The study explored the youth’s perceptions on the content of ZBC TV programme “Positive Talk” in accounting for the youth’s preferences and pleasures. The possibility of television providing an alternative arena for health discourses. Informed by the need to analyze how health related issues can be enhanced. The study was largely influenced by the development theory. This study looks at how ZBC TV programme “Positive Talk” is influencing responses, attitudes and behaviour to reduction of STI’s, unwanted pregnancies including HIV/AIDS among other sexual reproductive health concerns for youths. It was noted in this study that ZBC TV programme “Positive Talk” is central to health responses targeting youths as evidenced in this study. This study makes an attempt to localize such understanding so that the role of ZBC TV programme “Positive Talk” in informing and educating on health related issues is understood within Zimbabwean context of programming or health communication.     Annex 9.3 1. Summary of Project Activities A. Broadcasting of The Team Television Series: ZIMBABWE The Team, SFCG’s flagship television program for promoting peace in Zimbabwe, attained widespread popularity on ZBC TV during its broadcast between the end of September and December 30, 2011. As a result, ZBC plans to rescreen the series on its second channel, Channel 2. SFCG is currently waiting to hear the dates of the rebroadcast. In addition, the series will be broadcast on CFI in all of sub‐Saharan Africa B. Marketing and Media Campaign In the sixth quarter of the project, SFCG signed an agreement with Mai Jai Films and contracted Zimbabwe Young Women’s Network for Peace (ZYWNP), a website developer, Hannibla Ndlovu and a graphic artist, Wisdom Tayengwa to put together a marketing campaign for The Team. The campaign has had three pillars: a) building a buzz in the national and local media about the show; b) creating a visual brand and publicity materials to be distributed throughout communities; and c) organizing a launch event and subsequent screenings of the show in Harare. The Launch event took place in Harare on November 3, 2011. The event was attended by approximately 100 people, including one of the managers of ZBC TV, several members of the donor, media and NGO community – particularly those working in the field of peacebuilding. Artists as well as various representatives of political parties were also present. The participants gave positive feedback on the event and The Team. Many people found the use of media as a tool for peacebuilding to be very impressive and inspiring.

It was on one of the days in 2006 when we were busy weeding a dry maize field in the village. We had gone for three solid weeks without a single drop of rainfall, a situation that you described as peculiar. By that time, I did not figure it that you were referring to observable changes in the local climate system. Vividly, I can remember that on the same evening, you accurately predicted that the eastern-Mozambican current we experienced signalled the coming of rainfall in the next few hours. Amazingly, we received heavy downpours on the same night. My worry is that this knowledge will be lost as your generation vanishes. For instance, the constitutional law of Access to Information and Protection of Privacy Act (AIPPA) endorsed in 2001 is connected to the Law of Official Secrets Act of 1970. Most of the media laws still restricts how media practitioners access information and unveil rampart corruption and atrocities encountered by ordinary people. The operations of all existing broadcasting media companies are controlled by Broadcasting Services Act (BSA) and a board called Broadcasting Authority of Zimbabwe (BAZ), which also has the right to issues licenses to those who are interested in owning a broadcasting services. Currently, only two privately owned radio stations exist in Zimbabwe and they are owned by politicians. Zimbabwe Broadcasting Co-operation (ZBC) is still the sole national television broadcasting service provider. The research made use of a descriptive case study method and concludes that media legislative laws and BAZ have been constraining the growth of broadcasting service in Zimbabwe. The paper will focus on the radio and television broadcasting service of Zimbabwe, how the media legislative laws have been a regressive instrument to broadcasting service development of Zimbabwe.

Foreword This report is the product of a great deal of collaborative work involving a consolidation of major reports and statements made throughout 2013 by the Zimbabwe Lawyers for Human Rights (“ZLHR”), VERITAS Trust, Media Monitoring Project for Zimbabwe (“MMPZ”) Zimbabwe Peace Project (“ZPP”), and the Research and Advocacy Unit (“RAU”). The overall aim of this report is to give you both a broad policy picture and a detailed inventory of events relating to human rights, rule of law and democracy that took place in Zimbabwe during 2013. The report mainly covers those themes, which, in the Editor’s view and also given limited resources, were the most relevant during the year. These include rights relating to respect for the integrity of the person, respect for civil liberties, including freedom of speech and press, freedom of association and assembly and respect for political rights; elections and political participation. Zimbabwe’s performance on each of the human rights categories, up to 31 July will be benchmarked against the Global Political Agreement (“GPA”), which was incorporated under the old constitution under amendment 19 and thereafter under the new constitution, which substantially incorporates most of the rights, which the GPA sought to promote and protect. We hope you will find this report as being both informative and useful to your work, the work of human rights organisations but that above all it serves as a genuine and robust record of what transpired during a year of such great consequence in respect of the areas covered.
