The term of reference for the given work-study is “Review of staff working as Trolleymen over Pune Division.” METHODOLOGY The work-study team has adopted the following technique to complete the study Collection of Data provided by engineering depots (P Way) in detail with reference to quantum of work load. Discussion of details with coordinating officer / Supervisor / Staff. Critical analysis of the data collected. Making recommendations for need base staff in the present context. 4 CHAPTER 1 INTRODUCTION Civil engineering department of Indian Railways manages and maintains all these infrastructures. The maintenance of track is a vital activity in the working of train in relation to safety & punctuality and it is duty of engineering department to up keep the standard of track using engineering parameters for the safe running of trains. It is primary duty of SSE (P.Way) to ensure the maintenance of track for safe running of trains. For this purpose SSE (P.Way) needs to inspect the track under his jurisdiction, need to be inspected as per the schedule and as per the requirement. Inspection by SSE (P.Way) is done by two means, i.e. by foot or by trolley. Trolley has been provided to SSE (P.Way) of sections to facilitate them for inspection at long stretches of track in less time. Inspection by means of trolley is also done by officers of engineering department. Pune Division has been divided into 11 sections, each sections is controlled by one SSE(P.Way) Incharge, who is responsible for maintenance, Safety and Inspection of track falling under his jurisdiction. Incharge SSE is assisted by other SSE(P.Way) and JE who look after the track maintenance activities within their jurisdictions. List of Sections of SSE(P.Way) of Pune Division is given as under: 1. TGN ( Talegaon ) 2. DEHR ( Dehu Road ) 3. PA(ML) ( Pune main line ) 4. PA(YD) ( Pune Yard ) 5. GPR ( Ghorpadi ) 6. URL ( Uruli ) 7. DD ( Daund ) 8. WTR ( Wather Road) 9. KRD ( Karad) 10. BVG( Bhilavdi) 11. MRJ ( Miraj ) To facilitate the better mobility for inspection of tracks extended over several kilometers, SSEs are provided with trolley/motor trolley. Trolley is a vehicle used for inspection on tracks. It is designed to push on track and it can be lifted bodily off the line by four men when ever required. A self-propelled trolley with a motor is known as a motor trolley. Trolleys are manned by four men to push them on track. The official-in-charge of trolley/ motor trolley is responsible at all times for its safe working. All officers and inspectors of Engineering Department are permitted to use trolleys. 5 CHAPTER 2 Existing Procedure 2.0. Organisational set up of Engineering department of Pune Division SR. Duty list of Trolleymen: Although there is no comprehensive duty list of trolleymen, during the discussion with officials of Engineering department work study team noted that apart from the Operating the trolley during the inspection trolleymen are also entrusted with following duties, 1. Inspection of track (i.e. Point and Crossings, Curve, LWR, Bridge, Drain & Civil Work) 2. Lookout man during inspection. 3. Accompanying Foot inspection in section with PWI. 4. Accompanying foot plate & Cab inspection in section with PWI. 5. Carrying inspection tool & kit for inspection of various parameters as per laid down schedule, along with all officers. 6. Helping in measurement of various parameters of track gauge cum level. 7. Up keeping of inspection tools and Equipment for Trolly/ Motor Trolly Work Load : P Way Department of Pune division has been divided in 11 sections for decentralized management of Track Maintenance. Section wise work load of Trolleymen in terms of number of trolleys, days of trolley inspection and other activities has been detailed as under, 2.1 Talegaon Section: Section of SSE(P.Way)/Talegaon is from KM 131/0 to KM 167/680.
