About Us Canadian Parents for French is a nationwide, research-informed, volunteer organization that represents 25,000 members across Canada and champions the opportunity to learn and use French for all those who call Canada home. Canadian Parents for French was founded in 1977 by parents who wanted to ensure that children would have the opportunity to become bilingual in the Canadian school system. 2019-2020 Originally a small group of concerned parents who met in Ottawa, Canadian Parents for French Annual Performance Report has evolved into a proactive National Network with 12 Branches and offices and over 140 Chapters in communities nationwide.

The work of Canadian Parents for French is structured around four pillars that represent the stakeholders involved in our work. 2 CANADIAN PARENTS FOR FRENCH | | 2019-2020 ANNUAL PERFORMANCE REPORT President's Message ne year ago the membership gathered (in person!) in Saskatoon for the President’s Reception, where we Ocelebrated 40 years of Canadian Parents for French (CPF) in Saskatchewan! The National level of CPF celebrated its 40th year in 2017. We were honoured to have many guests attend, including CPF National Board Directors Derrek Bentley, Vice-President, (who spoke during the evening) and Richard Slevinsky (who brought greetings at our Annual General Meeting the following day), Members of Parliament Kelly Block, Carlton Trail-Eagle Creek, SK., and Sheri Benson, Saskatoon West, SK., both of whom were invited to speak at the Reception. A prepared message from Deputy Premier and Minister of Education, the Honourable Gordon Wyant, was also read where he “… commended Canadian Parents for French on celebrating 40 years of furthering bi- and multilingualism in our Province and Country… the efforts of CPF-SK truly do help to bring a positive change to our communities… to broaden our linguistic opportunities… ”. It was a great evening.

This was another full and productive year at Canadian Parents for French - Saskatchewan (CPF-SK) as the Branch Board continued to build on training from the previous year around policy governance, and this year, an emphasis Nationally on the role of Branch Treasurer. At the CPF Leadership Networking Event in Gatineau QC, in October 2019, specific emphasis was given to training for the role of Treasurer; a position that often seems daunting yet does not require a financial professional. Training included a better understanding of reading budgets, financial terminology, audited financial statements, and learning to "ask the right questions". All Branch Board members are responsible for the overall financial oversight of the organization at the Provincial level, and the training continues to this ongoing work.

Another milestone anniversary to be highlighted in 2019 was the 50th anniversary of the Official Languages Act (OLA). CPF-SK had received fund- ing under the Enhancement of Official Languages Support Grant and, in partnership with the Regina Catholic School Division, had commissioned Saskatchewan playwright Émilie Dubois to create a play celebrating and championing French-language-learning.

The National Volunteer Registry has been up and running for some time, and although it saw some glitches in the early stages, changes have been made and it is now easier to navigate the registration process. National is asking that all volunteers complete the registration process as soon as possible.

COVID hit hard, and by the middle of March 2020, the Branch Office staff were working from home. Under the direction, guidance and leadership of Executive Director, Karen Pozniak, the transition flowed very smoothly. The Branch Office worked hard to make sure that quality CPF programming continued, as evidenced by two very successful events: Concours Virtuel, and the recently wrapped-up Virtual Fête du Soleil.

One of the responsibilities of the Branch Board is to address the media whenever the topic of French-language-learning grabs their attention! One such topic is, of course, how COVID is affecting and has affected programming, and more recently, our response to the return-to-school protocols. CPF-SK will continue to honour the ongoing Canadian Heritage funding and offer resources and programs online, and, as always, will take direc- tion from the Saskatchewan Health Authority with regards to health protocols moving forward.

The Board of Directors is always looking for individuals who are interested in the work of CPF-SK, and invite these volunteers to join the Board in its work. And, we are always sad to see a Director’s term come to an end. This year, Past-President Marie-Anne Corrigal (who also served as Treasur- er in 2019-2020) completed her final term. All the best in the future MAC!

Chapter Highlights

Lloydminster CPF-Lloydminster worked closely with the French immersion schools. With the elementary school, the chapter supported a French movie afternoon, and held a Fête du soleil summer camp, a French Cooking Night and a Halloween Franken-Teddy Activity. The chapter recognized the achievement of the graduating grade 12 French immersion students with certificates at graduation.

Meadow Lake CPF-Meadow Lake held a successful "Nuts for French" fundraiser which helped to support projects such as a Halloween Franken-Teddy Activity and a Year-End Party in the park to celebrate the end Canadian Parents of the school year. for French Prince Albert CPF-Prince Albert hosted two successful Mini Rendez-vous events for children in kindergarten to is proud to support grade 4 with one being Halloween-themed and the other one being Easter-themed. Stakeholder discussions took place at La Troupe du Jour, Le Relais (5 à 7), La Cité universitaire francophone, Francothon, and with Francophone community organizations. Street interviews (called VOX POPS) were also conducted at each stop.

One of the goals of the project was to create a documentary, selecting and featuring moments from La tournée Bonjour my friend! tour. This was splendidly done! Renowned Quebec screenwriter and director Jean-François Martel, with filmmaker/ cinematographer Jean-Marc Abela (also renowned in film circles), captured all the action during the tour and together with Guy Matte, the Executive Director of the Canadian Foundation for Cross-Cultural Dialogue, worked to edit all the footage and create a one-hour documentary.

The "red carpet" premiere of the film took place on September 9 at the Excentricité Pavilion, Collège La Cité in Ottawa. The film featured conversations, personal reflections, media interview highlights, and group interactions with passionate Canadians who shared heartfelt opinions about official bilingualism and the Official Languages Act. The documentary also captured, very beautifully, the landscape of this large and spectacular country we call home!

