200905 To receive a report from Borough Councillor Hannah Golding Borough Councillor Hannah Golding reported that • She has been Working on ‘ Gateway’ • Budgets are being worked on and will go out for consultation end of November • The strategy for M3 J7 document is not an SPD and therefore has no power but will have influence on Policy

Chairman to the Parish Council Cllr Jones reported that • He will be speaking at the meeting at the Borough EPH meeting on the agenda item linking the Basingstoke Gateway to a Supplementary Planning Document (SPD) to outline the measures to achieve net zero carbon • He will be meeting with a representative for the hospital to ascertain where we with any application • On 9th September he will be walking the proposed RoW diversions around Breach Farm • There was a meeting of BAPTC, the minutes have been issued to the Councillors • There has been a sewage leak in and Beggarwood. This is not an isolated event as there have been several in the vicinity. This has been raised to Thames Water and the relevant Borough Councillors and a meeting requested considering all the proposed developments and the impact this will have on the existing drainage system. • Damage to the Tennis Court Fence has been caused by players climbing into the locked courts. The nets have also required repairs.

200908 To consider the following applications 200908.01 20/00961/HSE Kingsey Cottage Down Street Proposal: Erection of summer house The Parish Council has no objection to this application, however, would still like to see some surface water drainage provision installed on the building.

200908.02 20/02162/OUT Land at Oakdown Farm A30 Dummer Proposal: Outline planning application for the demolition of three dwellings, out- buildings and related structures and construction of commercial and industrial units including mezzanine floorspace (use class B8) with ancillary offices (use class B1), associated infrastructure works (including parking and landscaping), and full details of site levels, drainage and diversion of underground pipe-line. All matters reserved except for access arrangements The Parish Council agreed to OBJECT to the application however, there is a huge concern that additional documents are being uploaded within 24 hours to the conclusion of the consultation period. The letter of objection can be found as Appendix B

200908.03 T/00355/20/TCA Old Forge House Dummer Proposal 1 Silver birch: crown reduce leaving an approx. finished height of 9m with a crown spread (radius) of approx. 5/6m. The Parish Council has no objection to this application.

200908.04 T/00420/20/TCA Hill House, Down Street Proposal: T1 ash: fell. T2 to T5 cypress: fell. T6 yew: reduce by 2-3m The Parish Council is concerned that T6 the yew tree if reduced could have a detrimental effect on the Street Scene. This has been a concern recognised by the Tree Officer in the past. It was agreed that this would be delegated for 2 Councillors to investigate the felling of cypresses T2 and T5.

200908.05 20/01917/LBC The Coach House Kempshott Park Dummer Basingstoke Proposal: Installation of mechanical ventilation, extension of air conditioning system, installation of lightweight partitioning system, asbestos removal, installation of new tea point including drainage works and installing opening lights to existing windows within rear extension. The Parish Council has no objection to this application.

200909 Breech Farm To consider proposed diversion, extinguishment and dedication of three restricted byways in the parish of Candovers It was agreed that Cllr Jones would report to the Parish Council once he had attended a meeting with Councillors from and HCC and walk around on the paths. It was agreed that he would invite a resident who uses the current path. There was a request for a small car park to facilitate the walking and to prevent obstruction of the gate on Duxford Lane at the corner of Walkers Copse.

