2009 Annual Report The RAIC quite simply provides the most appropriate vehicle to growing the insight and relevance of the architectural community.

I have had an opportunity to serve on both provincial and federal boards and I understand the fundamental difference between the two. As architects we need a national voice, and this does not come from the collective efforts of the provincial associations. Growing and advancing our profession is something that is most effectively and visibly achieved through a national body.

The RAIC is tireless in being the voice of both Canadian architects, and those aspiring to be part of this profession.

I am the 70th president to serve at the helm of our Institute since RAIC was formed now 103 years ago. That is a lot of history to follow and I am happy to look back on the year and see how much has been done. This report gives you all the details – I can only laud the efforts and cheer the accomplishments.

Becoming RAIC President has been the capstone of my long volunteer service and words fall short of expressing my gratitude to the numerous professional colleagues, Board members and the staff of RAIC who have assisted in making it possible and with such success.

As I quoted Gropius in Montreal when I took office it was “a point of fresh departure– not arrival”. And the year so far has been quite a journey.

To start I learned I would stay on for a little longer than expected as President, as the Board decided to change the Terms of Office for Directors to align them with the fiscal year which will allow coordination with the management and operations of the RAIC and avoid summer elections. The result is that I’ll be able to once again update readers in the next year’s Annual Report on the whole of activities for 2010.

2009 Annual Report My goals as I took office included concentrating efforts to advance recent successes in increasing the membership base through chapter development and other initiatives. Our growing membership shows that those efforts are paying off as we report more than 4,200 members – and that last year only 67 chose not to renew. That is a figure unprecedented in the last decade.

I have also been preoccupied with expanding RAIC’s policy of inclusiveness and encouraging more involvement of diversity to students, interns and women. And once again I can point to another of RAIC’s successes, this time in outreach and a close working relationship with the Architecture schools. Over 115 graduates and students have joined us through the year. Yes their memberships are free – but what an effective way to literally grow our future.

The draw to join is the products and programs of the RAIC. The evidence is outlined in this document.

Key is the work that was completed producing the Canadian Handbook of Practice for Architects Second Edition – a totally new CHOP, the original edition of which has become the bible of any architect’s office. Sales are steady and the updates it contains have been well received.

A new and pan-Canadian initiative for the RAIC is the Guide for Determining Appropriate Fees for the Services of an Architect. In 2009 a task force was struck to develop this document; and following its success, a second task force was established to create a plan to guide it into the hands of the owners and managers – the decision makers behind all new buildings. Their work continues and I am confident we will see their efforts pay off and more and more decision makers understanding the benefits of engaging architects at a reasonable and fair fee.

President’s Report Architecture Canada | Royal Architectural Institute of Canada 1 They are both the product of the leadership of RAIC Executive Director Jon Hobbs, FRAIC whose retirement at the end of this June will leave a big void in the organization. His passion for Architecture, commitment to and understanding of the Institute supported by his untiring dedicated service, define his legacy to the Institute and the Profession in Canada. Jon has earned the universal respect and admiration of the membership, Board members, co-workers and all others that he has worked with in Canada and Internationally. The process of recruiting a replacement began in late 2009 and is expected to be concluded by late spring.

The year also saw efforts to rebrand the Institute as Architecture Canada, encompassing all the things RAIC does for its members and the public. As you can see in the design of this report and many of our materials the migration to the new “look” has begun. The fruits of those labours will be rolled out throughout 2010 and I am certain next year Architecture Canada will be part of the profession’s lexicon.

Our continuing efforts on (1) concluding the agreement to set up the RAIC Centre of Architecture at the Athabasca University; (2) the 2030 Challenge; (3) harmonization of continuing education with the provincial associations; (4) Integration of Broadly Experienced Foreign Architects with assistance of Federal Government through Human Resources and Skills Development Canada and Citizenship and Immigration Canada; and (5) improving and developing working relationships internationally; are all generally on target.

As this will be my last Annual Report, I would like to outline some of the accomplishments we have made at the RAIC as well as some of the challenges I believe lie ahead for RAIC and for the profession.

