it’s a significant amount of money and needs to be properly debated in a transparent way and the Council are keen to do that in a face to face forum. To lose 18 months and get a 12 month extension seems…. Harsh?

Would be keen to push for the 18 months to give the parish maximum time to work through the consultation work we have done, and will continue to do, with residents – particularly as we all try to understand what a post-pandemic community looks like. Agree your process seems quite straightforward. And thank you, will pick up with Simon in the first instance regarding the IDP.

14 May AH to PC 12 months feels more reasonable to me, that would require spend of the April 2019 funds at the latest by April 25, which seems a long way off (and as you say some of that money is already spent and programmed).

19 May PC to AH Let me take this back to the parish and see what their thoughts are. As a very small team I am very nervous of being asked to make up an 18 month gap in 12, but will see what the wider view is. We have a discussion planned for 25 May.
