PROJECT SCOPE AND PROJECT DESCRIPTION

The project title is Calgary Board of Education Energy Efficiency Project

The project’s purpose and objective(s) are: The purpose and objective of this project is to identify Offsets attributable to the project activities and either:

a. Forward sell (Ex-Ante) the potential Offsets and at later date, Verify and settle the difference, or b. Verify the Offsets and sell them (Ex-Post) on the spot market, or c. some combination of a. and b. above.

The Project Proponent, ECI, will distribute funds resulting from the sale of the Offsets to project participants in accordance with written agreements.

Date when the project began: The project start date is 1 August, 2003. The project is the result of actions taken on or after 1 January, 2002.

Expected lifetime of the project The expected lifetime of this project is eight years.

Credit start date The start date for credit generation is planned to be 1 August, 2003.

Credit duration period The credit duration period is eight years from 1 August, 2003 through 31 July, 2011. Although some Buildings are expected to enter the project at significantly different times during the eight year period, the end date for all Buildings in this project is the same.

Actual emissions reductions This project has resulted in the reduction of 90,198 tCO2e.

Quantification Protocol The Project Proponent elected to use the Specified Gas Emitters Regulation, Quantification Protocol for Energy Efficiency in Commercial and Institutional Buildings, Version 1.0, quantification Option C – Whole Facility, Simple Approach, published October 2010, for this project.

Protocol Justification This is an Emission Reductions (ER) Project that upgrades numerous static fossil fuel burning systems and numerous electrical systems in Calgary Board of Education School Buildings. This project includes a number of emission reduction technologies of varying size that are difficult to measure on an individual basis but whose overall effect can be measured with accuracy at the building electrical and gas utility meters. This has lead the proponent to select the Quantification Protocol for Energy Efficiency in Commercial and Institutional Buildings, quantification Option C, Whole Facility, Simple Approach as it catered to the multitude of technologies implemented by this project in a total manner rather than on an individually metered basis which was considered uneconomical. Option C, the whole building approach, offers an economical, measureable, complete, consistent, accurate, transparent and conservative methodology to record the fossil fuel and electricity energy savings attributable to the technology upgrades that could be used to determine the Emission Reduction Offsets.

Had these project technologies not been installed there would not have been a decrease in the use of electricity and fossil fuels resulting in emission reductions. The decrease in emissions is additional to what would have happened in absence of this project.

Legal land description of the project or the unique latitude and longitude A list of the locations of the specific schools participating in this Project, by address and legal land description, is provided in Annex A to this report.

Ownership The Project Developer is able to demonstrate a clear, legal claim of the greenhouse gas reductions achieved from the offset project by way of Legal Land Titles and/or Lease Agreements in those instances where school buildings were located on land not owned by the Calgary Board of Education.

Reporting and verification details The Project Proponent, by way of this Offset Project Report, is confirming that the project has been completed as of July 31, 2011.

The Project Proponent has selected an accredited Verifier who has demonstrated:

a) competence in the area being verified b) independence c) third party status d) is willing to sign a statement of non-conflict and e) meets additional requirements that may be imposed by the AOS at the time of verification.

Project activity This project meets the eligibility criteria for the Offset System due to the following facts:

a. This project occurs and the offsets are generated in Calgary, Alberta where the Calgary Board of Education operates its school facilities. b. The offsets generated result from actions not required by law, are beyond business as usual practices and are beyond sector common practices at the time of the project. c. The offsets generated result from actions taken after 1 January, 2002 and the offsets generated occur on or after January 1, 2002 because the equipment that generated the offsets was not installed until after January 1st 2002. d. The offsets generated were real because:

 they were measured from metered data,

 they were demonstrable and quantifiable since they could be determined using techniques provided in the protocol,  they were verifiable since the techniques, and data could be recorded and reviewed by a competent trained third party.

e. The offsets have clear ownership outlined in a legally binding contractual document signed by all project participants. f. The offsets are counted once for compliance purposes. g. The offsets are implemented according to a Government of Alberta Approved quantification protocol as identified earlier in this document. h. The offsets shall be registered on the Alberta Emissions Offset Registry. i. The offsets generated as a result of this project plans shall be verified by a verification entity that meets the requirement for a third party auditor under section 18 of the Specified Gas Emitters Regulation and the verifier shall be required to issue statements supporting their eligibility under this criteria.

