The meeting commenced at 7.30 pm. Mr Bateson had been co-opted onto the Council to replace Councillor Peter J Bateson, who had recently resigned. 3 Sympathy The Chairperson, Councillor Mrs K A McEldowney extended sympathy to Councillor J Campbell on the recent death of his brother. 4 Minutes 4.1 Councillor J J McPeake referred to Page 19 of the Minutes. Mrs Campbell advised that this item had been taken “In Committee” and consideration of the matter should be deferred and only considered when the Council was “In Committee”. 4.2 It was Proposed by Councillor B McGuigan Seconded by Councillor Mrs C M O’Neill, and Resolved: that the Minutes of the Meeting of the Council held on Tuesday, 11 November 2014 (copy previously circulated to each Member), with the exception of items taken “In Committee“, be taken as read and signed as correct. 5 Matters Arising Out of the Minutes 5.1 The Chief Executive advised that there were no matters arising. 6 Declarations of Interest There were no Declarations of Interest. 7 Planning 185/12/2014 7.1 New Planning Applications: H/2014/0159/F – Tesco Store Ltd, 1 Bridge Street, Castledawson Approval. The Council agreed to the issue of the approval. The Planning Officer advised that there were three letters of objection to this application. H/2014/0239/F – D O’Neill Approval. The Council agreed to the issue of the approval. The Planning Officer advised that there were two letters of objection to this application. 2 H/2014/0254/F – Special Joinery Group, Maghera The Planning Officer advised that this application had been withdrawn from the schedule to allow time for consultation with Environmental Health on additional information regarding noise. The Planning Officer advised that there was one letter of objection to this application. H/2014/0282/F – Aircore Ballynacross Road Ltd The Planning Officer advised that this application had been withdrawn from the schedule to allow time for consultation with Environmental Health on additional information regarding noise. The Planning Officer advised that there were two letters of objection to this application. H/2014/0313/F – Beam Vacuum Systems Ltd Approval. The Council agreed to the issue of the approval. H/2014/0320/F – Ms Emma Nicholls Deferred for an Office Meeting on the request of Councillor P McLean. A letter of submission was handed to the Planning Officer – Criterion 5; Councillor P McLean to attend the meeting. The Planning Officer advised that there was one letter of objection to this application. H/2014/0329/O – S Conway Refusal. The Council agreed to issue the decision. 7.1.1 Applications Deferred from Previous Meeting: H/2013/0174/F – Mr Norman Leslie Approval. The Council agreed to the issue of the approval. H/2013/0398/O – Mr C Gribben Approval. The Council agreed to the issue of the approval. H/2013/0450/O – Mr Justin McCarthy Approval. The Council agreed to the issue of the approval. H/2014/0022/F – Tamlaght O’Crilly Parish – Canon Raymond Stewart Approval. The Council agreed to the issue of the approval. H/2014/0063/F – Mr Gerard McGuigan Approval. The Council agreed to the issue of the approval. H/2014/0089/F – Ms Dagmare Michalska Refusal. The Council agreed to issue the decision. H/2014/0103/O – Paul Irvine Approval. The Council agreed to the issue of the approval. 3 H/2014/0105/O – Roland Caldwell Approval. The Council agreed to the issue of the approval. H/2014/0108/O – Mr Seamus Dougan Approval. The Council agreed to the issue of the approval. H/2014/0127/O – Mr M Convery Refusal. The Council agreed to issue the decision. The Planning Officer advised that there was one letter of objection to this application. H/2014/0152/F – Mr Devlin The Planning Officer advised that this application had been withdrawn from the schedule to allow for time to consider further information from the applicant and to prove that a business had been established. The Planning Officer also pointed out that there were five letters of objection to this application. H/2014/0209/O – Robert Niblock Deferred for one month on the request of Councillor Mrs E A Forde to allow for an office meeting between the local MLA and the Area Planning Manager. H/2014/0248/O – Gerry Murphy & Mary Dowling Refusal. The Council agreed to is sue the decision. 7.1.2 It was Proposed by Councillor B McGuigan Seconded by Councillor P McLean, and Resolved: to adopt the Planning Schedule dated 9 December 2014 subject to the above conditions and amendments. 7.2 Submitted schedule of Streamlined Planning Application decisions issued from 1 October to 31 October 2014 (copy previously circulated to each Member). Noted. 7.3 Planning Application H/2009/0270/F Consideration was given to a consultation response to Planning Application H/2009/0270/F – Former William Clark & Sons Ltd, Upperlands, Maghera for works to listed buildings to include the extension and conversion of the former Art Deco Building into a new factory and change of use, etc (details circulated to each Member). 