Dummer Parish Council wishes to object to the above application. National Framework Planning Policy and Green Belts This Policy states 143. Inappropriate development is, by definition, harmful to the Green Belt and should not be approved except in very special circumstances. 144. When considering any planning application, local planning authorities should ensure that substantial weight is given to any harm to the Green Belt. ‘Very special circumstances’ will not exist unless the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal, is clearly outweighed by other considerations. 145. A local planning authority should regard the construction of new buildings as inappropriate in the Green Belt. This application does not fall within the exceptions. 155. Inappropriate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk (whether existing or future). Where development is necessary in such areas, the development should be made safe for its lifetime without increasing flood risk elsewhere. This application is in a flood risk area and the A30 is well known for flooding in this area. The Environment Agency maps show a winterbourne in the valley north of the site. The CTH hospital plans included culverts to channel the flow. Runoff from this site would have the potential to increase the flow and cause flooding in the area of the Wheatsheaf. The Government attaches great importance to Green Belts. The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open; the essential characteristics of Green Belts are their openness and their permanence and therefore this application is contrary to this policy. Local Plan Policy CN7 – Essential Facilities and Services Development proposals will be permitted where they provide or improve essential facilities and services and sustain and enhance the vitality and viability of communities. In addition to allowing, in principle, such proposals within settlements, these facilities and services may, as an exception, be permitted adjacent to settlements where they will meet an identified local need. This application does not fulfil the requirement as laid out in this policy. The applicant identifies regional rather than local need. Policy EM1 – Landscape Development will be permitted only where it can be demonstrated, through an appropriate assessment, that the proposals are sympathetic to the character and visual quality of the area concerned. Development proposals must respect, enhance and not be detrimental to the character or visual amenity of the landscape likely to be affected, paying particular regard to: a) The particular qualities identified within the council’s landscape character assessment and any subsequent updates or relevant guidance; b) The visual amenity and scenic quality; c) The setting of a settlement, including important views to, across, within and out of settlements; d) The local character of buildings and settlements, including important open areas; e) Trees, ancient woodland, hedgerows, water features such as rivers and other landscape features and their function as ecological networks; f) Intrinsically dark landscapes; g) Historic landscapes, parks and gardens and features; and h) The character of the borough’s rivers and tributaries, including the River Loddon and Test, which should be safeguarded. Development proposals must also respect the sense of place, sense of tranquillity or remoteness, and the quiet enjoyment of the landscape from public rights of way. Development proposals will not be accepted unless they maintain the integrity of existing settlements and prevent their coalescence. Where appropriate, proposals will be required to include a comprehensive landscaping scheme to ensure that the development would successfully integrate with the landscape and surroundings. This application is contrary to this Policy. Policy EM4 – Biodiversity, Geodiversity and Nature Conservation 1. Development proposals will only be permitted if significant harm to biodiversity and/ or geodiversity resulting from a development can be avoided or, if that is not possible, adequately mitigated and where it can be clearly demonstrated that: a) There will be no adverse impact on the conservation status of key species; and b) There will be no adverse impact on the integrity of designated and proposed European designated sites; and c) There will be no harm to nationally designated sites; and d) There will be no harm to locally designated sites including Sites of Importance for Nature Conservation (SINCs) and Local Nature Reserves (LNRs); and e) There will be no loss or deterioration of a key habitat type, including irreplaceable habitats; and f) There will be no harm to the integrity of linkages between designated sites and key habitats. The weight given to the protection of nature conservation interests will depend on the national or local significance and any designation or protection applying to the site, habitat or species concerned. Where development proposals do not comply with the above they will only be permitted if it has been clearly demonstrated that there is an overriding public need for the proposal which outweighs the need to safeguard biodiversity and/ or geodiversity and there is no satisfactory alternative with less or no harmful impacts. In such cases, as a last resort, compensatory measures will be secured to ensure no net loss of biodiversity and, where possible, provide a net gain. Applications for development must include adequate and proportionate information to enable a proper assessment of the implications for biodiversity and geodiversity. This application is contrary to this policy. Policy EP4 – Rural Economy: To support the rural economy, development proposals for economic uses in the countryside will be permitted where they: a) Are on previously developed land; or b) Are for a change of use or conversion of a suitable permanent building; or c) Are for a replacement building that is not temporary in nature or for an extension to an existing building, provided that the proposal should not require substantial rebuilding, extension or alteration, and should not result in the requirement for another building to fulfil the function of the building being converted or replaced; or d) Enable the continuing sustainability or expansion of a business or enterprise, including development where it supports a farm diversification scheme and the main agricultural enterprise; or e) Are for a small-scale new business, provided it is not in an isolated location. All development proposals must be well designed and of a use and scale that is appropriate to the site and location when considering: f) landscape, heritage and environmental impacts; g) the accessibility of the site; h) the impacts on the local highway network including the type of traffic generated, the appropriateness for the rural roads and the impact on their character; and i) the need for residential accommodation on site. Development proposals that result in an increase in HGVs on C and U class roads, or a significant increase in other traffic on C and U class roads will generally not be permitted. 7.33 The Local Plan recognises that the borough’s rural areas include a large number. This application is contrary to this policy. A recent FOI request has shown that there have been 183 instances in the last 3 years where the M3 between junction 5 and 9 has been closed. This gives grave concern that extra traffic will have no alternative to the local roads. This is contrary to section 83 an 84 of the NPPF which states

83. Planning policies and decisions should enable: a) the sustainable growth and expansion of all types of business in rural areas, both through conversion of existing buildings and well- designed new buildings; b) the development and diversification of agricultural and other land- based rural businesses; c) sustainable rural tourism and leisure developments which respect the character of the countryside; and 40 The Government’s Industrial Strategy sets out a vision to drive productivity improvements across the UK, identifies a number of Grand Challenges facing all nations, and sets out a delivery programme to make the UK a leader in four of these: artificial intelligence and big data; clean growth; future mobility; and catering for an ageing society. HM Government (2017) Industrial Strategy: Building a Britain fit for the future. 24 d) the retention and development of accessible local services and community facilities, such as local shops, meeting places, sports venues, open space, cultural buildings, public houses and places of worship. 84. Planning policies and decisions should recognise that sites to meet local business and community needs in rural areas may have to be found adjacent to or beyond existing settlements, and in locations that are not well served by public transport. In these circumstances it will be important to ensure that development is sensitive to its surroundings, does not have an unacceptable impact on local roads and exploits any opportunities to make a location more sustainable (for example by improving the scope for access on foot, by cycling or by public transport). The use of previously developed land, and sites that are physically well-related to existing settlements, should be encouraged where suitable opportunities exist. The Wayfarer’s Way footpath crosses the A30 at the Southwood traffic lights and at the junction with Trenchard Lane. The presence of up to 900 traffic movements per hour will render these crossing extremely dangerous for pedestrians. It will also make access by employees on the site on foot or cycling hazardous. Dummer Parish Council is also extremely concerned that the drainage and sewage system in place is not sufficient to cope with the additional waste produced by not only the approved developments yet built but this development. In recent months there have been a series of sewage leaks in Hatch Warren and Beggarwood. Local Borough Councillors and the portfolio holders have been notified of these instances however, Dummer Parish council is not aware that any mitigation or investigation has taken place on this matter.