PROJECT DESCRIPTION AND LOCATION

The Calgary Board of Education Energy Efficiency Project is an energy efficiency emission reduction project owned by Environmental Compliance Inc. (ECI). Contracts for the assignment and transfer of emission reduction credits give ECI the legal right and title to the emission reduction credits from the Calgary Board of Education. Proceeds from the sale of emission reduction credits resulting from this project shall be shared amongst participating parties in accordance with contractual agreements. The project is located in Calgary, Alberta, Canada. The specific locations of school buildings in which the energy efficiency upgrades were carried out was provided in Annex A to the Offset Project Plan.

This project achieved GHG Emission Reductions through the application of two classes of technologies that decreased the schools consumption of fossil fuels and decreased the schools use of electricity. Technologies used to decrease the schools consumption of fossil fuels were the upgrading heating systems, reprogramming system controllers, the resealing building envelopes and the upgrading water heating systems. Technologies used to decrease the schools consumption of electricity consisted of the installation of more efficient lighting, motion sensors, programmable controllers and the use of light sensors.

The project used the IPMVP “Whole Building” approach as outlined in the AOS Quantification Protocol for Energy Efficiency in Commercial and Institutional Buildings, Version 1.0, dated October 2010, Option C, Simple Approach to develop baselines and project improvements. Specifics are presented in the Offset Project Plan. Emission Reduction Offsets generated in this manner were multiplied by a factor of 0.9 to comply with the “Whole Building” approach methodology selected.

Baseline information was collected using existing system data and utility bills for a consecutive 12 month period in accordance with IPMVP1 guidelines. Baselines were normalized for degree heating days, were presented and discussed in the Offset Project Plan.

Improvements to electrical and fossil fuel burning systems were implemented in the schools after the baseline period and prior to the project start period on an individual school basis. Some schools had not even entered the baseline phase when others had already entered the project phase. This was done so that the baseline was in the period just prior to the project start date.

Project information was collected using utility bills from August 1st, 2003 to July 31st, 2011 in accordance with IPMVP guidelines. Project information was normalized to degree heating days.

This project met the principles of relevance, completeness, consistency, accuracy, transparency and conservativeness.

GHG sources for this project are relevant. They were selected using criteria and guidance from the AOS Commercial and Institutional Buildings Energy Efficiency Protocol (CIBEE), Version 1, Dated October 2010 and ISO 14064-Part 2 and the International Performance Measurement and Verification Protocol (IPMVP). In addition, GHG sources selected through the application of these criteria and guidance were reviewed by the project team who have demonstrated competence in emission reduction project work. The project team determined that the GHG sources are intuitively relevant adding that:

There are no GHG sinks or GHG reservoirs in this project. This is consistent with historical energy efficiency projects.

Data used for this project originated from utility meters. This data is relevant because it was gathered in accordance with specific guidance provided by Option 3 of the CIBEE Protocol and IPMVP which states that utility meter data is considered 100% accurate and can be used.

The CIBEE methodology refers to the use of IPMVP and it is consistent with the project, energy efficiency measures made to Canadian schools which are classified as institutional buildings.

There were no project specific deviations from the selected CIBEE methodology, Option 3, Whole Building Approach.

All relevant GHG SSRs were properly quantified and included within the project documentation. Proper justification and rationale was provided for all relevant GHG

Calgary Board of Education Energy Efficiency Project emissions and removals as per the methodology used for the project. All elements of the CIBEE methodology, Option C, Whole Building Approach were applicable to the project and used in the project.

This project is consistent. The consistently applied the methodology during all phases of the project:

 To gather and assess baseline data during the baseline phase;  To gather and assess project data during the project phase;  To review and analyze baseline and project data during the analysis phase; and,  To determine routine adjustments, non-routine adjustments and non- surplus adjustments.

