1. CHAIRPERSON'S STATEMENT

It is my pleasure as the third Chairperson of the District council of Pamplemousses to present the Annual Report Year 2016.

2016 was a productive year for the Council in the sense that we had embarked on several projects for the benefit of the residents of the District Council of Pamplemousses. I had the opportunity to meet with several stakeholders, customers and employees of the Council. These interactions made it clear that the Council is widely viewed as having a strong commitment with excellent opportunity for growth.

I firmly believe that we have a strong and growing foundation; despite the fact that we are totally dependent on the Government grant. We are proud if our successful track record of balancing the interest of our stakeholders including customers and employee and the communities in which we live and work.

I am proud to state that we have a strong foundation of integrity, trust and ethical behaviour in fulfilling our financial responsibilities of keeping our customers and our financial assets safe.

We have to face challenges and the coming year still be without challengers. We have achieved considerable experience by operating in difficult economic cycles since the creation of this Council and this will allow us to mitigate the impact of unexpected economic conditions. Management commitment is here to optimize our resources to allow us maintain our position while balancing customer expectations and the cost structure.

Despite headwinds, we expect to improve our commitments by optimizing our resources. The future is promising and I assure you that we will be more customers oriented by enhancing our leadership depth, deployment and diversity and better organized to seize our customers.

As a concluding note I would say that we have a strong foundation to continue to build from. We have a strong culture and a shared price in our programme. We have a successful history and I am confident that our strategy is sound. By executing our strategy used and making meaningful progress against our focus priorities, I strongly believe that we are on the right track to perform within the parameters of the law to achieve our expected performance objectives.

I seize this opportunity to thank the Administration for having prepared the Annual Report and also all the stakeholders including all the Councillors for their confidence and continued support. Together our future is exceedingly bright.

2. CHIEF EXECUTIVE'S STATEMENT

Section 42 of the Local Government Act 2011 requires a Local Authority to prepare and adopt an Annual Report every year on the activities of the authority during the preceding financial year ending on 30 June.

Therefore, I have the pleasure to submit the fourth Annual Report of the District Council of Pamplemousses for the half year ending 30 June 2016.

I seize the opportunity to thank the Chairperson, the Councillors and members of the staff for their unflinching support throughout the half year ending 30 June 2016. It is an undeniable fact that without the devotion, integrity and assiduity of the officers at all levels and the Councillors, the Council would not have been able to end half year ending 30 June 2016 on a good note.

Despite a difficult financial situation, the District Council has been able to end the financial year with a surplus of Rs 9 Million with a proper financial management and appropriate supervision at all levels.

My gratitude goes to the Chairperson of the District Council as well as the District Councillors and all members of the staff who stood side by side during difficult times, thus allowing the Council to fulfill its statutory duties.

3. PROFILE OF THE COUNCIL The District Council of Pamplemousses is headed by a Chairperson and a Vice Chairperson with 19 District Councillors. All the Village Councils are represented by one elected District Councillor except the Village Councils of Baie du Tombeau, Le Hochet and Triolet which have 2 District Councillors.

The District Council of Pamplemousses has 18 villages under its jurisdiction and each village has a Village Council which is headed by a Chairperson and a Vice Chairperson duly elected. According to the Local Government Act, the Chairperson and Vice Chairperson have a mandate of two years after which an election is held to elect a new Chairperson and Vice Chairperson.

A budget is allocated to each Village Council for the management of its affairs to wit - Section 51: (a) the organisation of sports, leisure and cultural activities; (b) the running of pre-primary schools and entrepreneurship courses; (c) the maintenance and improvement of libraries and computer facilities; (d) the maintenance of cremation grounds and any other public health amenities; and (e) the performance generally of any public works to promote the sanitation and cleanliness of the village and the well being of the inhabitants.

The District Council of Pamplemousses has its own statutory duties as all the other Local Authorities as provided in the Local Government Act 2011 and these are taken care by the under-mentioned departments:

COUNCIL MEETINGS The Council which is composed of the Chairperson, Vice Chairperson and District Councillors from the 18 Village Councils met regularly once monthly as specified under the Local Government Act 2011 under the chairmanship of the Chairperson. All policy matters, motions and questions were debated, passed and implemented.

PERMITS AND BUSINESS MONITORING COMMITTEE The Permits and Business Monitoring Committee which is chaired by the Chief Executive or his representative met on a weekly basis to determine applications for residential, commercial and excision/subdivision of lands and OPPs. All due dates were respected and permits issued in due time.

