Re: The Response of Government of to Novel Corona Virus Outbreak in

China

THE MINISTER OF HEALTH AND FAMILY WELFARE;

MINISTER OF SCIENCE AND TECHNOLOGY, AND MINISTER OF

EARTH SCIENCES (DR. HARSH VARDHAN): I would like to brief the

Hon'ble members on the outbreak of novel Corona Virus Disease in China & some other countries and the actions taken by the Government of India. Corona viruses are large group of viruses that cause illness in humans and animals. Rarely, animal corona viruses can evolve and infect people and then spread between people such as has been seen with Severe Acute Respiratory Syndrome (SARS) in 2003 and

Middle East Resipiratory Syndrome (MERS) in 2014. China reported an outbreak of Novel Coronavirus on 31st December, 2019. The outbreak was initially noticed

2019 and in a short span has spread to all the provinces of China. As on 9th

February, a total of 37198 confirmed cases and 811 deaths have been reported in

China. A total of 354 confirmed cases have been reported outside China from 27 countries (including Hong Kong, Macao and Taiwan). The number of cases and deaths reported from China is showing an upward trend.

World Health Organisation has declared this outbreak as a "Public Health

Emergency of International Concern" (PHEIC) on 30th January 2020. Many of the epidemiological parameters such as incubation period, mode of transmission, subclinical infection, period of virus shedding etc. are still being researched. Once a person is exposed to the infection, it may take about 2 weeks to develop the illness. The main symptoms of novel corona virus disease are fever, cough, difficulty in breathing. There will be radiological evidence indicative of pneumonia. In 10 % to 20 % of cases, disease may become severe enough to require ventilatory support. The case fatality is around 2%. Human to human transmission has been noticed in the cases of Novel Corona virus and it spreads through droplets/aerosols in persons having close contact. Public health implications of the reports that the virus has been found in fecal samples of infected patients are being worked out. All suspected or probable cases of nCoV must be treated in isolation with barrier nursing and universal precautions to prevent the further spread of disease. In our country, three positive cases have been reported so far from Kerala. All these cases have travel history from Wuhan,

China. They have been isolated and are reported to be clinically stable. The ever increasing magnitude of this outbreak calls for a concerted effort by not only health but all sectors of Government. Government of India has initiated a series of action to prevent entry of the disease and to contain it. I am daily reviewing the situation.

A Group of Ministers consisting of Minister of External Affairs, Minister of Civil

Aviation and Minister of State for Home Affairs, Minister of State for Shipping and Minister of State for Health & Family Welfare chaired by me has been constituted to monitor the situation. Cabinet Secretary has taken daily reviews with all related Ministries of Health, Defence, Ministry of External Affairs, Civil

Aviation, Home, Textiles, Pharma, Commerce and other officials including with

State Chief Secretaries. My own Ministry is constantly reviewing the evolving scenario. Video Conferences are being held with States every other day.

Government of India has also taken several other measures to control the risk of novel Corona Virus infection spreading to India. First Advisory was issued on

17th January, 2020 and as situation is evolving, the travel advisories are accordingly getting revised. Presently, existing visas (including e-Visa already issued) are no longer valid for any foreign national travelling from China. People having compelling reasons to visit India are asked to contact the India embassy in Beijing or consulate in Shanghai or Guangzhou. People have already been advised to refrain from travel to China through an earlier advisory. People travelling to

China henceforth will be quarantined on return. Screening of passengers was initiated since 18th January 2020. Initially airports at Delhi, Mumbai, Chennai,

Kolkata, Bengaluru, Hyderabad and Kochi were covered and subsequently expanded in a total of 21 airports. Universal thermal screening has been made mandatory for all flights from Singapore and Thailand besides Hong Kong and

China and these flights will park at earmarked aero-bridges to facilitate screening.

Signages have been displayed at prominent places in airports and ports, in-flight announcements are being made and self-declaration forms are being filled up by all passengers. As of today, a total of 1818 flights have been screened covering a total of 1,97,192 passengers. Teams of specialist doctors were sent to all the airports to ensure effective screening and arrangement for isolation in the attached hospitals.

Screening of passengers has also been initiated in 12 major seaports and all minor ports in the country to identify passengers & crew coming from China and to isolate them in case they are found symptomatic. In view of a confirmed case in

Nepal, Government has initiated screening in all integrated check posts from in collaboration with states of UP, Uttarakhand, West Bengal, Sikkim and and Shasastra Seema Bal (SSB) and Land Port Authorities. Gram Sabhas have been conducted in villages adjoining the borders with Nepal to create awareness amongst people about the disease and precautions to be taken in collaboration with

Panchayati Raj Ministry.

In view of the continuing lock down of the Hubei Province in China, the

Government of India decided to evacuate the Indian students and other professionals working in Wuhan and neighbouring cities in the Hubei Province. In a coordinated operation with Ministry of Civil Aviation, Air India, Ministry of

Health and Family Welfare, two Special Air India flights were operated between

Delhi and Wuhan on 31 January and 1 February, 2020 that brought back a total of

654 passengers that included 647 Indian citizens (including two Indian Embassy officials who were on the ground in Wuhan to coordinate the evacuation operation) and 7 Maldivian nationals. I take this opportunity to thank Air India, its crew and our team of doctors and para medical staff who executed this challenging operation and place on record the appreciation on behalf of this august house for their contribution. After evacuation, the people are presently undergoing quarantine at special facilities created by Indian Army in Manesar and by Indo Tibetan Border

Police (ITBP) in Chhawla Camp. Ten of the evacuees who were symptomatic have been shifted to isolation. All of them have tested negative for this disease and are stable. All other evacuees are being medically examined on daily basis and are healthy. The Indian Embassy and Consulates are also in regular contact with the

Indian community in other parts of China and is keeping a constant track of their well-being. Regular surveillance has been initiated across the country for all cases having travel history from China and for people having contact with such persons and having fever, cough or breathlessness. Through Integrated Disease

Surveillance network all such persons are tracked and presently we are following

9452 passengers across 29 States/UTs in the community. The state surveillance officers, district surveillance officers and rapid response teams of health professionals under the leadership of state Health Secretaries are monitoring all such people on a daily basis. Sufficient isolation beds have been made available in the tertiary facilities across the country to manage any outbreak. In total, 369 symptomatic travellers have been referred to isolation facility and are being monitored. Ministry has issued guidelines to support states on surveillance and contact tracing, surveillance at points of entry, laboratroy samples collection, packaging and transport, clinical management protocol and infection prevention and control in health care facilities. To ensure availability of critical items like

Personal Protective Equipments (PPE) & N95 masks, the exports of the same was also prohibited by the Director General of Foreign Trade. A buffer stock of personal protective equipments and n-95 masks is maintained by states as well as

Union Government. National Institute of Virology, Pune is the nodal Laboratory.

As part of ICMR's preparedness for emerging/re-emerging infectious disease, NIv,

Pune has established capacity for molecular diagnosis of nCoV. Next generation sequencing is established. Testing of Clinical samples is also been initiated in 11 more laboratories. As of now 1510 samples have been tested and 1507 samples were found negative, 3 samples have been tested positive and 27 samples are under process. Risk communication material has been prepared and is widely disseminated even in regional languages through states. Required awareness in community is ensured through technical briefings by experts in radio and television. Daily Press briefing is being held by Ministry of Health and information is being shared through social media. A 24X7 Control Room is operational (011-

23978046). Government of India is in regular touch with WHO headquarters, regional office and country office to get updates on the evolving scenario.

Government of India has also provided support to other countries in tackling the challenge posted by the nCoV disease. ICMR has offered to do testing of samples for other South-East Asian region countries. Testing of Samples from Maldives has already being undertaken. Request from Afghanistan for samples testing has been agreed to. We have agreed to provide technical assistance to Bhutan in managing this infectious disease and screening of passengers also. Government of India is constantly monitoring the situation and is taking all the necessary steps to avoid the spread of the novel Corona Virus.

(2) STATEMENT BY THE MINISTER

Re: Reservation for Scheduled Castes and Scheduled Tribes in promotions

THE MINISTER OF SOCIAL JUSTICE AND EMPOWERMENT

(SHRI THAAWAR CHAND GEHLOT) : Hon'ble Supreme Court has passed a judgment in Civil Appeal No. 1226 of 2020 Mukesh Kumar & Anr. Versus the

State of Uttarakhand & Ors. regarding reservation for Scheduled Castes and

Scheduled Tribes in promotions. Since this is an important subject Government is considering it at the highest level. This is to clarify that neither Government of

India was made a party in this matter nor any affidavit was sought from

Government of India. The above matter/SLP has arisen out of a decision taken by the Government of Uttarakhand dated 5.9.2012, in which Government of

Uttarakhand had decided not to provide reservations in the promotions for SCs and

STs. It is appropriate to mention here that there was Congress Party Government in Uttarakhand in 2012. Our Government is dedicated and committed for the welfare of Scheduled Castes, Scheduled Tribes and other Backward Classes. After due discussion and consideration, Government of India will take appropriate steps in this subject.

THE INSTITUTE OF TEACHING AND RESEARCH IN AYURVEDA

BILL, 2020

THE MINISTER OF STATE OF THE MINISTRY OF AYURVEDA,

YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY

(AYUSH) AND MINISTER OF STATE IN THE MINISTRY OF DEFENCE

(SHRI SHRIPAD YESSO NAIK) moved that leave be granted to introduce a Bill to provide for the establishment of an Institute of Teaching and Research in

Ayurveda and to declare it as an Institution of national importance for the promotion of quality and excellence in education, research and training in

Ayurveda and allied disciplines and for matters connected therewith or incidental thereto.

PROF. SOUGATA RAY opposing the motion for introduction of the Bill, said: My objection is related to setting up of the institute at Jamnagar in Gujarat.

Kerala, and Bengal have a glorious ayurvedic traditions. So it should be set up either in New Delhi, or at places which have got glorious traditions in Ayurvedic research and teaching, that is, in Varanasi, Kerala or West Bengal.

DR. SHASHI THAROOR also opposing said: The Bill Seeks to conglomerate three institutes as one institution and confer it with the status of an

Institute of National importance which treats identically-recognised ayurvedic institutes in India, unequally. Also, the Bill fails to define the term or the criteria for an institution to become an Institution of National importance thereby giving rise to arbitrariness in the exercise of conferring this status. Besides, Bill fails to meet the larger objective of the promotion of quality and excellence in education, research and training in Ayurveda. The Government Ayurveda College in

Thiruvananthapuram has been overlooked.

SHRI SHRIPAD YESSO NAIK clarifying said: This Institution was started in 1952 as a central Institute of Research in Indigenous System of

Medicine. In 1956, a Post Graduate Centre was started by the Central Government.

In 1962, both these Institutions were merged and one Institution was started called

Ayurveda Studies and Research. In 1967, the Post Graduate Centre became an integral part of the University. It has a WHO collaborating centre. This Centre has

UG, PG pharmacy in Ayurveda. It is also running a Yoga Institution in collaboration with Meharshi Patanjali Institute of Yoga and Naturopathy. This

Institution has published a number of publications in Ayurveda. A maximum number of publications have been issued by this Institution. These have been published in highly reputed journals. This is being started with your assistance.

Whatever all of you have said will be considered by us.

The Bill was introduced.

Uttarakhand in 2012. Still, the hon. Social Welfare Minister will give a statement in the House at 14.15 of the clock today.

Government in Uttarakhand in 2012. That Government had taken this decision and subsequent to that a PIL was filed. The Government of India has nothing to do with this matter and it is committed to reservation.

THE MINISTER OF DEFENCE(SHRI RAJ NATH SINGH) also responding said: At the outset of today's proceedings, I had submitted that hon.

Minister of Social Justice would give a statement in the House on this matter. I had requested all the Members to wait for that. If the Members would not be satisfied with the statement, we could have a discussion in the House with the permission of the hon. Speaker. This is a sensitive issue which is being politicized. This is very serious matter.

THE UNION BUDGET (2020-2021)- Contd.

SHRI RAMPRIT MANDAL: The Government has presented a very good and balanced budget. Now, where has been an announcement of Rs. 150 crore in the budget for gauge conversion of Sakari-Laukaha Bazaar-Nirmali and Saharsa-

Farbisganj. An allocation of Rs. 100 crore has been made for Jaynagar-Bardibar-

Bijalpura (Nepal). The rail line for Nirmali via Sitamarhi from Sursand had been sanctioned in the year 2008 but nothing has been done in this regard till date. I would like to request the hon. Minister to take a note on the said issue. I would also demand for construction of a ROB at Ram Chowk in and Jaynagar.

The Government has paid full attention particularly this year on the Railway projects of Bihar. All incomplete and pending works should be completed expeditiously. There is a need to operate a new AC express train from Delhi to

Dharbhanga and Delhi to Patna. Some major stations of Bihar should be developed as model stations. Madhepura rail coach factory, Samastipur rail coach repair factory, Chhapra rail wheel factory etc. are not fully operational. These factories should be expanded and their full capacity should also be utilised. With these words I support this Budget.

SHRI BHARTRUHARI MAHTAB: The Finance Minister presented this

Budget amid high expectations of a demand stimulus for the economy. The slowdown in the economy, combined with the existing fiscal stress made this a challenging task. I would like to know from the Government whether any consensus has emerged on defining poverty line in the country. There is focus on agriculture, on infrastructure, a boost to the corporate sector, tax cuts and disinvestment are positive steps. There was a need for a sharp fiscal stimulus. But fiscal space was limited. Yet, several measures and initiatives have been taken to address these challenges. This Budget indicates that the Government is alive to a new set of environmental challenges confronting us. People say that there is a economic slowdown. Investment is also coming down in a rapid pace. So, the more investment is there in our country, the growth would be faster and quicker.

There is a need for financial sector reforms. Wilful defaulters are to be tackled sternly. There is a need to get competition within the banking sectors.

SHRI GIRISH CHANDRA: The proposed budget has hit the common man very hard. The budget of the kitchen has been doubled. No effective steps have been taken in the budget to control the price rise. No efforts have also been made to create job opportunities. There are visible signs of growing economic slowdown. No specific schemes have been announced in the budget for the welfare of women, dalits and the backward communities. The budget has also duped the farming communities. There are no efforts in the budget to tackle the economic crisis. Paltry allocations have been made for the development of SCs and STs in the budget. Therefore, this is an anti-farmer, anti-youth, anti-dalit and anti-poor budget.

DR. R. K. RANJAN: Budget of 2020-2021 focuses on economic empowerment of every Indian Citizen and proposes for „VIVAD SE VISHWAS‟ i.e. NO DISPUTE BUT TRUST. Central Government debt in the country has reduced from 52.2 per cent (March 2014) to 48.7 per cent of GDP (March 2019).

With this backdrop and progressive trend, this budget is targeting 5 trillion dollar economy by 2024. The union budget 2020-2021 has been categorically defined into three broad themes namely Aspirational India, Economic Development and

Caring Society. The budget focuses on women & child, social welfare, culture and tourism and also on Environment and Climate change. Current Budget document suggests manifold reforms to improve different sectors which shall include, to double farmers income by 2022, cultivation of pulses, expansion of micro- irrigation through Krishi Sinchai Yojana and increase production etc. Negotiable

Warehouse Receipt (NEW) is to be integrated with e-Nam to boost the rural economy. Hon. Finance Minister must give some budgetary provision to promote inland fishery under the Blue Economy. Special budgetary provision must be provided for establishing a centrally sponsored Inland Fishery Institute in

Manipur. Some fund must be allocated for the use of Loktak lake water for irrigation and domestic water consumption of the valley dwellers. Budget 2020-

2021 is well dedicated for the development of the Region. There is urgent need to improve the implementation mechanism. If possible the budgetary allocation of 10 per cent fund from different Ministries be allowed to flow to the DoNER Ministry for implementation of various projects in the North Eastern Region.

SHRI MOHANBHAI KUNDARIYA: Our goal is to move forward to realize the dream of 'New India' by 2022. India has now become the fifth largest economy in the world and the Central Government's debt has come down to 48.7% of Gross Domestic Product (GDP). The important steps have been taken by the government to provide foodgrains to the poor at the cheapest prices, create facilities in villages and cities, development of Jammu-Kashmir and Ladakh, improvement in education standards, infrastructure, tourism, railways, taxpayers, women, welfare of SC and ST people and promising future for the youth. The government has proposed ''Kisan Rail'' for transportation of the fast perishable agricultural products like fruits and vegetables. The railways will set up National

Cold Supply Chain with PPP model.

