STEVE MCDANIEL ~ Director The Riverfront Advisory Committee met last month to discuss updates to the park construction and design contracts for Phases 2 & 3. We created an internal working group for Promenade Park Operations. This group will be working on items such as policies, rentals, docking procedures, maintenance, river safety, equipment and storage. The staff is working on producing a business plan for Promenade Park. Mitch Sheppard and I presented to the Allen County Capital Improvement Board for the Conservatory Connector and Sculpture project. We were asking for funding of $250,000 and were successful thanks to the CIB and the Grand Wayne Center. I gave an update to the Park Foundation on park activities. Participated in the press conference for the unveiling of the Park Foundation’s new Campaign supporting Promenade Park endowment and Build the Future Fund. I participated in the Mayor’s Downtown Business Walk the last week in August. We were able to visit with several businesses. I met with Mike Mushett of Turnstone. We are discussing ways that our two organizations can collaborate for future events. I recently obtained my national certification from the National Recreation and Park Association for being a Certified Park and Recreational Professional (CPRP). Sandra Odisho joined the staff as the Manager of Finance. Sandra comes to us from the State Board of Accounts where she was at for several years. Sandra is also a Certified Public Accountant.

Marketing Notes:

 Conducted Media Events for: Salomon Learning Center and Park Foundation event (Sarah lead, Rob and Kathy assisted).  Completed the following evaluation reports: Adult Special Interest Class (Spring), WAYne Finding, Riverfront various, Community Center Volunteer, Community Center Volunteer Luncheon, Botanical Conservatory Spring Programs/Events, Preschool (Spring), Children’s Special Interest (Spring), Soccer (Spring).  Marketing staff has assisted with numerous PIO tasks. Rob Hines started on August 20th as our new PIO.  Our Marketing Intern has assisted with a variety of marketing tasks and is a huge help to all of us!  A total of 4769 hits to riverfrontfw.org web site in August. These statistics are included in the total web statistics for the month.  Web Statistics: Users: 34,229 Hits: 97,722  Produced 21 promotional pieces including brochures, flyers, posters, displays, certificates and newspaper ads for various programs.  Producing a general Community Center brochure for distribution to new downtown residents and downtown businesses.  Attended IPRA meeting (Kathy & Rob) at Dunes: topic was integration of nature in park areas.  Met with NIPSCO reps (Kathy & Rob) about work being done on the St. Marys River near the Old Fort.  Working on e-mail campaigns for Park and Recreation e-new and OpF4 e-news as well as a general e-mail about Gaelic Storm.  Awarded: $15,000 request for youth and FWPD programming with Lincoln Foundation.  Submitted: Land & Water Conservation grant for urban areas ($250,000-$750,000 in urban core areas). The project: renovate Foster Pavilion #3; increase connections between Foster and Foster West.

 Attended North West Area Partnership on August 16th.  Hosted an extended Recreation Meeting on 9/5 at Salomon Farm Park Learning Center.  Attended the Franke Park Master Plan kick-off meeting on September 4th.

Athletics and Aquatics  Went around to all three pools with representatives from buildings and grounds and landscaping to start putting together a long range plan to address maintenance and aesthetic issues.  Met with Rich Hoppe and Dan Butler to discuss BMX and where it fits into future Parks and Recreation development. They offered their services as experts in the field of track planning and building.  Met with Andrew Hoffman and Aaron Hawkins to discuss the addition of a cyclocross track in the open field behind the BMX track at Franke Park.  Wrapped up the Junior and Pee Wee Golf Tour for the summer. Junior Golf had 484 participants registered through eleven events. Pee Wee Golf had 193 participants registered through five events.  Wrapped up Learn-to-Swim for the summer. The total registration for the four sessions was 619.  Wrapped up the City Tennis Tournament. The singles and doubles had a combined registration of 162.

Travel Services  On August 11th the Lake Erie Island Hopping Cruise was full with 104 travelers.  The August 25th trip to Easton Town Center in Columbus, Ohio had 40 travelers. The center has been referred to as the Rodeo Drive of the Midwest because of its upscale fashion shops. A short stop at the German Village is on the itinerary for the afternoon.  On September 17th thru the 21st we are taking 46 travelers to New York City for 5 exciting days seeing the sites. We will be staying at the Sheraton Harbor Side Hotel right on the Hudson River and seeing two Broadway Plays – “Mean Girls” and “My Fair Lady”.

