Minutes of the meeting held on Tuesday 10 July 2012 approved on 14 August 2012 1. Attendance : Steve Walmsley (SW) (Chair), David Cann (DC) (Vice Chair), Steve Campbell Kelly (SCK), Nicola Rees (NR), Sally Thomas (ST), Ian Button (IB), Caroline Johnson (CJ) (Clerk); National Trust – Anna Orton; Residents – Anne Morse Jones . 2. Apologies : None. SCK and DC arrived later due to Coastguard call-out. 3. Declaration of interests: None. 4. Minutes of the last meeting : Approved. 5. Matters arising : B/Fwd Burying cables from Worms Head to Village (C/Fwd). Wait for reply from Jo Scott re possible grant. SW reported that Rhossili Youth Club may be moved by C&C to . RCC supports RYC staying in Rhossili for reasons of continuity, village vibrancy, and for the younger people growing into this age range. Council asked SW to investigate and act accordingly. 6. Elections 2012: Council voted Jeff Higgins (JH)(3) and Tom Higgs (2), therefore JH to be co-opted. SW to confirm to JH and invite to next meeting. DC signed acceptance forms. Nil expense fo rms all returned to Swansea C&C except NR (to be completed). 7. Grant opportunities for Rhossili: Jo Scott, Chair of Swansea Rural Action, and Rhossili resident, advised RCC on which grants are appropriate and how other villages have been spending them. Jo will enquire about possible grants to bury cables from Rhossili car park to village hall (and beyond). 8. National Trust: Report from AO. Litter pick on beach. Policy of no bins. Dog litter bins suggested for path down to Worm’s Head. Dogs on leads to Worm’s Head, some locals don’t do it. Paralympic logo has gone live today. An opening ceremony for Olympics was filmed on Rhossili beach yesterday. Staff at shop will go for defibrillator training. The defibrillator has now been used to save life. Parking outside shop: there have been 8-10 cars in last 6 weeks. exhibition: no change – some free standing space still available. 9. Footpaths : Footpath clearance was done in June. Steve Parry (SP) has inspected and will make some changes. - Notice received from Swansea C&C Legal Dept, about the dedication of 3 public footpaths at Mewslade and Pilton Green. All are existing paths. B/Fwd: Talgarth’s Well (pending SP) B/Fwd: Correction of Ramsgrove sign. SP will try to correct existing sign, otherwise make up a new one. 10. Highways: B/Fwd: New road signs – response from Ryan Jones that there is no other process for RCC to access through his department and the matter is now closed. No response from Richard Lewis. B/Fwd Bus Stop sign for Middleton – in progress. B/Fwd Road sweeper on waste collection days – Steve Thomas reported that this has been resolved and will not be repeated. B/Fwd: Rough ground outside Middleton Hall from Daniels water repairs – ground has now been levelled and re-seeded for grass. 11. Celebration events in 2012: - Diamond Jubilee: Coins and goodie bags all delivered. Letters of thanks sent. RVH booked for summer events in early May 2013 and 2014. B/Fwd: Infill saplings: (C/Fwd to August.) - Edgar Evans centenary event: SW reported that he has been unable to engage anyone at Swansea Museum. A commemorative service is planned at St Mary’s Church on 19 August at 4.30pm. Revd. Joe Griffin extends an invitation to all RCC councillors to attend. 12. Village Hall: B/Fwd Facilities for children. AO reported that adjacent field space is possible, at present nothing is written into the tenancy for RVH use, but it could be. SW advised that in next 12 months RVH is now booked for a village summer event in May on all days of the bank holiday, it would be good to use part of the field for kids/summer ball. Field would need to be cleared before use. Maybe some of it could be fenced off permanently. This could enhance the relationship between NT, farming community and village. A 12 month tenancy is coming up following a tender. There is time for the community to decide on longer term usage. A sub-committee to be formed from RCC and RVH Trustees to research viable options and consult with the village. Clerk to arrange date for sub-committee meeting in September. B/Fwd SCK has organised defibrillator training for 30 & 31 July in RVH 7.30pm. NT Shop unit was used in an incident in June. First Responder training may be appropriate – work in progress (SCK). B/Fwd RCC needs to elect a new representative for RVH as ST is unable to continue. SW will ask JH as he is already a RVH trustee. IB invited RCC to use their notice board at Pitton Cross Caravan Park. 13. Village security: nothing to report. 14. Gower Broadband: CJ notified roadshow dates – RVH Wed 18 July. Rhossili may be one of the first villages to be upgraded by Spectrum Internet, making new service likely in 2012. The Welsh Government Broadband Support grant fund is closing end March 2013 so all work must be completed and claimed by then. 15. Atlantic Array wind farm: Email received from Steve Crowther, Slay the Array Campaign, advising latest plan announcements from RWE at http://www.lloydslist.com/ll/static/classified Council agreed to a sub-committee to get more people involved, not just from Rhossili, and to be able to make counter-argument where applicable. Clerk to arrange a meeting asap, and to also invite the original action group. Anne Morse Jones asked about the possibility of compensation if it goes ahead, and provided information about compensation works carried out in Llandudno, a wind farm site (C/Fwd). AO advised that NT is writing a positional statement right now. 16. Planning: No planning applications this month. B/Fwd Council again discussed the email from Gordon Howe concerning irregularities of caravans in Rhossili. Clerk to discuss detail with Gordon. Councillors will look over known irregularities. Clerk has been informed about illegal camping on Rhossili Down; NT will alert the Safer Swansea partnership. 17. (17) Finance: Latest statement presented. Council approved and paid the following items: Gower Website £100, Clerk’s expenses £15.36. Annual return signed by SW and SCK. Revd. Joe Griffin thanked the Clerk for the recent cheque for churchyard maintenance. 18. Correspondence: A list of correspondence is attached. Attention is drawn to the email from resident Judith Harry concerning general poor usage of the Mobile Library service, and its potential for being dropped as a consequence. Following council discussion, Clerk will remind residents about the facility on noticebo ards, and ask the Librarian for new posters and publicity to re-energise the service. 19. For Wales, the biggest growth in 2011 was in the 11-14 Scout age range where numbers have been increasing now for 6 years.