Furthermore, the Permits and Business Monitoring Committee also dealt with applications for obstructions of roads, organisation of occasional fairs together with the follow-up of all complaints registered at the Council as well as from other institutions such as the Ministries and the Ombudsman's Office, among others.

EXECUTIVE COMMITTEE The Executive Committee met on 25 occasions to approve the recommendations of the Permits and Business Monitoring Committee and those of the Procurement Committees regarding purchase of goods and services exceeding Rs 100,000/- .

During the period (1st January 2016 – 30th June 2016), the Executive Committee was comprised of:

AD-HOC COMMITTEES Ad-hoc Committees were held as and when required mainly to sort out issues pertaining to sports/social/cultural activities with a view to minimise waste of time at Council meetings. All preliminary/basic issues were dealt with at the level of the Ad-hoc Committees and recommendations were subsequently submitted to the Council for approval.

LOCAL DISASTER RISK REDUCTION MANAGEMENT COMMITTEE The Local Disaster Risk Reduction Management Committee met four times under the chairmanship of the Chairpersons of both the District Councils of Pamplemousses and Rivière du Rempart together with all the other stakeholders for holding of a table-tag simulation exercise or landslide and Tsunami/High Waves in the northern coastal villages.

Furthermore, 4 meetings were also held to review the processes in place for national disasters prior to the simulation exercise.

PROCUREMENT COMMITTEE The Procurement Committee which met on 52 occasions also took into consideration the reports from the Bid Evaluation Committee, the opening of bids, for analysing and reviewing of bid documents and approved all procurement of goods and services less than Rs100,000/-. Items exceeding Rs 100,000/- which have been recommended by the Bid Evaluation Committee in line with the provisions of the Public Procurement Act were referred to the Executive Committee for approval.

BID EVALUATION COMMITTEE Procurement of goods and services with technical specifications were referred to the Bid Evaluation Committee for a report. The Bid Evaluation Committee which is composed of a Chairperson and two assessors, met on an “as and when required” basis to evaluate bids. The recommendations were then forwarded to the Procurement Committee and ultimately to the Executive Committee for approval to be in line with the provisions of the Public Procurement Act and regulations.

MANAGEMENT COMMITTEE With a view to disseminate information, follow-up of actions and discussion on new projects together with maintaining discipline and order in the office, the Management Committee met at least once a month.

This meeting has proved to be successful as several difficult issues which were lagging behind were settled.

HEALTH AND SAFETY COMMITTEE The Health and Safety Committee met only on 3 occasions during period 1st January 2016 to 30th June 2016 to discuss issues relating to health and safety at work. Following the setting up of this committee, there has been a notable change in the culture of employees in risk avoidance. Trainings were also provided to employees by the Health and Safety Officer.

6. MAJOR ACHIEVEMENTS

The achievements of the Council for the period 1st January 2016 to 30th June 2016 are highlighted below based on the activities and functions of the respective departments.

6.1 ADMINISTRATION DEPARTMENT The Administration Department which is headed by the Chief Executive has the overall responsibility of exercising administrative and financial control on all departments. It has also the responsibility of coordinating the activities of the Council bearing in mind integrity, accountability and good corporate governance.

The responsibility to implement policy decisions taken by the Council rests solely with the Administration Department. The department is also responsible for monitoring the activities of the 18 Village Councils falling under the purview of the District Council of Pamplemousses.

Human Resource Section The Human Resource Section deals with all human resource functions such as HR Estimates, employees attendance, employee discipline, appointment/promotion, retirement of employees, performance management systems, working out confidential reports amongst others of the District Council employees.

It also liaises with other ministries as well as the Parent Ministry, i.e. the Ministry of Local Government and Outer Islands and the Unified Local Government Service Board to deal with matters pertaining to HR Estimates, assignment of duties to higher posts and change in posting for Officers' cadre amongst other requests from employees such as incremental credit or motor loan.

Furthermore, the HR Section liaises with the Local Government Service Commission to deal with matters pertaining to recruitment, filling of vacant posts, request for early retirement as well as disciplinary measures.

It also caters for the training needs of employees at different levels. The HR Section also has the responsibility to operate, manage and update the HRMIS system.