Riverfront  This month we finished up our 2018 partnership with the Allen County Public Library for Storytime on the Riverfront. This was a fantastic partnership with an average attendance of 30 people per event.  Boat tours continue to be successful. We have created a new brochure which shows both the downtown rivers and the watershed map. It includes points of interest, as well. We are the only boat tour handing out maps and informative brochures to guests. We are also working on content to individualize tours next season and creating flipbooks with pictures and facts to include on the boat tours next season.  Our Young Naturalist series continues to grow and develop a dedicated following. Each month we present an ecological topic and provide themed activities, crafts, and snacks to children. This content is also designed to be used in other programs as needed.  We did a presentation to SMOCK Senior Ministries with First Presbyterian Church.  The Pre-School Youth Summer programs were down significantly this summer. The staff felt a variety of factors contributed to this decline including: outside competition, frequency of classes (2 times per week), increasing demand for more competitive programs (vs instructional), and staffing challenges. Recommendations for next year include o All ages for sports programs will be reviewed and modified as necessary o Run programs without overlapping ages (i.e. 2-3, 4-6 & 7-10 yrs.). o Possibly don’t offer morning sessions, we had trouble staffing mornings this year and they don’t attract enough kids so it would be easier just scheduling afternoon and evening times. o All younger programs will run 6-6:45 PM & 7-7:45 PM. All older programs will run 6-7 PM & 7:15-8:15 PM. This will allow for more efficient staff scheduling as well as to better utilization of staff when cancelations occur. o Put more emphasis on sport sampler programs for younger children (3-4yrs old) and possible change some programs to a camp style format for older children.  Meeting with Amos Taylor from the Anderson, IN area to discuss their Parks Dept. running an Amazing Race  The Community Center held a planning meeting on August 3rd from 8:00am until Noon. Staff looked at programming for last five years to help decide what programs should be eliminated or continue based on attendance. They also discussed possible marketing strategies, program and event possibilities as well developing plans for the next 5 years.  Kurtz Produce has agreed to donate up to 40 pumpkins for the 1st annual Pumpkin Carving Challenge before the Halloween Haunt on October 20th. This donation helps absorb costs for the event and allows us to put more money toward prizes for participants.  A volunteer picnic was held on August 16th with 54 people in attendance. We provided the hamburgers, brats, buns, condiments and beverages. Volunteers brought side dishes, salads and desserts. We had an activity for them to mingle and complete at the beginning and trivia at the end. Civic theater tickets were given to those that attended.

Outdoor Recreation  At Farm Camp Monarch butterfly caterpillars were donated and the 4-5 year old group was able to release one monarch butterfly. Farm Camp will add additional native insects to program for younger groups next year.

 Kellie Adkins and Kathy Pargmann attended the IPRA Northern District Meeting in Indiana Dunes on August 23rd GOLF  Foster was closed 5 days due to rain and the gathering of water on the course. Several other days we did not run carts. The other two, while never completely closing, were certainly hampered by not being able to run carts. We did cancel two outings but were able to reschedule them at a later date.  4 Events held in August:4  4th: Closed McMillen at 3:00 due to concert in park  9 Events planned for September:9