Consistency allowed the Project Proponent to create meaningful comparisons of the data with a high level of accuracy thus increasing the accuracy of the derived Emission Reductions. Data analysis tools were used to normalize the data in accordance with the methodology for, degree heating days, to ensure that accurate comparisons were made between baseline and project scenarios. Non-routine and non-surplus adjustments to the baseline and project scenarios were considered in accordance with the CIBEE Protocol and IPMVP guidelines thereby enhancing consistency. The use of these techniques determined that the level of service provided by the baseline and project scenario was consistent and equivalent.

This project is accurate. Bias and uncertainties inherent in this project were reduced as far as practical through the application of the CIBEE Protocol, Option 3, Whole Building Approach and IPMVP techniques. Option 3 Whole Building Approach makes use of utility meter data. IPMVP states clearly that utility meter data is considered 100% accurate.

This project is transparent. The project proponent disclosed and was open and transparent about all sources of information, calculations, data, and assumptions in the GHG Report and the GHG assertion contained therein. This provided intended users with sufficient information to make decisions with reasonable confidence. Project documentation included references to data sources and calculation methodology to allow for understanding and/or reproduction of the calculations by the intended user. Information sources, calculations, data, and assumptions used in this GHG Report shall be retained on file for a period of seven years following this GHG Project as outlined further on in this report.

GHG emission reductions derived from this project are conservative and not over estimated for the following reasons:

 Emission reductions developed from this project were derived from application of the approved CIBEE Protocol and the use of approved IPMVP techniques;  Emission reductions were not counted twice;  Emission reductions that were difficult to measure but intuitively existed, such as emission reductions related to reduced maintenance activities or emission

reductions created from a mid-month commissioning, are not counted but are retired to the environment as positive leakage;  Emission reductions determined from this project have been multiplied by a factor of 0.9 to provide an additional 10% positive leakage; and,  This project also used emission factor values published in the approved CIBEE Protocol to ensure that GHG emission reductions were not over estimated.

PROJECT DETAILS

Project improvements were made to school facilities by the Calgary Board of Education. ECI formally became the Project Proponent for Calgary Board of Education by legal agreement on August 19th, 2010.

The level of service was confirmed for the Baseline and Project periods. Level of service remained consistent throughout the Baseline and Project periods.

Routine adjustments were reviewed for the Project periods. Routine adjustments were applied to normalize the fossil fuel utility data for degree heating days through regression analysis. No routine adjustments were made to electrical utility data as changes to the electrical system for this project were not affected by weather or other routine factors. The normalization activity was consistent with action taken for the fossil fuel baselines and the electrical baselines.

No situations that could generate a non-routine adjustment were identified for the project period.

School occupancy, operation and schedule were consistent during the baseline and project periods and school authorities provided supporting statements and attestations. The Project Proponent reviewed occupancy, operation and schedule data with the school authorities and agreed that non routine adjustments due to changes in occupancy, operation or schedule were not required.

The fact that no situations that could generate a non-routine adjustment, for the project period or baseline period, was flagged as a risk area for verification. School occupancy, operation and schedule were also flagged as risk areas for verification.

This OPR identifies 102,723 tCO2e achieved during the reporting period and, after applying the 0.9 factor due to the selection of the whole building simple approach, asserts 90,198 tCO2e.

GREENHOUSE GAS CALCULATIONS

The calculation of the greenhouse gas emission reductions is based on Alberta Environments Quantification Protocol “AOS Quantification Protocol for Energy Efficiency in Commercial and Institutional Buildings, Version 1.0, dated October 2010”. The Project addressed building Energy Conservation Measures (ECMs) and Building Maintenance and Operations, controlled and related, project and baseline emissions.

The project generated greenhouse gas emission reductions through the introduction of eligible energy conservation measures which affected the greenhouse gas emission output of the project sources and sinks. Eligible energy savings were comprised of energy reductions achieved through the implementation of project technologies and not through a decrease in operating capacity. Outlined below is the general approach to quantifying greenhouse gas emission reductions as stated in the CIBEE Protocol.

