2021 ALL THAILAND GOLF TOUR SPECIAL QUALIFYING SCHOOL

Closing Date for Applications 21 December 2020 (4:00 PM, Thailand time)

Due to the Coronavirus outbreak 2019 (COVID-19), the All Thailand Golf Tour has extended all 2020 eligible members' tournament exemptions to exercise their exemptions in the 2021 season. As a result of this decision, the regular annual Q-School for the year 2021 was dismissed.

However, the All Thailand Golf Tour is also responsible for the development of golf. The All Thailand Golf Tour has therefore ascertained that players should also have continuity in competition. Thus we concluded that the Special Q-School was necessary to provide a few possibilities for players that without this Special Q- School, would be underdeveloped without any Membership Exemption Categories opportunities at all for the 2021 season. This Special Q-School will provide limited space to include players with no Member Exemption Categories or those with Member Exemption Categories but want to improve their Exemption Categories.

Those that participate in this Special Q-School will be eligible to apply to compete in the All Thailand Golf Tour in 2021. Players who score the best, up to 5 people, in the competition will be eligible to be a member of All Thailand Golf Tour Membership Exemption Category 15. Subsequent players will be eligible to be members of the All Thailand Golf Tour under the Membership Exemption Category 23. The Membership Exemption Categories 15 and 23 are appended after the last member of the 2020 membership, in the respective categories (details of all membership types are in Appendix 1).

The ATGT expects a very competitive Special Q-School that will run in the followings;

I. QUALIFYING SCHOOL FORMAT

The 2021 ATGT Special Q-School is only a one stage with 72-hole stroke play format. The field will be limited to 156 players. Players will compete for 72 holes, and the players with the best scores, no more than 5, will be eligible for the 2021 Membership Exemption Category 15. The 2021 Special Q-School Membership Exemption Categories 15 will be appended after the last member of the 2020 Membership Exemption Categories 15.

Players in the next ordered ranking will be eligible for the 2021 Membership Exemption Categories 23. The 2021 Special Q-School Membership Exemption Categories 23 will be appended after the last member of the 2020 Membership Exemption Categories 23.

If the number of players is less than 50 people, the number of people who will qualify for Membership Exemption Category 15 will be 10 percent of the total number of players.

Players with tied scorecard will be decided by Scorecard Count-Back. All tied scores shall be ranked by a Scorecard Count-Back as follows: The best aggregate score on the last (a) 36 holes, (b) 18 holes, (c) 9 holes, (d) 6 holes, and (e) 3 holes. In case that there is still a tie, scores from the 18th hole of the final round shall be counted backwards until a winner is found.

If the Special Q-School Tournament is unable to finish 72 holes due to unfavorable weather conditions or reasons that are beyond the ATGT’s control, results may be announced at the discretion of the Tournament Committee.

II. NEW MEMBER SEMINAR

New member seminar attendance is MANDATORY to 2021 ATGT Special Q-School applicants who will earn the Membership Exemption Category 15. This COMPULSORY ATTENDANCE REQUIREMENT applies to only new members who have not attended any new member seminar before. Rules and regulations, commitment protocols, membership information, etc., will be discussed. Please plan a proper departure schedule accordingly.

MANDATORY SEMINAR: Sunday 8 January 2021; 2:00 PM – 4:00 PM (Thailand time) after the competition finished.

Note: All Thailand Golf Tour reserves the right to change the starting time and period of the seminar sessions for new members at the tournament committee's discretion

III. ELIGIBILITY FOR APPLICANTS

All males who meet the below conditions are eligible to enter the Special Q-School:

(A) Applicants who are 13 years of age or older, provided the applicant turns 14 on or before Monday of the Tournament week of any of the ATGT’s tournament in the 2021 season or according to the discretion of the Tournament Committee.

(B) All professional including Thai and international players.

(C) All amateur including Thai and international players with a maximum handicap of 5 under a recognized handicapping scheme.

NOTICE TO AMATEURS: It is not in itself a breach of the Rules of Amateur Status for an amateur golfer under the jurisdiction of R & A Rules Ltd to file an entry for and play in the Special Q-School by completing the appropriate forms available on site at the venue.

However, if an amateur participates in the Special Q-School for the first time as a professional and is unsuccessful, he may wish to apply for reinstatement as an amateur. Such an application for reinstatement may receive sympathetic consideration by the governing body of amateur golfers in such golfer’s home country, and the amateur may be reinstated three months after the infringement of the Rules, provided participation in the Special Q-School is the amateur’s only breach of the Rules of Amateur Status (Decision 9-2b/3).

IV. APPLICATION PROCESS

 An application is not considered accepted unless the applicant receives a confirmation of acceptance via email. It is the applicant’s responsibility to verify his status of his application.

 An application is only accepted via email. No other method of application submission shall be considered.

 Once an application is accepted, applicants will receive a confirmation of acceptance via email.

 Applicants shall be allocated spots on a “first come, first serve” basis and subject to availability.