o We submitted the concept letter to the Capital Improvement Board (CIB) for the last funding of the Botanical Connections project. CIB approved the $250,000 contribution via funds from the 2018 budget for the Grand Wayne Center. o Gift Shop Sales: Our YTD total gross is $79,624 ~ over the entire approved 2018 budget of $78,750 by $874 with 4 months yet remaining in the year!  Education: We had 1 field trip in August, with 26 students. Last year, 2 groups brought a total of 29 students. There are 2 youth visits scheduled for the month of September. o Garden Preschool: “Garden Veggies” was taught by Kay Musgrave and Nancy Jimenez. 8 children registered; 4 children attended. So far, 2 children are registered for September, 3 for October, and 2 for the November class. o Garden Close-Up: Art of the Garden was held on a stormy, cool August Saturday. 16 people participated (9 adults, 7 children). Missy staffed the Showcase activity table, inviting people to do the Scavenger Hunt and create their own collage with a variety of materials. o August DNI: All About the Arts was staffed by volunteers Dixie Bradley and Linda Giles. 41 people attended (21 adults, 20 children) to make their own piece of rubbing art and have a trail mix treat. We provided leaves, fabric, burlap, paperclips and other items for the rubbings. Everyone seemed to have a good time. o The single-session Tai Chi sampler in August was a go; 13 registered and 8 attended. The fall 8-week session will begin in mid-September. o City Safari Day Camp final report: we filled 142 out of 144 possible spots. Throughout the six weeks we saw 72 individuals (2017: 63; 2016: 58). Camper/parent feedback continues to be quite positive. o Missy, Liz, and Rebecca continued to work with the Education Council volunteers and Discovery Corner ladies throughout the summer for program planning and evaluation as well as developing and delivering lesson plans.  Events: Botanical Roots was the focus in August, when five of the six concerts played. Rainy weather on and off this summer upset our plans to have the biggest attendance ever, but whenever the weather cooperated, so did the audience. Our total concert attendance was 1885, or an average of 314 people per show. (Last year, we averaged 411 per show or 2466 total.) o Taylor Studios sent two representatives to assess Woody the Talking Tree and the Desert hallway Worm Tunnel. Rebecca walked with them to point out areas of need, explain context, and ask for improvements. Taylor sent an estimate at the end of the month totaling about $45,000 for the proposed repairs and improvements.  Horticulture: Kelly Hatfield was offered the full time Conservatory Gardener position. Kelly’s first day will be on September 4.  Maintenance Repairs: Met with a contractor for a bid to repair/replace the upper lighting in the Tropical gardens. At this time none of the lighting is functioning. This will be a safety issue in the coming months as the days get shorter

o Met with Abbotts Audio to look at the speakers in the Showcase garden. The current speakers are losing their mountings and the wiring is coming down. o The water level in the outdoor ponds continues to fall daily. We have changed the daily protocol to shutting down the ponds completely at the close of each day and refilling to the correct level each morning at opening o Miracle Contracting came out to look at the roof leak issues over the Main hall offices and over the Gift Shop office.  House Keeping: Tony Hickey was brought on board as seasonal labor to bring us up to full staff between the Botanical and Community Centers. His time will be spent between all of these facilities

 HVAC: Both of our main air conditioning units had issues with shut downs this month. They seemed to be interrupted by storms and lightning. Allied came out and got both units running again

o The invoice for the repairs to the exhaust pipes on the boilers was paid by Dan Brenner in the City Property Management Department. The cost was $2,815.00

August is a month of transitioning for our youth as well as the centers and staff. In the near future our operating schedule changes quite a bit:  Our summer programs ended and we have transitioned into a schedule of 12-5 Mon – Friday until school begins  Then transition again to a schedule of 3p-6pm once school is in session to accommodate staff training **  Our first session of the 2018-2019 school year will begin Sept. 10, 2018 and our hours will standardize at 3p-8pm Mon- Thurs and 3p -6pm on Fridays for the school year (except for snow days)  ** Being a SAFE HAVEN for your youth, we are open every day except holidays the city is closed. Some of the events and trips that took place in August are as follows:  August 3rd- Department meeting and training with Nicki Venable (at Conservatory) for all Community Youth Center Supervisors and Program Facility Coordinator as well as Supervisor from McMillen.  August 8th - Annual ALL staff training with Community Harvest Food Bank  August 9th and 10th Global Leadership Summit at the Coliseum. We took 10 youth and 2 of the 2018 Intern students. We were a part of the Fort Wayne United group.  August 13th Meeting with Police Captain Mitch McKinnely to discuss Community Unity Nights and how we would like to see the partnership grow. He will promote the Partner Officer program at his meetings over the next couple weeks and we have a plan for the next 3 C.U.N events.  August13th- The centers took a group of youth to Georgetown bowl for a fun outing. Weisser during a Creative Art Session with Ms. Constance.