*SHRIMATI SHARDA ANIL PATEL: This budget shows that this is a budget of poor and public rule. GST collections have increased rapidly and the financial losses have been kept under control. The middle class taxpayers are going to benefit a lot from the tax reduction. The Government has very well checked inflation and interest rate which has increased consumption a lot. Government has identified 6500 projects and has made an investment of Rs. 105 lakh crores in the same. The allocation for industrial corridor has been increased by 26 per cent, Rs.

30,000 crores have been given for drinking water and sanitation, Rs. 4,000 crores for National Clean Air Mission and Rs. 9 lakh crore have been given towards old age pension. Today, transaction worth Rs. 2 lakh crore have been done through

UPI. The Government has also regulated NPA of banks and we are moving towards industrial capitalism. Foreign Direct Investment has increased by 40 to 50 billion dollar every year. I have full faith that our economy will certainly achieve the target of 5 trillion dollar.

SHRI KAUSHLENDRA KUMAR: The Budget presented by NDA

Government under the leadership of Hon'ble Shri Narendra Modi Ji is very praiseworthy. It would check the existing slowdown in the country and generate employment opportunities for the youth as well. The Government is going to simplify the tax procedure which is a commendable step. This Government is committed to double the farmers' income by 2022 and has taken several steps in this regard like focusing on pulses cultivation and micro irrigation, earmarking of

Rs.15 lakh crore for agriculture loan, introducing Kisan Rail and adding refrigerated coaches in all trains to ensure the faster transportation of perishable fruits, vegetables and other produce of farmers and to deal with the water crisis being faced by some 100 districts, the Government has proposed comprehensive measures. All these steps are commendable. I would request the Government to make FCI fully responsible for procurement of farmers crops at MSP otherwise they are compelled to sell of their produce at a very low price. The Government has also focused on doubling the milk production, ensuring the availability of hybrid seeds, development of fisheries and beekeeping also. I demand that interest free loan should be provided to farmers to buy cattle, agriculture inputs, tractors etc. and Government should ensure that reduction in subsidy may not affect the availability of fertilizers. I would also submit that the amount of premium under

Pradhan Mantri Crop Insurance Scheme is very high in my State Bihar as compared to other States due to which farmers are not getting the benefit of this scheme. I also demand from the Government to release all the funds sanctioned to

Bihar to deal with the natural calamities and the relief works should be carried out in a transparent manner.

SHRIMATI SUPRIYA SADANAND SULE: Actually the Budget has exposed the failings of this Government when it comes to fiscal health. To achieve five trillion dollar economy, what is the growth rate that is required? It is absolutely worrisome for the commitments that they are giving. The Government want to ply bullet train. As regards land acquisition, nothing has happened. The

Government says that all the sectors are doing well. This Government is living in a make-believe world because I do not see any of them really happening in reality. I come from a producer State of Maharashtra. All the core sectors, be it the telecom sector, auto sector, realty sector, coal sector are in the negative. There is an urgent need for helping the poor depositors of the PMC Bank in Maharashtra who are really under distress. I would urge and take this opportunity to ask the Government to give us some help. The disinvestment target is very important. But the

Government has not reached more than 60 per cent of the target. What has been done in the FRMB Act? This Government always maintained that the fiscal deficit has to always stay less than 3.2 per cent. Now it has reached 3.8 per cent and will also reach 4 per cent. The Government has talked about doubling the income of farmers. There are only wishes and intentions. The Government talks about solar energy. There is a tax of 20 per cent on PV module part of the solar and the

Government has also capped imports. The Government has disrupted the whole thing. I would say that so much cess is collected. How come we do not get cess for education in our State? When it comes to Centrally-sponsored schemes, there is five per cent less for Mid-Day Meal Programme. There is a cut of 13 per cent due to the recommendation of the Finance Commission. My State is suffering because of the issues concerning the Finance Commission. The Government needs to accelerate growth, look into the fiscal deficit and promote private investments. I am sure the sense of this House is that in the larger interest of the nation, we do not want a defunct economy.

SHRI VISHNU DAYAL RAM: The objective of this budget is to make this economy strong the fulfill the main moto of “Sabka Saath, Sabka Vikas and

Sabka Vishwas”. In this Budget agriculture loan target of Rs. 15 lakh crore has been kept. The objective of the Government behind this budget is to ensure easy delivery of services through digital governance, to improve quality of life by way of national basic infrastructure pipeline and to provide social security by way of insurance and pension. The Government is going to spend Rs. 2.83 lakh crore on agriculture, rural development and on irrigation related works and will end disease like Brucellosis in animals and PPR in sheeps and goats. There is a proposal to set up hospitals in aspiring districts under PPP mode by the use of machine learning and artificial intelligence under Ayushmaan Bharat Scheme. In the financial year

2020-2021 Rs. 99,300 crore are going to be allocated for education and Rs. 3000 crore for skill development. There is also a proposal to develop 5 new „Smart

Cities‟. Work shall also be done on accelerated development of highways. 100 additional airports are going to be developed under „Udaan Yojana‟ by the year

2024. This year 1,00,000 Gram Panchayats are going to be connected with Fiber to the Home (FTTH) under Bharatnet. Many proposals have been given to benefit start-ups. The Government has ensured continuous progress of country‟s economy on the path of high growth rate. This budget is pro-farmer, helpful towards the common man and improve business environment in the country. Overall this budget is going to accelerate development and determination of the new India.

SHRIMATI RAMA DEVI: This Budget has proposed a number of schemes to give pace to the economic development by strengthening the basic infrastructure of the country. Several provisions have been taken to simplify the tax system. No tax would be levied on an income up to five lakhs which would provide benefit to middle class and income tax payers. 60 lakh new tax payers have been added after the implementation of GST. The Government has successfully controlled the price rise also. Our Government is committed to double the farmers' income by 2022 for which several provisions have been made in the Budget. A target of 15 lakh crores has been set for agriculture loan and a 16 point work plan has been announced. While focusing on fisheries, a target has been set to increase fish export by one lakh crore which would not only increase our foreign exchange but also generate employment opportunities in the country.

Kusum Yojana which has enabled the farmers to install solar energy devices and pump on their land for irrigation purpose will be continued. The Government has also set a target to double milk production and has also introduced new schemes to protect the livestock from diseases. Dhan Laxmi Yojana has been formulated to increase the participation of rural women folk in the women welfare schemes. The

Government has also proposed to set up Jan Aushdhi Kendras in every district by

2024 and also to start Wi-Fi service at 550 railway stations. I have a demand from the Government that the work on the proposed new railway line from Sitamarhi to

Bapudham Motihari via Shivher should start at the earliest. The Government has also allocated substantial amount to provide drinking water facility in rural areas and to deal with air pollution. The Budget has mentioned tax exemptions for Start-

Up companies to promote self employment. The Budget has also mentioned to provide digital connectivity to Gram Panchayats, PDS shops, primary health centers, post offices, aanganbadis etc. which would help in implementation of social security and pension scheme.

SHRI DAYANIDHI MARAN: The Government is discouraging people from saving. The Government has reduced the interest rate on savings to 7-8 per cent. The Finance Minister is not only selling various PSUs; she is selling the national highways too on the sly. You are making fast tags compulsory and now you want to sell it. Now, a middle-class man who invested in good shares has to pay 25 per cent to 30 per cent as dividend tax. So, the Government has not reduced the tax. It has conveniently, again on the sly, increased the tax. Rs.

12,000 crore of public money was spent on implementation of Aadhaar. Why does the Government want to spend another Rs. 4,800 crore on NPR when you have the dynamic data with you under which every detail is captured? Tamil Nadu gave the first call against NRC and NPR. We are going to send 2.5 crore signatures to the

President. I think 35,758 farmers have committed suicide in India. Yet you say you are going to double their income. You want to launch Kisan Udan, Kisan Rail, cold storage facilities and all that. Where is the infrastructure in the villages for all this? Without developing the basic infrastructure in the villages, how are you going to do all this? Of all the approved AIIMS, not a single AIIMS has come up yet. None of them has started any work. You have allocated Rs. 8,000 crores for the next five years for quantum computing through which you are going to snoop on us. That is the reason you are going to do that because it helps you snooping.

The Government has not done a single thing for Tamil language.

SHRI AJAY MISRA TENI: This budget of the Government of India is one for meeting the requirements of people to have a facilitated life, better education and medical facilities, to provide agriculture and employment and to pave way for better economic possibilities in future. Mailani-Bahraich (Eastern Railway) railway line which was sanctioned in the past was not made operational due to non availability of NOC and Later on, railway administration announced closure of the said route. I would request the Government to continue the above mentioned railway route till the time the pre-approved alternate rail route between Palia-

Nighasan-Belraiya is made operational.

SHRIMATI GITABEN V. RATHVA: This is an all inclusive Budget dedicated to our youths, poor, farmers, women, dalits and other deprived sections of our society. Following the path of Sabka Vikas Sabka Sath and Sabka Vishwas, every scheme mentioned in the budget is focused on public welfare and overall development of the country. It is an achievement that we have become 5th largest economy in the world though earlier we were at 11th position. A provision of

4.06 lakh crores has been made for the development of agriculture and rural development. Funds will also be provided to farmers to install solar energy devices on their land to generate electricity which they could use for irrigation. Two new schemes - Krishi Uddan and Kisan Rail have been introduced for safe transportation of perishable fruits, vegetables and other crops to Mandis. All these efforts show that this Government is committed to double farmers' income by

2022. The Budget has given an indication that the Government will take some new initiatives to increase employment opportunities. Tax exemptions have been given to Start-Up companies to promote self employment. The Government has provided Rs.2500 crores under Pradhan Mantri Rojgar Srijan Karykaram and Rs.

3000 crore for skill development. For the first time any Government has given the benefit of MSP to forest products. The Government has also proposed a tribal museum at Jharkhand which would definitely give a recognition to tribal culture.

The Budget will make the country prosperous. I congratulate Hon'ble Prime

Minister and Finance Minister for presenting a people's friendly Budget.

SHRI GOPAL SHETTY: This Budget shows that it is a 'Sabka Saath,

Sabka Vikas' budget. I would like to thank hon. Prime Minister for providing LPG gas connections to eight crore households. I would request the Union Government to provide funds to the farmers through direct benefit transfer system. Housing industry was the most prominent industry in Mumbai. But, these days this industry is facing total shutdown. When housing industry shuts down then lakhs of people lose their jobs. Therefore, if we want to make economic progress then we need to pay urgent attention to this industry. Work on metro rail should be speeded up so that the people of Mumbai get a big relief. These days, people in corporate sector register lot of cases against others just to harass them because they know that these cases will not be decided for 5-10 years. It is also a medium to slowdown the economy. All these problems will finish with the opening of fast track courts and people will not file false case because it will get immediately decided by going to a fast track court.

SHRI AKSHAIBAR LAL: The Budget has been formulated keeping in view the overall development of farmers and villages and the interest of SC ST communities and labourers. It has fulfilled the Mantra of Sabka Sath Sabka Vikas and Sabka Vishwas. The Government is committed to double farmers' income by

2022 and has formulated a 16 point programme which includes construction of godowns, cold storages, installing solar energy driven pumps, adding refrigerated coaches in all trains and aircraft facility also for safe transportation of vegetables and other crops. Tax exemptions are also a welcome step. Here, I would like to mention that there is a need to establish a central university and agriculture university in my Parliamentary Constituency Bahraich besides setting up of agriculture based industries. The train which runs between Bahraich and Malani should not be discontinued and the existing meter gauge line on this route should be converted in Broad gauge. Broad gauge line should also be constructed between Bahraich and Jarwal. Trains should also be introduced from Behraich via

Gonda to Lucknow-Delhi-Varanasi-Pryagraj-Chhpara.

SHRI A. GANESHAMURTHI: This Bugdet has not taken into consideration the ways to address the issues related to the economic slowdown faced by the country due to worst economic policies of this Government. There is no new plan or scheme in this Budget to restore economic growth of the country.

There is no scheme or plan for revival of agriculture. There has been reduction of funds allocated to agriculture this year in comparison to last year. As expected by the farmers the farm loans were not waived off. Approval of hydrocarbon exploration scheme in the delta districts will affect livelihood of farmers of this area besides this area becoming a desert. The livelihood of farmers of this region is totally affected. Bharat Petroleum, Air India are some of the PSUs which are being disinvested by this Government and now profit-earning LIC will also face the brunt of disinvestment. Railways and health sectors are also being privatized. This

Government is selling these profit earning PSUs. I strongly condemn the Budget of this Government. This Budget is just a lengthy speech full of mere assurances and nothing else.

 Original in Tamil *SHRI SANJAY SETH: This is a very bold budget and proposed to give impetus for the expansion and growth of economic activities. Initiatives have been taken to make the tax system simple and transparent. The tax slabs have been rationalized in this budget. I request the government that the long term capital gains tax on the profit earned from share market should be withdrawn. The present budget is the accounts of hopes and aspirations which promote the integrated, holistic and continuous development of India. The allocation in the present budget shows that water, agriculture and allied activities, education, transport infrastructure, welfare of SC, ST and OBC and health have been prioritized. The announcement for installing 20 Lakh solar pumps, availability of Rs.15 Lakh crore credit for farmers, Kisan rail and Agriculture Udan are to realize the potential of agriculture. The Budget proposes to raise the fisheries production to 20 Lakh by the year 2022-2023 and to double the milk processing capacity by the year 2025.

The proposal of Education at home with degree is actually the democratization of education system in the country. The allocation of Rs 3. 6lakh crore in the budget for Jal-Jeevan mission shows the seriousness of the government. The priorities of the Government are to provide piped-water to each households, to renovate local water infrastructure, build new water structures and promote water conservation.

Additional allocation of Rs. 69000 crore has been made for health sector. The silk of Jharkhand is fully organic and efforts should be made for its global marketing. I also request the government to start a pilot project to reclaim 9 Lakh hectare barren land in Jarkhand .

SHRI H. VASANTHAKUMAR: In the last budget Finance Minister stated that India will become 5 trillion economy in 5 years. I don‟t see in another 10 years, we may achieve the magical figure. Government has announced for privatization of profit making LIC. Very soon everything will be privatized.

Government is demanding money from RBI and took the money 1,76000 crore to run the Government. The Government has not allocated even a single rupee for

AIIMS and NIPER in Madurai. There is no schemes for fishermen or rubber growers. I urge the Government to setup Tertapod wall to avoid damage in the sea shore area in Kanyakumari. The Government is fast privatizing railways forgetting its social commitment. Very soon economically unviable routes will be closed down thereby cutting connectivity of majority of population. The policy of budget is such that there is no scope for job creation. Ever since this government took over in 2014 year, after year, budget is presented as a formality crashing all hopes of common man. There is no scheme for women, children, senior citizens, farmers, scheduled castes, scheduled tribes, backward classes, traders, middle class persons.

While talking about middle class, the government has disappointed that by way of income tax. The budget is for corporate sector only. Immediate steps should be taken to improve the water supply in Tamil Nadu. I demand that proper toilet facilities should be created in Kanyakumari under Swachh Bharat Abhiyan. I urge upon the Union Government to consider some monetary support to the genuine tax payers, who are incurring legitimate business loss at the time of distressed to re- establish their business. I urge upon the Hon. Minister to revise the GST rates and to run train no. 22657/58 TBM-NCJ SF Express 5 days per week. I also request to operate train 22657-58 TBM-NCJ SF Express from Chennai Egmore.

Kanyakumari should be created as a new Railway Division. A late night train from

Chennai-Egmore via Nagercoil to Trivandrum should be started. Speed up the

Doubling of railway track between Madurai to Kanyakumari. Tejas Express Train

No. 22672 and 22671 may be extended upto Nagercoil. The proposal to privatise railways should be withdrawn immediately.

SHRIMATI PRENEET KAUR: There is little denying the fact that distress in rural areas is growing. It is really surprising that allocation for

MGNREGS for the next year has been reduced below the Revised Estimates of the current year at a time when there is a need to boost rural economy. Steps to convert fertilizer subsidy into DBT must be taken with due caution lest our farmers are put to undue harassment. Pradhan Mantri Krishi Bima Yojana deserves to be reviewed and re-oriented as it does not suit the interests of Punjab's farmers. This scheme should be farm/plot based instead of being area based. Punjab is facing a ground water crisis. The budget does not offer anything for the State in this regard and sadly it has been omitted from the list of seven States selected under the Atal

Bhujal Yojana. CACP has unfortunately given some recommendations of ending

MSP based open-end procurement of paddy and wheat. I strongly urge the

Government to put aside any such plan in case it truly believes in the welfare of farmers. I hope that the Government will equip the country with the right economic policies to help catalyze our economic growth and development.