Emission reductions for the ECMs were quantified using IPMVP Option C, the Whole Facility Simple Approach, from the AOS Protocol selecting SS B8 and P8. Non routine adjustments were flagged by Environmental Compliance for verification.

NOTE: The specific reductions of GHG species of CO2, CH4 and N2O, are calculated for Natural Gas only. CO2e reductions from electricity use a coefficient of 0.65 kg/kWhr and does not break out GHG species of CO2, CH4 and N2O. i. General Description and Type of Project

1. This is an Emission Reductions (ER) Project upgrading static fossil fuel burning and electrical systems in schools located in the Calgary Board of Education. The project shall result in a decrease in the use of electricity and or fossil fuels that would not have decreased in absence of the project. This project shall provide ERs that shall be used to determine Offsets.

2. The Project Proponent elected to apply quantification Option C – Whole Facility1, Simple Approach2 presented in the Alberta Offset System Quantification Protocol for Energy Efficiency in Commercial and Institutional Buildings. This option was selected as it catered to the multitude of technologies implemented by this project and was considered the best way to record the fossil fuel and electricity energy savings that were then used to determine the Emission Reduction Offsets. Since the Simple Approach was used, the Project Proponent will claim only 0.9 of Emission Reduction Offsets determined.

1. The purpose and objective of this project is to identify Offsets attributable to the project activities and either:

a. Forward sell (Ex-Ante) the potential Offsets and at later date, Verify and settle the difference, or b. Verify the Offsets and sell them (Ex-Post) on the spot market, or c. some combination of a. and b. above.

2. The Project Proponent, ECI, will distribute funds resulting from the sale of the Offsets to project participants in accordance with written agreements.

4. Identification and Justification of the Baseline

a. Identification of the Baseline

i. The baseline for this project was the most appropriate and best estimate of greenhouse gas emissions that would have occurred in the absence of the project. In this project, Identification of the baseline scenario is presented for “retrofits to existing facilities” and does not include new facilities. The Baseline Condition of school buildings prior to project implementation included:

1. the use of existing lighting and electric equipment that met with existing and expected building codes and local laws. Lighting and electrical equipment were in good working condition and did not require replacement due to age, building or electrical code nor was replacement legislated or expected during the performance or extended performance period of this project. Since no upgrade to lighting and electrical equipment was contemplated, planned or budgeted the Project Proponent claims that any upgrade to electrical systems be considered additional to what would have happened in absence of the project The baseline was established by recording electricity use from electrical meters for the whole building in accordance with IPMVP 3 in advance of equipment upgrades;

2. the use of existing static fossil fuel burning equipment that met with existing and expected building codes, local and provincial laws and had not been flagged for replacement by the Alberta Boiler Safety Association. Static fossil fuel burning equipment was in good working condition at the time of project start and did not require replacement due to age, building code or as a result of inspection by the Alberta Boiler Safety Association nor as a result of legislation, or was replacement expected to be legislated during the performance period or extended performance period of the planned project. At the start of this Project the School Board was not required to replace any of the boiler equipment considered in this Project.

o Since static fossil fuel burning equipment (boiler) end of life data was not available in any documentation or posted on the internet for the static fossil fuel burning equipment (boilers) replaced, “Equipment Service Life” was determined in accordance with the results of regular or emergency Alberta Boiler Safety Association inspections and mandate. A narrative and letter are presented in Annex B. The Project Proponent demonstrated that in absence of the Project, the existing technologies would have remained in place for longer than the project period and extended project period and the emission reductions would simply not have occurred;

o since, as a result of ABSA boiler inspections, no boiler upgrade was required, the Project Proponent claims found that no replacement to static fossil fuel burning equipment (boilers) was required and the Project Proponent claims that any upgrade to static fossil fuel burning equipment was and is additional to what would have happened in absence of the Project. The baseline was established by recording static fossil fuel use and normalizing it to degree heating days in accordance with IPMVP4 in advance of equipment upgrades; and replacements.