In 1996 I was originally hired by the RAIC to develop a new Canadian Handbook of Practice for Architects as one of my main tasks. It actually took longer to develop a business case and get all of the provincial associations on board for this project than it took to create the Handbook itself. Several years later I was honoured to be able to edit the second edition of this unique and bilingual document that I believe has served the profession well.

In January 2001 I was selected to become RAIC Executive Director and what a journey it has been. I am proud to say that we now have more members than ever before – in 2001 we had just over 2,500 members and now we boast just over 4,200 members. In 2001, we had a slight deficit and now we have reserves which amount to nearly one-half of our annual administrative expenses (a goal for every not-for-profit). The RAIC has also advanced in both technology and office facilities. In 2001 we were able, in part with support from Teknion, to refurnish the very dated office furniture and provide state-of-the-art office furniture systems for every staff member. More importantly for our members we developed, and continue to develop, a web presence including new systems for electronic commerce. In fact, most members now renew online and purchase documents online. 2009 Annual Report

But most important of all, is the development of our human resources and the RAIC staff is indeed a great team. I believe their collective dedication and corporate history will help to weather any changes ahead.

The RAIC (soon-to-be known as Architecture Canada) is a 103-year-old institution, and it is blessed with an excellent foundation and a rich history. Nevertheless, we must face head on some of the challenges to come. Firstly, it is important to recognize that our members, just as with other professions, are rapidly aging and retiring; therefore institutional renewal is critical. We must communicate and serve younger architects and interns if we are to remain relevant. And that may mean changing the way we do business and adjusting some of our priorities.

Since I began here at the RAIC 14 years ago I have witnessed a general public who have become much more in tune with architecture and design; but on the contrary, the role of the architect in society and on building projects and in the construction sector seems to be diminishing. There are no clear answers on how to reverse this trend but advocacy of a different sort must be considered.

External relations have been strengthened in many ways. Working relations with all collateral architectural organizations, such as provincial and territorial associations of architects is at an all time high. Because we are such a small profession it is imperative that we work together, collaborate and avoid overlap. There is no room for big egos or power struggles. This effort to work together can never be overlooked.

Internationally we have also grown, and the RAIC is once again a member of the Union internationale des architectes (UIA) and we lead the way for the architecture profession in international relations and often we give a friendly push to our regulatory counterparts to conclude

In a global society and in a profession that is, I believe, more international than any other profession, we must tap into this strength but also we must be on guard to deliver member value.

Although the RAIC has been able to provide timely and relevant practice support to members, this is no longer as simple as in the past with the ever-present world wide web, building information modeling, and seemingly endless internet services and resources. The challenge will be to determine what relevant practice support we as a committee-driven, consensus-type association can provide to members who are very nimble and technologically savvy.

Finally, I must confess that this job has definitely been an enormous amount of work but it has also been a very great privilege, and I have been lucky to have met many, many great architects and seen many great buildings across Canada and around the world. I wish to thank all RAIC Members, the many Boards of Directors I have served, and my professional colleagues coast-to-coast-to-coast.

Governor General’s Medals in Architecture

In fall 2009, the RAIC issued a Call for Submissions for the Governor General’s Medals in Architecture. The Awards will be adjudicated in early 2010.

RAIC Gold Medal 2009 Annual Report

The RAIC Gold Medal is awarded in recognition of significant contribution to Canadian architecture, and is the highest honour the profession of architecture in Canada can bestow. It recognizes an individual whose personal work has demonstrated exceptional excellence in the design and practice of architecture; and/or, whose work related to architecture, has demonstrated exceptional excellence in research or education.

John Patkau, FRAIC and Patricia Patkau, FRAIC were the recipients of the 2009 Gold Medal.

In bestowing the award, the Gold Medal Selection Committee noted:

Report on RAIC Activities Architecture Canada | Royal Architectural Institute of Canada 8 Prix du XXe siècle

The Prix du XXe siècle recognizes the enduring excellence of nationally significant architecture, such as landmark buildings in the historical context of Canadian Architecture. The award can go to a building in Canada, designed by an architect from any country, or a building anywhere designed by a Canadian architect.

Due to the limited amount of entries in 2009, the Prix was not awarded.