SHRIMATI APARAJITA SARANGI: Our hon. Prime Minister has rightly said that this Budget has both vision and action and it focuses on boosting economic growth which would strengthen the foundations of Indian economy in this current decade. Against the backdrop of the current economic scenario, this particular Budget will definitely facilitate investment, spur consumption growth, give a push to infrastructure projects, give a fillip to rural and agricultural development and strengthen social sector interventions which would go a long way in bringing relief to the poor, the needy and the vulnerable sections of the country. This is an age of technology and we are all aware of the fact that emerging technologies like block chain, 3D printing, artificial intelligence, quantum computing, etc. encompassed all aspects of our life. Hence a provision of Rs.8000 crore has been made for National Mission for quantum applications and technologies. There is also a provisioning of about Rs.6000 crore for

Bharatnet Programme. The allegation of less allocation for Mahatma Gandhi National Rural Employment Guarantee Scheme is baseless as the Budget Estimate for 2019 for MGNREGS was Rs.61,115 crore and this time, the BE says that it is

Rs.61,500 crore. Last year, RE for MGNREGS went upto Rs.71,000 crore. The

MGNREGS is a demand driven Programme, and whenever there has been a need for money or wages, the Government has provided a lot of funds for actually meeting the wages. The proposed „Kisan Rail‟ and the „Krishi Udan‟ will facilitate the farmers to take their fresh fruits and vegetables to national and international destinations. PM-KUSUM is a wonderful idea which will immensely benefit the farmers. Furthermore, the milk processing capacity is planned to be enhanced from 53.5 million tones to 108 million tones. The agricultural credit is planned to go up hugely from Rs.11.5 lakh crore to Rs.15 lakh crore. As far as social sector interventions are concerned, in the health sector, there is an increase of 15.4 per cent. I would definitely say that we have moved from a regime of policy paralysis to a regime of policy action, we have moved from policy of scams to a regime of policy action where the Government is trying to provide a transparent Government.

SHRI HASNAIN MASOODI: Budget is not a mere Statement of Revenue and Expenditure. It reflects the ambitions and aspirations of the masses, an effort to address the failures, rectify the mistakes, and help realize the dreams. But there is an agreement between all of us that it is not to the satisfaction of the people and to the satisfaction of the decision makers. All the universally accepted indices, all the indicators of fiscal health point to a downslide in the economy including the sluggish growth of GDP. One of the major challenges before the Government was also resource mobilization and giving a fillip to agriculture but a closer look at the

Budget points to a mere patch work. The agriculture does not get the due attention.

Eleven per cent decrease in subsidy on fertilizers is to hit hard the farmers.

Though PM-KISAN Scheme has shown an increased allocation of 37.9 per cent, but the benefit has not reached the beneficiaries. Jammu and Kashmir has recently experienced a massive assault on its autonomy, territorial integrity and identity. It is true that Rs.20,000 crore has been earmarked for Jammu and Kashmir in the current Budget, but there can be no trades-off between political aspirations and budgetary allocations. Hence, we will continue to demand that the decisions of 5th

August should be revoked and the status before 5th August should be restored in

Jammu and Kashmir to fulfill the political aspirations of the people.

SHRI RAMCHARAN BOHRA: There are three themes of this Budget – ambitious India, economic development of all and responsible society. Hon'ble

Minister of Finance has announced for the first time two options for individual tax payers. It has been announced to do away with the dividend distribution tax to fulfill an old demand of Industries. Hon'ble Minister of Finance has increased the insured amount of bank deposits from Rs. 1 lakh to 5 lakh. Hon'ble Minister of

Finance has announced 16 point formula to double the income of farmers. The most important among this is 'Kisan rail' and 'Kisan Udan' Scheme. In the Budget target has been fixed to provide Rs. 15 lakh crore as institutional loan to farmers.

The Government will help farmers in installing twenty lakh solar pumps. A comprehensive scheme will be prepared for 100 districts facing the shortage of water. A target has been fixed to double the milk processing capacity from 53 lakh metric tonne to 108 lakh metric tonne. Jal Jivan Mission has been launched under which safe drinking water through pipe will be provided to each household. The central government has announced to spend 103 lakh crore on basic infrastructure in the next 5 years. Hon'ble Minister of Finance has announced to provide assistance of Rs. 70,000 crore to railway and proposed capital expenditure of Rs.

161 lakh crore. A scheme namely 'Sabka Vishwas' was launched for service tax.

An amount of Rs. 38 thousand crore accrued to the government with this scheme.

As far as income tax is concerned government is introducing 'vivad se vishwas' scheme. About 4 lakh 38 thousand cases are pending. Government is likely to get huge amount of tax from this scheme. Hon'ble Minister of Finance has allocated an amount of Rs. 69,000 crore for the health sector. There is provision in it that a medical college would be set up in each district. The hospitals of 100 backward districts will be connected with Ayushman Bharat.

SHRI BIDYUT BARAN MAHATO: Hon Finance Minister has presented the budget of the country for the year 2020-21 which aims to strengthen the Indian economy through short-term, medium-term and long term measures. A target of

15 lakh crores of agricultural loans has been fixed under a favourable initiative for the farmers. and the Ministry of Civil Aviation has launched

“Kisan Rail” and “Krishi Udaan” schemes respectively for National Cold Storage

Grid. PM-KUSUM scheme will be expanded for facilitating twenty lakh farmers to get grid-connected pumps. More than 20000 hospitals have been empanelled under

Pradhan Mantri Jan Arogya Yojna in health sector. Development of 100 more airports along with the basic infrastructure will be executed in a speedy manner by the year 2024 to provide assistance to the “UDAAN” Yojna and 150 passenger trains will be introduced under PPP mode. All the eligible beneficiaries of

Pradhanmantri-Kisan Yojna will be brought under Kisan Credit Card loan scheme.

Setting up of efficient warehouses in horticulture sector has been proposed under which there is a proposal to assist the states for better marketing and export to focus on “one product, one district”. Coverage of artificial insemination has been increased from 30 percent to 70 percent. Milk processing capacity will be doubled from 53.5 million metric tonne capacity to 108 million metric tonne capacity by the year 2025. It is proposed to increase fish production to 200 lakh tonne by the year 2022-23. Fifty lakh families have been linked with 58 lakh Self-Help Groups for abolishing poverty under Deen Dayal Antyodaya Yojna. A provision of

Rupees 69,000 crores has been made for the Department of Health in the budget to carry out works in the field of health, water and sanitation under which Rupees

6400 crores are meant for Pradhan Mantri Jan Arogya Yojna(PMJAY). There is a proposal of setting up hospitals primarily in the aspirational districts under PPP mode under Ayushman Bharat Yojna by making use of machine learning and artificial intelligence. It is proposed to expand Jan Aushadhi Kendra Yojna by offering 2000 medicines and 300 surgical equipments in all the districts by the year

2024. Rupees 3.60 lakh crores have been sanctioned for Jal Jeevan Mission.

Rupees 99,300 crores are being allocated for education sector and rupees 3000 crores are being allocated for skill development in the year 2020-21. New

Education Policy will soon be announced. Degree level fulltime online education system will be launched. It is proposed to start Ind-Sat exam under “Study in

India” programme for Asian and African countries. It has been proposed to set up a

National Police University and National Forensic Science University for research in the field of policing science, forensic science, cyber-forensic science etc.

Likewise a National Technical Textiles Mission with a four year implementation period will be launched with an estimated outlay of Rupees 1480 crores with an aim to make India a global leader in the technical textiles sector. Government e- market Place (GEM) is heading towards creating an integrated purchase system in the country by providing a single platform for purchase of goods and services.

Work has also been done for rapid development of the highways. Delhi-Mumbai expressway and other two projects will be completed by the year 2023. Indian railways has set a target of carrying out electrification of 27000 kilometre long railway lines. Four station redevelopment projects and operation of 150 passenger trains will be ensured under PPP mode. Several other trains like “Tejas” will connect sightseeing tourist places. Hundred more airports will be developed by the year 2024 to provide assistance in “UDAAN” scheme. It is proposed to allocate

Rupees 22000 crores for power and renewable energy sector. It has been proposed to provide Rupees 6000 crores in the financial year 2020-21 under “Bharat Net” programme. Several proposals have been made for benefitting the Start-ups.

“Knowledge Translation Clusters” are proposed to be set up in various technological sectors including new and emerging sectors. It has been proposed to allocate Rupees 35,600 crores for nutrition related programmes during the year

2020-21. It has been proposed to earmark Rupees 28,600 crores for women specific programmes. Apart from it Rupees 85,000 crores have been proposed to be allocated for welfare of Scheduled Castes and Other Backward Classes. Rupees

9500 crores is being allocated for removing the problems of senior citizens and divyangas. An Indian Institute of Heritage and Conservation will be set up under the Ministry of Culture which will have a deemed university status. Five heritage sites namely Rakhigarhi(Haryana), Hastinapur(Uttar Pradesh), Shivsagar(Assam),

Dholavira(Gujarat) and Adichanallur(Tamil Nadu) will be developed as iconic sites with on-site museums. Renovation and revival of four museums will be carried out in the country under which it is proposed to set up a tribal museum in the Ranchi city of the state of Jharkhand. This budget is farmer-friendly, beneficial for common man and aims to make the business environment in the country more better.

SHRI SUDARSHAN BHAGAT: Providing the benefit of MSP on forest products is a welcome step. Taking the opening of more than 400 Eklavya Adarsha

Vidyalaya as a campaign is very commendable initiative. Reservation in Lok

Sabha and Legislative Assemblies for Scheduled Castes and Scheduled Tribes has been extended for the next 10 years. I represent the tribal majority Lohardaga

Parliamentary Constituency of Jharkhand. I want a lot of issues to be included in the Budget Bill 2020-21 for the holistic development of this area: Providing means of communication like rail service and air service so that resources may be provided for education, health and tourism along with the sale and purchase of forest produce and modern cultivation. The road from Ranchi via Gumla-Kashpur-

Sirdih to Nasik-Mumbai should be included in Bharat Mala Yojna. Construction of

Railway line from Ranchi via Gumla Korba will be beneficial for the people of this area. Setting up of 'Van-Dhan-Kendras' is a commendable step. There is a need to prepare schemes to tap the immense tourism potential. Legendary Baba Tanginath

Temple, Anjandham and other locations of historic importance should be developed. There is immense potential for food processing industries if encouraged properly in these areas. There is a need to set up Super Speciality Hospitals and centres of higher education specially technical education in tribal areas. There is a need of rain water harvesting and to make it useful by preparing a big scheme.

SHRI S.R. PARTHIBAN: The Union Government has accorded in- principle approval of strategic disinvestment of Salem Steel Plant in Salem district of Tamil Nadu. It is unfair on the part of the Union Government to toe with the decision of divesting the shares of SSP. The proposed disinvestment is viewed as indirect selling of 2,500 acres of land available to SSP. I wish to appeal to the

Government to set up Hindustan Aeronautics Limited facility at Salem in

Tamilnadu. More than 120 aerospace components manufacturing companies and more than 700 suppliers to our various defence PSUs are operating in Tamil Nadu.

Salem is centrally located and has a large Land Bank. The city has developed as a large-scale industrial centre, with electrical and chemical factories and tool workshops. I would request the Union Government to sanction Rs. 50 crore to conduct large scale Archaeological excavations in the ancient sites of Poompuhar,

Keezhadi, Kodumanal, Korkai in Tamil Nadu and Arikkamedu in Pondicherry to bring out the archaeological and historical greatness of our ancient Tamil

Civilization. There is an urgent need to create a comprehensive Special package for the industries of Salem. I urge the Government to allocate Rs. 10,000 crore for the overall development of Salem through a Special Purpose Vehicle. I also urge the Union Government to allocate special funds for the infrastructure development in the tourist spot of Yercaud and Kolli hills.

SHRI DINESH CHANDRA YADAV: The general budget presented by the

Finance Minister is highly appreciable. The convenience of people of all the areas has been taken into consideration in the budget. Saharsa, Madhepura and Supaul districts of the state of Bihar are very backward which need facilities in several sectors. National highway no.106 and 107 in those areas are in very poor condition. Construction work of national highway no. 106 is still lying incomplete even after lapse of four years which is a matter of concern. Construction of a road from Phulaut to Bihpur including the construction of a bridge over which flows between Phulaut and Bihpur (12 km) were also included in the said work. The work in this respect is not progressing due to the amont of compensation not being declared by the Ministry of Road Transport and Highways in lieu of acquiring the land. Compensation amount for acquisition of land should be immediately paid. There is a need for doubling the railway line upto Mansi-

Saharsa-Madhepura. Construction of overbridge at railway level crossing no.31 of

Saharsa-Panchgachia railway section in the middle of Saharsa city has not yet started. Construction of an ROB at the railway crossing level no.31 between

Saharsa and Panchgachia, at the railway crossing level no.104 between Saharsa- Baijnathpur and railway crossing no. 90 special in the middle of Madhepura should be carried out at the earliest. High capacity transmitter should be installed in the Doordarshan Kendra set up in Saharsa and local programmes shoud be broadcast through it.

DR. ALOK KUMAR SUMAN: The Budget presented for the country clearly shows that the Government is working for the development of all. The target of doubling the income of farmers by the year 2022 is highly appreciable. In the Budget 20 lakh more farmers are proposed to be covered under the KUSUM

Yojana and 15 lakh additional farmers will be helped to run their pumps by solar energy instead of electricity. This is an important step taken towards the rural development. Milk processing capacity will be doubled from 53.5 million metric tonne to 108 million metric tonne by the year 2025 which stands to be an appreciable move. Today, „Jal Jivan evam Haryali‟ programme is being implemented in full swing with the initiatives taken by our hon. Chief Minister of the state of Bihar and the same is likely to be completed in the next 3 years. No train is operated from my Parliamentary Constituency, Gopalganj to long destinations or Metropolitan cities. I, through this august House, would like to urge that certain trains may please be started for different Metropolitan cities from

Golpalgaj so that the people of my Constituency may avail of the railway facilities.

With these words, I would like to support the multi-dimensional Budget. DR. SUJAY VIKHE PATIL: The people of India had given us a huge mandate in 2019 and it's the duty of our government to live upto their expectations and deliver on our promises. One of the biggest reforms in the financial sector that was brought by our Government were the IBC Code in 2016 & GST in 2017.

Minimum Support Price has been extended for forest produce and under KISAN

Samman Nidhi more than 43,000 crore have been deposited in the bank account of

8 crore farmers. In Maharashtra, the magnitude of crop loss due to unseasonal rains and natural calamity affected 54.22 lakh hectares. The ambitious scheme of

Pradhan Mantri Jan Arogya Yojana and Ayushmaan Bharat has benefited 75 lakh poor who have availed free treatment along with upgradation of 27000 health and wellness centres. The establishment of National Medical Commission is also a revolutionary step for medical education. The shift to Direct Benefit Transfer is the single biggest decision to tackle the menace of corruption. The positive effect of GDP and a better taxation compliance management system is also reflective in increase of Revenue Receipts from 16 lakh crore in 2018-19 to about 20 lakh crore in the current budget. The new tax slab which has reduced the rate of taxation will immensely benefit the middle class and common man. With the announcement of a credit target of 15 lakh crore for 2020-2021, our government is on the right track to double farmer's income by 2022. The allocation of 99000 crores to education depict the roadmap of our government to bolster education and provide quality education to one and all. I will conclude by supporting this budget.

SUSHRI SUNITA DUGGAL: The first Union Budget of this decade presented by our hon. Finance Minister is meant for the common men, the poor, the farmers, the Scheduled Tribes and for everybody. This Budget is an endeavour towards making the lives of common people as much easy as possible. Hon. Prime

Minister has targeted to achieve the goal of five trillion dollar economy but it seems to me that the onus to achieve this goal lies with all of us. Earlier,

Rs.27,000 crore used to be allocated for the agriculture sector before 2014 but now Rs. 2.83 lakh crore has been allocated for this sector which shows how much committed is our Government towards agriculture and to the welfare of the farmers. Rs.45,000 crores has directly been transferred to the accounts of the farmers under the Pradhan Mantri Kisan Nidhi Yojana. The Government has been helping the farmers by providing them grid connected solar pumps. The

Government has identified 100 water-stressed districts where micro irrigation schemes are being promoted. The Government has also paid due attention towards health, water, sanitation, education, infrastructure etc. I would urge upon the

Government to make income upto Rs.5 lakh tax-free.