 Kreager Outdoor Fitness: We are trying something new! A 6 week schedule of classes was set to utilize the new Kreager Outdoor Fitness Center. Beginning August 20- Sept. 27, 2018 on Monday and Wednesdays from 630-730pm. Total participants for August 3/4 classes – 18. 1st class was rained out.  The remaining 3 classes in August average 6 people. Some were new to fitness in general, some had not done a fitness class in a long time and others wanted to come out and try something different in place of the gym atmosphere. Over all they were excited about the new equipment and happy that they were going to learn how to use it properly and be able to come and participate in class.

Steve Schuhmacher ~ Deputy Director of Grounds, Facilities, Maintenance & Projects Facilities Maintenance  365 pavilion rentals this month, down from 371 in July.  Shoaff Conklin Pavilion floors have a new coat of wax.  We pressure washed Moody park shelter, McMillan inside Pavilion, Lawton Park Restroom and the skate park, Buckner Park shelter, Lindenwood Nature preserve boardwalk, East brook Westbrook bridge, and Northside pool restrooms and walls around the exterior of the building.  We spent some time removing graffiti under the Martin Luther King Jr. Bridge and Bloomingdale Bridge  At Northside Park in PSI Ote Upper Pavilion someone set off a fire extinguisher. Therefore we sent a crew to clean the building from top to bottom. Trades  We worked with heavy equipment to run new drainage around the drinking fountain at the Johnny Appleseed Camp Canine dog park.  Northside, Memorial, and McMillen pools were drained at the beginning of the month and closing procedures were initiated to prepare them for the winter season.  A new drinking fountain was installed at the Lawton Skate Park and the drainage was repaired for improved water displacement.  The bridge between Eastbrook and Westbrook had its handrails and support trusses repainted.  Bollards lights and parking lot lights at Northside main office were repaired.  Both Memorial Park Pavilion and Shoaff Park Conklin Pavilion received updated lighting. The old fixtures were replaced with new LED fixtures.  The older utility sink in Salomon Farm Learning Center was reinstalled. Additional bracing was added to support the sink and FRP was installed to protect the wall from water damage.  A new stove was installed at McMillian Pavilion.  The Maintenance Technicians went to Hurshtown Reservoir to take care of some minor dock repairs as well as some minor boat repairs.  The Maintenance Technicians are also busy with playground repairs.  The Maintenance Technicians completed the following: o 15 Alarm calls o 3 Appliance maintenance repairs o 6 Building maintenance repairs o 12 Carpentry repairs o 44 Electrical repairs o 4 HVAC maintenance issues o 22 Key core maintenance repairs o 36 Light maintenance up grades and repairs o 18 Lock maintenance issues o 49 Playground maintenance replacement or repairs o 28 Plumbing maintenance issues o 26 Sign replacements o 31 Vandalism issues  Received bids for repairs to ball diamond fence at Hamilton Park.  Meet with Chuck Reddinger and an Eagle Scout representative for a project at Franke Park Day camp.  Assess swimming pools for condition and necessary maintenance and improvements.  Foellinger Theater stage floor was extended to meet code for the elevator.  Meet with water department to install new water meters on some of our drinking fountains.  Conducted two rounds of interviews for a new Maintenance Technician.  Hired Miracle contracting to fix the leak on the Botanical Conservatory roof.  Got quotes for replacing lights in Botanical Conservatory on their columns.  Received quotes for installing windows in doors at Cooper Center.  Received quotes for replacing bathroom partitions at Shoaff Conklin Pavilion.  Hired S & E to pour concrete pads at Franke and Shoaff Park for park grills.  Hired S & E to pour concrete pad at North Side Park for a bike share program.  Hired Miracle Contracting to remove carpet and install epoxy floors in an office at Weisser Center.  There were 23 calls for the on call staff: 9 key issues, 2 water issues, 6 auto accident, 3 alarm calls, 2 power issues and one about a renter leaving things behind after their rental. Grounds Maintenance  Mowing crews moving through rotation in 6 working days  Mowing crews worked overtime 2 days to get caught up  The entire property at Gump Rd. is being mowed once a week  One set of McMillen rugby goal posts were removed for a community concert  Lawton football has been set up and is in use weekly  Tillman and Foster West soccer have not required irrigation  Tillman has been set up for 2 medium fields for a Labor Day tournament  Ball diamond crew added multiple loads of ball diamond mix to Lawton ball diamonds  Kreager crews have continued line and prep soccer fields daily  Spraying crew continued with spot treatments of areas that have grown steadily  Spin trimming crew worked on overgrown areas on the green way  Heavy equipment uncovered missing sewer drain at Foster Park  Mulch was delivered to Safety Village, Science Central, and Visiting Nurses  Camp Canine was excavated to install new drains for the drinking fountains  Lawton Skate Park drinking fountain required a drain line repair  Harris Rd. require 100 tons of gravel to grade and restore the stone driveway  Stone was hauled to Lawton Skate Park parking lot and the boat launch at Appleseed  Crews began cleaning up low spots and wash outs at Salomon Farm in the driveways  The trash truck is running 4 days a week and Sundays  Many summer trash cans are starting to be removed as the season slows down  Flooding on the greenway cause 3 gates to be closed for 2-3 days  All areas of the river greenway are currently clear and open for trail use.  At Foster Park in front of Pavilion one, we found that a storm sewer was covered up with debris. We uncovered it and the area is now draining.  Res Electric was hired to upgrade electrical service at Packard Park Shelter. Main Trac Coordinator  Worked with Sarah Nichter and Kellie Adkins on getting volunteers for Lindenwood, in concert with the Annual United Way Day of Caring  Continue to work with ATOS and Vermont Systems to get the Preventative Maintenance scheduler up and running  Update which equipment is in the scheduler.  The scheduler is going to be a work in progress for a few weeks, potentially a couple of months until all is current in the system.  Garage Operations. 126 work orders were completed, 12 of which were services. o Mower 592, a 2016 Toro 5910, had the computer replaced and reprogrammed under warranty. o Trailer 333, a 1995 Dynamax lowboy trailer, had the entire suspension and air brake system rebuilt. o A fuel tank and transfer pump were assembled and palletized. Assembly will be installed on a truck to enable refueling of the river barge and support boat.  August’s safety meeting was on the 28th, with all members plus a guest in attendance. o There were two treatable incidents this period. We are at 17 injuries for the year to date. OSHA recordable injuries stand at eleven. One incident accounted for 2 restricted days, giving a total year to date of 70 days. No lost time to date! Worker compensation costs are $5920 for the year. o Foster Golf Barn was inspected by the Indiana State Chemist Office for pesticide storage and application procedures, with no deficiencies noted.

