[CONSTITUTION Proclamation 2 of 2013 PROCLAMATION by HIS EXCELLENCY THE HONOURABLE ROBERT GABRIEL MUGABE, G.C.Z.M., President of Zimbabwe and Commander-in-Chief of the Defence Forces of Zimbabwe. WHEREAS, by section 63(4) of the existing Constitution, Parliament, unless sooner dissolved, shall last for five years which period shall be deemed to commence on the day the person elected as President enters office in terms of section 28(5); AND WHEREAS the five year period ends on the 29th June, 2013, on which day Parliament shall stand dissolved in terms of the said section 63(4); AND WHEREAS it is provided by section 28(3) of the existing Constitution that an election to the office of President shall take place on the day or days fixed in a proclamation in terms of section 58(1) of the Constitution as the day or days on which elections are to be held for the purpose of electing members of Parliament and members of the governing bodies of local authorities; Al~D WHEREAS it is provided by section 58(1) of the existing Constitution that an election to the office of President, general election and elections of members of the governing bodies oflocal authorities shall be held on a day or days, immediately following its dissolution, that the President may fix by proclamation in the Gazette; AND WHEREAS it is provided by section 38 of the Electoral Act [Chapter 2: 13] that in a proclamation fixing a day or days for the holding of an election to the office of President, and a general election and elections of members of the governing bodies of local authorities the President shall provide for the matters required by the said section 38; 623 Proclamation 2 of 2013 AND WHEREAS it is provided by section 45C of the Electoral Act [Chapter 2: 13] that the nomination of party-list candidates for the Senate, theN ational Assembly and provincial councils shall take place on the same day and venue as the nomination for the constituency National Assembly candidates; NOW, THEREFORE, under and by virtue of the powers vested in the President as aforesaid, I do, by this proclamation- ( a) in relation to the election to the office ofPresidentreferred to in section 28(3) of the Constitution, determine that a nomination court shall sit on Thursday, the 28th June, 2013, commencing at 10 o'clock in the morning. in the High Court, Court A, Mapondera Building, Samora Machel Avenue, Harare; and (b) in relation to the election of the two hundred and ten members of theN ational Assembly referred to in section 124(1)(a) of the new Constitution determine that a nomination court shall sit on Thursday, the 28th June, 2013, commencing at 10 o'clock in the morning, at-- (i) the MagistratesCourt,Court5,Tredgold Building, Leopold Takawira Avenue, Bulawayo, for the purpose of receiving nominations of candidates for election as members of the Na6onal Assembly constituencies situated in the Province of Bulawayo; and (ii) Magistrates Court, Rotten Row, Harare, for the purpose of receiving nominations of candidates for election members of the National Assembly constituencies situated in the Province of Harare; and (iii) the Magistrates Court,102-4,Main Street,Mutare, for the purpose of receiving nominations of candidates for election as members of the National Assembly constituencies ~ituated in the Province of Manicaland; and (iv) the Magistrates Court, Main Street, Bindura, for the purpose of receiving nominations of candidates for elections as members of theN ational 624 S.I. 86 of 2013 Assembly constituencies situated in the Province of Mashonaland Central; and (v) the Magistrates Court, Ruzawi Road, Marondera, for the purpose of receiving nominations of candidates for election as members of theN ational Assembly constituencies situated in the Province of Mashonaland East; and (vi) the Magistrates Court, Garrard Drive, Chinhoyi, for the purpose of receiving nominations of - candidates for election as members of the National Assembly constituencies situated in the Province of Mashonaland West; and (vii) the Magistrates Court, corner Robert Mugabe Street and Jason Moyo Avenue, Masvingo, for the purpose of receiving nominations of candidates for election as members of theN ational Assembly constituencies situated in the Province of Masvingo; and (viii) the Magistrates Court, Tredgold Building, Leopold Takawira Avenue, Bulawayo, for the purpose of receiving nominations of candidates for election as members of theN ational Assembly constituencies situated in the Province of Matabeleland North; and (ix) the Magistrates Court, Fifth Avenue, Gwanda, for the purpose of receiving nominations ofcandidates for election as members of members of theN ational Assembly constituencies situated in the Province - of Matabeleland South; and (x) the