3. the energy used in maintaining the buildings so that they met with existing and expected building codes and local laws. No decreased maintenance activities were contemplated, planned or budgeted but maintenance activities were expected to increase as existing un-retrofitted lighting and static fossil fuel burning equipment aged. The baseline for maintenance activities was established by discussing and recording maintenance activities with building operators.

ii. Routine adjustments for weather were applied to the baseline for fossil fuel use. The baseline for fossil fuel use data was normalized to degree heating days using

No weather related routine adjustments were applied to electricity use as the planned project changes related to electricity are expected to be lighting retrofits. Lighting in schools is a function of use and since use is expected to remain consistent, no routine adjustment to electricity applies.

iii. Non routine adjustments shall be applied to the project after non routine events. There were no non routine events during the baseline period that affected the baseline.

iv. Twelve consecutive months of data was used to determine the baseline for each individual building. Baseline data was taken for a 12 month period immediately preceding the project changes.

v. The Baselines for the school buildings addressed in this project are presented in Annex C, Building Energy Consumption Baselines.

b. Justification of the Baseline

i. Baseline Conditions were determined by reviewing historical electrical, static fossil fuel burning equipment, fuel use and maintenance practice records, and applying IPMVP guidance referenced in the EECIB Protocol that:

1. Represented all operating modes of the facility for a period of over a year. This period studied spanned a full operating cycle from maximum energy use to minimum and covering occupancy conditions. A study period of over a year was selected in order to fully understand the facility and develop credible Baselines in accordance with IPMVP. Maximum and minimum energy use that repeated consistently from one year to the other in a pattern during the study period indicated that the baselines were consistent. Complete twelve month consecutive data sets were used to determine relevant baselines;

2. Fairly represent all operating conditions of a normal operating school cycle;

Only used time periods for which all fixed and variable energy-governing facts were known about the facility. Routine and non-routine adjustments were considered and applied as presented later in this document; and,

4. Coincided with the period immediately before the commitment to undertake the retrofit.

5. Quantification Plan

a. Quantification Approach

i. The project will generate greenhouse gas emission reductions through the introduction of energy conservation measures that affect the greenhouse gas emission output of the project sources and sinks. Eligible energy savings are comprised of energy reductions achieved through the implementation of a project, and not through a decrease in operating capacity or other factor. The project applies the general approach to quantifying greenhouse gas emission reductions.

ii. (Emissions) Baseline

a. Building Energy Consumption data for the baseline scenario is presented in Annex B to this report.

2. ∑(Maintenance and Operation) Baseline

a. Maintenance and Operation energy consumption for the baseline scenario is presented in Annex C to this report.

3. Routine and Non Routine Adjustments to the Baseline are defined as follows:

a. Routine Adjustments are adjustments made due to any energy governing factor expected to change routinely during the reporting period such as weather. Routine Adjustments for this project shall be made for weather by normalizing baseline and project data for degree heating days.

b. Non Routine Adjustments are adjustments made due to any energy governing factor that is not expected to change during the reporting period such as facility size, design and operation of installed equipment or occupancy. Non Routine Adjustments for this project would be a change in school size, change in school operating times or a change in the school population. The Project Proponent found that no Non Routine Adjustments were required for the baseline data set. The Project Proponent discussed the issue of Non Routine Adjustments with the CBE and the CBE issued a letter to the Project Proponent, attached as Annex E, revealing that no energy governing factor occurred during the baseline phase that would require Non Routine Adjustments to the Baseline.

c. Non Routine Adjustments for the Project phase shall be reported in the Offset Project Report. Should an energy governing factor arise that could result in a Non Routine Adjustment then the Project Proponent shall discuss the materiality of the energy governing factor in 11 Calgary Board of Education Energy Efficiency Project ______the Offset Project Report and flag the energy governing factor as a known risk area for verification.

iii. (Emissions) Project

1. ∑(Building Energy Consumption) Project

a. Building Energy Consumption data for the project scenario shall be presented in an Offset Project Report for Verification.