Alec Johnson ~ Deputy Director, Planning & Development The Bloomingdale Riverbank Restoration Project went to bid in August. Unfortunately, due to the proposed construction schedule, no bids were received. We expect to re-issue the RFQ this fall for proposed construction in late winter/spring 2019.

We’re still waiting for final permitting on the Spy Run Creek Streambank Restoration Project. We hope to receive approval in September; construction is expected to begin immediately following.

A consultant for the Franke Park Master Plan has been selected; Ratio Architects and their extended project team will kick off the project in early September.

Planning for the maintenance and operations of Promenade Park has begun. We are in the process of outlining the duties and responsibilities of each division in addition to determining boundaries for the various forecasted uses within the park.

We have completed drawings for a proposed floating dock at Guldlin Park. We’re currently receiving quotes from consultants to assist with the permitting process in order to move forward with construction. The project will consist of tree removals, excavation, construction of a concrete ramp leading to the dock’s gangway, a boulder retention wall and gangway/floating dock, all located adjacent to the existing DNR boat ramp.

We have begun planning for necessary improvements to our three pools’ landscapes. This is a coordinated effort between the recreation, maintenance and landscape divisions.

We have approved final design of the plaque for Memorial Grove commemorating ‘Operation MP 125’. Quotes for the construction of the plaque’s base are coming in, with completion and installation to be completed before the Veterans Day ceremony in November.

Planning for the Conservatory’s upcoming ‘Victorian Christmas’ and ‘100 Acre Wood’ showcases continues. Coordination between our maintenance technicians and volunteer corps will be carried out to complete construction of all necessary props.

