Also in attendance at the above meeting were, Vivienne Cross, the Head of Schools and Curriculum Development, Jo McAulay (NHS Grampian), Inspector Paul McCrudden (Police Scotland), Emma Johnston, Carol Chambers, Operations Manager Housing Needs , Susan Leonard, Quality Assurance and Locality Manager, Stuart Lamberton, Partnership Officer and Tracey Sutherland, Committee Services Officer (all Moray Council).

As the Chair had been held up at another meeting, the Vice Chair took over the meeting and welcomed everyone.
2. Minute of Previous Meeting of 7 August 2018
The minute of the meeting of the Moray Child Protection Committee dated 7 August 2018 was submitted and approved as an accurate record of the meeting.
3. Action Sheet - 7 August 2018

4. Child Protection Co-ordinating Group
A report by the Chair of the Moray Child Protection Co-ordinating Group asked the Committee to note the progress update from the Child Protection Co-ordinating Group. Page 5
Inspector McCruden highlighted to the Committee that 5 leaflets have been updated and re-designed to promote the Child Protection Committee message to members of the public.
A presentation will be given to the Licensing Board regarding Child Sexual Exploitation. Councillor Warren asked if the information could be sent to all Elected Members. Inspector McCruden agreed to circulate the information.
Inspector McCruden asked all managers present, if they could encourage their staff with actions against their names on the Child Protection Co-ordinating Group Action Sheet to complete them.
Following consideration, the Committee agreed to note the update on progress of the Moray Child Protection Co-ordinating Group.
5. Neglect Group
A report by the Chair of the Moray Neglect Working Group was submitted and requested that the Committee note the update on the progress of the Moray Neglect Working Group.
Ms McAulay informed the Committee that there was only 1 outstanding action from the improvement plan.
Ms McAulay also informed the Committee that the Neglect training has been well attended but urged managers to encourage staff to attend.
A review of the Neglect Group will take place shortly to look at the remit and also attendees to ensure the more appropriate people are round the table.
Following consideration, the Committee agreed to note the update on progress of the Moray Neglect Working Group.
Kathy Henwood entered the meeting during the discussion of this item.
6. Performance Report Q1
A report by the Quality Assurance Officer - Child Protection recommended the Committee note the content of Quarter 1 (April to June 2018) performance.
During discussion it was agreed that a date for a development session be arranged which would allow the Child Protection Committee to clarify the date required in the performance report and what the information needs to identify. It was agreed that a date would be arranged mid December.
Following further discussion the Committee agreed to note the content of the Quarter 1 (April to June 2018) performance.

7. Child Protection Committee Improvement Plan
A report by the Partnership Officer (Child Protection) recommended that Committee approves the content of the Child Protection Committee Improvement Plan.
Mr Lamberton informed Committee that the Annual Report will be published in November 2018.
Following consideration the Committee agreed to approve the Content of the Child Protection Committee Improvement Plan.
8. Self-Evaluation brief
A report by the Quality Assurance Officer (Child Protection) asked Committee to note the self evaluation brief.
Mr Lamberton asked the Committee to notify him of anything that has been missed and should be included.
Following consideration the Committee agreed to note the self evaluation brief.
9. Inspection Submission
A report by the Quality Assurance Officer (Child Protection) asked the Committee to note the Inspection submission.
Following discussion the Committee agreed to note the Inspection submission.
10. SCRA Performance Management Report 1 August 2017 - 31 July 2018
A report by the Locality Reporter Manager, Grampian Scottish Children's Reporter Administration was submitted and noted by the Committee.
11. Public Protection Update
A verbal update by Chief Inspector Walker informed the Committee that the Violence Against Women Partnership is now up and running in Moray. Chief Inspector Walker highlighted the need to raise the profile of the partnership.
Ms Henwood is to chair the next meeting and further invite to the next meeting will follow.
12. Agency Updates
Education The Child Protection Co-ordinating Group has a new Chair. From January 2019, Lynn Riddoch will be the new Chair. A vice Chair is also being sought. Page 7
Voluntary Sector Ms Erskine passed on the thanks of Eilidh Brown for the assistance with the multi agency training which had recently taken place.
13. ANY OTHER COMPETENT BUSINESS
Ms Henwood notified the Committee that the Significant Case Review was ongoing and a further update would be provided at the next meeting of the Moray Child Protection Committee.
