As discussed earlier, Atkins has been commissioned to provide transport inputs to support the proposed development of the Wrexham Energy Centre. The proposed site is located to the east of the Wrexham Industrial Estate, off Bryn Lane as shown on the plan below.
As part of the work to date, we have undertaken significant scoping discussions with Wrexham County Borough Council (WCBC) in their jurisdiction as the local highway authority. It is forecast that the development would generate a modest level of traffic once operational. In particular, it is assumed the site will operate two shift patterns, 06:00- 18:00 and 18:00-06:00. The night shift will consist of 10 operational staff while the day shift will consist of 10 operational staff and 10 support staff. A maximum of 30 members of staff are expected to work at the Site. Due to the modest level of traffic generation forecast, it has been agreed with WCBC that it would be appropriate to prepare a Transport Statement to support the development proposals.
Since some of the trips are forecast to head to/from the west along the A534 (and towards the A483) we wanted to advise you of the approach to assessment agreed with WCBC and seek your agreement to the preparation of a Transport Statement considering the modest operational impact the proposed development is forecast to have. The impact of construction is covered in the Transport Statement and also in detail (along with cumulative construction impacts of other key developments identified by WCBC) in the Environmental Statement. The ES in particular has been scoped in detail with WCBC.

You may remember we had some scoping discussions about the Wrexham Energy Centre and Gas Connection Environmental Statement and Transport Statement, back in September last year.
I just wanted to clarify a couple of assumptions made in the report:
Staff Vehicle Occupancy Staff are anticipated to travel to the site in a mixture of private vehicles and staff mini buses put on by the contractor. This is in line with standard procedure with construction sites of this size, and the CTMP will promote these and encourage staff to travel to site by means other than single occupancy vehicles. It has therefore been assumed that staff vehicles will have an average vehicle occupancy rate of 2. During the busiest peak of the construction period there may be a maximum of 600 staff on site each day, therefore we have assume 300 vehicle trips arrivals and departures each day.
Gas Connection Deliveries The Gas Connection deliveries south of Oak Road are anticipate to consist of less than 5‐10HGVs, and 10 light vehicles per day over a period of 3 weeks. The deliveries for the section of the gas connection south of Oak Road are proposed to access the site route through the existing Maelor Gas Depot. The access route to the Maelor Gas depot has been assessed for suitability but a full assessment of the environmental impact has not been carried out as it is assumed that 5‐10HGVs would not exceed the IEMA threshold to warrant an assessment.
We wanted to run these assumptions by you, as they form the basis of some parts of the reports. Let me know if you have any comments, or would want to discuss any of these points further.

My previous response to Planning App. P/2012/0837 on 05/08/2014 included the following points:‐
Transport Statement
I would recommend that the applicant submits a detailed Transport Statement with the ES which includes anticipated daily vehicle movements and AM / PM peak hour movements for both the construction phase and when the facility becomes operational. The Transport Statement shall determine whether the existing access will cater for the anticipated traffic movements and whether there will be any detrimental impact on the highway network. The future submission of a detailed Transport Statement has been indicated in the submitted Preliminary Environmental Information Report (PEIR).
Parking Provision
The applicant will need to submit appropriate information relating to proposed staff numbers / shift patterns including details of maximum number of vehicles likely to be on‐site at any one time. Scaled layout plans indicating details of proposed parking and turning facilities shall be provided. Parking provision will need to comply with LPGN 16 requirements.
Details of maximum size of HGVs likely to be visiting the site will need to be provided including details of where such vehicles will park / turn within the curtilage of the site.
Infrastructure Improvements
There is no footway provision along the existing access leading to the development site. I would therefore suggest that the applicant considers the benefits of providing a 2.0m wide footway on the northern side of the access road providing a pedestrian link between the development site and Bryn Lane. This information can be included in a detailed Transport Statement
Construction Traffic Management Plan and Provisions for Contractor Parking
The applicant will be required to submit a Construction Traffic Management Plan (CTMP) and details of Contractor Parking facilities.
Any CTMP will need to include details of proposed routing of HGVs / construction vehicles. I would recommend that all HGVs / construction vehicles access the site via the Bryn Lane roundabout to the north. Any CTMP will need to include details of all potential construction traffic access points for both the Power Station itself and associated gas pipeline(s).
2 For any advice on Traffic Management issues please advise the applicant to contact our Traffic / Streetworks Section (Contact Darren Green on Tel: 01978 729643). For any advice on Abnormal Load issues please advise the applicant to contact Matthew Ricketts on Tel: 01978 729723.
The proposed scope of the EIA Chapter appears acceptable. However, could you please include the highlighted (in red) additional information.
Where new access points are to be formed to install / access gas pipelines etc. I would recommend that you liaise with our Planning Department who may require the submission of a separate planning application.
We will still require details of such accesses for assessment (ie/ layout, visibility splays). If suitable splays cannot be achieved then appropriate traffic management measures may be required.

We are currently commissioning traffic counts on a number of the roads around the Wrexham Industrial Estate. The survey company has told us that there may be a delay to the survey because they would have to perform traffic management to install the tube counts on the 70mph dual carriageways. (Sites 1 and 3 below).
3 In an effort to avoid delays we have suggested that 12hr video surveys are carried out. ‐ Would it be acceptable to obtain 12hr counts and factor them up to AADT for use in the ES Chapter?

Traffic counts ‐ just to confirm that we have no current data for Bryn Lane or the new link road between Gourton Hall roundabout and Bryn Lane roundabout (known now as Blackwood Way) . I ‘d suggest you undertake these in September.
