Last Updated: 23 April 2021 NDPE Implementation Reporting Framework Pura Foods Ltd. – Purfleet Olenex has made significant improvements, which include transparently reporting progress on the implementation of various supply chain initiatives and activities. However, we also recognize there is a need for a clearer and consistent way to measure and communicate NDPE progress. Hence, since 2019, Olenex, through Wilmar, has actively participated in the NDPE Implementation Reporting Framework (IRF), which is led by Proforest. The IRF categorizes supplier mills into various pre-defined categories of progress, with a primary objective to evaluate the mills along the three respective pillars of Deforestation, Peat and Exploitation. The categorization process involves collection of data related to i. Certification status ii. Monitoring and verification systems iii. Grievances iv. Sourcing information v. As long as seawater is still seawater and as long as the sea still has water in it, smuggling will continue in the Riau Islands. Tengku Umar, owner of an import-export business Borders are lucrative zones of exchange and trade, much of it clandestine. Smuggling, by definition, 'depends on the presence of a border, and on what the state declares can be legally imported or exported' (Donnan & Wilson 1999: 101), and while free trade zones and growth triangles welcome the free movement of goods and services, border regions can also become heightened areas of state control that provide an environment in which smuggling thrives. Donnan and Wilson (1999: 88) argue that acts of smuggling are a form of subversion or resistance to the existence of the border, and therefore the state. However, there is not always a conflict of interest and struggle between state authorities and smugglers (Megoran, Raballand, & Bouyjou 2005). Synergies between the formal and informal economies ensure that illegal cross-border trade does not operate independently of systems of formal regulatory authority.

This would involve giving up three rich and well-developed areas—the State of Selangor (includin g Kuala Lumpur, capital of the Federated Malay States), the State of Negr i Sembilan, and the colony of Malacca—but he thought that Kuala Lumpu r could be held until at least the middle of January . He intended that the III Indian Corps should withdraw slowly to a line in Johore stretching from Batu Anam, north-west of Segamat, on the trunk road and railway , to Muar on the west coast, south of Malacca . It should then be respon- sible for the defence of western Johore, leaving the Australians in thei r role as defenders of eastern Johore. General Bennett, however, believing that he might soon be called upo n for assistance on the western front, had instituted on 19th December a series of reconnaissances along the line from Gemas to Muar . By 1st January a plan had formed in his mind to obtain the release of his 22nd Brigade from the Mersing-Jemaluang area and to use it to hold the enem y near Gemas while counter-attacks were made by his 27th Brigade on the Japanese flank and rear in the vicinity of Tampin, on the main road near the border of Malacca and Negri Sembilan . Although he realised tha t further coastal landings were possible, he thought of these in terms of small parties, and considered that the enemy would prefer to press forwar d as he was doing by the trunk road rather than attempt a major movement by coastal roads, despite the fact that the coastal route Malacca-Muar- Batu Pahat offered a short cut to Ayer Hitam, far to his rear .

The population in this study iis all MSMEs in the Indragiri Hilir Regenccy, which amounts to 58.620 business units which spread to 20 sub-districts. Meanwhille, the sample is determined in 10 sub-districts which consist of Tembilahan sub-distrrict, Tembilahan Hulu, Kempas, Tempulling, Kateman, Pelangiran, Gaung, Gaung Anak Serka, Reteh, Keritang. Based on the results of internal and external analysis of MSME in the Indragiri Hilir Regency is in a moderate or average commpetitive position. While the strategic positioon of MSME is based on business attractiveness which has a high position and the relative competitive strength is in tthe average position. The MSME empowerment model in the Indragiri Hilir Regency coc nsists of three dimensions such as external factors that include the role of government, the role of State-owned Enterprises/ Private-owned Enterprises, the role of Non-Bank Financial Institutions / Cooperatives / NGO’s and the role of higher education.

KONDISI GEOGRAFIS DAN ADMINISTRATIF WILAYAH Kabupaten Indragiri Hilir terletak di sebelah Timur Provinsi Riau atau pada bagian Timur pesisir Pulau Sumatera. Secara resmi terbentuk pada tanggal 14 Juli 1965 sesuai dengan tanggal ditanda-tanganinya Undang-Undang Nomor 6 Tahun 1965. Karena letak posisi Kabupaten Indragiri Hilir di pantai Timur pesisir Pulau Sumatera, maka Kabupaten ini dapat dikategorikan sebagai daerah pantai. Panjang garis pantai Kabupaten Indragiri Hilir adalah 339.5 Km dan luas perairan laut meliputi 6.318 Km² atau sekitar 54.43 % dari luas wilayah. Kabupaten Indragiri Hilir yang merupakan bagian wilayah Provinsi Riau, memiliki luas wilayah 1.367.551 Ha, dengan jumlah pulau-pulau kecil sebanyak 25 pulau. Secara geografis terletak pada posisi 00 36’LU ―10 07’ LS dan 1040 10’ ― 1020 32’ BT. Adapun batas wilayah administrasi Kabupaten Indragiri Hilir adalah sebagai berikut : ❖ Sebelah utara berbatasan dengan Kabupaten Pelalawan; ❖ Sebelah selatan berbatasan dengan Kabupaten Tanjung Jabung Barat (Provinsi Jambi) ❖ Sebelah barat berbatsan dengan Kabupaten Indragiri Hulu; dan ❖ Sebelah timur berbatasan dengan Kabupaten Karimun, dan Kabupaten Lingga (Provinsi Kepulauan Riau). Berdasarkan letak dan posisinya yang startegis, keberadaan Kabupaten Indragiri Hilir di Pantai Timur Sumatera memiliki prospek yang cukup tinggi bagi pengembangan wilayah dan pertumbuhan ekonomi, karena posisinya yang berdekatan dengan pusat-pusat pertumbuhan seperti Batam dan Karimun, serta berada di wilayah perairan yang mampu mengakses berbagai wilayah dalam maupun luar negeri.
