Thursday, 15 March 2018 Public Transport Improvements IBAF Update 15-03 Mark Frost Head of Traffic & Transport West London Orbital • Scheme initially developed as Hounslow to Old Oak Common service to make use of ‘kew curve’ freight alignment • Scheme picked up by West London Alliance (WLA) and extended to Midland Mainline (Cricklewood) via the Dudding Hill Line, another freight alignment • Now in new Mayor’s Transport Strategy and being developed jointly by TfL/WLA • Proposed new station at Lionel Road will help reduce impact of new developments in the area and serve new stadium. • Could be operational early 2020s. Southall – Brentford Crossrail Link Southall Crossrail Link (phase 1) - 4.9km - Estimated journey time 8mins Southall Crossrail Link (phase 2) - Possible link to Brentford station. Southall – Brentford Crossrail Link • Analysis of scheme suggests it could increase the number of working age adults that can access the area by public transport in one hour by 50% or c1 million people. • Council commissioned Network Rail to progress the designs. These are currently at option selection stage (GRIP 3) • Option selection process complete by June 2018, detailed design would follow until summer 2019. • Linked to potential development at West Cross industrial park, owned by Legal & General. • Could be operational early 2020s, if funding is forthcoming. • Current cost c£40-60m Southern Rail Link to Heathrow • Scheme consulted on locally in 2015, approved by cabinet Jan 2016 • Summer 2017 Network Rail undertook a review of our proposal and assessed it using their standard approach, conclusing that our scheme currently offered the best cost:benefit of all current proposals being progressed • We have been pushing the DfT to progress a further study, particularly given prospect of expansion at Heathrow • Currently waiting further information, however existing minister favours a ‘wholly’ privatised arrangement • This approach may favour an alternative alignment via Staines being pushed by Heathrow Southern Railway Limited Source: Rail Magazine 825 • Meeting with rail minister in April. South Western Railway Timetable Update South Western Railway consulted on significant changes to their services for December 2018 in winter 2017. The changes include: The return of the Hounslow and Brentford ‘fast’ services to London Waterloo and Windsor . The council: - provided in principle support for these services though highlighted that ‘fast’ services took up more space on the line than stopping services. This complicated proposals for West London Orbital. - asked for an assessment of the use of Hounslow as the stop for the fast services as opposed to Isleworth. - supported stopping these services at Kew Bridge when Brentford were playing. Changes to first and last train times (extension of service). The council: - Supported these proposals Improved Sunday service. The council: - failed to get clarity on the proposed timetable for Sunday, whether this included 2tph all day, or only ‘from lunchtime’. We supported 2tph all day. South Western Railway Timetable Update The removal of the Weybridge service, replaced with a service to Twickenham and a shuttle between Virginia Water & Weybridge. This means no direct trains between Chiswick/Kew Bridge/Syon Lane/Isleworth and Feltham. The council: - Objected to this proposal on the basis that no clear assessment of relative journey time impacts (beneficiaries vs dis-beneficiaries) had been provided. Two new fast services between Reading and Waterloo via Feltham and Richmond . The council: - Supported this proposal but asked for the introduction of these trains to be paused until highway works at Feltham were complete given impact on level crossing downtimes Next steps – we are expecting an announcement from SWR/DfT imminently. Syon Lane Capacity Enhancement and Step Free Access • Scheme provides two staircases from the country bound platform to street level, inclusive of a new lift to enable step free access. • Replaces staircase on London bound platform with a wider facility, and provides passive provision for a lift. • The existing level access via Rothbury Gardens also due to be improved. • Total cost c£2.3m, confirmed funding c£2m. • Currently final funding arrangements are being confirmed and options for cost savings examined Kew Bridge Step Free Access • Brentford stadium will deliver step free access from station to street from London bound platform, via existing underpass. • Council is looking to progress a proposal for a ramp on the country bound side to complete step free access. This will also offer some capacity benefits • Some other environmental improvements are proposed at the station associated with the stadium works Isleworth Station Improvements A range of improvements are proposed at Isleworth Station, including: 1. Improved access from nearby residential roads via Metro Industrial Estate ( about to commence). 2. Improved public realm and cycle access between the car park and St John’s road (designs currently being finalised to overcome NR drainage concerns) 3. New fascia to the London Road bridge and enhanced pigeon protection (awaiting completion of similar project for Hounsow Central in 18/19) 4. Potential improvements to fenceline between car park and embankment, removal of the ‘drinking step’ 5. Possibility of bringing the station building back into community use etc 6. Outline designs for step free access at the station - potential option to develop detailed designs ready for tender. Est cost £2.5-£3m. 7. Improved use of Isleworth station car park, more sensible charges. Market? Schemes 4-7 to be discussed with SWR new regional development manager in April. Isleworth Station Improvements Other public transport projects of note • Step Free Access is being proposed at Osterley (by 2020) and Boston Manor • (by 2022) TfL. • Piccadilly line upgrade to happen in ‘early 2020s’ with a 60% increase in capacity proposed, new trains etc. Crossrail will also remove some demand. • TfL are looking at options for improving bus reliability on the A4. Also may include extension of further buses along the Golden Mile and to Osterley - 112 extension has recently been consulted on (no decisions as yet). • Buses serving Chiswick High Road (a low emission bus corridor) are being upgraded to minimum Euro VI. This also benefits Brentford and Isleworth (for example see 267). • TfL looking at potential of demand responsive services, possibly to improve orbital connections. Thank you.
