AUTHORITY AND TERM OF REFERENCE

The work study on “Review of staff working as Trolleymen over Pune Division” is Crash work study approved by AGM for 2017-18 with No. WSCR/ENGG/PA/7/17-18. The term of reference for the given work-study is “Review of staff working as Trolleymen over Pune Division.”

METHODOLOGY

The work-study team has adopted the following technique to complete the study

 Collection of Data provided by engineering depots (P Way) in detail with reference to quantum of work load.  Discussion of details with coordinating officer / Supervisor / Staff.  Critical analysis of the data collected.  Making recommendations for need base staff in the present context.

CHAPTER 1 INTRODUCTION

Civil engineering department of Indian Railways manages and maintains all these infrastructures. The maintenance of track is a vital activity in the working of train in relation to safety & punctuality and it is duty of engineering department to up keep the standard of track using engineering parameters for the safe running of trains.

It is primary duty of SSE (P.Way) to ensure the maintenance of track for safe running of trains. For this purpose SSE (P.Way) needs to inspect the track under his jurisdiction, need to be inspected as per the schedule and as per the requirement. Inspection by SSE (P.Way) is done by two means, i.e. by foot or by trolley. Trolley has been provided to SSE (P.Way) of sections to facilitate them for inspection at long stretches of track in less time. Inspection by means of trolley is also done by officers of engineering department.

Pune Division has been divided into 11 sections, each sections is controlled by one SSE(P.Way) Incharge, who is responsible for maintenance, Safety and Inspection of track falling under his jurisdiction. Incharge SSE is assisted by other SSE(P.Way) and JE who look after the track maintenance activities within their jurisdictions. List of Sections of SSE(P.Way) of Pune Division is given as under:

To facilitate the better mobility for inspection of tracks extended over several kilometers, SSEs are provided with trolley/motor trolley. Trolley is a vehicle used for inspection on tracks. It is designed to push on track and it can be lifted bodily off the line by four men when ever required. A self-propelled trolley with a motor is known as a motor trolley.

Trolleys are manned by four men to push them on track. The official-in-charge of trolley/ motor trolley is responsible at all times for its safe working. All officers and inspectors of Engineering Department are permitted to use trolleys.

Note: Railway Board Vide BRE No 91/2012 dated 17.08.2012 has clubbed the categories of Trackman/Trolleymen/Gateman/Watchman/Keyman, forming a comprehensive cadre of Track Maintainer.

Equipment for Trolley/ Motor Trolley - Each trolley/ motor trolley/ lorry have the following equipment:

 Two hand signal lamps;  Two red and two green hand signal flags;  Detonators 12 nos;  A chain and a padlock;  A copy of the Working Time Table and all correction slips and appendices, if any, in force on that section of the railway over which the trolley, lorry or motor trolley is to run;  A motor horn and a search light (for motor trolley only);  Two banner flags and additional detonators (for lorry only); and  Such other articles as may be prescribed by the Railway Administration in this behalf.

Duty list of Trolleymen: Although there is no comprehensive duty list of trolleymen, during the discussion with officials of Engineering department work study team noted that apart from the Operating the trolley during the inspection trolleymen are also entrusted with following duties,

1. Inspection of track (i.e. Point and Crossings, Curve, LWR, Bridge, Drain & Civil Work) 2. Lookout man during inspection. 3. Accompanying Foot inspection in section with PWI. 4. Accompanying foot plate & Cab inspection in section with PWI. 5. Carrying inspection tool & kit for inspection of various parameters as per laid down schedule, along with all officers. 6. Helping in measurement of various parameters of track gauge cum level. 7. Up keeping of inspection tools and Equipment for Trolly/ Motor Trolly

Work Load : P Way Department of Pune division has been divided in 11 sections for decentralized management of Track Maintenance. Section wise work load of Trolleymen in terms of number of trolleys, days of trolley inspection and other activities has been detailed as under,

2.1 Talegaon Section: Section of SSE(P.Way)/Talegaon is from KM 131/0 to KM 167/680. The workload of Trolleymen in this section is given as under,

CHAPTER 3 Critical Analysis

Trolleymen are entrusted with two major activities viz., working of trolley and assisting the PWI.

Norms for number of trolleymen required to push the trolley in different types of sections are given in G&SR Para 15.18 (10). The para is reproduced hereunder,

G&SR 15.18 (10) MINIMUM NUMBER OF TROLLYMEN - (a) On a trolly – (i) When a trolly is run under block protection, it must be accompanied by not less than 4 trolleymen. (ii) When running without block protection, a trolly must be accompanied by 4 trolleymen on double or single line. On such part of the line where, on account of curves, cuttings or tunnels the view is obstructed, or on length where there are frequent train services, extra men must be taken from the gangs, for pushing the trolly. One or more of the regular trolleymen, who have passed the vision test, will be used for protecting the trolly in the rear on the double line, and on either side on single line. (iii) On electrified sections,5 trolleymen must accompany a trolly. (b) On a motor trolly - A motor trolly must, in all cases, be manned by not less than 4 able bodied trolleymen.

However, there are no norms for number of trolleymen to assist the PWI during the inspection. Work study team after discussion with various section supervisor have arrive to conclusion that two trolleymen are sufficient for assistance of PWI during his inspection.

Requirement of trolleymen on account of look outman was also highlighted by SSEs, however, work study team has noticed the provision of lookout man has already been done in calculation go gang strength through NCMTM formula.

Therefore, It can be concluded that 5 trolleymen (as per above para 15.18 10.a.iii) during trolley inspection and 2 trolleymen during foot inspection are sufficient against the requirement.

Since trolleymen are not required to work independently from in-charge of Sectional PWI, they are expected to get their weekly rest along with the weekly rest of their respective PWIs.

On the basis of above, work study team has calculated the requirement of trolleymen staff in table at next page,

It can be seen from the table above that the requirement of trolleymen staff in present scenario and against existing workload is 170 staff.

Railway Board wide BRE No 91/2012 dated 17.08.2012 has clubbed the categories of Trackman/Trolleymen/Gateman/Watchman/Keyman, forming a comprehensive cadre of Track Maintainer. This has resulted into effective utilization of staff due to creation of a bigger pool of staff within similar activities. Work study team has observed that at various depots the activities of trolleymen are being successfully carried out by proper utilization of staff from the merged cadre.

As mentioned above schedule of inspection should be maintained regularly and the record for the same may be kept properly.

Suggestion: Proper documentation of inspections with trolleymen by the various officials may be maintained.