National Urban Design Awards

Urban design plays an important role in maintaining and enhancing the quality of life in Canadian cities. In fall 2009, RAIC, the Canadian Institute of Planners (CIP), and the Canadian Society of Landscape Architects (CSLA) partnered together and issued a Call for Submissions for the National Urban Design Awards.

The Awards will be adjudicated in early 2010.

President’s Award in Architectural Journalism

This annual award recognizes a unique story, article or radio or television piece for its contribution 2009 Annual Report to the wide-spread dissemination of Architectural values and ideas. It is presented to the Publisher, Editor, Producers as well as the individual journalist of a given story for “excellence in the coverage of an Architectural issue or idea”.

In 2009, Christopher Hume of the Toronto Star was selected by the jury to receive this award.

2009 Festival of Architecture 2009 Annual Report

The 2009 Festival of Architecture and Forum was held in partnership with the Ordre des architectes du Québec (OAQ) and the Association of Architects in Private Practice of Québec (AAPPQ). More than 600 members of the profession came to celebrate the theme of the Festival, Vision and Commitment, with colleagues at the Hilton Bonaventure Hotel in Montreal. Delegates participated in courses, guided tours and attended many social functions that made up this year’s Festival of Architecture and Forum. It proved to be a great success and a very memorable few days.

A founding partner of Gehl Architects – Urban Quality Consultants and Professor (Retired) of Urban Design with the School of Architecture at the Royal Danish Academy of Fine Arts in Copenhagen, Jan Gehl, Hon. FRAIC presented his keynote address following the Fellows convocation ceremony at McGill University – Pavillon Leacock Building.

Bernardo Gómez-Pimienta, Hon. FRAIC, Dean of the School of Architecture at the Universidad Anahuac and a Chevalier of the Legion of Honor is based in Mexico but with a reputation that extends worldwide, Mr. Gómez-Pimienta presented his address at the RAIC Foundation Luncheon.

Once again in 2009, the RAIC provided several courses and workshops at the Festival of Architecture in Montreal.

The RAIC also offered two courses in the fall of 2009 in several cities across Canada.

Practice Support

The RAIC provides a wide range of practice support services to its members – this is achieved through the development and dissemination of contract documents and other practice tools and the development and delivery of professional development courses related to architectural practice.

Canadian Construction Documents Committee

The RAIC appoints three architects to serve on the Canadian Construction Documents Committee (CCDC).

In 2009, the CCDC completed a review of the two documents, CCDC 4 – Unit Price Contract and CCDC 21 – A Guide to Construction Insurance and the RAIC issued a letter endorsing the revisions.

2009 Annual Report The CCDC continues work on the Construction Management series of documents:

CCDC 5a – Construction Management Contract for Services, CCDC 5b – Construction Management Contract for Services and Work, and CCDC 17 – Stipulated Price Contract Between Owner and Trade Contractor for Construction Management Projects

The CCDC continues work on the CCDC 2 – Stipulated Price Contract to incorporate enabling language to accommodate the new provisions in RAIC Document Six regarding Alternate Dispute Resolution.

Practice Builder

In 2009, the RAIC started work on Practice Builder on the Transfer of Electronic Documents. This document, which will be available in 2010 and will be free to RAIC members, discusses copyright issues and makes recommendations for the procedures for transferring electronic files to clients, contractors and other building authorities.

Task Force to Promote the New Fee Guidelines

At the October 2009 Board meeting it was agreed to establish a Task force to promote the Guide to Determining Appropriate Fees for the Services of an Architect to owner and client groups was struck. Work began immediately and is ongoing.

Advocacy Magazine

Two issues of the RAIC’s advocacy publication, Architecture: A magazine for public and institutional administrators, promoted the profession of Architecture and quality design to the MASH sector – municipalities, academia, school boards and health care clients.

The winter/spring issue focussed on high performance schools and the summer/fall issue on health care architecture. Each was distributed to the administrators of public institutions responsible for decision making in that sector. A copy of each magazine was also sent to all RAIC members as an illustration of the Institute’s efforts on their behalf. The goal is to inform clients and 2009 Annual Report owners about the important role of architects and the importance of architectural design and quality in their sector.

Communications

Introducing Architecture Canada

2009 saw the beginning of efforts to rebrand RAIC as Architecture Canada.