2. ∑(Maintenance and Operation) Project

a. Maintenance and Operation energy consumption for the project scenario shall be presented in an Offset Project Report for Verification.

3. Routine, Non Routine and Non-Surplus Adjustments to the Project shall be discussed in an Offset Project Report for Verification. Should the Project Proponent feel that there are issues that may be material in nature, they will be flagged as a known risk area for verification.

b. Eligible Energy Savings

i. Eligible Energy Savings are those that can be used to generate Offsets. For this project Eligible Energy Savings are defined as:

Baseline Energy +/- Routine Adjustments – Project Energy +/- Non-Routine Adjustments

ii. The Project period is planned to be from 1 August 2003 to 31 July 2011. Although some Buildings and different technologies are expected to enter the project at significantly different times the end date for all Buildings in this project is the same.

iii. Utilities are required by law to ensure the accuracy of billing amounts based on energy consumption and these amounts can be adjusted over a 9-month period following the energy consumption date. This has direct implications on offset projects that follow the Energy Efficiency for Commercial and Institutional Buildings Protocol and the associated international measurement standards. In order

12 Calgary Board of Education Energy Efficiency Project ______to comply with the protocol and the principles of accuracy, conservativeness and consistency it is necessary to rely on verifiable data. In some instances may not be possible to process data until final billing is received which may be up to nine months after the project end date. In some instances a power bill issued in December of 2011 may not have the final billing and consumption levels available until September of 2012.

iv. We plan to report the first period of 1 August 2003 through 31 July 2011 by December 2011. This meets the principles and requirements of the Protocol and international measurement techniques referenced therein.

c. Greenhouse Gas Emission Factors

i. This project used Greenhouse Gas Emission Factors presented in Table A.1 of AOS Commercial and Institutional Buildings Energy Efficiency Protocol; Version 1.0 dated October 2010 to calculate Offsets from Eligible Energy Savings. A modified reference table is reproduced as Table 2.0, Greenhouse Gas Emission Factors, below. The modification consists of the addition of an Emission Factor for Natural Gas that was approved by the Alberta Offset System by email.

6. Monitoring Plan, Record Keeping

a. Monitoring Plan

i. Fuel and electricity use in the project school buildings shall be monitored during the project period by collecting fuel use records, electrical records, changes in static factors, such as building expansion or changes in use or any relevant deviation from the baseline and independent variables such as degree heating days, occupancy and any other relevant deviation. Data collected and recorded, with the exception of data addressed in the next paragraph, includes for all parameters measured:

1. Purpose of measurement, type of meter, units of measure, physical location, frequency of measurement 2. Frequency of regular reading or polling of the sensor 3. Frequency of calibration, calibration method 4. Monitoring/measurement roles and responsibilities

ii. Under IPMVP, the use of electrical and fossil fuel utility meter data, Option C, Whole Facility, Simple Approach, addresses all requirements and is considered to be 100% accurate for determining savings.8 This project uses and shall use electrical and fossil fuel utility meters for baseline and project measurements as utility meters meet all the above criteria and a record of consumption has been and can be retained.

iii. Fuel and electricity use records were put into Metrix 4.0®, an industry accepted energy performance contracting software tool, to compile and assess at a minimum for degree heating days and non-weather sensitive loads. Metrix 4.0® was used to conduct statistical correlations to provide an accurate energy analysis for the baseline. The same process will be followed for the project scenario.

b. Record Keeping

i. The Project Proponent shall keep the information listed below that is relevant to this project and shall make available the information listed below to the verifier and/or an authorized government auditor upon request.

Efficiency standards or common practices relevant to each energy conservation measurement on the date of project commitment. A record of changes in static factors and non-surplus characteristics along with all calculations for non-routine adjustments. All calculations of energy savings, emission factors and greenhouse gas emission reductions. Verification records and audit results. All records outlining ownership of the offset credits.