SHRI GAJANAN KIRTIKAR: This Budget has completely ignored the interests of the State of Maharahstra. The Union Government should immediately sanction and release funds for the extension of harbour line from Goregaon to

Boriwalli, for laying down 5th and 6th line from Boriwalli to Virar and for the implementation of the 3rd phase of the Mumbai Urban Transport Project. The

Central Government should allocate funds for the conservation of mangroves in

Maharashtra. The International Finance Centre should be set up in Mumbai, the financial capital of India. It is a matter of regret that there is not a single tribal museum in Maharahstra. The Union Government should urgently release funds required to help flood victims in different parts of Maharashtra. The Central

Government should enhance the subsidy being given for the construction of houses for the fishermen and also provide insurance cover to them. The Government should undertake measures to promote tourism in Maharashtra and also release funds for all round development of the Mumbai office of the Sports Authority of

India. It should also sanction funds to help undertake the literacy programmes in

Maharashtra. The Central Government should also take decision on urgent basis with regard to the proposals sent by the State Government to revive the 21 rivers in the State. The vacant Government posts should be filled up and the Government should not privatize Air India and the Railways.

SHRI RAJESH NARANBHAI CHUDASAMA: Hon'ble Minister of Finance has presented a farsighted budget which will lead India towards prosperity and development. India has become fifth largest economy in the world. Hon'ble Minister of Finance has made several announcements for farmers and tax payers.

Several provisions have been made in the budget to provide food grain for the poor at subsidized rates, infrastructural facilities in rural and urban areas, bring improvement in standard of education, provide benefits for the tax payers, develop basic infrastructure for promotion of tourism sector, railways and trains, women, people belonging to scheduled castes and scheduled tribes and ensure supply of electricity and welfare of farmers. The Government has made proposal to set up a

'Kisan Rail' for transportation of perishable agricultural goods like fruits and vegetables. The Government has taken several important steps to improve standard of education, sports and ensure security of the country and provide better health care services and ensure bright future for farmers as well as youths of the country.

DR. BHARATIBEN D. SHYAL: I congratulate hon. Finance Minister for keeping in mind the interest of all the classes of people in the budget. The middle class people have been given relief by providing tax exemption for the annual income upto 5 lakh and crores of people belonging to the middle class of the country are benefitted by this. The provision of 69000 crores of rupees made in the budget for the health services will provide health services to more and more people. In this budget, a provision for the allocation of 1.60 lakh was made for agriculture, irrigation and related activities by keeping in mind the interest of farmers, poor people and villages. The decision made in the budget to do away with all unmanned level crossing is commendable. Wi-Fi in railway stations will benefit crores of passengers in this digital age. The decision to electrify 27000 kilometers of railway line will expedite the development of railways.

ADV. A. M. ARIFF: I am proud of the Kerala Chief Minister for the firm stand taken by him against the implementation of NRC and CAA. It is very sad to note that whenever Kerala has asked for help, the Central Government has turned its face and portrayed our State as if it is an enemy country. The Government has been creating new criteria when it comes to the implementation of the centrally sponsored developmental schemes in Kerala. The GST share of the State is being denied. The Government has always been adopting a reluctant approach towards the demands of Kerala such as semi-high speed corridor, Angamali-Sabari rail project, separate AIIMS for the State, Central Ayurvedic Research Centre etc. The rank of our country in many global indices such as Poverty Index, Human

Development Index, Happiness Index, Security Index of Women is abysmally low.

SHRI P. P. CHAUDHARY: I am feeling proud to say that we have become the 5th largest economy in the world. The Government has decided to completely eliminate all old problems in new India be it the problem of Article 370 or 35A in Kashmir or the problem of Bodo Land of Assam. Arrangements have been made for constructing warehouses at block and tehsil level for storage of the crops of the farmers. India has improved its ranking from 79th to 63rd in Ease of

Doing Business. An amount of Rs. 9 lakh crore has been transferred directly to the accounts of beneficiaries under DBT during the last five years. Today, 121 crore people of the country have their own Aadhaar number under Digital India Mission.

More than 125 lakh Gram Panchayats have been connected with high speed broadband connectivity under Bharat Net Pariyojana. While the electronic equipments worth Rs. 1 lakh 90 thousand crore had been manufactured in the country during the year 2014-15, during the year 2018-19, equipments worth Rs. 4 lakh 59 thousand crore have been manufactured. The complications of taxation have been removed after implementation of GST and taxes have been reduced.

DR. VIRENDRA KUMAR: Budget is a document which reflect socio- economic policies and agenda of the Government for the ensuing year. The efforts made by the Government in the education sector are praiseworthy. The allocation of Rs. 3000 crore for skill development shows that the Government is committed for skill development of youth. Programmes are being run by the Government to ensure access of each individual to health care services. The allocation of Rs.

69,000 crore for health care sector reflect commitment of the Government. The

'TB Harega, Desh Jeetega' campaign launched to eradicate TB by the year 2025 is praiseworthy. Besides, Fit India Movement has also been launched. It is a commendable step. The Government is working to achieve target of doubling income of farmers by the year 2022. there is a need to make agriculture and associated business profitable. The decision to provide assistance to 20 lakh farmers in installation of solar pump set is a revolutionary step. This step is commendable towards conservation of environment. My parliamentary constituency Tikamgarh-Chhatarpur is an agriculture dominated area. The draft of

Ken Betwa Link Project is ready but the said scheme has not been started due to certain reasons. Had the said scheme implemented, the problem of water crisis in my parliamentary constituency would have been solved. 'KisanRail' and 'Krishi

Uday' programmes are praiseworthy. Around one lakh Gram Panchayats have been linked through 'Bharat Net' during the current year. The proposal to set up major solar energy plant on vacant land of railway is a revolutionary step which will ensure suitable use of vacant land and reflect commitment of the Government towards conservation of environment. The proposal to develop 9,000 kms of economic corridor is a commendable one. Chhatarpur district under my parliamentary constituency Tikamgarh is also an 'Aspirational District'. A power plant is likely to be set up by N.T.P.C. to ensure economic development of

Chhatarpur and to meet shortage of electricity in the country. The construction work of the same should be started at the earliest. More such projects should be started in 'Aspirational Districts' so as to pace up the economic development of these districts. There is a need to set up a Central Agriculture University in Tikamgarh-Chhatarpur so as to promote agricultural research as per the ecology system of Bundelkhand region. Announcement has been made to set up a medical college in Chhatarpur and I would like to thank the Hon'ble Prime Minister and the hon'ble Health Minister for this. Employment opportunities will be created with the start of rail coach factory or rail wheel factory in Tikamgarh-Chhatarpur district. Today the country is moving ahead in the defence sector under the 'Make in India' programme.

SHRI BRIJBHUSHAN SHARAN SINGH: If we try to understand the national politics of India, we find that the year 2014 was the year of momentous change because in this year the Indian people voted a full majority Government into power. Earlier, a full majority Government was elected 30 years ago in 1984.

Our Government took on the challenges which our country had been facing and launched a number of historic schemes like Ayushman Yojana, Kisan

Sammannidhi Yojana, Direct Benefit Transfer, Ujjwala Yojana, Matritva Vandan

Yojana etc. Our Government abrogated Article 370 and 35A and also successfully resolved the long pending problem of Ram Janam Bhumi. Our Government provided justice to the victims of triple Talaq. Now-a-days, the Opposition has been asking questions on the unemployment issue and our hon. Prime Minister has given assurance that our Government will also solve this problem. SHRI PRABHUBHAI NAGARABHAI VASAVA: I support the budget presented by Hon'ble Finance Minister. To make life easier, the government has taken several measures in this year's annual budget. Welfare schemes including direct benefit transfer, measures of basic needs in the form of sanitation and water and their preventive, health care provision, health care through Ayushman Bharat, clean energy through Ujjwala and solar power, financial inclusion credit assistance to the vulnerable sections, insurance Security and Pension Scheme, broadband and digital entry via U.P.I. and affordable housing by PMAY. Prime Minister is committed to doubling the income of farmers. 1.65 crore farmers got the benefit of e-Naam market. Prime Minister Crop Insurance Scheme has brought light to the lives of 6.11 crore farmers. The provision of providing additional income every year will be directly met through the Pradhan Mantri Kisan Yojana. Indian

Railways will run Kisan Rail. Have resolved to fulfill the ambitions and hopes in the budget for every person coming from vunerable sections of society.

SHRIMATI RANJANBEN BHATT : This Budget is indeed farsighted and full of long term future prospects. A number of initiatives aimed at water harvesting are proposed to be taken. Comprehensive efforts will be taken to address the problem of drinking water in 100 water deficient districts of the country. Apart from it, an amount of Rs. 93,000 crores has been allocated for the education sector which is a laudable step. The Government has also proposed to introduce a full time degree level online education programme in top 100 educational institutes of the country so as to impart qualitative education to students in far flung areas of the country. The Government has decided to take many a steps for population control. The provision of opening National Recruitment Centre for Non-Gazetted posts of Government employees has also been made. In addition to this the

Government has prepared a roadmap of providing 4 crore jobs carrying good salaries upto 2015 and 8 crores upto 2030. Similarly a host of measures are proposed to be taken for poverty alleviation in the country. Our Government has also set aside an amount of Rs. 35600 crores for nutrition mission which would benefit women and children. Moreover, the Government has set a target of providing free of cost treatment to the poor near their homes. Apart from it the

Government has decided to spend an amount of Rs. 28600 crores on women related programmes. Besides this smart phones will also be provided to more than

6 lakhs of Anganwadi workers. Now-a-days, in most of the cities in the country the quality of air is not pure. An allocation worth Rs. 4400 crores has been proposed for the urban areas beyond 10 thousand of population to deal with this problem. In this budget, the Government has also contemplated to close the thermal power plants at the earliest which pollute air. The Government has also proposed to open Jan Arogya hospitals on P.P.P. model in Tier-II and Tier-III cities under the PM Jan Arogya Yojna. The Government has also decided to extend the ambit of the Indradhanush mission. An allocation of Rs. 100 lakhs of crores has been made for infrastructure over the coming five years. Five more new smart cities are also proposed in the budget. Our Government has also made a provision of Rs. 1.7 lakhs of crores during 2020-21 for transport infrastructure.

The Ministries of Railways and Civil Aviation will come up with a scheme of launching Refrigerator Container transport service. The Government has also resolved in the Budget to double income of farmers in the country. Not only this, the Government has also provided relief in income tax to the poor and middle class people. Our Government has also taken a number of steps for the development of industrial and business sector wherein an allocation of Rs. 27300 crores has been made for launching small and medium industries into the international market. In addition to the above measures, the Government has also allocated Rs. 22000 crores for the power sector. In order to raise the number of trains the Government has proposed to introduce 15 trains through private partnership. The Government has also planned to connect one lakh villages to broadband in the country.

SHRIMATI APARUPA PODDAR: The Union Budget 2020-21 has neglected the common man and farmers and favoured business owners/corporate companies. Joblessness, rising income inequality and slump in demand are on rise. Enough allocation has not been made for the tourism and defence in the budget. Medical needs of senior citizens has not taken care of in the budget. There is shortage of teachers, doctors, nurses and judges in the country.

Disinvestment and privatization of LIC, Railways, Air India and BSNL is not acceptable. nothing has been done to reduce unemployment and farmers suicides in the country?

SHRI RAJU BISTA: As regards Direct Taxes, Tax provisions have been simplified. Income tax rates have been reduced. This Budget seeks to promote wellness instead of merely on providing health care. Rs. 69,000 crore earmarked for the health sector would go a long way in enhancing the existing healthcare system. Sadly, we belong to West Bengal, which has refused to participate in many of these initiatives. I request the Health Ministry to convert Darjeeling or

Kalimpong District hospitals as a Medical college. Help construct a 1000-beded

Centre sponsored hospital in Siliguri. I request to the Hon‟ble Finance Minister to kindly allocate funds for a Medical college in Kalimpong District; Central

University in Darjeeling district; National Institute of Technology in Kurseong and

Indian Institute of Management in Phansidewa. I hope that the thrust on rural infrastructure via enhanced spending on MGNREGA, PMGSY, RIDF schemes would help bridge gaps in infrastructure in our region. Our region is vital to national security interests of the country, and improved infrastructure would ensure that national security interests are not jeopardized. Darjeeling and Kalimpong districts attracts the highest tourist footfall in all of Eastern Himalayas. I request an Institute of Heritage and Conservation be established in our region; Government proactively develop tourism infrastructure in our region and help promote tourism in the region.

SHRI LAVU SRIKRISHNA DEVARAYALU : At the outset, I congratulate the

Hon‟ble Finance Minister for bringing this Budget. Howsoever, there are certain concerns that I am sure we all would have in our minds. First and foremost among them is how the revenue deficit will be addressed. The estimated fiscal deficit this year is 3.8 per cent of GDP. The Government has pinned its hope on disinvestment to arrange for funds. We are eagerly waiting with high hopes that the Government meets its target this time. GST collection between April and

November fell short by 40 per cent and it is likely to be lower than the growth target of 25 per cent. The slow pace at which GST dues are transferred to the

States has been troubling, especially so in the case of Andhra Pradesh.

Coming to agriculture, the PMKISAN scheme which had promised so much, has delivered little. The delay in reaching out to farmers hurts their livelihood.

We need to find the reason for these delayed payments and the lack of full disbursement of the funds. I would like to bring to your attention that the YSR

Rythu Bharosa scheme is being implemented in Andhra Pradesh. The Government must consider increasing the budget allocation under PM-KISAN for Andhra

Pradesh. The budget allocation for PM Fasal Bima Yojana has increased only marginally. Considering the farm distress, the government should hike the budget allocation for the scheme. The primary concern of successive Governments has been to double farmers‟ income. For this to happen, there must be a comprehensive plan to tackle the issue. The MGNREGA programme has already overshot the 2019-20 budget estimate. In light of the slowdown of the economy and the current high rate of employment, the Government would consider increasing allocation for the programme. The Government has increased the allocation for education and the New Education Policy has sought to introduce many new ideas and innovations. I would also like to bring to your attention that the Andhra Pradesh Government has initiated two schemes. One is Amma Vodi and the other one is Nadu-Nedu. These are shared goals and cooperation between the Centre and the State. I hope the Finance Minister will try to support us. I would also like to urge the Government to keep its promise of setting up of 12 national institutes in Andhra Pradesh. Along with education, healthcare too needs to be given due importance. It is good that the Government seeks to empanel

20,000 hospitals in the aspirational districts. But I hope that it will also address the dues already owed to empanelled hospitals amounting to nearly Rs.1,600 crore.

While we are in the midst of this slowdown, the Government must lend a hand to struggling industries. The NBFCs need to be bolstered to ensure that adequate credit is available in the market. The Ministry of Textiles has been allotted a meagre sum of Rs. 3,500 crore. Weavers and textile industries across the country are facing stiff competition of cheap imported products from Bangladesh and Vietnam. I hope, the Hon‟ble Minister of Textiles will take it up with the

Finance Ministry as it provides employment to 45 million people directly and 60 million people indirectly in India. I urge the Hon‟ble Minister to include the projects from Andhra Pradesh which require Government funding within the

National Infrastructure Pipeline. Many of these projects were promised under the

AP Reorganization Act but still have not been delivered by the Central

Government. The Polavaram Project is the lifeline of a successful Andhra

Pradesh. It has also been declared as a national project. However, it is still pending approval with the Revised Cost Committee. The Government of Andhra

Pradesh has taken an ambitious plan to create a water grid to supply 45 litres of clean drinking water to each household. I hope this will be taken care of. I also hope that the Central Government will push for the growth of Visakhapatnam-

Chennai corridor and also release funds for the crucial Amaravati-Anantapur

Expressway. The overall financial position of Andhra Pradesh is very precarious and the only way to bring the State out of financial crisis and attract investment and provide a level-playing field is by granting the special category status to it.