Training and Development

Training and development is a must for any organization to achieve competitiveness and enhance the skills and abilities as well as the overall performance of the workforce. Knowledgeable and well trained personnel would ultimately contribute towards productivity to attain organizational objectives.

However, due to limited budget, it has not been possible to cater for the training needs of every department. Some of our staff members had the opportunity to take advantage of trainings sponsored by the parent Ministry and other Ministries.

Internal Control Section

To ensure accountability, transparency and sound financial management system, the existence of the Internal Control Section is vital. This makes provisions for checks and balances in our payment system. The Internal Control Officer is answerable to the Chief Executive only. This Section is an independent one and been assigned to take responsibilities without fear or favour. An efficient and effective audit system reflects the vivid image of this Council.

1. With the split of Pamplemousses/Riviere du Rempart District Council, the Internal control system of this council was a weak one due to lack of staffs and internal procedures. Gradually efforts have been made to strengthen the internal procedures and more have still to be done in the future. 2. Any non compliance to the procedures by staffs may entail disciplinary actions. 3. Focus has been made on mileage claims by inspectors, new procedures and books have been designed for better control. 4. Minutes of Committees are now being submitted to Audit Section for approval of payments. 5. Regular site visits are effected to ensure employees are present on site of work. 6. Enhancement on contracts filing by Registry has been initiated upon critical analysis on same made by auditor. 7. The introduction of site Record Book and Return to Store Book have been implemented to ensure excess materials used on site are returned to store. 8. Assets inventory at the District Council and village councils are performed with the collaboration of Assistant Chief Executives. 9. Enforcement of internal controls on regular deposits of cemetery fees has been highlighted by the auditor.

IT Section

The Information Technology Section, being responsible for all IT related matters of the Council, continues to strive to provide an adequate IT environment conducive for all users to use IT equipment to carry out their day-to-day tasks. Besides, the section fully assumes its role of storing information, protecting information, processing the information, transmitting the information as necessary, and later retrieving information as necessary.

In this globalized world fuelled by the digitization revolution, the introduction of new web- based services is essential. The District Council of Pamplemousses is providing online services and needs to keep pace with the latest technological advents through investment in information technology as well as endowing its staff with the appropriate expertise through capacity building.

With the computerization of all activities at the District Council of Pamplemousses, the IT Section has to cater for matters pertaining to the introduction, development, deployment, maintenance and upgrading of Information Technology Infrastructures and is also called upon to play a vital role in advising the Council on the latest developments in the field.

Under the aegis of the Ministry of Local Government, this Council embarked on the implementation of a GPS/GIS system to monitor vehicles, to geo-reference BLP applications and assist in decision making to approve/reject Building and Land Use Permits, and managing assets of the Council.

The Total Income of the Council for the Financial Year January 2016 to June 2016 is Rs 126,462,913 out of which Rs 101,314,439 has been obtained from Government Grant from the Central Government to finance recurrent expenses.

6.3 LAND USE & PLANNING DEPARTMENT

The Land Use and Planning Department (LUPD) ensured that all developments were carried out in compliance with provisions of the Outline Planning Scheme and other legislations including the Local Government Act, the Town and Country Planning Act, the Planning and Development Act, the Building Control Act, amongst others.

In so doing, the department was responsible for processing the following: - (i) BLP 1 – Construction of buildings for Residential purpose. (ii) BLP 2 - Excision /Subdivision of land among Heirs. (iii) BLP 3 - Construction/Conversion of buildings for Commercial, Industrial/SE (Services, Commercial development by Small Enterprises/Sui Generis e.g. place of worship, scrap yard, petrol filling station, Multipurpose Hall, etc.) (iv) MOT (Permit for use of Engines/electric motors) (v) Outline Planning Permission (OPP).

Several complaints relating to illegal construction and development of land were attended to and non-compliances were prosecuted.

Furthermore, planning views/recommendations were submitted to the following Ministries: (i) Ministry of Housing and Lands (Morcellement Board) with respect to applications for Morcellement Permits (ii) Ministry of Agro Industry and Food Security with regard to applications for Land Conversion Permits. (iii) Ministry of Environment and Sustainable Development in connection with Environment Impact Assessment (EIA) Licences and Preliminary Environmental Report (PER) Approvals.

The department also attended appeal cases lodged before the Environment and Land Use Appeal Tribunal and other Courts of Law.