7. Quality Assurance/Quality Control Plan

a. The Project Proponent shall follow these Quality Assurance/Quality Control (QA/QC) procedures to add confidence to the measurements and calculations to ensure that they have been made correctly and to ensure that only valid measurements are used to determine Offsets. The QA/QC procedures include but are not limited to:

i. Protecting records of monitored data (electronic storage); ii. Checking data integrity on a regular and periodic basis (manual assessment, comparing redundant metered data, and detection of outstanding data/records); iii. Comparing current estimates with previous estimates as a ‘reality check’; and iv. Performing recalculations to make sure no mathematical errors have been made.

b. The Project Proponent has included as part of its selection criteria the requirement that the Offset Project Plan and Project Report be written or reviewed by a Certified Measurement and Verification Professional (CMVP)9 with at least 3 years of experience in implementing and quantifying energy efficiency projects. The Project Proponent has retained the services of Andre Mech of MECH and ASSOCIATES who is a CMVP, No. 1040, who has in excess of 3 years experience in implementing and quantifying energy efficiency projects. A statement of CMVP Qualification is included as Annex F.

8. Liability

a. This Offset Project shall be implemented according to AOS Commercial and Institutional Buildings Energy Efficiency Protocol, Version 1.0, dated October 2010, and in accordance with government regulations. The Project Proponent recognizes that Alberta Environment reserves the right to audit Offset Credits and associated projects submitted to Alberta Environment for compliance under the Specified Gas Emitters Regulation and may request corrections based on audit findings.

9. Reporting the Offset Project

a. This Offset Project shall result in an Offset Project Report that shall include but not be limited to the following information and any additional requirements identified by the Alberta Offset System at the time of Offset Project Reporting:

The Alberta Boiler Safety Association (ABSA) is the provincial authority responsible for the administration of all boiler and pressure vessel safety programs in Alberta. ABSA has its roots in the province going back over 100 years when steam engines and boilers began to be used on the Canadian Prairies. In 1912, the new Boilers Act was passed by the Government of Alberta and, under the auspices of the American Society of Mechanical Engineers (ASME), the Boiler Design and Construction Code was developed. In 1994 The Safety Codes Act replaced the Boilers and Pressure Vessels Act. In 1995, ABSA was incorporated under the Societies Act and had been granted the authority, on behalf of the province, to enforce regulations under the Safety Codes Act.

The questions “What is Business as Usual and what is the life cycle of boilers in commercial and institutional buildings in Alberta and what are the circumstances where the replacement of boiler equipment is considered necessary” define boiler equipment end of life.

ABSA has the ongoing responsibility to regularly inspect and ensure that all boiler equipment is maintained properly and meets the standards set out by provincial regulation. It is the ABSA position that the replacement of boiler equipment is not considered ‘business as usual’ unless the equipment operator can no longer comply with the regulations ABSA enforces on behalf of the Government of Alberta. It is the norm for boilers to last numerous decades and to continue to operate satisfactorily given the highly robust nature of equipment, frequency of inspections (annual) and regular maintenance requirements dictated by ABSA to which manufacturers must adhere to meet provincial regulations. In the rare instance where boiler operators are out of compliance at the time of the ABSA inspection, inspectors formally advise the boiler operators and identify the measures necessary to bring the equipment into compliance with regulations. Thus, the life expectancy of boiler equipment is defined by the ability of boiler equipment operators to comply with existing safety regulations otherwise the equipment must be replaced.

ABSA responded to ECI that boiler equipment operators will, when significant financial resources permit, replace boiler equipment with more efficient boiler equipment. Their experience is that boiler equipment replacement rarely occurs out of step with building replacement except in the very infrequent case where equipment was found to be unsafe or was unmaintained and ABSA does not allow the equipment to operate.

Boiler equipment operators recognise that they must always ensure that existing boiler equipment complies with the regulations set out in the Safety Codes Act.

Given the routine nature of maintenance and operation activities conducted in the Calgary Board of Education schools, it is expected that maintenance and operation activities:

a) will be below the materiality threshold, and b) for the Project Scenario, the maintenance and operation activities required for the newer equipment, will be lower than the maintenance and operation activities required for the baseline scenario, which consisted mostly of older equipment.