Horticulture and Landscape Report- August 2018

 Pre-emergent herbicide applications began again to help suppress winter annual weeds in the landscape beds. This continues on a daily basis to weeds in all the parks.

 The parking lot landscape at Salomon Farms was completed. All parking lot islands were seeded with a short stature native grass and wildflower mix. Ten Oaks and two (2) Serviceberry were planted in the islands to provide shade and improve aesthetics.

 Gardeners mulched PSI OTE park, Vesey Greenway, Jennings Center, Camp Canine, Gren, Bloomingdale, Cobin, and Repka.

 Day of Caring was August 22. Gardeners delivered over 270 yards of mulch to volunteers who spread it across Kreager Park.

 Main St. Day Lily dead-heading was completed before the Art in the Park festival.

 Tri-Scape continued to maintain their summer downtown pot displays. The change to mums will happen the end of September.

 Leepers continued with their annual maintenance contract. Turf areas were fertilized this month in addition to their regularly scheduled mowing.

 SCFVA judging began in preparation of the 92nd Blue Ribbon show on September 8th.

 Lynda was in attendance for the Global Leadership Summit on August 9th and 10th.

 The Franke Park Pavilion #1 Parking Lot Islands Landscape went out for bid. Bids are due September 18th.

 A project spraying the invasive species Japanese Knotweed along the Maumee River and Junk Ditch went out for bid. We are awaiting a PO before the project begins.

 We lost 4 seasonal gardeners, while another went to part-time. We are actively looking for help to carry us through to the end of the year.

 The SCFVA Judges and Chairperson’s meetings were held at the Botanical Conservatory. 39 judges were trained to judge the 59 shows for this year.

Forestry Report- August 2018

 Received approval from the Board of Park Commissioners and City Council to plant 1000 trees in our parks and along our city streets. Planting is expected to begin in October.

 Completed inspection of the 2017 tree planting. Approximately 5% failed inspection and will be replaced this fall. Some of these failed inspections will qualify for a warranty extension of an additional growing season.

 Interviewed for and filled vacant High Ranger Operator position. Emily Hayes will begin her employment with us on September 4.

 Pruned 328 street trees this month bringing our 2018 total to 5142. Our goal is to prune 7200 street trees annually. This goal represents a 7 year pruning cycle.

 Removed 132 trees from the right-of-way. Total year to date street tree removal is 326. Approximately 500 trees have been identified for removal in 2018.

 Hiring and retaining seasonal employees continues to be a challenge.

 Completed 9 property damage appraisals resulting from trees struck by vehicles for risk management. Damages for the month totaled $3,223.83

 Resolved 43 special request down/hanging limbs.

 Elevated 34 trees throughout the city to accommodate busses.

Dawn Ritchie ~ Greenway Manager Governor Holcomb announced the availability of $90 million for trails on September 4th. I wasted no time in contacting the DNR for details. The City can pick one trail project that is shovel-ready. We are reviewing several projects that are ready to go and will choose one to submit to the DNR. We had the ribbon-cutting for the Pufferbelly Trail from State to Fernhill and Franke Park AND the Pufferbelly Trail section from State to Fourth Street on August 20th at 1:30 p.m. Thank you Director McDaniel and staff members for joining us! The construction of the Hanna Street Trail: Pontiac to Rudisill is nearly complete. The trail runs along the west side of Weisser Park. I walked the corridor with Derek Veit this week to determine where we can plant 50 trees this fall along the trail. Public Works will pay for the trees since we removed trees for the trail. The Pufferbelly Trail: Ludwig to Washington Center construction began on 9/5. Completion will be in mid- November. Dupont Road is scheduled to be re-opened on September 12th. Fort Wayne Trails will be presenting the Mayor with a check of $200,000 on September 26th. Fifty thousand will be for pedestrian warning lights for the Pufferbelly Trail crossings of Wallen and Cook Roads. The other $150,000 will be for the Covington Road Trail: Hadley to Getz. I’d like us to consider adding trails to the Great Tree Canopy Comeback starting in 2019. I’ve discussed this with Derek Veit. If Parks is open to the idea, I will discuss this with Fort Wayne Trails, Inc to see if they are willing to partner with Friends of the Parks and Trees Indiana to fundraise for the event.