Members need not worry about designations and they can continue to use MRAIC and FRAIC with pride. The legal name and corporate registration remains the Royal Architectural Institute of Canada. Licensed architects are encouraged to emphasize the many roles of the profession in society by using the title “Architect” too.

The new look will be rolled out throughout 2010.

Threaded throughout RAIC’s message is the basic tenet that Architecture matters… Copies of the Every Building Has an Architect postcard and an electronic version on the website continue to be available to members for distribution to media organizations. Members are encouraged to spread the word.

Canadian Architect

Canadian Architect serves as the Journal of Record for the RAIC. The RAIC newsletter insert Update/En Bref appeared quarterly in 2009 highlighting the activities of the RAIC to all architects in Canada.

Subscriptions to Canadian Architect are available to RAIC members residing in Canada at no cost.

The Bulletin – RAIC’s Electronic Newsletter

This electronic newsletter continued to be well received as a monthly e-mail to each RAIC member fostering a sense of community and keeping everyone informed of news related to the profession, the activities of the RAIC and the RAIC Board of Directors. 2009 Annual Report

Electronic notices

Electronic notices were sent throughout the year as needed to members reminding them of important events and deadlines.

Website

A new section of the Order Centre was created for the Canadian Handbook of Practice allowing copies to be purchased directly from RAIC.

Two new web sites were designed and added – one for the BC Chapter and the other for the annual Festival.

The Calendar of Events was revamped using the much more accessible Google calendar. During 2009 a thorough content review of the web site began and is expected to be completed in 2010.

In an effort to spread the RAIC’s message across many audiences, arrangements have been made which allow articles with RAIC editorial content as written by various members of the RAIC Board of Directors to be inserted into several professional trade journals.

The RAIC appeared monthly in the Daily Commercial News/Journal of Commerce, bi-monthly in Sustainable Architecture & Building (SABMag) and AWARD Magazine. Copies of the columns are highlighted each month in the electronic Bulletin.

Membership

As of December 31, 2009 the RAIC had 4,138 members.

The RAIC offered free membership to all 2008/09 graduates from an accredited professional degree program in Architecture in Canada. By December 31, 2009, 34 graduates had responded to the offer. The RAIC also offered free student associate membership to students in a Master of Architecture program – 81 students responded to the offer.

2009-2010 Membership Directory

For the fifth year, the RAIC published an annual membership directory through an arrangement with Naylor publications. This agreement allows the Naylor sales team to promote the RAIC and enables all costs to be recovered. In return, RAIC members receive a printed annual directory.

Roundtables with Provincial Associations

Once again the RAIC hosted a roundtable with representatives from all the provincial and territorial associations of architects along with representatives from the Canadian Architectural Certification Board (CACB) for day-long discussions on a wide range of national projects. The

The agenda included reports on the following projects:

• The RAIC Syllabus Renewal – to be called the RAIC Centre for Architecture at Athabasca University; • The ongoing work to complete the Broadly Experienced Foreign Architect (BEFA) process and the integration of internationally trained architects in Canada; • International relations and mutual recognition agreements.

Construction Industry Consultative Committee (CICC)

In February 2009, RAIC President Paule Boutin, FIRAC, David Simpson PP/FRAIC and Executive Director Jon Hobbs, FRAIC attending the annual CICC meeting – with the senior elected and staff officers of the other organizations that comprise CCDC, namely the Canadian Construction Association (CCA), the Association of Canadian Engineering Companies (ACEC) and Construction Specifications Canada (CSC). The CICC appointed members to the CCDC and continued discussions on alternate dispute resolution language which is to be incorporated into CCDC 2 – Stipulated Price Contract.

2009 Annual Report RAIC Centre for Architecture at Athabasca University – RAIC Syllabus Renewal

The Interim Program Advisory Council continues to work on program development and a transition plan with its institutional partner, Athabasca University, to offer the renewed Syllabus program. In 2009 the committee engaged Don Ardiel, MRAIC as a project manager for a contract involving numerous subject matter experts to develop eight technical courses. In addition, the Council engaged Dale Taylor, FRAIC to write a full course description and course syllabi for the new program.

