MOTION FOR A RESOLUTION OF PARLIAMENT TO PAY TRIBUTI TO THE LATE HON. WILBERFORCE KISAMBA. MUGERWA.

(Moued under Rule 55 of the Rules of Procedure of Parliament)

WHEREAS the Parliament of received with deep sorrow the sad news of the demise of Hon. Wilberforce Kisamba-Mugerwa, a former Member of Parliament, Minister and Chairperson, Nationa-l Planning Authority of Uganda, which occurred on Thursday 7rh Januaqr, 2021, at Mulago Hospital;

AWARE THAT Hon. Wilberforce Kisamba-Mugerwa has had a distinguished career spanning over 50 yea-rs serving in various capacities both in the public and private sector as well as the international arena;

1 RECOGNISING THAT; Hon. Wilberforce Kisamba-Mugerwa deligently served Uganda in several key responsibilities; which include the following;

(a) Principal Agriculture Officer for East Mengo and Western Region of Uganda and later principal Agricultural Economist in 1970s; (b)Member of Parliament for South East from 19BO to 1985; (c) Chairperson, from 1986 to 1991; (d) Member of Parliament for County from 1991 to 1995; (e) Cabinet Minister holding different portfolios in the Government of Uganda, including, Minister of Agriculture Animal Industry and Fisheries, Minister for General Duties, Office of the Prime Minister, Minister of State, In-charge Planning and Rural Finance (Entandikwa), Ministry of Finance, Planning and Economic Development, Minister of State, Office of the President responsible for the Rehabilitation of the former war ravaged areas Luweero Triangle from 1991 to 20O4;

2 (f) Division Director, lnternational Service for National Agricultural Research (ISNAR) under the International Food Policy Research Institute (IFPRI) based in Addis Ababa, Ethiopia from 2OO4 to 2006; (g) Chairperson, National Planning Authority of Uganda from 2OOB to 2018; (h)Chancellor, University, from 2Ol8 until his demise;

APPRECIATING THAT Hon. Wilberforce Kisamba-Mugerwa was a diligent leader who immeasurably participated in shaping the destiny of Uganda; and served Uganda with dedication and patriotism.

NOIV, THEREFORE, be it resolved by this Parliament as follows:

1 That Parliament collectively conveys its deep condolences to the bereaved family, relatives, friends and the people of Uganda for the loss of a distinguished citizen.

2 That this Parliament takes cognizance of the dedicated service and contribution that Hon. Wilberforce Kisamba-Mugerwa rendered to the people of Uganda.
