See site concept. 5. Site Concept. We understand the need for new housing and we believe that such development, carried out with imagination, can be of benefit to our community. However, we are convinced that trying to do this at a scale considerably increased from that given in the Greater Norwich Core Strategy document, at the southern periphery of the village is misjudged. This Area of Important Landscape Value furthest removed from facilities in Hoveton, which are the sole justification for Wroxham’s designation as a “key service centre”, is separated by an over stressed road and narrow ancient monument bridge . We further believe that the football club, which receives little support from within the village, should not be allowed major influence. An enlarged football club with high flood lighting and extensive car and coach parking would be highly detrimental at the approach to village. We are of the opinion that sustainable growth of Wroxham, providing more of a community identity with appropriate facilities, could be achievable but only with imperative attention to infrastructure and access. This Council is keen to engage in the development of a suitable community plan within the Parish Plan. The Parish Council considers that sustainable development of up to 100 houses maximum, may be possible on land bounded h and Salhouse Roads, for the period up to 2026, subject to appropriate provision of services and infrastructure. Adequate landscaping would need to be provided around the road frontages of any development and the houses should not exceed two storeys in height in order that the development should not dominate and detract from the entrance to the village. We recommend that the football club remains at its present location. Such a development could be supported by this Council. Please see separate more detailed response. 6.SETTLEMENT LIMIT Wroxham Parish Council will consider this when the siting of any new housing is agreed. 7.GYPSY AND TRAVELLER SITES. We are unable to identify any suitable sites in this Parish. Suggest that you try Brundall/Cantley/ area to the east or Attlebridge/Great Witchingham area to the West. Personal details. THE CONCEPT IS NOT ACCEPTABLE 1. Disputation of the proposed site: a) This site is in a position furthest removed from the facilities in Hoveton upon which Wroxham’s designation as a “Key Service Centre” depends, there being no facilities in Wroxham itself which support that designation as they exist in Hoveton. b) The separation from those facilities, 1 mile to shops, 1.3 miles to schools, and nearly 2 miles to medical centre, would demand vehicular access (for up to 450 cars/day), via the single road and 15th Century “Ancient Monument” bridge consistently under severe traffic pressure already. c) There is no consideration of the effects of capacity over‐extension of the schools and medical centre on the existing and proposed population, on top of the effects of the extra housing already approved in Hoveton. Refer to Joint Core Strategy for Broadland, Norwich and South Norfolk, proposed submission document Nov.2009 (it is now worse), Page 82, Item 6.59: “The bridge over the river Bure is a significant constraint to internal circulation between Wroxham and Hoveton and there is some flood risk in the central area. There is also concern over air quality issues in the centre of Hoveton. Summary: The same site has been proposed for development several times over the last few years and has each time been firmly rejected following public enquiry. 2. Public Consultation: a) Wroxham Parish Council, following consultation with its residents, has consistently opposed development on this site on the grounds that it is an Area of Important Landscape Quality (AILQ) and has value under ENV1 and ENV8 given its proximity to Wroxham Broad. Please refer to letter dated 6.12.10, from Chairman of the Parish Council to the Inspector as his response. b) Wroxham has been designated as Key Service Centre without consultation. We are, and the residents wish to remain, a “Village.” c) Wroxham Parish Council has recently updated its consultation with its residents. The results found, firm support for some development with 60% favouring up to 100 houses, but 83% considered the proposed site unacceptable. 95% considered that the present road system through the village could not withstand further demands. i) The public consultation suggested that the proposed site would extend Wroxham on one side of the railway line spreading it to an even further distance from the facilities on the basis of which development is argued and further emphasise greater access problems. Wroxham needs to retain its’ village identity with development around a centre and central community facilities. We believe inadequate consideration has been given to an alternative, more central, site. ii) Our consultations have found very little support for the football club from within the village. Whilst there is respect for its achievements and ambitions, there is a perception that the scale and location of the proposed development is disproportionate for the village. Most of its support derives from outside the village with consequent further traffic pressure. High mounted floodlighting and extensive car and coach parking can only have a detrimental effect on an Area of important Landscape Quality (AILQ). We believe that development in Wroxham should not be over influenced and certainly not dominated by the ambitions of the football club. In our view it should either remain where it is where we believe there is adequate room for reasonable development or be relocated outside Wroxham. Refer to page 52.197 of Planning Inspectors report dated 31.8.2005. Summary: It is emphasised that this response is based on extensive consultation with residents. Wroxham Parish Council is committed to pursuing, with its’ residents, a locally agreeable plan; by examination of the feasibility of an appropriate, long term and sustainable plan of development for the village. .