The RAIC has strengthened its relationship with the Canada Council for the Arts (CCA). Now in addition to working with the CCA on the Governor General’s Medals in Architecture, the RAIC has signed a Memorandum of Understanding with CCA regarding the Venice Architecture Biennale. The RAIC, with funding from the CCA, has engaged a project manager, Helena Grdadolnik, MRAIC, to develop a framework and a plan for Canada’s ongoing participation in the Venice Architecture Biennale and to start fundraising for the 2010 exhibition and beyond.

Canadian Institute of Planners (CIP) and Canadian Society of Landscape Architects (CSLA)

A Memorandum of Understanding between RAIC, CSLA and CIP was executed outlining the partners’ responsibilities in promoting and administering the National Urban Design Awards Program.

Bonnie Maples, PP/FRAIC remains as a member of the UIA Joint Oversight Committee which reviews and monitors the development of an international system for continuing professional development.

UIA Sports and Leisure Group

It has been an active year for the UIA’s Sports and Leisure Group and Canadians have been central to the events. In recognition of the upcoming 2010 Olympic and Paralympic Winter Games, AIBC invited participation from the UIA’s Sports and Leisure Groupat their annual conference. Honourary President Geraint John was the Keynote Speaker for the conference and spoke to the topic “The Sustainable Stadium”. Other UIA conference presenters included President Ian McKenzie, RAIC representative Conrad Boychuk, MRAIC; Italy’s Alessando Zoppini and the Richmond Oval’s designer Robert James Johnston, MRAIC.

Europe hosted two UIA sports and Leisure group events: Copenhagen hosted Move2009 – a World Congress on Active Cities, from October 21 – 24 and included Boychuk’s presentation “Vancouver: A City in Tune with its Natural Assets”.

The IAKS Congress was held in Cologne from October 28-30. A major highlight of this congress is the Award for Exemplary Sports and Leisure Facilities and while there were no Canadian winners this year we

2009 Annual Report expect that to change with the next competition in 2011.

The RAIC sent a delegation to AIA Grassroots Leadership Conference in early February consisting of President Paule Boutin, FIRAC; First Vice President Randy Dhar, FRAIC; Second Vice President Stuart Howard, FRAIC; Metro Vancouver BC Chapter Chair; Wayne DeAngelis, MRAIC; Peter Gabor, MRAIC, OAA Advocacy Committee Chair; Ian Chodikoff, MRAIC, Canadian Architect; Chantal Charbonneau and RAIC Executive Director Jon Hobbs, FRAIC.

Architects Council of Europe

RAIC President Paule Boutin, FIRAC and RAIC Executive Director Jon Hobbs, FRAIC attended the Architects Council of Europe General Assembly in Helsinki, Finland. President Boutin reported, following an international relations committee meeting with representatives from CALA – the Canadian Architectural Licensing Authorities – that Canada is ready to resume negotiations towards a Mutual Recognition Agreement with ACE. The RAIC publication, Architecture Canada 2008 was distributed to all delegates.

Australian Institute of Architects

Paule Boutin, FIRAC travelled to Australia to accept an invitation from the Australian Institute President, Melinda Dodson, Hon. MRAIC to attend the national conference of the Australian Institute of Architects. 2009 Annual Report

The RAIC Foundation is supported entirely by bequests and voluntary donations and includes endowments that provide financial assistance for worthwhile projects that advance the understanding and awareness of architecture, both for the public and for the profession. In 2009 all donations received by the Foundation, totalling $26,935, were allocated to the Centennial Fund.

Centennial Fund

To celebrate the RAIC’s 100th anniversary a new endowment fund within the RAIC Foundation was created to provide deserving Interns or Intern Architects with an annual awards program for years to come. As of December 31, 2009, a total of $138,806 had been raised.

The RAIC Foundation Luncheon raffle ticket sales generated a total of approximately $6,000.

The Foundation’s mission is to develop programs to:

• ensure a vibrant place for architecture in Canadian society; • advance excellence in architecture; and, • promote the development of programs to support the architectural profession throughout 2009 Annual Report Canada.

The Foundation Trustees oversee the administration of, and act as the jury for, the RAIC Foundation Awards established by bequests from members of the Institute, in addition to the RAIC Foundation Award. The Trustees are:
