THE COMMUNITY INFRASTRUCTURE LEVY Since a change in government policy a couple of years ago, the developer of each new house or flat has to pay a Community Infrastructure Levy or CIL, so as to meet at least part of the cost of additional infrastructure, facilities and services, recognising the impact of new households in the area. It is funding for items such as additional class rooms, new doctors surgeries, new roads etc. The charge is based on the size of each property, but there are exceptions; for example the levy is not applied to new social housing or on extensions. The money is not to be used for ongoing running costs or maintenance. 80% of the money is spent on major schemes around the whole borough, and 5% to administer the CIL scheme. The balance of 15% is available for smaller local improvement projects in each local community. The Borough Council has been running a consultation to understand what the community’s priorities are for improvements and to seek suggestions for particular projects. The Residents Association has made its own suggestions. Two priorities – one each in Tattenhams and Preston. A Younger children’s play area. The location suggested is the plot of land opposite the Tattenham Corner shops, at the junction of Tattenham Crescent, Great Tattenhams and Downland Way – see the top photo above left. Village, pub, sheep meadows, views, woodland In Brief The White Hart was always a welcome pitstop for drivers escaping the A23 and Croydon and making a beeline through Banstead. Always memorable as a friendly spot, visitors often stayed longer than they intended. The owners Brunning and Price are not a pub chain but a group dedicated to reviving old pubs and keeping their original character. The White Hart draws drinkers and diners from a wide circle, running a cheery bar with genuine locals and two dining areas, including one with a windowed panorama of the terrace-by-the-junction. Drinks include B&P's own brew plus ales such as Northern Lights and Surrey Pilgrim. Comestibles include light bites such as crab linguine and bubble’n’squeak. Shabden Park offers a sweeping panorama of sheep pastures, worthy of a few photo stops. This walk takes in woodland and meadow-sides with views at several points.