SHRI NAMA NAGESWARA RAO: The budget failed to provide any kind of stimulus required for reviving the economy. Doubling the farmers' income by 2020 is one of the key targets for this Government. But it requires a minimum growth rate of 15 percent per annum. The present growth rate is below 5 per cent. There is no proper roadmap in the budget. The tax devolution to states has been reduced on the plea of giving one per cent share to Jammu and Kashmir. The Central

Government should give money from its own pocket. We had been requesting to take into consideration 1971 census as the developing states are being affected because of this formulation. Due to this Telangana is losing Rs. 2383 crores. It should be compensated. We would request the Hon'ble Prime Minister and the

Finance Minister to intervene and do justice to the state of Telangana and other

Southern States. The Niti Aayog has recommended a sum of Rs. 24205 crore for

Mission 'Bhagiratha' and Mission 'Kaktiya' in respect of Telangana. Therefore

Telangana must get this money. A number of issues pertaining to Telangana are pending. I urge upon the Government to look into it and allow the government of

Telangana to prosper. I request the Government to look at the pending Railways and Roadways projects also in the state. Water is the need of all. Therefore river- linking should be accorded priority. The country will prosper if the Centre and the

States work in tandem.

DR. BHARATI PRAVIN PAWAR : I stand in support of the Budget of this financial year presented by Hon. Minister of Finance. Our Government has set target of taking country's economy to 5000 lakh dollar economy. The Government has paid special attention towards 11.87 crore farmers and 14.43 crore labour.

11,500 crore rupees have been allocated for providing water to each household.

700 crore rupees have been sanctioned in the Budget for water resources, river development and Ganga conservation department. 99311 crore rupees have been allocated for education. Online degree programmes will be started for deprived students in 100 top institutes.

Budget has proposed Jan Aushadhi Kendra in each district by 2024. 69,000 crore rupees have been sanctioned for PM Jan Arogya Yojana. 28,600 crore rupees have been sanctioned for women related schemes.

Various provisions have been taken for simplifying tax regime. I urge the

Government to take steps for providing irrigation facilities in my Parliamentary

Constituency, Dindori and sanction pending irrigation schemes.

SHRI KULDEEP RAI SHARMA: The Budget has failed to live up to the expectations of the farmers, middle class and youth. Farmers expected the implementation of the M.S. Swaminathan Committee Report on agriculture, but the budget has ignored it. Unemployment is at a 45 year high and this government deliberately concealed the NSSO data for political gain. The biggest disappointment that I would like to point out in this budget is the attitude of the government towards Andaman and Nicobar Islands. The unexplored potential of

Andaman And Nicobar Islands can only happen if the Central Government and particularly the Home Ministry focuses on how development can happen in

Andaman. Legislative Assembly for the Union Territory of Andaman and Nicobar

Islands should be established. 100 percent reservation in government jobs should be given to Islanders. Inner Line Permit system should be implemented to preserve the indigenous culture and tribes belonging to Andaman and Nicobar

Islands with a cut off date of December 2019. There is need to create IT infrastructure such as BPOs and Call centres in Andaman and Nicobar Islands to generate large scale employment.

SHRI E. T. MOHAMMED BASHEER: Kerala always have a bitter experience.

So far Kerala's share of taxes is concerned in the last year's Budget, it was Rs.

16400 crore and this year, it is Rs. 15236.34 crore which means there is a reduction of Rs. 1164.4 crore. In case of Uttar Pradesh, Uttarakhand, Himachal Pradesh,

Haryana, Bihar, etc., it is just double. When you are distributing the wealth of the nation, it should be done in a judicious manner. With regard to the Railways also, the same thing is happening. The allocation for minorities has also been slashed like anything. The allocation for UPSC, SSC and State Public Service Commission coaching has been reduced from Rs.20 crore to Rs.10 crore and the allocation for

Free Coaching and Allied Scheme for minorities is reduced from Rs.75 crore to

Rs.50 crore. The allocation for education and livelihood for minorities has decreased from Rs. 140 crore to Rs. 120 crore. The allocation for minority women schemes has also been decreased from Rs. 150 crore to Rs. 110 crore. This is injustice. Why this kind of injustice is being done with a backward community?

According to the Sachar Committee representation of Muslims in the jobs, especially in the Civil Services is only three per cent. Standing Committee on

Social Justice observed that out of the total budgetary allocation of Rs. 4700 crore during the year 2018-19, the actual expenditure incurred by the Ministry was only

Rs. 3085 crore which means there is a decrease there also. The committee also said that ultimately the money was surrendered and there has been under-utilisation of funds in most of the important schemes regarding education and skill development. In 2019-20, the expenditure incurred for different schemes has only been 27 per cent till 31.10.2019 and the remaining amount of 73 per cent is to be utilised in the remaining four months. Money is also been surrendered to the

Ministry of Finance also. For every scheme, strict guidelines are given to States to follow and it results in non-utilisation of funds. A sum of Rs. 851 crore has been surrendered. The allocations have either been reduced or surrendered. The

Government is digging a graveyard for the minorities in this country and is spinning some colourful stories. A sense of insecurity is developing amongst the minorities. Freedom is being curtailed. Let this country work hard to make the dreams of people a reality. SHRI NANDKUMAR SINGH CHAUHAN: This budget is the foundation of

Hon. Prime Minister's goal of five trillion dollar Economy. The whole country knows that sincere efforts have been made for the economic and social upliftment of all sectors including the poor, farmers, women, and minorities, SCs and STs under the hon. Prime Minister’s leadership. Today, whether it is rural sector or urban sector, this Government has provided houses to millions of poor under the

Pradhan Mantri Awas Yojana.

Today, gas connections have been provided to ten crore poor people under the Ujjwala scheme. GST like tax-revolution has happened in our country. After the Swachh Bharat Mission, now people coming from outside in the country, whether it is an airport or a railway station, praise the country seeing the cleanliness there.

For the health of women and children, for their upliftment, for nutritional food a provision of Rs 35 thousand crore has been made in this budget. A provision of Rs 28,600 crore has been made for the specific programs being run for women. For the welfare of SCs and OBCs, a provision of Rs 85 thousand crore has been made in the Budget. At the same time, provision of Rs 55 thousand crore has also been made for the STs who live in the remote forests.

During the tenure of the hon. Prime Minister , North-East is connecting to main stream. A provision of Rs. 34 thousand crore has been made for the development of Jammu and Kashmir. A provision of Rs 1 lakh 42 thousand crore has been made for farmers in this budget. To raise the country at every level, the target of giving 20 lakh solar pumps this year for the upliftment of farmers and village laborers has been in this budget.

Pradhan Mantri Krishi Samman Nidhi has been implemented in the entire country. But the benefit of this scheme is not percolating to even a single tribal in

Madhya Pradesh who is the lease holder of the forest right. Under the Krishi

Samman Nidhi, they should also get 6 thousand rupees as being provided to farmers.

SHRI RAKESH SINGH : Hon. Speaker, Sir, I stand to support the Union

Budget 2020. This budget has been made keeping in view of 'Antyodaya' vision of

Pt. Deen Dayal Upadhyaya.

Sir, GST law has brought in historical structural reforms and integrated India economically. This has ended 'inspector raj'. Government schemes and programmes have directly benefitted the poor and deprived.

By becoming fifth biggest economy, more than 60 lakhs taxpayers have been added in the last two years. By 2030, India will have the largest pool of manpower. They will require not only literacy but employment and life-skills also.

Sir, we are working to provide portable water through pipes. For this we are working on water harvesting system. Jan Arogya Scheme was started in 2017 under which 50 crores families are entitled for treatment upto Rs.5 lakh per year.

Under it more than 12 crores have already been benefited under hospitalization.

Under it around 22000 private and government hospitals are registered. Under

PMAY to provide Pakka house to urban poor 103 lakh houses have been approved.

11 crores of farmers are proposed to be linked with PM crop insurance scheme.

Under Kusum Yojna, 20 lakh farmers are to be given solar pumps.

In Budget rural India has been given Rs.1.23 thousand crores. Out of

Rs.61,5000 crores has been provisioned for MNRGA. With this our government has set the pillar for 'New India'.

ADV. ADOOR PRAKASH : The country is facing recession and crisis among all sectors. Government again reiterated the mantra of „Sabka Saath, Sabka Vikas,

Sabka Vishwas‟. The nation is witnessing the biggest protest in recent years against the Citizenship Amendment Act. Ian Bremmer who supported Shri

Narendra Modi in 2015 has changed their opinion now. The Budget is lavish on new promises without any vision. Economic Survey is targeting a 5 trillion economy and creation of 4 crore jobs by the year 2025. Government has no data on employment creation in the last six years. Government claims that strong foundation has been laid in the last five years. Since the last six years Government is boasting on FDI inflows into the country. The budget failed to address the issue of distress in agriculture sector. Around 70% of rural households in the country depend on agriculture and allied activities. Government has admitted that there is no data of farmer suicides after the year 2016. Government aims to double farmer‟s income by the year 2022. Little progress is achieved in the Government‟s flagship project „Smart City‟ and AMRUT scheme. Government has not reviewed the after-effects of the disastrous demonetization drive. Sansad Adarsh Gram

Yojana (SAGY) had implementation issues from the beginning. The allocation to the MGNREGA Scheme has reduced by 13.4%. The issues of coastal people are not addressed. There is clear neglect to the state of Kerala. The themes of the

Union Budget – the aspirational India, caring society and economic development are far from reality.

SHRI RAM MOHAN NAIDU KINJARAPU: The whole Andhra Pradesh Re-

Organization Act is an Act of Parliament. The responsibility of implementation of the Act lies with the Central Government. I would like to reiterate all the problems that are pending even today in terms of the implementation of the Andhra Pradesh

Re-Organization Act. One of the important issues is giving of Special Category

Status to the State of Andhra Pradesh. The other important aspect is the creation of a new railway zone. Not a single rupee has been allocated for this purpose. We strongly demand now also that proper allocation of fund should be made. Another important demand is regarding the Backward Regions Grant Fund. For three years, the Central Government released Rs. 1,050 crore which is Rs. 350 crore per year for the State of Andhra Pradesh and for the next three years, not a single rupee has been given to the State of Andhra Pradesh. I strongly demand that this

Backward Region Grand Fund should be released immediately by the Central

Government. The, there is a commitment for establishment of many educational institutions like IIM, IIT etc., because all such institutes were left with Hyderabad.

The Central Government should take proper and necessary steps, and allocate sufficient budget for these institutions. I would like to reiterate all the problems that are pending even today in terms of the implementation of the Andhra Pradesh

SHRI P.R. NATARAJAN : The Budget had completely failed to address the current economic slowdown and unemployment rate. The proposal to sell off government equity in public institutions is a drift towards thoughtless measures.

The Budget Speech is concealing the realities of a floundering economy. The

Government is only interested in providing the corporate sector and the wealthy relief rather than tackling the increasingly grim employment and livelihood situations of the working people – workers and farmers. The Budgetary exercise reflects only a commitment to reducing the fiscal deficit by further slashing government expenditures and selling off the nation‟s assets. Despite this, the fiscal deficit is higher than what was budgeted. The expenditures on Central Sector

Schemes in 2019-20 has been slashed by 11 per cent and Centrally Sponsored

Schemes by 4.5 per cent. In the cuts proposed in 2020-21, MNREGA (Rs. 61,500 crore from Rs. 71,000 crore) and fertilizer subsidies are slated to join this list.

Even schemes like PMJAY – Ayushman Bharat, Swachh Bharat and PM – Kisan have suffered major cuts. Allocation for the welfare of scheduled castes and scheduled tribes, already way below the statutory requirements, have been cut in

2019-20. In the tax proposals, the FM announced further tax concessions to the corporate sector. The earlier concessions given in corporate taxes have already resulted in a shortfall of Rs. 1.55 lakh crores in RE as compared to BE for 2019-20.

The food subsidy against a provision of Rs. 1,84,220 crores in 2019-20, the current budget provides only Rs. 1,08,688 crores. Therefore, the Union Budget instead of countering the slowdown will only reinforce the problem of demand and deepen widespread economic distress.

SHRI ASADUDDIN OWAISI : In this year‟s Budget, the Government is trying to hide the fiscal deficit by over-estimating the gross tax revenue for the year 2020-

21. The Government has refused to say about fiscal crisis. The allocation under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and National Health Mission has been decreased. The Government is ignoring the

GST Act. As far as minorities is concerned, the Government is giving only Rs.35 lakh to 60,000 minority students. The commitment for one crore scholarships have not been fulfilled so far. The unit costs of scholarship for minorities have not been increased from 2007-08. The Prime Minister has given pre-matric scholarship.

According to inflation, increase the scholarship for admission and tuition fees, for post-matric, to at least Rs.10,000. In Pradhan Mantri Jan Vikas Karyakram, the cumulative unspent balance in 2018-19 is Rs.3092 crore; in 2019-20 it is Rs.4,850 crore. The National Education Policy says that Muslims are under-represented in education, in higher education and school education. The Government has reduced corporate tax and it is 15 per cent for foreign companies and 22 per cent for Indian companies. The household survey clearly says that 31 per cent of our youth is unemployed. There is no roadmap for employment. 36 youths are committing suicide because of lack of employment everyday. There is nothing in this Budget to revive the economy. That is why, I oppose this Budget.

DR. K. JAYAKUMAR : I totally disagree with the budget. The consumer price index in November, 2019 which was 5.4 shot upto 7.35 per cent just in one month, that is, in December, 2019. Fiscal deficit has increased to 3.8 per cent. The GDP during the last 11 years is lowest at 4.5 per cent now. The investment is lowest in the last 17 years. The implementation part of the GST has led down the economic growth of this country. Today, unemployment position is the highest in the last 45 years. No plans to provide employment to solve the problem is reflected in the budget. Rajiv Gandhiji introduced online system in the country. LIC, a breadmaking company is being sold. Disinvestment will not help in the development of the economy. Disinvestment of Railways and other Public Sector

Undertakings will affect about 1.3 million employees engaged in it.

SHRI ANUBHAV MOHANTY: The current limit for loans by banks for studying abroad is Rs.7.5 lakh which is nowhere close to the cost of the education. The high education costs are making it hard for students to pursue higher studies in good colleges both in India and in foreign Universities. Interest on education loan should be the lowest in comparison to any other loans in India. The Government should exempt all farmers from road toll tax. Senior citizen clubs should be made where we can provide them lifetime membership and provide all facilities. They must also be provided the facility of tirth yatras at State expenses. In this year's Budget, there is no provision or no special allocation for animals. There must be separate

Budget allocated for the upgradation of veterinary hospitals all over India.

Inclusion of OBCs in Census 2021 must be done on priority by the Government and it should allocate Budget for their development and bring them into the mainstream of the country. GST and other taxes have become a burden on film industries. The Government should completely remove the GST on regional film industries. The Government must have a special Budget for payment of pension to the artistes and the technicians. Odisha is known for its susceptibility to recurring cyclones and natural calamities almost every single year. Our demand is for a special focus State status. Not a single railway line has been announced for Odisha this year. I request the Government to kindly complete the work of long-pending railway lines. Universities for the paramedics should also be set up. The

MPLADS funds should also be increased. Free hold land should be provided to those industries which are doing good for the last ten years and generating good revenue and employment.

SHRI MITESH (BAKABHAI) PATEL: The Budget is poor and people oriented.

The Government has allocated 75,000 crore rupees for direct transfer in the accounts of people under Kisan Samman Yojana. The Government has tried to cope with the inflation and put a check on interest rates. The Government has identified 6500 projects for investing 105 lakh crore rupees. There is a hike in allocation for MGNREGA, National Highway Authority, PMGSY, Industrial

Corridor, infrastructure development in aviation sector. Allocation of thirty thousand crore for potable water and sanitation, 9000 crore rupees for river development, 4000 crore rupees for National Clean Air Mission for Delhities, nine lakh crore rupees for old age pension is being made. This budget has focussed to simplify the tax rebates and income tax returns. Under digital payment through IBC approximate 3.6 lakh crore rupees have been collected. The Government has put efforts to control the NPA of banks and integration of banks to strengthen them to complete globally. FDI's have increased 40 to 50 billion dollars annually.

NBFC's have been allocated 10,000 crore rupees to boost emergency asset fund.

With these efforts our Government would certainly achieve the target of 5 trillion dollars.

