National Framework Planning Policy and Green Belts This Policy states 143. Inappropriate development is, by definition, harmful to the Green Belt and should not be approved except in very special circumstances. 144. When considering any planning application, local planning authorities should ensure that substantial weight is given to any harm to the Green Belt. ‘Very special circumstances’ will not exist unless the potential harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the proposal, is clearly outweighed by other considerations. 145. A local planning authority should regard the construction of new buildings as inappropriate in the Green Belt. This application does not fall within the exceptions. 155. Inappropriate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk (whether existing or future). Where development is necessary in such areas, the development should be made safe for its lifetime without increasing flood risk elsewhere. This application is in a flood risk area and the A30 is well known for flooding in this area. The Environment Agency maps show a winterbourne in the valley north of the site. The CTH hospital plans included culverts to channel the flow. Runoff from this site would have the potential to increase the flow and cause flooding in the area of the Wheatsheaf. The Government attaches great importance to Green Belts. The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open; the essential characteristics of Green Belts are their openness and their permanence and therefore this application is contrary to this policy.