6.4 PUBLIC INFRASTRUCTURE DEPARTMENT

The Public Infrastructure Department is headed by the Head, Public Infrastructure Department who is a Civil Engineer and he is assisted in his duties by a Chief Inspector of Works and two Inspector of Works as well as a few skilled and non skilled workers.

The main responsibilities of the Public Infrastructure Department are:

 To effect regular maintenance of non-classified roads within the Council’s area.  Construction of new roads declared as public within the Council’s area.  Provision and maintenance of street lighting along Highways, classified and non classified roads as well as lighting of football grounds, volleyball pitches and other Council’s buildings.  Maintenance of District Council buildings including Village Halls, Sports Grounds and Complexes, Children Playgrounds, Multi-purpose Halls, Public Markets, Cemeteries among others.  Management and maintenance of Council’s fleet of vehicles.  Provision, fixing and maintenance of street and village name plates.  Construction and maintenance of drains along non-classified roads.  Supervision of civil engineering projects undertaken by in-house labour and contractors.  Processing of Building and Land Use Permits.  Construction and maintenance of Non Classified Roads.  Providing advice to the Council on engineering matters and the implementation and application of relevant legislations including the Roads Act, the Building Act and the Local Government Act.

List of Projects implemented during Year 2016

1. Construction of new roads and resurfacing works of approximately 3.2 km to a tune of Rs 6 M.

2. Maintenance of existing roads of about 800 m – cleaning, patching works and road marking.

3. Provision of about 850 tons of crusher run.

4. Approximately 2.2 km of new roads were declared public.

5. Repairs and maintenance of existing 4,000 street lanterns.

6. Fixing of 200 new lanterns in villages including in newly created morcellement and cemeteries for shabe barat.

7. Construction of 200 m of absorption drains to alleviate flooding problems within the villages.

8. Fixing of new Children Play Equipment on six sites.

9. Fencing of Children Play Equipment at six sites.

10. Construction of new office space at Council.

11. Lighting of football grounds at Ville Bague, Terre Rouge, Notre Dame, Long Mountain.

12. Fixing of aluminium openings at Le Hochet Village Council building.

13. Upgrading of Bois Marchand cremation ground.

14. Construction of office and toilet at Grande Rosalie.

15. Cleaning of drain and absorption drain in village council area.

16. Fixing of 100 new poles for lighting network.

6.5 PUBLIC HEALTH DEPARTMENT

REPORT FOR THE PERIOD JANUARY 2016 TO JUNE 2016

The Public Health Department has an important role to play in the promotion of public health by the maintenance of a healthy environment and by providing certain protection against diseases. The responsibilities, as outlined under section 50(2) of the Local Government Act 2011, of the health department are as follows:  Providing scavenging services and cleansing of roads and public places.  Cleansing of watercourses, drains and canals.  Dealing with problems of wastelands.  Issue of trade fee for commercial, industrial, professional and other related activities.  Provision and regulation of public markets and fairs.  Management and maintenance of cemeteries and crematoria.  Maintenance of traffic centers and public toilets.  Attending complaints from public and taking appropriate legal action, etc.

A. Scavenging Service One of the main statutory duties is to provide scavenging service which contributes enormously in the promotion of good health and sound environment (section 59 and 60 of LGA 2011). The District Council provides a weekly refuse collection in-house service in 13 villages and services of private contractors are hired in 3 villages (Triolet, Baie du Tombeau and Le Hochet). Furthermore, 2 coastal villages, namely Pointe aux Piments and Trou aux Biches, are under the direct supervision of the Ministry of Local Government. Waste which are collected are either disposed at the transfer stations of Poudre d’Or village or at Roche Bois. The logistics are as follows:

B. Cleaning of Wastelands It is council’s policy to carry out frequent surveys of all wastelands found within the limits of its area and to take appropriate action against the identified owners. Unfortunately, Council does not have a cadastral database for owners of land. This explains the large number of wastelands of about 1000 in residential agglomeration.

About 112 wastelands were cleaned within our jurisdiction for the period January 2016 to June 2016.

C. Herbicide spraying Spraying of herbicide was effected along all public roads (except classified roads) in the following villages: Morc. St. Andre, Congomah, Long Mountain, Plaine des Papayes, Notre Dame, Ville Bague, Terre Rouge, Arsenal and Pamplemousses. It would be worth noting that there are only two Herbicides Sprayers to serve the inhabitants within our jurisdiction.