SHRI ARJUN SINGH: Hon'ble Finance Minister has prepared this budget keeping in mind the interests of the villages, the poor farmers, middle class, backward class, small and medium entrepreneurs. Today this Government has to pay for the misdeeds of the previous government. During their tenure, those who could not afford to bear 10 rs loan, were given loans amounting hundred crores to two hundred crore rupees. They took 400 crore rupees in loan to set up 100 crore worth factory and now, they are not in any position to repay that loan. Besides the number of students in engineering colleges is on decline. In last nine-ten years, engineering colleges have been set up from home and these colleges have been recognised as well. This is the kind of work the previous governments has done.

West Bengal was once known as The Manchester of Jute Industry. But, now the condition of Jute mills in West Bengal is as such that the state government is not paying any attention to jute industry. The state government has provided no support to the industry due to which the default on PF, Gratuity and ESI reached to such a level that now about 200 crore rupees are outstanding towards only gratuity which is to be paid to employees. PF amount is being deducted from the worker's pay but it is not being deposited into their PF fund. I would like to request Hon'ble

Finance Minister that when someone places an order with the jute industry, then when the payment is made towards the order, the money should directly go to those workers whose PF and gratuity amounts are due. The workers of jute industry in Bengal would be saved, thus the industry would be saved if the workers are paid directly. I hail from Barrackpur. Two thousand sixty crore rupees allocated for Dakshineshwar-Barrackpur Metro Rail Project are lying unutilised, but the Government has not provided the land till date, that is why, that metro rail project is not being completed. The State Government is advertising and selling the lands that belong to Railways and Central Government.

*SHRI M. SELVARAJ: This Budget lacks foresightedness. It has not mentioned any plan to overcome the challenges faced by the country. Budget has failed to address the problem of unemployment. Privatization of Railways, Telecom, LIC and other PSUs will not increase the employment opportunities. FDI is required for the country but we should ensure that it leads to employment generation. And without helping the farmers to use technology, their income can never be increased. Prime Minister Crop Insurance Scheme is not available for all farmers

Also the gatekeepers have not been appointed at level crossings on the stretch between Tiruvarur and Karailkkudi on the railway line from Thanjavur to

Nagapattinam. The construction of Koodalur-Nagapattinam and Viluppuram-

Rameswaram National Highways should be expedited. The Budget has not given any social security to farm labourers. The 100 man days work under MGNREGA should be increased to 200 man days and wages should be increased to Rs. 400 per day. I also want to stress that without banning NEET rural students cannot get medical education.

SHRI JASBIR SINGH GILL: The country is facing a worst Economic crisis since 1991. This Government has completely and absolutely driven this economy into the ground. The Off take of credit come down from 7,35001 crores between

April and November 2018 to approximately 9800 crores between April and

November 2019. No consumption or investment is taking place. Government Law

Enforcement Agencies like IT, ED, CBI, Law created fear in the minds of legitimate banker who have to take coherent assumption based decisions.

Government has reduced Centre‟s share in Border Area Development Fund to 60% which has hit development of border areas. Harike Bird Sanctury, Kanjali and

Kesopur Wetlands declared as Ramsar sites. Nothing has been sanctioned in this

Budget for their preservation, upkeep and to attract tourist. 40,000 people were identified in Survey and only 1500 have got their houses. So far as PMGSY is concerned, there is nothing much for Punjab to cheer about. Even though, Punjab farmers are the ones who pulled India out of hunger but they are being cheated by idea of open ended procurement and Centre trying not to extend Punjab‟s cash credit limit for procurement of food grains. Agriculture Research Centre has not been addressed in this Budget. While China has come up with a variety of paddy which yields approximately 55 quintals or rice/ acre while we are stagnant at

259/acre. We need Quality and affordable seed to increase our yields. Crop diversification is need of the hour to save our depleting ground water where 80% of our blocks have gone in grey or black zones. To tide over our financial crisis, I request Hon. Prime Minister to sanction the GST compensation funds and our share in Central Tax which is due to us since long. The funds under MPLAD have remained same since 2011, while even banks double your money.

SHRI PRINCE RAJ: The Budget allocated for farmers, education system, new tax slabs, OBCs, SCs and STs is very commendable. The foundation that has been built for a new India and a strong economy, I strongly believe that this Budget will help in further strengthening it. The provisions introduced in Budget and the new tax regime intruded in the Budget are welcome steps. Earlier, 20% tax was levied on the income over and above 5 lakh rupees. Now, the tax slab for income between 5 lakh to 7.5 lakhs rupees has been reduced to 10%. Similarly, 15% tax is fixed for the slab for income between 7.5 lakhs rupees to 10 lakh rupees. The provision of Budget to provide electricity to 20 lakh farmers directly from solar panels is really commendable as this step will help farmers in irrigation of fields.

This is also commendable that the Government will help 15 lakh farmers to set up power grids so that the electricity produced by solar panel can be used in their own farming and also can be distributed to nearby districts and earn money from that.

The efforts of the Government have always been to double the income of the farmers. The Government has laid strong emphasis on education system in this

Budget. It has been said in the Budget that about 150 higher educational institutions will be set up and these institutions will start apprenticeship embedded degree/diploma for students so that their employability may be ensured after their studies. So far, educational reforms are concerned, they should not be confined to higher education only but they should be started right from the primary level. It should also be ensured that only well trained teachers are appointed, so that good quality education is imparted to the students. A commission for youths should be constituted so that the Commission can ensure that youngsters passing out of colleges get proper counseling in getting employment and also Commission can help them in setting up their own businesses or choosing any other field. The

Government is providing medical treatment facility with 5 lakh rupees limit under

Ayushman Scheme. In this Budget, provision has been made to set up a new hospital in each district. This is a good step as each and every district must have a hospital, but there is scarcity of doctors in existing dispensaries and hospitals.

Sufficient doctors must be available there. Also, a target has been set to make

India a five trillion dollar economy. This is very commendable and we all should participate with zeal and zest for the same.

DR. SANGHAMITRA MAURYA: In this Budget of third decade of 21st

Century, the Hon. Minister of Finance has announced a number of reforms having long-term effects on the economy which is a commendable step. The major objective of this Budget is to strengthen Indian Economy through short-term, medium-term and long-term measures. In this Budget, the motto of the

Government is 'Sabka Saath, Sabka Vikas, Sabka Vishwas' which means economic development of all sections of the society. This Budget will provide a number of benefits to our farmers. A number of measures have been taken like providing facility of solar pump to twenty lakh farmers and providing fifteen lakh grid connection pumps. Diesel and Kerosene run pump-sets have been replaced with solar energy pump-sets. All this has been done to reduce the burden on farmers which is a commendable step. Fund of rupees 2.83 lakh crore has been allotted for

16-point action plan for agriculture irrigation and rural development. Besides, rupees 1.60 lakh crore have been allotted for agriculture irrigation and related activities. The action plan for rural development and Panchayati Raj worth 1.23 lakh crore rupees has been extended. Besides, PM Kisan beneficiaries are proposed to be brought under the KCC Scheme is going to further expand financing scheme of NABARD. In this Budget, a number of measures are proposed for 100 districts facing water crisis. There is a proposal to extend integrated agriculture for rain water based areas for irrigation purpose. There is also proposal to go for multi cropping in non-cropping seasons. Measures have also been taken to promote apiculture and solar energy production. Now, rupees 2000 are directly credited to the farmers under the "Kisan Samman Nidhi Yojana". This Government has prepared a frame work for development, management and conservation of marine fishery resources under which a target of 200 lakh fishery production has been set and 3477 Sagarmitra and 5000 pisciculture farmer organisations will be involved to make fishery as a profitable business. Twenty thousand hospitals have been brought under Pradhan Mantri Jan Aarogya Yojana. A target for ending T.B. under

"T.B. Harega, Desh Jeetega" campaign by the year 2025 has been set. Jan Aushdhi

Kendras have been opened in every district. All this fulfills the objective of 'Sabka

Saath, Sabka Vikas aur Sabka Vishwas'.

SHRI JASVANTSINH SUMANBHAI BHABHOR: This Budget aims to increase the income and boost the purchasing power of common man. This Budget has taken care of all the sections of the society. New income tax slabs have been introduced in order to reduce the tax rates along with providing option to tax payers to opt either of the two systems. The bank deposit insurance coverage for a depositor in case of bank default has been increased from 1 lakh to five lakh.

Special emphasis has been given in the Budget to double the farmers income by

2022. The Government has introduced MSP on forest product. Government has set a target to electrify 27000 Km railway track in next year. Data Centre Parks will be set up throughout the country to connect Aanganwadi, Post Office, Police stations and Gram Panchayats. National Recruitment Agency will be set up for conduct of a computer based common Eligibility Test for recruitment to Non-

Gazetted posts in Government sector. This Budget will help in achieving the target of USD 5 trillion economy by providing relief to small and medium entrepreneurs.

Government has given special emphasis on women and children nutrition. With an aim to provide more employment opportunities to people who depend on fisheries,

Sagar Mitra Scheme has been introduced by the Government. This Budget will help in reducing inflation, increase digital transactions and put a check on corruption and black money. This Budget will certainly ensure prosperity in rural areas, employment to youths, increasing the farmers income, housing for homeless people, women empowerment and relief to small traders. This Budget will meet the requirement of infrastructure sectors. This Budget will extend benefits of development in tribal dominated districts like Dahod which was lagging behind in development. This Budget will ensure economic growth and all round development of the country.

ADV. DEAN KURIAKOSE: I want to raise my concerns about fiscal conduct of this government on matters regarding the transfer of revenues to state. My own state had to wait to receive dues amounting to 1600 crores for months of August and September. Withholding payments and forcing states to beg for that which they are owed, amounts to nothing less than fiscal authoritarianism. As a federal republic, the centre must respect the rights of states. States have faced significant shortfalls in GST compensation from the centre during the FY 20. By compensating the balance only for FY17 and FY18, there are genuine concerns as to whether dues for the remainder of this financial year will be cleared by the centre. Secondly, the caveat, that following these 2 years, compensation will be subject to amount collected by the GST cess poses a serious risk to the financial health of States raising the serious possibility of litigation by the State governments. Further on the issue of 15th Finance Commission the govt. insisted on using the 2011 census figures. By cutting our share in devolved revenue from

2.5 to 1.94%, the Commission has essentially taken away from the state critical revenue that was needed to invest in capital expenditure and social welfare. Hon.

Finance Minister cut the financial support to NREGA by provisioning it with 9500 crore lesser than the revised estimates for the last year. We have consistently seen the scheme fall short on finances, forcing the government to use the next years' budget to clear pending arrears for prior year. The Economic Survey is intended as a document that serves as a roadmap on the Government's intentions for this financial year. If this Government intends to amend/scrap some of the legistions like Essential Commodities Act, Maintenance of Supplies of Essential

Commodities Act, it must make the intentions clear at right away.

SHRI RAM SHIROMANI VERMA: I would like to to draw the attention of the

Government, through you, towards unemployment and increasing economic recession. There is no provision in the Budget to remove unemployment. Many countries of the world spend 6-7% of their GDP on education. I demand that the

Government should spend more share of its GDP on education like other countries in order to improve the quality of education and to make it accessible for all. No provision has been made in the budget particularly for the welfare of women, dalits, backwards and minorities. The introduction of two new tax regimes in the

Budget will create confusion among the tax payers in the same way as GST is creating for traders. The major sectors like Mining, Energy and Real Estate are also disappointed with the Budget. No provision has been made in the Budget to increase the income of farmers and resources for agriculture. Even after 73 years of independence, we could not ensure irrigation facility in 58-60 per cent farming.

Neither any ambitious scheme has been mentioned nor any special allocation has been made in the Budget for underprivileged farmers. The trade deficit has increased from USD 6 billion to USD 176 billion. There is no provision in the

Budget to overcome it.

SHRI MARGANI BHARAT: There is no mention of Special Category Status, revenue deficit and industrial corridor in the President's Address and in the Budget which were promised and which were there in the AP re-organisation Act. Central

Government put forth the argument that in accordance with the recommendations of the 14th Finance Commission, the Special Category Status ceased to exist.

Instead of focusing on the locally produced/manufactured goods Government is emphasizing on FDI. They come here to earn profit and take them back in dollars.

By converting one single dollar into rupee we are losing 70 times of our currency.

If the FDI goes up, how can rupee get stronger? How can we transform the philosophy of the Government 'buy local for better tomorrow'? Instead of keeping that foreign exchange as a reserve, it can be used for productive purpose. There is a lot of scope and potential in the tourism sector also. Our country should pursue tourism aggressively for earning more foreign exchange through this sector.

Government can implement the use of vehicles driven by natural gas. My constituency is located in the KG basin. Which produces ten million cubic meters of gas per day. I want to conclude by making the demand that the special category status should be accorded to the State of Andhra Pradesh and the R&R package for the Polavaram project has to be released at earliest.

*SHRI S. GNATHIRAVIAM: The Finance Minister has failed to notice the ground reality due to poor policy planning of this Government. Unemployment is at a 45 year high but new employment opportunities have not been created. This

Government has also failed to provide a proper system to uplift the farmers.

Government should have focused on efficient farming techniques and farm loan waivers. It has not allocated any funds to protect and preserve the heritage and culture of my State Tamil Nadu. Three language formula imposing Hindi on

Tamil Nadu is in direct contravention with the interests of this State. The proposed

National Board of Examination is scary. This Government works for the corporate sector only. Demonetization's effect on MSMEs has left them unable to run their business and they are being replaced by corporate companies. The

Government's decision to monetize more highways under TOT basis would have a direct effect on the prices of essential commodities. Privatizing 150 trains ultimately lead to increase in fares. Disinvestment of Air India will also benefit

Corporate Sector. The plan to privatize medical colleges will have a serious impact on the healthcare of the people. Privatization of LIC would bring into question the fate of large number of its employees.

But, when we compare the literacy level of males and females in the country, there is a gap of 16 per cent. The women are still backward in getting employment as compared to men. Budgeting during the last 15 years. The allocation for ambitious „Beti Bachao,

Beti Padhao‟ programme has been reduced from Rs.280 crore to Rs.220 crore.

The total allocation for the women empowerment and protection has been reduced from Rs.1330 crore to Rs.1163 crore. The allocation for women related programmes has witnessed a gradual reduction over the years. There was news in media about unspent money relating to Nirbhaya fund. Only when if you allocate more funds for the welfare of women, the development of our nation will be made possible. The amount allocated for women is not even I per cent of the total

Budget. It is gross injustice to women.

*SHRI THOL THIRUMAAVALAN: The Budget presented by Hon. Finance

Minister is giving disappointment and worries. While explaining the ways to meet the deficit in this deficit budget the Finance Minister said that the Government will go for disinvestment of PSUs. It is shocking to know that this year PSUs like LIC,

Air India and Railways will be privatized by the Government to compensate the

This will not only affect the lakhs and lakhs of employees of such PSUs but also affect the reservation being provided to the marginalized sections of our society. The GDP of Government of India is only 2.5 per cent but it is manipulated and shown as 4.5 per cent. This Budget is against the people belonging to poor, downtrodden, women and marginalized sections of the society.

I strongly criticize the Government for taking away the funds meant for education of Dalit people of our country. This Government is against the Dalit and tribal people of our country. Union Government should legislate a law to protect reservation. Such law should be included to the Ninth Schedule of our Constitution to provide protection to the reservation in education and employment to weaker sections of our society. I urge upon the Union Government to immediately release the Report of the findings of excavation work which was completed in

Adichanallur 15 years ago. This Budget will never help to regain the economic growth of this country.

DR. T. SUMATHY(A)THAMIZHACHI THANGAPANDIAN: The government is in denial to the actual situation. The three prominent themes of the budget named aspirational India, economic development and caring society are all utopian ideals. The country is in desperate need of some quality plans to set the trail right for us to move. To achieve a distant dream of doubling farmers income by 2022, growth rate has to be around 10.8% which is far-fetched dream. The government has reduced the budget allocation for Mahatma Gandhi National Rural

Employment Guarantee programme (MNREGA). It is an irony and absurd farce.

The government has put the country in the deep perils of grave economic crisis.

The centre needs to tell people why it wants to sell the LIC when it is profitable, well managed and has increased its market share last year. The rupee-dollar value reached historical low due to the six years misrule. There was no strategic idea or anything concrete in the budget to counter growing unemployment rate. The economy is demand constrained and investment starved. If these twin challenges remain, the economy will not turn around and there will be no relief to the millions of poor and the middle-class people of this country. This government is just diverting the core issues from the eyes of public and force everyone busy in debating on India-Pakistan, abrogation of article 370, CAA, NRC and NPR etc.

The privatization of Salem Steel Plant is unfair and cannot be allowed. Aviation industry in big doldrums but the government is ready to spend several crores for creation of new airports. Most of the PSBs recorded losses. The new term "Sindhu-

Saraswati" civilization is a desperate attempt to reverse the historical facts and findings. The important artifacts found in Adichanallur excavation were sent to

Ethnological Museum of Berlin. I asked the government to take appropriate measure to bring back these evidences. I would request the union government to sanction Rs. 50 crore to conduct large-scale archaeological excavation in the ancient sites of Poompuhar, Keezhadi kodumanal, Korkai in Tamilnadu and

Ariakkamedu in Podnicherry to bring out the archaeological and historical greatness of our ancient Tamil civilization. The government should provide the financial support to the Phase II of the metro rail project of Chennai. I also urge the union government to take necessary steps to provide 200 TMC ft. water from

Godavari so that the water needs of Tamil Nadu are fulfilled at the earliest. I also request government to provide necessary financial and technological support through the central agencies and sanction Rs. 500 crore for the development and expansion of tholkappiar Poonga and to expedite the Adyar River Restoration project in my South Chennai constituency.

SHRI SUNIL KUMAR PINTU: In this Budget presented in this House by the

Minister of Finance, not even a single sector has been left out. For the first time, such Budget has been presented in this House in which there is something for all.

16 points incorporated in this Budget for the upliftment of the farmers, are going to transform the lives of the farmers. The Union Government has adopted the work of providing drinking water to every house through pipelines which was going on in Bihar. The Government has increased the seats of PG and MBBS to meet the shortage of doctors in future. This step is very also appreciable. A direct train should be introduced from Ayodhya to Sitamarhi . There is a RoB in Sitamarhi city, which should be completed at the earliest so that the problem of common people can be solved. There is no mention of providing special status to Bihar in this Budget. Bihar should be given special status to ensure its development.

Therefore, I want that when the Minister of Finance will reply to the Budget, she will mention about providing special status to Bihar.

SHRI N.K. PREMACHANDRAN: I rise to oppose the Budget proposals for the financial year 2020-21 because it is lacking vision and it is against the real facts and figures prevailing in the fiscal scenario of our country. Nothing is new in it. I would like to know from the hon. Minister: What is the new step or new programme by which the aspiration of the rural India can be satisfied except that of the solar pump subsidy? Till three years before, India was the fastest growing economy in the world. Now, the growth rate of India in the current financial year is the lowest in the last 11 years or in the last decade. What was the anticipated fiscal deficit for the current financial year 2019-20? It was 3.3 per cent. Now, it has gone up to 3.8 per cent which will breach the limit set under FRBM Act. We are saying that it is an economic recession. You are saying that it is only an economic slowdown. Whatever it may be, you have made five announcements. I would like to know whether these initiatives have boosted the economy. By providing Rs. 1.4 lakh crore tax exemption to the corporates, you cannot boost the demand. If you want to boost the demand and make the market stimulus, increase the purchasing capacity of the poor people in the country. If you are going to benefit the rich and if you are ignoring schemes like MGNREGA, the PM Kisan Samman Nidhi

Yojana and the Pradhan Mantri Garam Sadak Yojana, definitely, you cannot revive the economy. So, I would like to suggest to the hon. Minister to please increase the allocation to all these centrally-sponsored schemes in which the common people or the poor people are getting direct cash benefit. I would like to seek a clarification from the hon. Finance Minister regarding the NRI deduction.

As far as the Railways is concerned, there is a gross neglect of the State of Kerala.

That is to be rectified. We strongly oppose the privatization of the public sector undertakings. The profit earning companies shall never be disinvested and privatized. I would once again urge upon the Government to review its economic policy so as to boost demand and boost the economy.

DR. KALANIDHI VEERASWAMY: This Budget has not been inspirational to stimulate the economy. The tax slab made by the Finance Minister to simplify the work of the taxman is a nightmare for the individuals and corporates as it is so confusing. This Government has given much less importance to infrastructure development, health care and education in terms of the funds granted. Investor sentiment has come down drastically due to some of the draconian laws passed by this Government, viz CAA, NPR & NRC. These laws have local, regional global implications. Consumer sentiment has taken a never before seen hit where sales have come down leading to job cuts in these industries. Unemployment, Power sector growth, GDP, Fiscal Deficit are some of the few indicators which show the pathetic state of the economy. The Government must understands this and instills confidence among the public irrespective of religion, caste or creed, for it‟s the only way it can gain back the confidence lost by both the consumers and investors.

SHRI HANUMAN BENIWAL: The Budget has been presented keeping in mind the needs of every section and every corner of the country. Despite being an agricultural based country, the contribution of agricultural in GDP is declining. I am happy that through this budget, the Government has reiterated its commitment to double the income of the farmers by the year 2022. To further strengthen this commitment, I urge the Government that the report of Swaminathan Commission on M.S.P. should be fully implemented. Warehouses for food storage should be constructed by the Government in every tehsil and negotiable warehouse receipts should be made attractive, so that the credit needs of farmers can be met. The

Government should also formulate a big plan for waiving loans of the farmers. A fund should be created for the disasters such as from the locust team which threaten agriculture,. In this Budget, the special package should be announced for the farmers of Rajasthan. I also demand that steps should be taken to increase the employability of the youth, especially B-Tech Graduates. The Government should also fill up 6.83 lakh vacancies in central services which are lying vacant in the country . Equal compensation should be paid for of the agricultural land acquired for the development and construction of roads and other infrastructures. Keeping in view the adverse geographical conditions of my state, Rajasthan, it should be granted the status of special state. If the Government does not grant status of special state then it is a good thing, if not, Rajasthan should get special package.

The Government should increase funds under MPLADS to least Rs 5 crore.

SHRIMATI VANGA GEETHA VISWANATH: The Budget has taken both a scientific and humane approach. Setting up of efficient warehouses at the block and taluk level in PPP mode is a welcome step. Dhaanya Laxmi scheme launched in this regard will be run by women self help gruoups. Sagar Mitra is also a welcome step especially for my state of Andhra Pradesh. Focus on dairy and livestock will supplement incomes of farmers. Focus on infrastructure is also appreciable. Here, I would appeal to the Government to pay attention to

Ramayapatnam Port. I also request the Government to allocate substantial funds to

Kadapa Steel Plant. Andhra Pradesh Government has initiated two schemes to get improved educational infrastructure and enrollment across the State. I hope the

Government would consider partly funding these schemes. I would reiterate that the bifurcation of erstwhile Andhra Pradesh has subjected the successor state of

Andhra Pradesh to immense economic hardships. It also has to bear the loss of revenue . Moreover, we will stand to lose out politically also if delimitation is done based on the revised formula. I urge the Government to rethink on this. I hope the Government will grant a special status to Andhra Pradesh to address the concerns of our State and provide GST and Tax exemptions for 10 years.

SHRI RAHUL KASWAN: Work on laying foundation of a new India has been initiated by mainly linking agriculture, irrigation, rural development, health, clean water, sanitation, education and skill development to realize the motto of Sabka

Saath, Sabka Vikas and Sabka Vishwas by including all categories in order to speed up economic development of this country. Government has released a total fund of Rs. 1.60 lakh crore for promoting agriculture sector. The provision to link

Pradhan Mantri Kissan Samman Nidhi Yojana (PM-KISAN) with KCC this time is also a welcome step. In this budget the Government has identified 100 such districts where there is acute shortage of water. It is my request to the Government to include Churu district also in this list and prepare an action plan. In this Budget the Government has formulated a scheme to pay special attention to fisheries.

There is a provision of the Government to formulate an action plan worth business of Rs. 1 lakh crore in fisheries sector by the year 2024. It must be ensured that electricity connection are made available to farmers engaged in fisheries in

Sadulpur block in Churu constituency. It would be extremely beneficial to set up

Alovera food processing unit there. Alongwith this minimum support price must be declared for the crop of Alovera. E-Bazaar poartal created by the Government for direct selling of farmers produce does not have agriculture produce from Rajasthan therefore, these produces should also be included in the same. To further promote organic farming, crops must be certified and there must be a minimum support price for such certified crops besides ensuring cent per cent government purchase of these crops. Under the KUSUM Scheme provision has been made for setting up solar power plants in order to provide electricity connections in agriculture sector.

20 lakh farmers of this country are going to be benefited from this scheme. The

Government has resolved to double the milk production from 53.5 million metric tonne to 108 million metric tonne by the year 2025. A provision of Rs. 1.23 lakh crore has been made for rural development in this budget. I would urge the

Government that sports playgrounds and school rooms may be constructed at rural level with the help of dovetail. The Government has made a provision of Rs.

11,500 crore in the budget during this financial year for providing clean drinking water available to every household in this country. It is my suggestion for effective implementation of Pradhn Mantri Skill Development Scheme that the Government should formulate cluster based skill development programmes so that the rural youth can have a job in their own area. In my constituency, Sirsa to Churu and

Nathusar to Ringas route were declared to be made into national highways, I would request the Government that funds must be released at the earliest for completion of these highways. Work on Rajgarh city bypass has also been started and the same must be completed soon. Construction of Bhatinda to Ajmer economic corridor must also be completed at the earliest.

SHRI JAGDAMBIKA PAL: The Budget is being appreciated in the entire country. The budget of 1.26 lakh crore rupees has been allocated for agricultural irrigation. 99 projects had been spending. Budgetary provision has been made for completing such 99 important projects. Now, 100 such districts which face the shortage of water, have been identified and the funds have been earmarked for them on priority basis. In the year 2015, India's rank in Global Innovation Index was 81st but it is now 52nd in the year 2019. India was at 54th place in the year

2014 in Logistic Performance Index but today that ranking is 44th in the year 2018.

India is becoming most favourite destination for FDI. It is natural that all countries in the world consider India as a safe investment destination. In Ease of Doing

Business Index, India's ranking was 142nd in the year 2015, but it is 63rd in the year 2019. Today, the entire world is looking towards us. The retail inflation was

12.17 per cent in November 2013-14, which has been reduced to 2.33 per cent under the leadership of Shri Narendra Modi ji. In the year 2019-20, we have reduced the Gross Fiscal Deficit to 5.7 and now it is only 3.8 per cent. In the year

2012-13, the Current Account Deficit was 4.8 per cent which has reduced to 2.1 per cent at present. In the year 2013-14, the Foreign Reserve Exchange was of

304.2 billion dollars but today it is 433.7 billion dollar in the year 2019-20. During the tenure of the Congress Party, 3 km length of road used to be constructed daily but now 29.65 km length of road is being constructed daily.

SHRI BENNY BEHANAN: This Budget has little direction and it offers no solution to the gripping problems our nation faces. I find nothing in this Budget that can give a firm push to the economy. This Budget symbolize the weary state of our country's economy today and the inability of the Government to fulfil its promises. Even profit-making State-run companies are now open to sale. It is a major shift in our country's economic policy. The country is going through tough times, falling tax revenues, rising borrowings, inflation, etc. When demonetisation was announced, the Prime Minister said that it was done in order to bring back the money. Demonetisation has not helped the Government to wipe out the black money from the Indian economy. Demonetisation and GST has hit small traders.

Despite some improvement, the Government has not been able to fulfil its duty in paying many States that are eligible for GST dues. I listened to the last Budget carefully, but I heard only a passing reference to Zero Budget farming and nothing else. Will the hon. Finance Minister or the Agriculture Minister enlighten this

House on the progress we have made in propagating this concept? Debt-laden farmers are left with no option but to commit suicide. Data says that our nation faces the highest rate of unemployment in the last 45 years. Economic stability and peace are intimately entwined; if you lose one, you are likely to lose the other. Then, fundamental issues for lasting peace and stability, rule of law and justice, good governance, social cohesion, economic and environmental sustainability are often left at the margins. If we cannot diffuse this state of conflict and its severity, all attempts at financial stability will come to naught.

SHRIMATI SANGEETA KUMARI SINGH DEO: Union Budget 2020-21 is focused around three themes i.e. Aspirational India, economic development for all and a caring society. With the efforts of our PM, a strong foundation has been laid in the last five years to make this decade India‟s decade, this century India‟s century. The announcement of 16 points action plan for farmers will boost agriculture sector. Finance Minister had announced expansion of the Jan Aushadhi

Kendra Scheme to all districts, offering 2,000 medicines and 300 surgical by 2024.

It is proposed to attach a Medical College with existing District Hospitals in PPP mode. This will resolve the problems for poor health services and the shortage of doctors. The government proposes to develop100 more airports by 2025 to support the UDAN scheme. The allocation of Rs. 35,600 crore for nutrition is the highest ever. Similarly more than 6,00,000 anganwadi workers are now equipped with smart phones to share status of health in their areas of monitoring. This Budget proposes to introduce a task force to study marriage age in relation to reduce

MMR. All total of Rs. 64,200 crore has been allocated for women-specific schemes and nutrition-related programmes. LPG coverage in the country has increased from 55 per cent to about 97 per cent. This budget focus on one product for one district, so that high focus is given at district level for horticulture to gain momentum. Agriculture, Irrigation and Farmers‟ welfare sectors have been allocated a budget of Rs. 1.60 lakh crore in Financial Year 2020-21. The Budget emphasizing on comprehensive measures for 100 water-stressed districts to overcome the shortage. To control the prices of products the government plans to set up a 'Kisan Rail' so that quick transportation can be made and it will set up through public-private partnership. The government plans on helping around 20 lakh farmers by setting up solar pumps and also set up solar irrigation facilities.

The farmers will be encourage to balance use of all types of fertilizers to change the 'incentive regime' which currently encourages the use of chemical fertilizers.

SHRIMATI HEMA MALINI: This Budget 2020 is about adding a new chapter to the economic development of India and also empowering India to lead the 4th

Industrial Revolution. Further, culture and tourism are close to my heart and also from many Indians. Given that the Government has proposed to set up an Indian

Institute of Heritage and Conservation. In fact, India is a cultural-religious capital of the world. I demand that the import duty on gold be reduced from 12.5 per cent to six per cent would help curb smuggling of gold and would result in the growth of gold industry. There has been a long demand for establishing Jewellery Parks in different parts of the country. On the patterns of Mumbai and Kolkata Jewellery

Parks, a Jewellery Park should be set up in my constituency Mathura also.

SHRI MANSUKHBHAI DHANJIBHAI VASAVA: The spate of reform announced in this Budget will go a long way in edifying the economic foundation of the nation in the present decade other than equipping every citizen of the country on economic front as well as adding a new sense of dynamic paradigm to the national economy. 16 key points have been proposed to double farmers‟ income which would generate employment in the rural areas. Announcement of a new mission for textile sector is a welcome step. Besides, one lakh gram panchayats are proposed to be connected with high speed broad band facility which would be to the huge benefit of the rural youth. I would suggest that the

Government should come with a concrete plan to provide irrigation facility to all the rural areas including those in Gujarat lying in remote regions of the country.

Alongside, special budgetary provision has been made to boost animal husbandry as a complementary occupation.

DR. G. RANJITH REDDY: In the 15th Finance Commission, for the first time, the Central Government has reduced the tax devolution to the States. I request the

Government not to cut our share. Besides, the Government has imposed several cuts on the State's finances. Most of the southern States always request, demand and scream, asking not to take the 1971 Census as the basis because if Census 2011 is made the basis, the allocation of funds will come to a limitation. With this, my Government of Telangana has lost Rs. 2,383 crore for this year. For a small and young State like Telangana, the way we plan our schemes, just can't afford reduction in allocation. I request the Central Government to consider greater allocation for our urban development also. The NITI Aayog Committee recommended Rs. 24,000 crore for mission Kakatiya and the Kaliswaram Project but not even a single rupee is given by the Finance Minister even in this budget.

Telangana is considered a pharma hub of the country. Our Chief Minister has requested that Hyderabad's Pharma city be notified as NIMZ. We fulfil all the basic parameters yet the announcement is still awaited.

SHRIMATI LOCKET CHATTERJEE: Through this House, I would like to thank our Hon. Finance Minister that he has laid the foundation of development for the next decade in the first Budget of this decade only. We are making efforts to take our country towards Five Trillion Dollar Economy. This Budget is a combination of vision and action. This Budget sets the aim to make the system more simple, more transparent with new reforms that will escalate the economic growth. The Budget of 2020 will increase our FDI further. Middle class is going to save a lot from the taxes because of the new budget. This Government's main aim is to fulfil the needs of the poor farmers and to double their income by 2022. Our

Government has increased the budget for our farmers from Rs. 27,000 crore to Rs. 1,50,000 crore. Beti Bachao Beti Padhao has shown tremendous results and now, in all the classes in schools, Gross Enrolment Ratio of girls is higher than that of boys. I am hopeful that in the coming decade, we will all work even harder and take India to new heights.

