At this hearing, the issue discussed was of basic education as a crucial link in expanding opportunities for poor and hungry people to provide for themselves. The committee members saw a slide presentation provided by the World Bank (the printed narration from the presentation is included). Dennis Brennan, Deputy Assistant Administrator of the Bureau for Science and Technology, Agency for International Development (AID), outlined the role played by the U.S. government in increasing student enrollment in educational programs in developing nations. Ruth K. Zagorin, former Director of the Office for Human Resources (AID), discussed the relation between basic education and development. Douglas H. Windham, Professor of Education and Professor of Public Policy, State University of New York at Albany, spoke about efficiency enhancement as the focus of any donor-supported toward education in the developing world. This is our first official InternationalTask Force meeting. We've had other meetings, but this is thefirst time this session that this International Task Force hashad. We're charged with investigating the causes and dimensions ofworld hunger and developinglegislative recommenuations toaddress theissues raised. We have explored many issues relatingto hunger, including basic health care, food assistanceprograms, microenterprise credit, and humanitarian assistance to sub-Saharan Africa. Today we are looking at the issue of basiceducation as a crucial link in expanding opportunities forpoor and hungry people to pro- vide for themselves. Lack of basic reading,writing, and arithmetic skills prevent millions of people in the developingworld from ade- quately entering the economic mainstream oftheir societies and gaining access to employment and services. In Africa,half of the school-age population does not attain the basicliteracy and numer- acy needed for productive involvement in the developmentprocess. The situation is worse for rural populationsthan urban popula- tions and for women than formen. In South Asia, where illiteracy among men averages 41 percent, illiteracyamong women is a shocking 69 percent of the total adult femalepopulation. Common sense tells us that education isnecessary to promote the social and economic development of peopleand nations. Yet worldwide, literacy rates are decliningas education budgets face relent:ess pressures in debt-ridden countries, andfunds for main- taining and improving school systems decline. Today we have with us a representative of theAgency for Inter- national Development whocan tell us what the U.S. Government is doing to address the pressing need for improvingeducational sys- tems in less developed countries. We also have withus two wit- (I) 5 2 nesses who are experts in the field of international education to ex- plore some of the issues relating to the economics of educational assistance, and possibilities for improving education programs worldwide. Before we hear from our witnesses, we have a slide presentation on the economics of education. While World Bank officials are not able tr testify before Congress, they have graciously made available this valuable and informative visual presentation for our use. Before we go into the slide presentation, we have the ranking mi- nority member of this task force, Mr. Bereuter on my right, and the chairman of the Select Committee on Hunger, Mr. Leland, on my left.     ESSAYS FROM THE EDGE OF HUMANITARIAN INNOVATION Year in Review 2017 UNHCR Innovation Service From the editors: Year in Review 2017 In the humanitarian and innovation communities, the collective sense of urgency reached new heights this year. Never before has innovation been so important in light of growing needs and fewer resources. Whilst new technologies and platforms continued to advance, we refocused our efforts to the future. Experimentation, research, and refugee voices were central to the new direction. We continued to argue that innovation did not, and does not, equate technology. UNHCR’s Innovation Service was instead focused on behaviour and mindset change - a small nudge team interested less in drones and more in better decision- making. 2017 was also the year that we killed our Innovation Labs and invested in a more holistic approach to innovation, diversity, and collaboration in a way that we hadn’t before. This past year, our programmes and trainings gave UNHCR staff the opportunity to innovate and test new projects and processes across the world. The availability (or lack thereof sometimes) of data continues to have a profound impact on our work at the Innovation Service. If you were to look at the themes found in our year in review, they would be focused on data, storytelling, listening, predicting, and monitoring. In our new publication, we’ve highlighted these themes through stories from the field, stories from refugees, stories on failure, stories on where we’ve been and a look at where we’re going. Today, we face humanitarian crises of increasing complexity and severity and, as we anticipate a future of increasing human vulnerability to global events, the need for expertise and research dedicated to finding solutions to humanitarian challenges has never been more pertinent. Higher Education Institutes represent a phenomenal resource that can and should be harnessed to support the humanitarian endeavor. The ELRHA project has been set up to help meet this challenge and aims to provide a bridge between the humanitarian and higher education communities. In the Palawan First- Asylum Camp from the early 1980's until 1997, forces of sovereign violence and compassion manifested how international refugee law translated through concrete humanitarian practices of camp education, emergency care, and legal contention. These multi-scalar discursive processes served the basis for resettlement of Vietnamese American. For the latter diasporic Vietnamese community, legal determination of refugee status encountered a limit in the form of hospitality that reconfigured the borders of the Philippines and Vietnam in light of cosmopolitan visions of sanctuary and pastoral care. By highlighting overlapping conditions of refuge, this thesis offers an analysis of refugee narratives and conditional recognition of refugee “identity” in relation to a selective regime of truth addressing "refugees" in contrast to other migrant subjects. A genealogy of Vietnamese-Filipino asylum-seekers underscores the mixed history of humanitarianism delivered by different stakeholders in light of militarized conflict as well as the emergence of peace, a "neoliberal" politics of immigration, welfare reform and market liberalization in the US, Vietnam and the Philippines.