14 CANADIAN PARENTS FOR FRENCH | SASKATCHEWAN | 2019-2020 ANNUAL PERFORMANCE REPORT DECISION MAKERS Active Offer Symposium La Cité universitaire francophone at the University of Regina was the scene of the Colloque "Offre Active" Symposium. With more than 80 participants from all across Canada attending, the private event by invitation only, was a resounding success. The Colloque Offre Active Symposium was organized collaboratively by La Cité universitaire francophone and the Advisory Council for the Bilingual Option of the Saskatchewan Collaborative Bachelor of Science of Nursing Program/Conseil consultatif pour l’Option bilingue du Programme collaboratif en sciences infirmières de la Saskatchewan, of which CPF-SK is a member. Funding for the event was provided by Health Canada/Santé Canada, the University of Regina and Le Consortium national de formation en santé (CNFS).

The term "active offer" means to offer, in a proactive way, and at first point of contact with the patient, services in the patient's official language of choice. More specifically, it means that patients are enabled to express themselves and to be served in the official language they feel most comfortable. In healthcare, the "active offer" not only allows patients to communicate more easily and to be understood, but it also helps healthcare professionals to provide quality services that are safe, ethical and fair, especially for linguistic-minority communities.

The concept of "offre active" came into consciousness in 2008, with more targeted research about it starting in 2011. A poll was sent around to all universities, asking them if they knew what it was and, if they did, were students trained on how to do it. In 2012, the research showed that universities did not know about this practice. There was no training on initiating the offre active. In 2014-2015, a pilot project was started to provide training, knowing that it was key for the offre active to become part of the course curriculum. In 2015, the research group developed an online course to teach this, at no cost to the students. The offre active started in health care because of the obvious need.

The Colloque Offre Active Symposium in Regina was another step forward in building awareness and sharing information. Academics, researchers, health care advocates, policy advisors, and community organization leaders were simultaneously the students and the experts in the room. All spoke to the imperative need for health care services to be provided in the official language of a patient's choice. It is as simple as this: not being served in the language you understand best, impacts health outcomes for the client in a negative way.

With training and collective effort, offre active can be part of the healthcare assistance toolkit when providing services to clients. Furthermore, the active offer can easily be extended to other disciplines and service providers.

CANADIAN PARENTS FOR FRENCH | SASKATCHEWAN | 2019-2020 ANNUAL PERFORMANCE REPORT 17 ORGANIZATION President's Reception Celebrated 40th Anniversary

On Friday, August 9, Canadian Parents for French - Saskatchewan formally cele- brated its 40th anniversary by holding the President's Reception. More than 50 people gathered together for an evening of music, food and camaraderie.

During the short program, Janet Loseth, the incoming Branch Board President, welcomed the guests by saying, “It is my great pleasure to welcome all of you here this evening. We, at Canadian Parents for French - Saskatchewan, are immensely pleased to see so many people here. There are representatives from government attending; from our Francophone partners; there are former staff here, and current and former members."

With two members of the National Board of Directors in attendance, Derrek Bent- ley (Vice-President) and Richard Slevinsky (Director), the National level of the organization was well represented. Derrek Bentley brought greetings on behalf of Canadian Parents for French.

Because the Members of the Legislative Assembly for the Government of Saskatch- ewan were at a caucus retreat, no one could attend in person. However, the Honourable Gordon Wyant, Deputy Premier, Minister of Education and Member of the Legislative Assembly for Saskatoon Northwest, prepared a letter which Ms. Loseth read out to the crowd. In part, Minister Wyant's comments included: "The efforts of CPF - Saskatchewan truly do help to bring a positive change to our communities as we come together to broaden our linguistic opportunities. I would like to applaud you for your on-going and dedicated work in supporting the French language in our great province, and Canada as a whole. Best wishes for a fun and exciting event, and congratulations on 40 years of excellence."

Greetings were brought forward by Kelly Block, from the Conservative Party of Canada and Member of Parliament for Carlton Trail - Eagle Creek, and Sheri Benson, from Canada's New Democratic Party and Member of Parliament for Saskatoon West. Both spoke to the contributions made by CPF-SK and the role the organization played in fostering support for official bilingualism. Ms. Benson presented Ms. Loseth with a framed certificate commemorating the 40th anniversary.

Greetings were also brought forward by Denis Simard, the President of the Board of Directors of l’Assemblée communautaire fransaskoise.

With this year being the 50th anniversary of the Official Languages Act we have seen that across the country public opinion largely supports linguistic duality. 24 CANADIAN PARENTS FOR FRENCH | SASKATCHEWAN | 2019-2020 ANNUAL PERFORMANCE REPORT Looking Forward YOUTH With the future impact of COVID-19 still unknown, the development and provision of online and virtual resources will continue to be important in supporting French-Second-Language students, especially those learning from home.

PARENTS, MEMBERS & VOLUNTEERS  Emphasis will be placed on working with chapter volunteers to take advantage of the one year free membership in transitioning more members into becoming involved with Canadian Parents for French and be advocates for French-Second-Language Programs and the additional activities planned.

DECISION MAKERS  The work will continue with important and valued partners to provide information, support and opportunities to all those who want to learn and use French.

ORGANIZATION  With the National Policy review now completed, the priority will become the review of Branch Policy, as well as the creation of an action plan from the 2020-2025 Strategic Plan. Templates for both will be provided by CPF-National. Furthermore, the Branch Board of Directors is committed to recruiting more Directors onto the Branch Board.