Magistrates Court,Main Street,Gweru,for the purpose of receiving nominations of candidates for election as members of theN ational Assembly constituencies situated in theProvinceofMidlands; and (c) in relation to the election of councillors, determine that a nomination court shall sit on Thursday, the 28th June, 2013, commencing at 10 o'clock in the morning, at- 625 Proclamation 2 of 2013 (i) the offices of the Chief Executive Officer, 275 Hagel Thorn Road, Beitbridge, for the purpose of receiving nominations of candidates for election as councillors for the Beitbridge Rural District Council; and (ii) the DistrictAdministrators Boardroom, 39 Hagel Thorn Road, Beitbridge, for the purpose of receiving nominations of candidates for election as councillors for the Beitbridge Town Council; and (iii) the offices of the Chief Executive Officer of the Bikita Rural District Council, Nyika Growth Point, Bikita, for the purpose of receiving nominations of candidates for election as councillors for the B ikita Rural District Council; and (iv) the offices of the Chief Executive Officer of the Bindura Rural District Council, Manhenga Growth Point, for the purpose of receiving nominations of candidates for election as councillors for the Bindura Rural District Council; and (v) the offices of the Town Clerk, 565 Thurlow Avenue, Bindura, for the purpose of receiving nominations of candidates for election as councillors for the Municipality of Bindura; and (vi) the offices of the Chief Executive Officer of the Binga Rural District Council, Binga Growth Point, for the purpose of receiving nominations of candidates for election as councillors for the Binga Rural District Council; and (vii) the offices oftheChiefExecutive Officer of the Bubi Rural District Council, for the purpose of receiving nominations of candidates for election as councillors for the Bubi Rural District Council; and 626 S.I. 86 of 2013 (viii) the offices of the Chief Executive Officer of the Buhera Rural District Council, Murambinda Growth Point, for the purpose of receiving nominations of candidates for election as councillors for the Buhera Rural District Council; and (ix) the offices of the Chief Executive Officer of the Bulilima Rural District Council, 222 Station Road, Plumtree, for the purpose of receiving nominations of candidates for election as - councillors for the Bulilima Rural District Council; and (x) the offices of the Town Clerk, Municipal Building,FifeStreet,Bulawayo,forthepurpose of receiving nominations of candidates for election as councillors for the City ofBulawayo; and (xi) the offices of the Chief Executive Officer of the Chaminuka Rural District Council, Chakonda, for the purpose of receiving nominations of candidates for election as councillors for the Chaminuka Rural District Council; and (xii) the offices of the Chief Executive Officer of the Chegutu Rural District Council, 3 Alexander Avenue, Chegutu, for the purpose of receiving nominations of candidates for election as councillors for the Chegutu Rural District Council; and - (xiii) the offices of the Town Clerk, 34 Queen Street, Chegutu, for the purpose of receiving nominations of candidates for election as councillors for the Municipality of Chegutu; and (xiv) the offices of the Chief Executive Officer of the Chikomba Rural District Council, Stand No. 541, Terreblance, Chivhu, for the purpose of receiving nominations of candidates for election 627 Proclamation 2 of 2013 as councillors for the Chikomba Rural District Council; and (xv) the offices of the Chief Executive Officer of the Chimanimani Rural District Council, Chimanimani Village, Chimanimani, for the purpose of receiving nominations of candidates for election as councillors for the Chimanimani Rural District Council; and (xvi) the offices of the Town Clerk, Civic Centre, Magamba Way, Chinhoyi, for the purpose of receiving nominations of candidates for election as councillors for the Municipality of Chinhoyi; and (xvii) the offices of the Chief Executive Officer of the Chipinge Rural District Council, for the purpose of receiving nominations of candidates for election as councillors for the Chipinge Rural District Council; and (xviii) the offices of the Town Clerk, Civic Centre, Chipinge, for the purpose of receiving nomination of candidates for election as councillors for the Chipinge Town Council; and (xix) the offices of the Chief Executive Officer of the Chiredzi Rural District Council, for the purpose of receiving nominations of candidates for election as councillors for the Chiredzi Rural District Council; and (xx) the offices of the Town Clerk, 69, Inyati Road, Chiredzi, for the purpose of receiving nominations of candidates for election as councillors for the Chiredzi Town Council; and (xxi)