D. Lopping of branches Lopping of branches was effected in all public roads except classified roads of the following villages: Creve Coeur, Plaine des Papayes, Ville Bague, Terre Rouge, Arsenal, Calebasses, Long Mountain.

E. Cleaning of rivers, canals and drains 26,895 metres of drains, canals, rivulets and rivers were cleaned with in-house labour and outsourcing services.

F. Trade Fee The issue of trade fee (section 122(2) of LGA 2011) is another function of the Public Health Department. There are presently 14,517 economic operators in our jurisdiction. 319 new trade fees issued for the period January 2016 to June 2016 amounting to Rs 813,250 was collected from the economic operators.

G. Market and Fairs Several squads have been organised for the control of illegal hawkers at Triolet Market, Pamplemousses market & SSRN Traffic Centre and the operations were successful.

I. Other issues

1. Wastes were removed from illegal dumps at Canton Nancy, Pamplemousses, and Royal Road, Notre Dame near Bhaget Lane which constitute an eyeshore. The cleaning work was carried out in context of Embellishment and Greening Mauritius.

2. Rodent Control The following activities were also carried out in the context of Rodent Control:

 Sensitisation campaigns were carried out in order to reduce proliferation of rodents and mosquitoes by distribution of flyers.  Placement of baits and monitoring  Lopping of branches  Cleaning of wastelands

3. Clean-up campaigns including bulky waste collection campaigns in the context of World Environment Day were carried out in the month of June 2017. The details are as follows:

6.6 WELFARE DEPARTMENT

The Welfare Department is one of the main departments of the Council and it comprises of Principal Welfare Officer, Welfare Officers, Handy Workers, Groundsmen and one Pre- Primary school teachers at Calebasses.

The Department operates with a community and voluntary approach, in close collaboration with the other departments of the District Council.

The Welfare Department functions to ensure that efficient services and facilities are made accessible to all villagers of the District, to promote socio- economic, cultural and environmental wellbeing of the local community, to enhance welfare of the vulnerable groups and improve quality of life.

In spite of the very limited personnel, the Welfare Department spare no effort to organise the below listed sports, social and cultural activities:

1. 181st Celebration of Abolition of Slavery A wreath laying ceremony was organised by the Council to commemorate the 181st anniversary of the abolition of slavery on 1st February 2016 at Pamplemousses as from 09.00 hrs at Bassin des Esclaves – CAB Office and 09.30 hrs at Marché des Esclaves – Premises of District Council of Pamplemousses.

2. Reception in Honour of HSC Laureates 2015

The Council organised an annual reception to honour HSC Laureates of 2015 where the five laureates were compensated with a bouquet, a crystal shield and cheque of Rs. 5,000 each. The function was scheduled on Friday 25 March 2016 as from 13.00 hrs at the Rabindranath Tagore Institute, Ilot, consisting of some 200 persons, amidst eminent personalities of the constituencies.

3. Independence Day Celebration

The District Council of Pamplemousses & Village Council of Congomah in collaboration with the Ministry of Arts & Culture hosted a Cultural Programme in the context of 48th Anniversary of Independence Day on Sunday 24 April 2016 as from 13.00 hrs near Congomah Volleyball pitch. Several eminent personalities including some 300 persons graced this function.

4. Operation of LPG (Fired Human Crematorium Furnace) incinerator at Bois Marchand, Terre Rouge

In order to mark the operation of the incinerator, the District Council of Pamplemousses organised a religious Ceremony on Wednesday 29th June 2016 and in this connection an inaugural plate was unveiled by the Honourable Soodesh Satkam Callichurn, Minister of Labour, Industrial Relations, Employment and Training in the presence of other eminent personalities of the region and some 50 guests were invited.

5. Music day Celebration

The District Council of Pamplemousses organised a cultural programme at Swan Football Ground, Baie du Tombeau, on Sunday 26 June 2016 from 14.00 hrs to 18.00 hrs to celebrate music day.

7. INTERNATIONAL RELATIONS

Twinning Programme with Grand Anse Praslin, Seychelles

Sister relationship has been established with the Council of Grand Anse Praslin of Seychelles and the twinning protocol was signed on 21 October 2014 at Jalsa Beach Hotel, Poste La Fayette.

The Council is still awaiting an invitation from the Council of Grand Anse Praslin for the signature of the return twinning protocol.
