2026 Fifa World Cup Honorary Resolution By: Bender, Reich, Gordon, Fletcher, Cunningham, Ellison, Warsame, Goodman, Jenkins, Cano, Schroeder, A. Johnson, and Palmisano SUPPORTING THE CITY OF MINNEAPOLIS IN ITS EFFORTS TO BE SELECTED AS A HOST CITY FOR THE 2026 FIFA World Cup™. WHEREAS: The FIFA World Cup™ is the premier global soccer event that is watched by over 3.2 billion fans worldwide; and WHEREAS: It is the pinnacle event in soccer, the FIFA World Cup™ is a quadrennial multi-city festival where culture, diversity and sport are expressed by thousands of fans, athletes and community legacy and sustainability initiatives; and WHEREAS: The competition will be expanded in 2026, from 32 teams to 48 teams, each representing their own country, as well as an expanded format from 60 matches to a record 80 World Cup™ matches of which Minneapolis would host some of these important matches; and WHEREAS: The United Bid Committee representing North America (Canada, Mexico and the United States) is competing with the country of Morocco for the right to host the 2026 FIFA World Cup™; and WHEREAS: The City of Minneapolis offers ready-made, centrally-located and transit-accessible facilities for matches at U.S. Bank Stadium, the FIFA Fan Fest and other community celebration locations in the Downtown East Commons Park, Nicollet, River First district, as well as dining, entertainment, theater, and art galleries throughout the city; and WHEREAS: Minneapolis is a vibrant, creative, beautiful, sports-loving city that welcomes the talents of all individuals and athletes, and is ready to showcase itself as a premier destination for world- class sporting events to all FIFA World Cup™ participants and fans; and —NOW, THEREFORE, BE IT RESOLVED— That the Mayor and City Council do hereby support the City of Minneapolis being selected as a host city of the 2026 FIFA WORLD CUP™ in Minneapolis, Minnesota. Captive Audience Positions and Media-Conscious Performances in Berlin During the 1936 Summer Olympics and the 2006 FIFA World Cup SAMI KOLAMO University of Tampere, Finland JANI VUOLTEENAHO University of Helsinki, Finland With an eye to attracting global media attention, the ordinary cityscape is purposefully transformed into an out-of-the-ordinary eventscape during major sports occasions. Focusing on the production of captive audience positions and event-goers’ associated media-conscious performances, this article compares the implementation of event spaces in the totalitarian-propagandist context of the 1936 Berlin Olympics with the commercially branded 2006 FIFA World Cup in Germany. Apart from blatant dissimilarities in ideological-commercial motifs and emotionally charged forms of audiencehood between these urban spectacles, variable media-densified audience positions were carefully built into the design of both events. The key commonalities include the turning of urban public spaces into strictly controlled event enclaves, civic education aimed at image leveraging through ambassadorial conduct, and atmospheric intensification by enthusiastic audience-performers. We conclude that these measures to maximize positive media publicity continue to steer, in increasingly multimedial ways, the production of urban megaevents even in the digitalized present. Miller /1>11 Chief Legisl~{ Analyst Subject: FIFA WORLD CUI> On Novemberl9, 2009, Councilmember Parks was informed by the Los Angeles Memorial Coliseum (the "Coliseum") Commission that the USA bid to host the 2018 or 2022 Federation Internationale de Football Association (FIFA) World Cup was proceeding and, in order to be included as a potential Host City for the tournament, the City Council would have to approve the Host City Agreement, presented by FIFA, no later than the week of November 30, 2009. On November 20, 2009, a Motion (Parks/Lalsongc/Garceui) was introduced instructing this office to work with the Coliseum Commission and the City Attorney to evaluate the Host City Agreement and report back with an analysis of the implications of agreeing to participate as a Host City. The Motion was approved by the Council on November 24 with an instruction to report to your Committee on November 30. As explained below, the Ilost City Agreement that was presented to the City is non-negotiable. Unless the City approves the agreement as presented, it will not be considered as a Host City in the US bid for the 2018 or 2022 events. Through a case study approach, this dissertation uses critical discourse theory to analyze public campaigns, media events, and mediated controversies since the mid-2000s that sought to define the qualifications for cultural citizenship. Although in recent years an increasing number of publications have addressed Germany’s diverse and transnational population, examinations of processes and policies of integration have tended to focus either on the level of the government or on the level of everyday life.