SHRI THOMAS CHAZHIKADAN: Budget proposals are not realistic and not effective to bring back the slowing down economy. The economy is in recession due to demonetization and wrong implementation of GST. Unemployment is at the highest level of the last 45 years. Banking and NBFC sectors are facing worst liquidity crisis. The purchasing power of the ordinary people, augmentation of the spending capacity of the people, should be improved immediately. A 16-Point programme has been announced to improve agriculture. The amount given under the PM-Kisan Samman Nidhi Programme should be revised to Rs. 10,000 per month. The minimum price of Rs. 200 per Kg. should be assured to the rubber farmers in Kerala. Allotment to the rural employment programme should be revised. The wages paid to the MGNREGA workers should be revised to Rs. 300 per day. The existing schemes of deductions and exemptions should be allowed with the proposed low rates of taxes. GST on the machinery for producing paper carry bags as well as the cotton carry bags should be withdrawn. Paper carry bags and the cotton carry bags should be exempted from the GST. MPLAD should be exempted from the GST. The global income of NRIs should not be taxed. SHRI P. RAVEENDRANATH KUMAR: It is a matter of immense happiness to hear the announcement of doubling the income of farmers by improving their standard of living by the year 2022. An announcement was made in the Budget for on-site Museum at Adichanallur. I request to include Keezhadi under this scheme for setting up an archaeological museum. As much as Rs.99300 crore has been allocated for education. Jal Jeevan Scheme aimed to provide piped drinking water to every household has been allocated Rs.11500 crore. Undoubtedly this will benefit the poor and middle class people of this country. This is a Government for the welfare of our people. This is people‟s Budget.

DR. (PROF.) KIRIT PREMJIBHAI SOLANKI: It is a balanced Budget. This is focused on labour intensive sector. Around 18 per cent Budgetary allocation has been made for shipping industries whereas as much as Rs.1480 crore has been allocated for National Textile Mission which I hope will lead to phenomenal growth of textile industry with their bases in Ahmedabad and Surat. 75 new medical colleges are planned to be set up resulting in the enhancement of MBBS seats upto 16 thousand. On the other hand, approximately Rs. 8,256.62 crore has been allocated for the Scheduled Castes and Scheduled Tribes. Not just that, tribal

Budget has also been increased by Rs.53 thousand and Rs.653 crore.

SHRI SAPTAGIRI ULAKA: MNREGA which is a flagship programme for rural employment has lifted 271 million people out of poverty. We need some short term solutions. In my constituency the biggest challenge is of employment. A register for unemployment should be maintained. The Employment Exchanges that were there earlier are not functioning any more. The first thing that we need is unemployment register for the unemployed. Employment opportunities should be generated. Global income should not be considered for taxation. A tribal museum should be set up in Odisha. 'Dhanu Yatra' is one of the largest open-air theatre in

Bargarh which should be declared as the national festival of Odisha with necessary fund allocations. A cancer hospital should be established in Bargarh.

'Bali Yatra' should be accorded the status of National Maritime Festival. The

Gunupur-Therubali rail line project should be revised. A Government medical college should be set up at Rayagada. A new day time train from Jeypore-Koraput-

Bhubaneshwar via Rayagada should be started. The Government should allocate funds for the Central University of Odisha. The Jhodia community from Kashipur should be included in the list of Scheduled Tribes. The Kendriya Vidayala, Jeypore and setting up of STP in Jeypore are long pending demands. Jeypore and Rayagada should be included in the list of smart cities.

SHRI SHYAM SINGH YADAV: This Budget is very disappointing in which the poor, labourers, teachers, industrialists and the staff working in service sector have got nothing. No attention has been paid to agriculture. Special incentives are required for research in agriculture sector and horticulture crops including edible oil and having nutritional value. The farmers should be provided water, electricity and fertilisers at affordable prices. The Minimum Support Price of the crops of the farmers should be announced more than 10 to 15 per cent of the input cost. The

PMJAY scheme in which only 35 people are included every year should be made free from any limits. Appropriate compensation should be provided for the crops damaged by stray animals. Flyovers should be constructed on railway crossings situated at various sides of Jaunpur so that the problem of traffic jam could be solved for the people of Jaunpur.

SUSHRI S. JOTHIMANI: For any Government, Budget is the pivotal key, and it should be based on the poll promises made to the people. But this BJP

Government is anti-people and pro-corporate. They have thrown away all the promises to the bin, and came out with a zero Budget. The Government promised two crores jobs per year. Instead of fulfilling their promise of two crore jobs per years - they have delivered the highest rate of unemployment in 45 years of India's history. I am shocked to see that the Finance Minister has not uttered the word

'unemployment even once in her longest ever Budget speech. I come from Karur constituency, which is the fourth largest exporter in the country. But the disaster decisions, twin decisions of demonetisation and hastily implementation of GST, have destroyed the backbone of the small businessmen and industrialists. This

Budget has not come up with any concrete measures of innovative solutions to revive the MSME sector and boost the economy. They promised to double the farmer's income, but there have been mass suicides of farmers. They have not waived the farmers' loans, who are actually in distress. There is a delay in payment of MNNREGA wages for the last six months in many States including Tamil

Nadu.

SHRIMATI RITA BAHUGUNA JOSHI: This Budget is, in fact, reflective of the vision and mission of the Prime Minister. This will push the economy to the growth trajectory of five trillion dollar. The consumers of GST have been recipient of almost quarter to two lakh rupees additionally. Kisan Samman Yojana accounts for Rs.75000 crore which has hugely benefited Uttar Pradesh beyond measure. To illustrate solitary example of progress, I would like to place on record that the generation of power in Uttar Pradesh has risen to 21000 megawatt in the year 2020 corresponding to mere 10482 megawatt in the year 2014. Digitalization too is in full swing. I am sure India is poised to be characterized with an economy of five trillion dollar.

SHRI K. NAVASKANI: The Budget has no real solutions to the economic crisis.

The total centrally sponsored scheme allocation for rural India is less than the revised estimate of the previous year. Budgetary allocation has been slashed for

MGNREGA. Allocation for other welfare schemes has been either slashed or kept static. Although, the hon. Finance Minister focused on the blue economy but it was not reflected in the allocations made for the Ministry of Fisheries, Animal

Husbandry and Dairying. Relief from Goods and Services Tax on nets and fishing equipment has still not been provided. Subsidy on chemical fertilizers has been reduced. I request the Government to provide an airport under the UDAN scheme at my constituency. People working abroad send gifts or household items to their relatives. Earlier, the value of customs duty on free gifts and household items was

Rs.20,000. Now it is zero. Kindly consider the value and fix it at Rs.20,000.

Hon. Finance Minister has proposed to reduce the time of stay of the NRIs in India from 180 days to 120 days. That is not good. It should not be reduced. We need to develop Rameshwaram with all the facilities to manage the tourists. There is a need to open branches of nationalized banks at all major places in

Ramanathapuram district. I request the Government to open a branch of Aligarh

Muslim University in my Constituency. There is a need to step up investment in infrastructure.

SHRI DNV SENTHILKUMAR S.: This Budget is seen as a bad Budget because allocation under the MGNREGA scheme has been reduced. There is disinvestment of the Public Sector Undertakings. It does not address the distress of the farmers, there is inadequate allocation for Swachh Bharat Mission. The

Government has done nothing towards the girl students. About 10 railway schemes have been sanctioned in Tamil Nadu but the allocation made is not adequate. No importance to the archaeological sites is given where carbon dating of Tamil language has been done and found it to be the oldest classical language, more than 2600 years old. The amount sanctioned for AIIMS in Madurai is almost negligible. A huge amount of tax goes to the Centre but the amount that flows back to the States is very meager. I hope this will be taken care of.

SHRI RAMESH BIDHURI: This year the Budget of this country has been almost doubled viz-a-viz the one presented in the year 2014. The Government got bank accounts of the order of 37 crore and rolled out Ayushman Bharat scheme for the benefit of the people. The abrogation of Article 370 as well as paving a concrete way out for the construction of Ram Mandir speaks volume of the way, the

Government of the day honorus its commitment and promises made to the people.

Power supply to as many as 18000 villages and the construction of lavatories of the order of 11 crore in a bid to provide safety to the girl child of every household is no mean achievement. Carrying the welfare moves forward the Government has been seized with the concern of equipping all those living in clusters in Delhi, with accommodation. More importantly, a 16 Point Agenda has been made for the farmers and an amount of Rs.6,000 has been released to the farmers under Kisan

Samman Nidhi Yojana. Around Rs. 56,000 has already been disbursed to the farmers under Crop Insurance Scheme. A majority of people have received employment under Make-in-India. Mudra loan and Skill Development has further added fillip to the massive employment drive. The inflation has also been placed under check for the last six years. The Government of India thinks of actualizing the vision of safe water accessibility in respect of every household and even the flow of the same from every tap for that matter. Three railway bridges have been constructed in Delhi, a stadium has been got built in South Delhi. Likewise, an underpass for cycle track is underway at Sarita Vihar with a view to keeping Delhi green. Thanks to the emergence of Eastern and Western peripheral expressways, a good number of heavy motor vehicles are now plying from outside the precincts of

Delhi. Having said that I am obliged to place on record that all the more

Budgetary allocation is an imperative to boost tourism in the country.

DR. BEESETTI VENKATA SATYAVATHI: The present Budget, is an effort to accommodate the needs of all. Sabka Saath, Sabka Vikas, Sabka Vishwas won't translate into reality at the ground level if sufficient handholding by the Centre is not there. I would like to reiterate that the people of Andhra Pradesh are extremely disappointed by the action of not granting the Special Category Status to our State and we look forward to the Central Government honouring the pending promises as per the Andhra Pradesh State Reorganisation Act at the earliest.

DR. SUBHAS SARKAR: This is a reformist Budget for a new India. This Budget will take our country to newer heights. The Budget has welfare measures for all sections of the society. The focus on agriculture will boost agriculture and allied sectors. The Budget will strengthen our economy further and will make our country a five trillion US dollar economy by 2025. This Budget has focussed on culture and heritage of this great nation. A budget allocation of Rs.2.83 lakh crore for the sector comprising agriculture and allied activities will help in doubling farmers' income by 2022. I am very proud for the allocation of Rs. 69,000 crore in health sector. West Bengal has not adopted the Ayushman Bharat Scheme. But has already taken Rs. 61 crore as premium from the Central Government. Three medical colleges, B.S. Medical College in Junglemahal, Malda Medical College and the third in Silliguri are still lying incomplete. The Dwarakeswar Gandheswari river project costing Rs. 3,400 crore has been pending since long. I am asking them to provide the land for the rail project in my Constituency. I am thankful to the

Government for doubling the fund for the Ministry of Textiles. I would like to have a textile park in my constituency.

SHRI AJAY BHATT: I would like to congratulate the hon. Prime Minister and the hon. Finance Minister to present the budget in consonance with the aspirations of the common people. The provision of this budget is adequate enough to provide employment to our youths. Special provisions have been made in this budget to help the scheduled castes, scheduled tribes and tribal people to be self-reliant. The

Government has translated its principle of Sabka Saath, Sabka Vikas, Sabka

Vishwas into reality. In 2022, world famous Kumbha is going to be organized at Haridwar in Uttarakhand for which government has started making preparations on war-footing level. But the Union Government has not yet provided fund for this purpose. I, through you, would like to urge upon the Government to sanction funds for Kumbha in accordance with the estimates. An all weather road from

Haldwani to Karnaprayag may please be approved to be constructed.

PROF. ACHYUTANANDA SAMANTA: I would request the Government to at least double the MPLADS funds. For the inspirational districts, MPLADS funds should be tripled. Drinking water is a national priority. Allocation of Rs. 11,500 crore nationally against an approved plan of Rs. 3.6 lakh crore is too little. At the same time, the oldest, biggest and longest festival, Balijatra should be given the national maritime yatra status. There has been no word on our demand for unification of railways in Odisha. The grant is also less than expected. In this regard, I also draw the attention of the hon. Finance Minister to give priority to

Sambalpur to Gopalpur via Phulvani line. I am raising this demand because

Odisha is getting Rs. 1,000 crore less as per the Finance Commission because it has reduced the share of States from 42 per cent to 41 per cent.

THE MINISTER OF WOMEN AND CHILD DEVELOPMENT AND

MINISTER OF TEXTILES (SHRIMATI SMRITI ZUBIN IRANI) : In this budget Rs. 1 lakh 43 thousand crore for women and Rs. 96 thousand crore have been allocated for children. For the first time in the history of this country, setting up a task force has been mentioned in the budget. For providing solution through technology, the Government has allocated Rs. 35 thousand crore to strengthen special nutrition campaign, nutrition and Anganwadi. In view of women empowerment and economic empowerment, anti dumping duty has been removed from P.T.A. For the first time, National Textile Mission was included in the budget by allocating Rs. 1480 crores in this regard. The Government has allowed the admission of girls in Sainik Schools. I extend my gratitude for allocating Rs.

60 crore to set up a Sainik School and Rs. 5000 crore to set up an AK-203 Rifle factory in Amethi. Sadbhavna Bhavan is being constructed in Amethi through

Ministry of Minority Affairs. Roads are being constructed in Raebareli, Sultanpur and Pratapgarh with the cost to the tune of Rs. 3000 crore. Rs. 4000 crore have been allocated for a petroleum University after the name of Shri Rajiv Gandhi and

Rs. 200 crore have been allocated to set up a University for an Aviation hub in

Fursatganj. With the aim of empowering women the Jal Jeevan Mission has been rendered to the Nation. I express my gratitude for making woman self help groups in rural regions for storage of seeds and thus empowering Dhan Lakshmi as

Dhanya Lakshmi.

SHRI TALARI RANGAIAH: I rise to support this budget but will express some concerns and raise some issues. All the Southern States are adversely affected in devolution of funds to the States vide the interim recommendations of the 15th Finance Commission. Andhra Pradesh is forgoing Rs. 1521 crore in the financial year

2020-21. This is not acceptable. We request the Government of India to have a relook into the recommendations. The revenue deficit of the State of Andhra Pradesh to be met by the Union Government is Rs. 5,897 crore in 2020-21. Similarly, allocation to the Andhra Pradesh Reorganization Act in 2014 is not mentioned in the budget estimates. Allocation to Central universities and various other institutions of higher education are also not up to the expectations. We also appeal to the Finance

Minister to fulfil the promises made in the Andhra Pradesh State Reorganization Act.

SHRI MALOOK NAGAR : In my Parliamentary Constituency river Ganga flows in more than 100 km area. Appropriate budget should be provided for maintenance of cleanliness in areas near river Ganga. As per this budget 30 per cent tax has been levied on common man having annual income above Rs.15,00,000 whereas only 15 percent tax has been levied on corporate Houses, it should be rationalized. There are only 88 ITAT Members in the country whereas their number should be 126. 92,000 income tax cases are lying pending. Approximately, 1000 cases have been disposed of in the whole year with the help of video conferencing, thus it will take 92 years in disposal of these cases. The economy of the country can be empowered by restarting the stalled infrastructure, agriculture and builders projects in the country. Rates of crops have not been increased for last several years. Inflation is increasing. Farmers and infrastructure should be strengthened for making 5 trillion dollar economy. SHRI SUSHIL KUMAR SINGH : All the schemes of our Government are centred around villages, poor and welfare of farmers. Income from agriculture is exempted from income tax similarly income from solar farming by a farmer on his land should also be exempted from income tax. Our Hon'ble Prime Minister has a vision to double the income of farmers by 2022. Therefore, I would like to suggest that organic farming should be encouraged and organic products centre should be opened even in small markets. Farmers should be given benefit of input credit on purchase of agricultural inputs like equipments, diesel, seeds, fertilizer etc. My Parliamentary

Constituency Aurangabad is a naxal affected backward area of Bihar and is also an aspirational district. Four lanning of Aurangabad-Patna road should be undertaken.

Demand of laying a railway line from Behta to Aurangabad is pending for years. I would request that sufficient fund should be allocated for construction of this line.
