1890 Minutes of the meeting of Westwood Parish Council held in the Parish Rooms, th Westwood at 7.30pm on Monday 4 January 2016 Present Cllr. J Johnston Chairman Cllr. D Adcock Cllr. J Adcock Cllr. PCSO Matt Till (Neighbourhood Policing Team) attended (Part-time). There were three members of the public present initially. 1. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 2. Apologies. Apologies for non-attendance were received from Cllr. J Bishop and Cllr. T Leeder. 3. Declaration of Interests. There were no interests declared. 4. Minutes of Ordinary Parish Council Meeting held on 7 December 2015. The minutes of this meeting were signed as a true and accurate record. 5. Adjournment. The meeting was adjourned for any members of the public present to raise any points of interest. Wiltshire Council Cllr. Macdonald gave a brief report in respect of the following topics: • The Public Transport Review commencing on 11 January 2016. • The Bradford on Avon Wheel Route – Footpath Project. Wiltshire Council Community Engagement Manager, Peter Dunford, explained that Wiltshire Council is not renewing the lease on Avoncliff Car Park with effect from the end of March and that he was intending to convene a meeting of interested parties, including residents, to discuss the matter and to seek a possible way forward that could secure the continued use of the car park. The Chairman reconvened the meeting. 6. Neighbourhood Policing Team (NPT). a. PCSO MacLachlan had sent a written report to the Clerk prior to the meeting and PCSO Till summarised the main points in the report for the benefit of the meeting. This report is reproduced in full below, shown in italics: Westwood Parish Council Report – 4th January 2016 The Community Policing Team pilot has now completed its initial 10 week mark and the general feedback is positive. We should not underestimate the impact that austerity has and will have on the way that we work, but this does not diminish my commitment to deliver Local Policing that balances the threats, harms 1891 and risks that have been identified as having the greatest impact on our Communities. Feedback is essential in this regards and I encourage any views, positive or negative in this respect to be directed to our Feedback email address of [email protected] . Current Priorities Linking in with the Control Strategy our current priority this month remains Cyber Crime. Cyber Crime is defined as “A criminal act which is carried out by using computers or the internet”. Last year over 12 million people in the UK were victims of Cyber Crime – that’s 1 in 5 of the population! Our PCSO’s have continued to deliver Op Polite lessons to all of the local schools, ensuring that everyone is educated as to how best use the internet, and to prevent becoming a victim of crime. Any Relevant Series The sector is suffering from a spate of non dwelling Burglaries with predominantly garages being targeted. Please be conscious of security and report suspicious activity Local Crimes Crime statistics 4th December 2015 – 4th January 2016 There have been 42 reported incidents for the Bradford Rural beat of which 0 occurred in Westwood. This compares to 38 rural incidents the previous period of which 2 were in Westwood. (I have referred to November figures as these stats were not produced in December.) The 2 burglaries this period are a non dwelling burglary in Limpley Stoke and a dwelling burglary from a hotel in Limpley Stoke. Success Stories. Peter Barber was sentenced to 6 years imprisonment for a dwelling burglary in Winsley earlier last year. There were no matters raised by councillors. 7. Neighbourhood Plan. In the absence of Cllrs. Bishop and Leeder, there was no report. The Clerk reported that Cllr. Leeder had replied to the correspondence from the Neighbourhood Plan Steering Group (NPSG) Chairman and that a copy of that response had been sent to all councillors. In his response he had stressed the need for the Parish Council to receive a copy of the draft Neighbourhood Plan for consideration. Cllr. J Adcock commented that it would improve communication between the NPSG and the Parish Council if the NPSG meetings were held a day or two in advance of the Council meetings so that the Parish Council could consider the proceedings of the NPSG meetings at Council meetings and be able to endorse, if necessary, any proposals from the NPSG and this would then ensure progress in approving the Neighbourhood Plan was maintained. The Council resolved that a decision whether to register Avoncliff Car Park as a ‘Community Asset’ in the Neighbourhood Plan is to be made at the next Parish Council meeting. 8. Westwood Road Safety/Community Speed Watch. Cllr. Wheals reported the following (shown in italics): The team were monitoring speeds at the end of October and the beginning of November. Bad weather and poor light caused the curtailment or cancellation of some monitoring and thus the dataset is smaller than normal. Although the data are similar to other CSW sessions, there was a higher than usual fraction of speeding vehicles (although not the highest ever) but the relatively small sample size (only 1150 vehicles) means that there was probably no significant statistical difference from other datasets. This will emerge more clearly when all the data are analysed for presentation at the Annual Parish meeting next year. 9. Sub-Committees – Sub-Committee Reports. Planning. a. The Parish Council examined the following planning application and resolved to send comments to Wiltshire Council as shown (in italics): 15/11456/OUT NEW Land at Iford Lane, Iford New dwelling • The Parish Council objects to this application for the following reasons: • The proposed development is not in accordance with the approved Wiltshire Core Strategy Development Plan Document. 1893 • The proposed location of the development is Green Belt and in an Area of Outstanding natural Beauty – The Green Belt and AONB policies do not permit a new dwelling to be constructed. • The proposed location is in the curtilage of a Grade 1 Listed Building. The Parish Council resolved to request the Wiltshire Council member to ‘call-in’ this application. 15/12054/FUL Replacement of existing outbuilding with NEW 81 Lower Westwood new timber building The Parish Council has no objections to this application.
