Jones, Ph.D. “Ideology and Partisanship in the 87th (2021) Regular Session of the Texas Legislature” https://doi.org/10.25613/HP57-BF70 Ideology and Partisanship in the 87th (2021) Regular Session of the Texas Legislature Executive Summary This report utilizes roll call vote data to improve our understanding of the ideological and partisan dynamics of the Texas Legislature’s 87th regular session. The first section examines the location of the members of the Texas Senate and of the Texas House on the liberal-conservative dimension along which legislative politics takes place in Austin. In both chambers, every Republican is more conservative than every Democrat and every Democrat is more liberal than every Republican. There does, however, exist substantial ideological diversity within the respective Democratic and Republican delegations in each chamber. The second section explores the extent to which each senator and each representative was on the winning side of the non-lopsided final passage votes (FPVs) on which they voted. -

Box 12428 Austin, TX 78711 Dear Governor Abbott: The undersigned members of the House Democratic Caucus write today to urge you to call an emergency session of the 86th Legislature in response to the tragic mass shootings that have taken place in our state in the last several years, including two in the last month. But it is not only mass shootings we must respond to – more than 3,000 people lose their lives to gun violence in Texas each year. That horrifying statistic alone should prompt us to take action. We agree with your comments at Sunday’s press conference that the status quo is unacceptable. Members of the House Democratic Caucus, for several sessions now, have proposed dozens of specific bills aimed at changing the status quo by making Texans safer through common-sense gun and public safety legislation. We have attached a comprehensive list of bills our members authored in the 86th Regular Session for your review and consideration. As governor, you have the sole authority to both call an emergency session and determine the legislative proposals that are eligible to be considered. While we believe many if not all of the attached legislative proposals will help address the gun violence epidemic, at a minimum we ask that you place the following items on the call: 1. Enacting extreme risk protective order laws and closing existing loopholes in current protective order laws 2. Closing the background check loopholes 3. Banning the sale of high-capacity magazines 4. -

Box 149347 Austin, Texas 78714-9347 Delivered Electronically Dear Commissioner Hellerstedt: Thank you for your continued leadership in Texas and for your commitment to all Texans' health and well-being, especially at this critical time. The rollout of COVID-19 vaccines has been Texans’ first real beacon of medical hope since this pandemic began. Vaccine distribution, however, has been riddled with obstacles and difficulties that must be overcome to protect our most vulnerable citizens. As members of the Bexar County delegation we write to express our perspective that we must dramatically increase transparency and infrastructure to support the efficient distribution of COVID-19 vaccines. Although hospitals are doing as much as they can to vaccinate as many people as possible, even Texas’ immense medical centers cannot carry out this effort alone. We believe it is unrealistic to ask them to manage the surging number of critical COVID-19 cases, care for their other patients, and organize and administer the vaccines—all while protecting their staff from the virus. Vaccine administrators and healthcare providers expect and deserve efficient assistance from our state government, including the Texas Department of State Health Services (DSHS) timely sharing its goals and expectations for vaccine distribution and implementing a process to answer quickly questions from medical providers. Because they reportedly are unclear about who is responsible for answering their questions, we can substantially ease the load on providers and clinics throughout the state by explaining and improving the system. We recommend that, working with city coordinators, vaccines continue to be distributed to private practice and community clinics, not only to large hospitals. -

Safe House Pledge for the 87th Legislative Session Our commitment to serving our districts brings us together in close proximity to pass a state budget, pass legislation that will improve the lives of our constituents, and draw new Congressional and Legislative districts. Our work is important and requires us to be healthy during the Coronavirus pandemic. While our House Rules do not obligate us to follow these protocols set out in this Pledge, I understand I have an obligation to my fellow House Members. I am willing to sign my name to this Pledge out of respect for my fellow legislators. We know that COVID-19, and the more recent strain, is extremely contagious, and we can have COVID-19 without showing any symptoms. • Therefore, I pledge to take a COVID-19 test on any day I will be on the House Floor, in a Committee Hearing or otherwise in close proximity to other legislators. • If the test is positive, I commit to notifying the Speaker’s Office, giving the Speaker permission to share this information with all House Members. Box 2910 Austin, Texas 78768 Dear Chairman Canales, Thank you for your hard work and leadership on transportation issues this session. We are writing to urge the House Committee on Transportation to consider and study the potential for intercity passenger rail, with initial focus on the greater Austin-San Antonio corridor, during this legislative interim. For years, Austin and San Antonio have continued to rank as two of the fastest-growing cities in the nation. In addition to this metropolitan growth, projections from the Texas Demographic Center indicate that suburban Williamson, Hays, and Comal counties along the Austin-San Antonio corridor are expected to gain over 2 million additional residents by 2050. As we look toward this future, congestion will only become more severe. Just last year, the Texas Transportation Institute (TTI) ranked six road segments of I-35 between Austin and San Antonio among the state's most congested. This congestion comes at a price, which TTI projected to cost motorists over $300 million - last year alone - in wasted time and fuel. With this in mind, we recommend the following interim charge to support our growing infrastructure needs: • Study the feasibility and requirements to initiate an intercity passenger rail service between the greater metropolitan areas of Austin and San Antonio, including review of opportunities to utilize existing rail along the corridor. Identify potential funding sources, as well as necessary state contracting and infrastructure improvements. Improved transportation connectivity is critical for the Austin-San Antonio corridor. -
