Review of GTA Location Differentials for 2014/2015 (3Rd Round) Member Update Title: Review of GTA Location Differentials for 2014/2015 (3rd Round) Update No.: 15 of 14 Date of Issue: Friday 27 June 2014 1 Issue GTA is calling for a third round of industry submissions and site nominations in relation to the 2014/2015 Location Differentials (LD’s). 2 Background GTA has previously called for industry submissions for the 2014/15 Location Differentials as Member Updates 5 of 14 and 8 of 14. Submissions were sought regarding: Nominations for New Site LD allocations or removal of existing sites Issues with the current Location Differentials All submissions received were considered by the Commerce Committee in April and June. Proposed amendments from both rounds of submissions can be seen attached. The most significant changes will be to the GrainCorp sites following the recent announcement of their Project Regeneration, which will see a consolidation of their sites throughout QLD, NSW, VIC and SA. GTA want to ensure that Members were aware of these amendments prior to the LDs being finalised for 2014/15. 3 New Submissions GTA therefore now extends a third and final invitation to Members to submit LD nominations or submissions. Once all submissions are received the Commerce Committee will develop a final draft and seek GTA Board approval. The LD’s will be available from the GTA website following the August Board meeting and will become effective on the 1 October 2014. 4 Submissions and Site Nominations All submissions and site nominations should be received by GTA ([email protected] ) no later than the COB Wednesday 16 July 2014. The Site Nomination Form is attached.     Modernised High Frequency Communications System – Riverina node Recommended Citation Richard Tanter, "Modernised High Frequency Communications System – Riverina node", Australian Defence Facilities, November 02, 2013, https://nautilus.org/briefing-books/australian-defen- e-facilities/modernised-high-frequency-communications-system-riverina-node/ Introduction The Department of Defence has a cluster of communications facilities in the region of Wagga Wagga in the NSW Riverina, including the transmitter and receiver and elements of the Riverina node of the Modernised High Frequency Communications System (MHFCS), described by the local council as “home to some of the most advanced communication technology in the world.”[i] The two facilities, constructed in 2000-2001, separated by about 50 kms, are used by a number of different elements of the Australian Defence Force. For the Australian Defence Signals Directorate (ASD - formerly Defence Signals Directorate), the location of the Morundah Receiving Station means it is a key part of its high frequency communications monitoring and interception capacities directed at foreign military and government targets. The transmitter facility is at Lyndoch on the Collingully – Lockhart road, 35.6 kms due west of Wagga Wagga.[ii] The receiver facility is on the northern side of the Morundah – Boree Creek Road 15.7 km southeast of Morundah.[iii] Both the transmitter and receiving stations are operated remotely from the Network Management Facility at HMAS Harman Canberra (and a backup at Russell Offices).[iv] [caption id="attachment_33355" align="aligncenter" width="850"] 1 Figure 1.