V. APPLICATION CLOSING DATE

Applications acceptance shall be closed on 21 December 2020 (4:00 PM, Thailand time).

VI. WITHDRAWALS

All withdrawals must be notified with written documentation to the ATGT.

(A) If an applicant withdraws prior to the closing date, he shall be refunded Baht 13,500.

(B) If an applicant withdraws after the closing date due to medical reasons, he shall be refunded Baht 12,000, subject to receipt of a proper medical certificate.

(C) If an applicant withdraws after the closing date, he shall be refunded Baht 7,500.

(D) If an applicant is absent on the tee without prior notification, no refund shall be given, and he may face disciplinary action subject to circumstances.

(E) Once an applicant has teed off, no refund of application fee shall be made.

VII. CANCELLATION OF THE SPECIAL Q-SCHOOL

All Thailand Golf Tour reserves the right to cancel the Special Q-School if there is an announcement from the government or relevant authorities to suspend sports events due to the Coronavirus 2019 (COVID- 19) outbreak or any other situation that causes the All Thailand Golf Tour to be unable to organize the tournament. In these circumstances, the applicant will be refunded the application fee in full.

VIII. GENERAL POLICIES

(A) The ATGT reserves the right to change or amend the above format, conditions, schedule of play, and also to reject application forms at any time. Conduct unbecoming of a professional or non-competitive performance records can be a basis for the rejection of applications.

(B) The undersigned hereby applies to enter the 2021 ATGT Special Q-School only. Although membership in the ATGT is based principally on this competition, the ATGT reserves the right to enforce other reasonable criteria (including, but not limited to, character, conduct, financial responsibility, etc.) to all applicants for membership. The ATGT, in its sole discretion, shall determine whether to accept any membership application without assigning any reason for its decision.

(C) Insurances: It is the personal responsibility of every applicant to have a valid Personal Accident insurance policy covering death and permanent disability caused by accidents. Every applicant is further advised to also obtain Personal Liability insurance covering any negligent liability to any third party or claim that may arise from his participation in any tournament or competition in a minimum amount of Baht 1 million.

(D) Indemnification: The applicant undertakes to indemnify and hold harmless the ATGT from and against all liabilities, claims, costs, expenses, damages and losses caused by any breach of rules, negligence, willful misconduct or unlawful act by the applicant.

(E) Exclusion of Liability: The applicant understands the risks inherent in playing golf and agrees that he shall not hold the ATGT liable for any death, bodily injuries or property damage that may be suffered by him during participation in the Special Q-School.

IX. SPECIFICATION OF CLUBS AND THE BALL

(a) List of Conforming Driver Heads. Model Local Rule G-1 is in effect. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification.

(b) Groove and Punch Mark Specifications. Model Local Rule G-2 is in effect. Penalty for making a stroke with a club in breach of this Local Rule: Disqualification.

(c) Conforming Balls List. Model Local Rule G-3 is in effect. Penalty for breach of this Local Rule: Disqualification.

(d) The One Ball Rule. Model Local Rule G-4 is in effect. Penalty for making a stroke at a ball in breach of this Local Rule: General Penalty for each hole during which the player is in breach.

(e) Replacement of Club that is Broken or Significantly Damaged Model Local Rule G-9 (Effective Beginning April 9, 2019) “Rule 4.1b(3) is modified in this way: If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4). When replacing a club, the player must immediately take the broken or significantly damaged club out of play, using the procedure in Rule 4.1c (1). For the purposes of this Local Rule:

A club is “broken or significantly damaged” when:

 the shaft breaks into pieces, splinters or is bent (but not when the shaft is only dented)

 the club face impact area is visibly deformed (but not when the club face is only scratched)

 the clubhead is visibly and significantly deformed

 the clubhead is detached or loose from the shaft, or

 the grip is loose.

Exception: A club face or clubhead is not “broken or significantly damaged” solely because it is cracked. Penalty for Breach of Local Rule – See Rule 4.1b.”

X. SPECIAL QUALIFYING SCHOOL NOTES

(A) Conduct Unbecoming of a Professional: Applicants must conduct themselves in a professional manner.

(B) Personal Appearance: Applicants must, at all times, present a neat appearance in both clothing and personal grooming, as determined by the ATGT, while carrying out his duties as a professional at a golf course or at a tournament function.

(C) An applicant cannot wear denim-type jeans and t-shirts, for any practice round or tournament rounds. In addition, an applicant must, at all times, adhere to golf club dress codes and clubhouse policies in effect.

(D) Media Profile Form: This should be completed in full by all applicants competing in the 2021 ATGT Special Q-School.

2021 ATGT Member Exemption Categories

Categories Details 1 Top two hundred (200) of the Official World Golf Ranking as of the tournament application closing date. 2 The winner of any 2019 and 2020 Order of Merit based on accumulated performances on PGA Tour, European Tour, Japan Tour, PGA Tour of Australasia, and 3 (a) The winner of the ATGT’s Order of Merit shall be able to compete in any tournament for five (5) years after the season when the golfer won this title (“5‐Year Exemption”).
