House Concurrent Resolution No. 23 FIRST REGULAR SESSION House Concurrent Resolution No. 23 101ST GENERAL ASSEMBLY INTRODUCED BY REPRESENTATIVE SCHROER. 2047H.01I DANA RADEMAN MILLER, Chief Clerk WHEREAS, House Speaker Nancy Pelosi indicated that the 2016 election for President 2 of the United States was illegitimate by stating, "Our election was hijacked. There is no 3 question" in her Twitter comments to the nation; and 4 5 WHEREAS, House Speaker Nancy Pelosi has indicated on numerous occasions that 6 President Donald J. Trump and members of his family likely colluded with Russia to influence 7 the 2016 election; and 8 9 WHEREAS, in January 2017, Senator Tim Kaine appeared on MCNBC's "Morning Joe" 10 where he stated, "What we've got to do is fight in Congress, fight in the courts, fight in the 11 streets, fight online, fight at the ballot box, and now there's the momentum to be able to do this"; 12 and 13 14 WHEREAS, House Speaker Nancy Pelosi stated in 2017 that violent protest is a 15 "beautiful sight to behold" when speaking of the seizure of the Hong Kong legislature by 16 protestors; and 17 18 WHEREAS, in May 2019, Representative Maxine Waters told a crowd that "thinking 19 about [Muhammad] Ali, even though I've never met him, and with this kind of inspiration I will 20 go and take Trump out tonight"; and 21 22 WHEREAS, House Speaker Nancy Pelosi, on June 14, 2018, stated "I just don't know 23 why there aren't uprisings all over the country" to bolster her immigration policy debate with the 24 Trump administration; and HCR 23 2 25 26 WHEREAS, in July 2018, Senator Cory Booker demanded a crowd of supporters "go 27 to the Hill today… Please, get up in the face of some congress people"; and 28 29 WHEREAS, on November 17, 2018, Senator Richard Blumenthal told MSNBC host 30 Chris Hayes "the evidence is pretty clear that there was collusion between the Trump campaign 31 and the Russians"; and 32 33 WHEREAS, on January 14, 2020, Nancy Pelosi spread further debunked conspiracy 34 theories and discord by tweeting: "American elections should be decided by the American 35 people, not by the Russian Government. Retweet if you agree"; and 36 37 WHEREAS, House Speaker Nancy Pelosi, on June 23, 2020, spoke about Republican 38 legislators by claiming "so far they were trying to get away with murder, actually—the murder 39 of George Floyd"; and 40 41 WHEREAS, in June 2020, then-Senator Kamala Harris stated on the Stephen Colbert 42 Show that the protests and riots seen across the country, "they're not gonna stop. They're not 43 gonna stop, and this is a movement, I'm telling you"; and 44 45 WHEREAS, House Speaker Nancy Pelosi was rebuked by Attorney General William 46 Barr for endangering FBI agents with her comparison of federal officers defending federal 47 buildings in Portland, Oregon, to "stormtroopers" in July 2020; and 48 49 WHEREAS, in August 2020, Representative Ayanna Pressley stated, on MSNBC's 50 "Morning Joe" that, "you know, there needs to be unrest in the streets for as long as there's unrest 51 in our lives"; and 52 HCR 23 3 53 WHEREAS, Senate Majority Leader Chuck Schumer has referred to the Senate as a 54 "kangaroo court" whose impeachment votes are illegitimate; and 55 56 WHEREAS, Senate Majority Leader Chuck Schumer has issued threats against 57 individual justices of the Supreme Court of the United States in such a virulent manner that on 58 March 5, 2020, Chief Justice John Roberts released a statement that said, "threatening statements 59 of this sort from the highest levels of government are not only inappropriate, they are dangerous. 60 All Members of the Court will continue to do their job, without fear or favor, from whatever 61 quarter"; and 62 63 WHEREAS, Democratic Party leadership in Congress does not censure or otherwise 64 discipline its caucus members for advocating the harassment of supporters of President Donald 65 J. Trump, including an instance where Representative Maxine Waters stated to the press that: 66 "If you see anybody from that Cabinet in a restaurant, in a department store, at a gasoline station, 67 you get out and you create a crowd. And you push back on them. And you tell them they're not 68 welcome anymore, anywhere"; and 69 70 WHEREAS, these actions are clear and convincing evidence of a long-term pattern of 71 disrespect for the rule of law and disdain for the democratic process; and 72 73 WHEREAS, these statements by Democrats in Congress have been unchecked by 74 Democrat leadership, allowing conspiracy theories of Russian interference, Russian collusion, 75 and an "illegitimate" presidential election to grow, leading to a probe into these debunked 76 theories that cost taxpayers millions of dollars: 77 78 NOW THEREFORE BE IT RESOLVED that the members of the House of 79 Representatives of the One Hundred First General Assembly, First Regular Session, the Senate 80 concurring therein, hereby call for House Speaker Nancy Pelosi and Senate Majority Leader 81 Chuck Schumer to immediately resign their respective positions in the Congress of the United 82 States; and 83 HCR 23 4 84 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 85 Representatives be instructed to prepare a properly inscribed copy of this resolution for House 86 Speaker Pelosi, Senate Majority Leader Schumer, and the members of the Missouri 87 Congressional delegation. Campbell ew observers of American politics deny that in recent Fyears religion has come to play an increasingly important role in the nation’s elections, especially the presidential election. To some, per- haps many, religion may appear to be a new factor in national politics. But today’s focus on religion is really just a variation on what has been a common theme throughout U.S. history. In 1800, Thomas Jefferson had to deal with accusations that he was an atheist; in the late 1800s, William Jennings Bryan invoked biblical themes to support economic policy; in 1928, Al Smith faced anti-Catholic mobs on the campaign trail; in 1960, John F. Kennedy too had to forestall anti-Catholic sentiment that, while muted when compared with what Smith faced in 1928, lingered nonetheless. Religion, then, has long been a feature in national elections. Yet that does not mean that the religious cleavages of the past correspond to those of the pres- ent. Rather, the last thirty years have seen a re-sorting of the parties’ electoral coalitions along religious lines. No longer are Democrats and Republicans divided along the old lines, defined by whether they are Catholic or Protestant. Instead of religious denomination, the parties are divided by religious devo- tional style—that is, a way of being religious. People who are more devout— regardless of denomination—are more likely to favor the GOP. Obviously, such a statement is a generalization.

