The purpose of this report is to consider the proposal that Moira Junction and Saltersford Wood Nature Reserves be formally designated as Local Nature Reserves. Recommendation 2. It is recommended that the formal designation of Moira Junction and Saltersford Wood Nature Reserves as Local Nature Reserves be approved. Reasons for Recommendation 3. The sites fulfil English Nature’s requirements for Local Nature Reserves, and with designation would be protected from development or damage of any kind in the future. The County Council, in the Leicestershire Nature Conservation Strategy, is committed to a programme of Local Nature Reserve designations. This fits into the national framework set out in the UK Biodiversity Action Plan which states that "The government and the agencies working with local authorities will encourage the designation of more Local Nature Reserves". Timetable for Decision including Scrutiny 4. Formal designation will follow approval by Cabinet and agreement by English Nature. Policy Framework and Previous Decisions 5. The Leicestershire Structure Plan 1991-2006, Explanatory Memorandum 1 (1994) includes a Statement of Intent that the County Council will "promote the establishment of Local Nature Reserves on its land and encourage District Councils to do likewise". 2 6. The Leicestershire, Leicester and Rutland Structure Plan 1996-2016 Written statement (as proposed to be adopted, July 2003) states that "Measures will be taken to promote natural biodiversity; protect, conserve and manage sites of ecological importance and protected species and their habitats; and enhance the wider ecological value of the environment." The designation of Local Nature Reserves supports this.

Part 1 This is specific to Coleorton village life and features a comprehensive and fascinating selection of old newspaper articles for the period 1776-1951, with supplementary information and photographs added by the author where appropriate. The following is a typical short example:- The following appeared under the deaths column in the Leicester Chronicle dated Jan 17th 1829 Lately at Coleorton, in this County, James Prestall, aged 94 years and ten months. He was the oldest inhabitant of that place, and died in the same house he was born. He was the father of seventeen children and was esteemed by his neighbours as an honest, sober, and industrious man, from where he received many favours, particularly from the late Sir George Howland Beaumont and his Lady. The newspaper articles, give a wonderful insight into the village happenings in the 18th, 19th and 20th centuries. Part 2 This part features newspaper articles dedicated to “The Beaumonts” and “Coleorton Hall”. Numerous supplementary articles with photographs are again featured such as - The Design & Construction of the present Coleorton Hall and its gardens etc., The contributions of architects George Dance & Robert Chaplin, Wordsworth’s Winter Garden at Coleorton Hall, The Engraved Memorials, The visits of Constable & Haydon, A tribute to Montgomery Henderson, The lives of the Beaumont 11th and 12th Baronets. Part 3 The author felt that as he had already published a book on Methodism in Coleorton and the local area, we owed it to the Baptists, who in fact, had a longer history in Swannington and Coleorton, to try and find out something about them also.

    2 A Provisional Atlas of the Carabidae of Leicestershire & Rutland Derek Lott, Graham Finch & Gareth Price LESOPS 25 (2011) ISSN 0957 - 1019 A collaborative publication from The Leicestershire & Rutland Environmental Resources Centre and The Leicestershire Entomological Society 3 FOREWORD In the spring of 2009, Derek Lott, Graham Finch & Gareth Price embarked on the production of this atlas. The idea of the atlas was the brainchild of Graham Finch, who had attended a ground beetle training course and became well aware of the need for a VC55 distribution atlas. In July 2009 a very simple first draft was produced. Derek Lott and Graham Finch scrutinized the first draft. A number of important issues needed consideration, such as taxonomic changes, the classification of sites, obtaining accurate grid references and the removal of invalid species records falsely recorded in Leicestershire and Rutland. Derek Lott provided Carabidae context to some sites in the gazetteer as well as providing species context. The production of this atlas was made much easier by the life-long work of Derek Lott, who had already accumulated vast amounts of ground beetle data and local knowledge, without which this atlas would not have been possible. Special thanks go the Carabidae recorders who have sent in records. We have endeavoured to reference and acknowledge the people and sources that have helped in the production of this atlas but often with natural history publications there are too many people to thank over a very long period of time. Our apologies go to the people or sources that have been inadvertently omitted. The gazetteer obtained information from a number of sources, in particular the Flora of Leicestershire (Primavesi & Evans, 1988) and the Flora of Rutland (Messenger, 1971).

A good photograph may be acceptable as conclusive evidence if it shows the distinguishing features of the species. The verification panel may not be able accept the IN THIS EDITION record if there is no actual evidence or corroboration of the sighting.