4 7.3.1 Following discussion, it was Proposed by Councillor Mrs E A Forde Seconded by Councillor T J Catherwood, and Resolved: that the Council’s response to the planning application should be that the Council was sympathetic to the application and supported it as long as it did not take away from the location. The Planning Officer retired from the meeting at 7.50 pm. 8 Building Control Department 210/12/2014 The Director of Building Control presented the Department’s report for the period 1 November to 30 November 2014 (copy previously circulated to each Member). 7.1 During this period 1 November 2014 to 30 November 2014 twenty-two applications had been recommended for approval. A total of eighty-nine applications required amending by Architects and Agents before granting approval. 7.2 Ap plications for Notices and Regularisations During the period from 1 November 2014 to 30 November 2014 there was 1 Regularisation and nineteen Notices issued. Notices were mainly for replacement boilers. There were fourteen Notices cancelled on request. 7.3 Building Regulations Inspections During the period from 1 October 2014 to 31 October 2014 one hundred and nine applications commenced on site and seventy applications were found to be complete in accordance with Building Regulations. The department carried out three hundred and thirty-five inspections during this month. 7.4 Annual Re-Licensing Applications During the period of this report five re-licensing inspections have been carried out. 7.5 Entertainment Licensing During the period of this report three entertainment licensing inspections were carried out. 7.6 Property Certificates There were forty-one Property Certificates issued for this period. 5 7.7 Naming and numbering of Streets During the period from 1 October 2014 to 31 October 2014 eight new postal numbers and postcodes were issued for private dwellings. 7.7.1 Mr Glendinning sought permission to raise an additional item in relation to the naming of industrial development units at Grange Road, Magherafelt. The Chairperson agreed. 7.7.2 Consideration was given to the naming of industrial units at 5 Grange Road, Magherafelt for Mr David Hutchinson.     Smythe-Wood Newspaper Index – “A” series – mainly Co Tyrone Irish Genealogical Research Society Dr P Smythe-Wood’s Irish Newspaper Index Selected families, mainly from Co Tyrone ‘Series A’ The late Dr Patrick Smythe-Wood presented a large collection of card indexes to the IGRS Library, reflecting his various interests, - the Irish in Canada, Ulster families, various professions etc. These include abstracts from various Irish Newspapers, including the Belfast Newsletter, which are printed below. Abstracts are included for all papers up to 1864, but excluding any entries in the Belfast Newsletter prior to 1801, as they are fully available online. Dr Smythe-Wood often found entries in several newspapers for the one event, & these will be shown as one entry below. Entries dealing with RIC Officers, Customs & Excise Officers, Coastguards, Prison Officers, & Irish families in Canada will be dealt with in separate files, although a small cache of Canadian entries is included here, being families closely associated with Co Tyrone. In most cases, Dr Smythe-Wood has recorded the exact entry, but in some, marked thus *, the entries were adjusted into a database, so should be treated with more caution. There are further large card indexes of Miscellaneous notes on families which are not at present being digitised, but which often deal with the same families treated below.     COUNCIL GRANTS COMPARISON The Review of Public Administration and Local Government Reform, the development of community planning, the Social Investment Fund, and other political and administrative changes in Northern Ireland mark a unique opportunity to reassert the principles of community development and good relations and, in particular, where these sit within local authorities. In recognition of this opportunity, the Community Foundation for Northern Ireland has recently completed a substantial research project through its Causeway Communities Engagement Programme. This series of 5 ‘In-Brief’ publications summarises the findings from this research and some of the policy implications. This series of 5 In-Brief publications has been completed through the Community Foundation for Northern Ireland’s Causeway Communities Engagement Programme. The Causeway Communities Engagement Programme (CCEP) is a pilot initiative to build community capacity and engagement in selected areas in each of the four Council areas involved in the proposed Causeway Coast & Glens Council (Ballymoney, Coleraine, Limavady and Moyle). It began in January 2012 and is scheduled to run until December 2014. The Programme is funded by the International Fund for Ireland, Atlantic Philanthropies and the Community Foundation for Northern Ireland. The key aims of CCEP are: — Developing relationships and capacity, sharing and learning, meeting local needs; — Addressing future political and administrative changes; — Linking local communities and groups with agencies and Council functions; — Tackling community tensions and divisions; — Addressing the legacy of the conflict; — Sharing the process model and policy lessons with other Council areas and policy makers. There is a huge variation in community development and good relations grants and support programmes across the current 26 District Councils.
