JF 7.6 To consider a Parish Council response to the Settlements and Countryside Local Plan (Part 2) for District 2011-2029 - Modifications Consultation – circulated. 8 HIGHWAYS / ENVIRONMENT 8.1 Speedwatch Clerk has reported to NCC Highways the Speedwatch results and report from the September 2019 PC meeting. Highways agreed to investigate the following: a) The Faulty VAS sign and its positioning. b) Looking at site visits to complete NCC Road Safety Team speed monitoring or if possible they can use the latest Speedwatch data to review road safety options.A361 is a red route so highlights type of road but it does permit the use of certain speed reduction methods as there is a high volume of traffic. c) NCC Highways traffic management improvements using S106 funds were previously drafted for Kilsby. Highways to confirm exactly what has/has not been completed yet and if not when. d) Meeting with Clerk, Cllr Massey and Speedwatch Co-ordinator arranged for 2nd October, 2019. ALL 8.2 Bus Stop Malt Mill Green MOTION: To approve initial estimate from NCC -Highways to proceed with the raising of the kerb at the Malt Mill Green Bus Stop. NCC estimate between £8000-9000 GBP. Note: This is for 2020/2021 budget meeting. ALL 8.3 Street Light To note: Damaged street light - Main Street await cost of repair from E.ON. 8.4 Urban Meadow Trial Proposal from Cllr Clive Thompson: a) To proceed with the trial on the basis of the figures available, noting that the Family will assisting with funding to the tune of £300. b) That we call on funds of £250.00 Best Village Competition winnings. c) That any shortfall in funding be met from capital reserves. d) Cllr R Thompson has contacted the Mowing Contractor directly for a quotation requesting it be considered at the October 2019 KPC meeting. 8.6 To note: Pathfinder flood prevention. Work has been completed, and Flood Wardens advise they are to purchase hydro sand bags with the balance of funds. 8.7 To note application submitted to Highways England for Roundabout Sponsorship A5 Kilsby renewal and this has been progressed we await news. Highways have also been progressed on the roundabout repair and we await a response. 8.8 To consider the following: a) Autumn weed of the village b) Cutting back of the wild flowers on the A5 roundabout. It is important that the flowers are cut in October and left on the ground. c) Cllr R Thompson suggests the Council should be prepared to spend up to £300 on the work RT 8.9 To note KPC awaits responses/quotations from three arboriculture surveyors in Northamptonshire for a full tree survey of Kilsby Parish Council owned trees. 8.10 Footpath FP3 A5 leading to Yelvertoft NCC have been informed of the 7ft fence blocking the footpath. Yelvertoft Parish Council have also been notified and plan to report the matter. NCC Rights of Way Officer has requested that the exact location of the fence is reported through fixmystreet and pinpointed on the definitive map so they can investigate. See Support information.

The above matter was discussed at the Junction 18 Liaison Forum’s meeting on 12th June 2019. The Forum comprises of national and local authorities and agencies, including representatives of the Northamptonshire parish councils of Barby, , Crick, Kilsby, Lilbourne, and Yelvertoft, and representatives of Urban & Civic . The Forum has been following the development of Houlton urban extension at Rugby, with considerable interest. These parish councils are particularly alert to the fact that a school for the Houlton area is planned, and understand that the admissions policy will be framed by Ashlawn as the intended school providers. These parish councils are also aware of the somewhat dated allegiance to county administrative boundaries when it comes to the education system identifying places for children. With the proximity of these Northamptonshire parishes being closer to Houlton than many parts of Warwickshire, it is asked that Ashlawn adopts a more geographically appropriate catchment-based approach that enables more children from these nearby areas to apply for places at Houlton and have a better chance of securing places (if they meet other admissions criteria). 7.2 Kilsby parent and toddler group

Hi Clare,

I'm writing to you on behalf of the Kilsby parent and toddler group. As I'm sure many already know Kilsby playtime plays a vital role in providing local parents and carer’s with somewhere to take their children and babies once a week to play and mix with other children. The group has been a lifeline for myself and my children. I've been attending for 3 years and without it I would have felt isolated. We've made some lifelong friends and now I've taken over I'd like to see it's secure for the year ahead.

We are run by volunteers and charge £2 per family to attend. However, with increasing hall hire costs and expenses including the necessary insurance, we are not always able to cover our costs. We are looking to update our craft box

5 so we can organise weekly activities with the children. We would greatly appreciate being considered for a grant so we could buy some paints, stampers, card, paper, glue etc.

7.5 West Northamptonshire Strategic Plan The local planning authorities in West Northamptonshire comprising of , Northampton Borough and South Northamptonshire Councils with support from Northamptonshire County Council, have agreed to prepare a new Strategic Plan for the area. The West Northamptonshire Strategic Plan (WNSP) will set out a spatial vision for the future of the area extended up to 2050. To consider a response from Kilsby Parish Council: https://westnorthantsplan.inconsult.uk The consultation runs until 11 October 2019 online questionnaire open to all.

From Chairman Councillor Fisher: Jenny proposes to submit the form as from KPC so would welcome input. Currently the responses are very much her views. However, there won't be much time to discuss next week so councillors should come on Tuesday with any suggestions for edits or email them through in advance. Also as advised to everyone before, Jenny has a hard copy of the "Issues Consultation" booklet which she is happy to provide to anyone who asks for it. It is available online too but the paper copy is easier to follow and will help understanding of the form. Jenny does not propose responses for the sustainability scoping form which is less practical.

8.4 Urban Meadow Urban Meadow Trial Report for Council meeting 1st October 2019 By Councillor Clive Thompson

On 17th September I held a meeting with the Kilsby Garden and Produce Association and a representative of the late member. This meeting established that the KGPA would actively assist with the creation of a trial area of wildflower planting and that the family would assist with funding up to a maximum of £300 in memory. (The family would also like to erect a plaque in memory but this does not form part of the Urban Meadow trial). It was also agreed that Malt Mill Green is a suitable location for the trial. Subsequent to the meeting, the KGPA provided the following information on the seeds which should be purchased: 1kg Cornfield Annual Wildflower seed = £49 1kg Hedgerow and lightshade wildflower seed = £131. KGPA have advised that the seeds should be sown in the autumn, ideally before the end of October, to allow them to germinate over the winter and flower in the summer. The grass in the affected area needs to be killed off and the ground lightly rotavated to expose the soil beneath. An area totalling roughly 330m² on Malt Mill Green and on the other side of the A361 has been identified and pegged out. Ground beneath mature trees will be unsuitable, and a strip roughly 1m wide around the extremity will continue to be mown. Council mowing contractor has been asked to provide a quotation to prepare the ground as above. The cost is expected to be approximately £420.* Seeds will be sown by volunteers, so the total cost of establishing the trial meadow is anticipated to be approximately £600.* *Pending quotation from mowing contractor
