PFAS, a large group of toxic man-made chemicals, are typically used to help make consumer and industrial products resistant to water, grease, or stains. Their widespread use in applications such as food packaging, commercial household products, electronics manufacturing and firefighting foams has resulted in the contamination of water and soil across the United States. According to recent analysis, more than 200 million Americans could be drinking PFAS- contaminated drinking water.1 In addition to Congressional action and stronger regulatory action from the Environmental Protection Agency (EPA), a nationwide effort will be needed to tackle this challenge, relying on the federal government, state and local communities and industry partners to ultimately assess and remediate these dangerous chemicals. While prior federal funding has not been sufficient to address the issue, we believe there are opportunities this Congress to make historic investments to address PFAS. Therefore, we support the highest amount of funding necessary in a final legislative infrastructure package to assess, monitor and remediate PFAS. As part of federal PFAS funding, we also urge Congress to ensure that these dollars are appropriated and executed as part of a national, programmatic strategy led by the EPA.

It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

We have yet to receive a reply to our request for information justifying the level of service cuts the MBTA has implemented. Moreover, since our original letter, Congress has secured over $250 million for the MBTA, and the American Rescue Plan will provide an estimated $1 billion in additional transit funding to the Commonwealth. We urge you to provide evidence that justifies decreased service despite this robust federal relief, as we previously requested, or immediately reverse the recent service cuts, which disproportionately harm essential workers and low-income communities who rely on the MBTA for commutes and access to critical services. We consider mass transit to be a public good, a vital tool for combatting climate change, and an integral part of our post-COVID recovery. As such, we again request that the MBTA provide clear evidence demonstrating the continued need for this degree of service reduction in light of the significant federal assistance the Authority has received. Our current low affordable housing inventory is a significant driver of higher housing costs, which in turn strains limited federal rental assistance programs. Despite the clear and urgent need, only one in four households who qualify for housing assistance receives it due to decades of chronic underfunding by Congress. Millions of eligible households are currently stuck on waiting lists – often for several years – hoping for help to come sooner. The long wait for help sets families further back year after year. Eight million of the lowest- income renters pay at least half of their income on rent, leaving them without the resources they need to put food on the table, purchase needed medications, or make ends meet. Coronavirus and the compounding effects of explosive wildfires and extreme weather events have made the need for affordable housing more clear than ever in both rural and urban communities.

This week, the Centers for Medicare and Medicaid Services (CMS) released the CY21 Physician Fee Schedule (PFS) final rule. We appreciate the increased payments in the PFS to physicians delivering primary care and complex office-based care. Unfortunately, due to the budget neutral nature of the fee schedule, many specialists will now encounter severe reimbursement cuts starting on January 1, 2021. Health care providers have faced extensive challenges during the COVID-19 public health emergency. Following the COVID-19 public health emergency declaration, the U.S. Surgeon General and CMS urged the cancellation of all “non-essential” medical procedures. As some of our providers faced COVID-19 on the front lines, others were told to suspend the services that comprise most of their revenue. Health care providers are now facing financial distress that may lead to office closures or reduced staffing nationwide due to unprecedented low patient volumes. This will dramatically limit patient access to care during the public health emergency and beyond. Physician Members of Congress reached across the aisle to develop bipartisan solutions to address these upcoming reimbursement cuts, which would provide stability for health care providers as they respond to the COVID-19 pandemic.
