PREFACE The Right to Information Act 2005 is a historic legislation in the annals of democracy in India. One of the major objective of this Act is to promote transparency and accountability in the working of every public authority by enabling citizens to access information held by or under the control of public authorities. In pursuance of this Act, the RTI Cell of National Archives of India had brought out the first version of the Handbook in 2006 with a view to provide information about the National Archives of India on the basis of the guidelines issued by DOPT. The revised version of the handbook comprehensively explains the legal provisions and functioning of National Archives of India. I feel happy to present before you the revised and updated version of the handbook as done very meticulously by the RTI Cell. I am thankful to Dr.Meena Gautam, Deputy Director of Archives & Central Public Information Officer and S/Shri Ashok Kaushik, Archivist and Shri Uday Shankar, Assistant Archivist of RTI Cell for assisting in updating the present edition. Asst Professor of History, Govt First Grade College, H.D.Kote Abstract Intense world-wide competition for markets, sources of raw materials and outlets for capital investment now began. The competition for colonies and semi-colonies became increasingly intense and bitter as areas open to fresh colonial domination became scarce.Facing a challenge to its dominant position in world capitalism from newcomers, Britain began a vigorous effort to consolidate its control over its existing empire and to extend it further.Moreover, after 1850, a very large amount of British capital was invested in railways, loans to the Government of India, and to a smaller extent in tea plantationsThe Revolt of 1857 gave a severe jolt to the British administration in India and made its reorganization inevitable. The Government of India’s structure and policies underwent significant changes in the decades following the Revolt. But more important for changes in Indian economy and government was the inauguration of a new stage of colonialism in India.The second half of the nineteenth century witnessed the spread and intensification of the Industrial Revolution. Gradually, other countries of Europe, the USA and Japan underwent industrialisation, and the manufacturing and financial supremacy of Britain in world economy came to an end. , coal mining, jute mills, shipping, trade and banking.It was necessary that, to render this British capital secure from economic and political dangers, British rule in India be clamped down even more firmly. -

THE BRITISH MUSEUM LIBRARY AND THE INDIA OFFICE ILSE STERNBERG SOME five years after an encouraging approach to the Colonial Office concerning colonial copyright deposit,^ an active Trustee of the British Museum and a personal friend of Panizzi, Lord Elgin, ^ was appointed as Viceroy of India. Winter Jones quickly reminded the Principal Librarian of a conversation Mr. Watts and myself had with you sometime ago respecting the difficulty of farming [ste] for the Museum Library the books printed in the East Indies. It was suggested on that occasion that the appointment of the Earl of Elgin to the post of Governor General [sic] of India might perhaps present an opportunity of facilitating somewhat the collection of the works in question if his Lordship could be induced to give directions upon the subject.'* As a result of this memorandum and following instructions which he encouraged the Trustees to give him, Panizzi wrote in March 1862 to Lord Elgin: Knowing the lively interest your Excellency takes in all matters that tend to the advantage of the Museum, the Trustees have directed me to submit for Your E's consideration whether it might not be possible to devise measures for obtaining with the co-operation of the Indian Government, and as opportunities occur, such works already pubUshed or printed in India as are wanting in the Nad. Lib. as well as for procuring regularly and speedily the works hereafter published or printed in that part of the Empire.^ Elgin rephed from Calcutta on 21 May requesting more specific information about the deficiencies and what was wanted. -

Among several varia- tions adopted, one related to translations. The 1911 British Imperial Act had conferred copyright protection for up to fifty years from the author's death, and included a right for that period to control the translation of the work.1 In contrast, section 4 of the -

UNIT III THE GOVERNMENT OF INDIA ACT, 1935. Background: As the growing demands of populace led by Indian leader for constitutional reforms in India intensified with progression in the British Rule, the evolving administrative arrangements put in place by the British paved the way for a more responsible government in India premised on the fact of maximum representation of Indians. India’s support to Britain in the First World War also aided in British acknowledgement of the need for the inclusion of more Indians in the administration of their own country. This formed the basis of the passing of the Government of India Act, 1935 by the British Parliament. This legislation was the longest Act passed by the British Parliament after its domination and overtaking of administrative control in India. The Act originally passed, being very lengthy, was divided into two separate acts namely, the Government of India Act, 1935 and the Government of Burma Act, 1935. The Act was based on the facts and considerations of several experiences and outcomes which, inter alia, include the Simon Commission Report, the recommendations of the Round Table Conferences, the White Paper published by the British government in 1933 (based on the Third Round Table Conference) and the Report of the Joint Select Committees. The introduction of the Diarchy system, introduced by the Government of India Act, 1919, also did not prove to be a satisfactory experiment by the British Parliament. I. Simon Commission Report: The Simon Commission was a group of seven members of the British Parliament who were sent to India in 1928 to study constitutional reforms and to make recommendations to the government. -

INDIA India and British Rule – Historical background Origins After the Portuguese rounded the Cape of Good Hope on Africa's southern tip in 1488, opening sea lanes to the Far East by piracy on ancient trade lines in the Indian Ocean, the European powers strove to acquire Asian trading posts of their own. For centuries, the Viennese had controlled the European branch of the Silk Road, reaping enormous profits from the sale of silk, spices, fine china, and precious metals. The Viennese monopoly ended with the establishment of European incursions in the sea trade. At first, the European powers in Asia were solely interested in trade, but over time they became more interested in acquiring territory. Among the nations looking for a piece of the action was Britain. The East India Company The East India Company was primarily interested in the trade of cotton, silk, tea, and opium, but following the Battle of Plassey in 1757 during which Britain seized large sections of land, it functioned as the military authority in growing sections of India as well. The distance of the venture required merchants to set up fortified posts. The British entrusted this task to the East India Company, which initially established itself in India by obtaining permission from local authorities to own land, fortify its holdings, and conduct trade duty-free in mutually beneficial relationships. After the battle, Britain seized the modern equivalent of about $5 million from the Bengali treasury and used it to finance further expansion. About the same time, the British Parliament began regulating the East India Company through successive India Acts, bringing Bengal under the indirect control of the British government. -

Frey, History, faculty mentor Anna Dinkel, a senior at UW Oshkosh, is majoring in history and minoring in women and gender studies. She is the president of the history honor society, Phi Alpha Theta, and served as the vice president of the History Club. She is also an Honors College student and is the social media manager for the University Student Honors Association. Anna works for the Center for Academic Resources as a student learning assistant. In the past year, Anna also worked as a National History Day judge and won the Goethe Book Award for her studies in German. Last spring, she completed an internship at the University Archives and developed a primary source literacy workshop for undergraduate students. Anna plans to attend graduate school at UW Madison in library and information sciences. Dr. James W. Frey, an associate professor of history at UW Oshkosh, specializes in South Asian history, specifically eighteenth- and nineteenth-century India. He is currently writing a book about the Indian Rebellion of 1857 for Hackett Publishing. Abstract In 1855 the Indian Civil Service (ICS), the cornerstone bureaucratic system of the East India Company (EIC), made an important change in the appointment of officers. Rather than continuing with the system of individual appointment—that was often based upon merit, rank, and insider connections—the EIC developed a civil service examination for admitting new officers into the inner workings of the public service. The exam also allowed for unprecedented equity within the British colonial system; new prospects for the exam had to be British subjects, which meant they could be Indian. -
