Biographical Notes World on Fire Peter Bowker Writer, World on Fire MASTERPIECE fans remember Peter Bowker’s impassioned adaptation of Wuthering Heights from 2009, which captured Emily Brontë’s masterpiece in all its complexity. With World on Fire he has created a plot with even more twists, turns, and memorable characters, centered on the chaotic events at the outset of World War II. Bowker has been an established screenwriter in the U.K since penning scripts for Casualty in the early 1990s. Since then, he has written for many long-running series such as Where the Heart Is and Clocking Off. His original work has included Undercover Heart; Flesh and Blood, for which he won Best Writer at the RTS Awards; Blackpool, which was awarded BANFF Film Festival Best Mini-Series and Global Television Grand Prize; and Occupation, which was awarded Best Drama Serial at the BAFTA Awards, in addition to Best Short-Form Drama at the WGGB Awards and another RTS Best Writer Award. Radio Channel Measurements and Modeling for Smart Antenna Array Systems Using a Software Radio Receiver William G. Newhall Abstract This dissertation presents research performed in the areas of radio wave propagation measurement and modeling, smart antenna arrays, and software-defined radio development. A four-channel, wideband, software-defined receiver was developed to serve as a test bed for wideband measurements and antenna array experiments. This receiver was used to perform vector channel measurements in terrestrial and air-to-ground environments using an antenna array. Measurement results served as input to radio channel simulations based on three geometric channel models. The simulation results were compared to measurement results to evaluate the performance of the radio channel models under test. Criteria for evaluation include RMS delay spread, excess delay spread, signal envelope fading, antenna diversity gain, and gain achieved through the use of a two-dimensional rake receiver. This research makes contributions to the wireless communications field through analysis, development, measurement, and simulation that builds upon past theoretical and experimental results. Contributions include a software-defined radio architecture, based on object oriented techniques, that has been developed and successfully demonstrated using the wideband receiver. -

INTRODUCTION 1. In the above-captioned proceeding, Blue Ridge Cable Technologies ("Blue Ridge") has asked the Commission to exclude certain Pennsylvania cable communities from the area of dominant influence ("ADI") of television broadcast station WXTV (Ch. 41--Paterson, New Jersey), for must-carry purposes. 1 · WXTV filed an opposition to this petition to which Blue Ridge filed a reply. II. BACKGROUND 2. Pursuant to Section 614 of the Communications Act and implementing rules adopted by the Commission in its Implementation of the Cable Television Consumer Protection and Competition Act of 1992, Broadcast Signal Issues ("Must Carry Order"),2 a commercial television broadcast station is entitled to assert mandatory carriage rights on cable systems located within the station's market. A station's market for this purpose is its "area of dominant influence," or ADI, as defined by the Arbitron audience research organization.3 An ADI is a geographic market designation that defines each television market exclusive of others, based on measured viewing patterns.