Stephen Bannon, the President’s top strategist, told Mayer, “The Mercers laid the groundwork for the Trump revolution. Irrefutably, when you look at donors during the past four years, they have had the single biggest impact of anybody.” In the 2016 campaign, Mercer gave $22.5 million in disclosed donations to Republican candidates and to political-action committees. He also funded a rash of political projects and operatives. His influence was visible last month, in North Charleston, South Carolina, when Trump conferred privately with Patrick Caddell, a pollster who has worked for Mercer. Following their discussion, Trump issued a tweet calling the news media “the enemy of the American people.” Mayer writes, “The President is known for tweeting impulsively, but in this case his words weren’t spontaneous: they clearly echoed the thinking of Caddell, Bannon, and Mercer.” In 2012, Caddell had given a speech in which he called the media “the enemy of the American people.” That declaration was promoted by Breitbart News, a platform for the pro-Trump “alt-right,” of which Bannon was the executive chairman, before joining the Trump Administration. One of the main stake- holders in Breitbart News is Mercer.

Devine Assistant Professor of Political Science University of Dayton [email protected] ABSTRACT: Hillary Clinton’s failure to visit the key battleground state of Wisconsin in 2016 has become a popular metaphor for the alleged strategic inadequacies of her presidential campaign. Critics who cite this fact, however, make two important assumptions: that campaign visits are effective, in general, and that they were effective for Clinton in 2016. I test these assumptions using an original database of presidential and vice presidential campaign visits in 2016. Specifically, I regress party vote share on each candidate’s number of campaign visits, at the county level, first for all counties located within battleground states, and then for counties located within each of six key battleground states: Florida, North Carolina, Ohio, Pennsylvania, Michigan, and Wisconsin.

    Should the Endless Frontier of Federal Science be Expanded? David Baltimorea, Robert Connb, William Pressc, Thomas Rosenbaumd, David Spergele, Shirley Tilghmanf, and Harold Varmusg February 28, 2021 Abstract Scientific research in the United States could receive a large increase in federal funding—up to $100 billion over five years—if proposed legislation entitled the Endless Frontiers Act1 becomes law. This bipartisan and bicameral bill, introduced in May 2020 by Senators Chuck Schumer (D-NY) and Todd Young (R- IN) and Congressmen Ro Khanna (D-CA) and Mike Gallagher (R-WI), is intended to expand the funding of the physical sciences, engineering, and technology at the National Science Foundation (NSF) and to create a new Technology Directorate focused on use-inspired research. In addition to provisions to protect the current NSF’s current missions, a minimum of 15% of newly appropriated funds would be used to enhance NSF’s basic science portfolio. The Endless Frontier Act offers a rare opportunity to enhance the breadth and financial support of the American research enterprise. In this essay, we consider the benefits and the liabilities of the proposed legislation and recommend changes that would further strengthen it. i. Background and Context For the past 75 years, American science has prospered under the influence of a blueprint laid out by Vannevar Bush in his report Science The Endless Frontier2.
