Adoption of agenda AFET_OJ(2021)0222_1 The agenda was adopted. 2. Chair's announcements concerning coordinators’ decisions According to Rule 214 of Parliament’s Rules of Procedures, four decisions taken by Coordinators on 25 January 2021 and contested by the ID group were announced. They were put to the vote and according to the necessary simple majority of the votes cast, they have been confirmed (point 4 of the agenda below). Member who took the floor: Thierry Mariani 3. Chairs announcements - The Chair announced interpretation in the following languages: English, French, German, Italian, Dutch, Greek, Spanish, Portuguese, Hungarian, Polish, Bulgarian, Romanian and Croatian. Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

During COVID-19, intra-EU migrant and seasonal workers proved to be essential for the agro-food chain. However, it was once again made clear that they work in precarious conditions which exposed them to even more health risks and labour abuse. The recent situation in the slaughterhouse in Germany, where more than 1 500 employees have so far been contaminated with COVID-19, and whose workers come from Romania, Bulgaria and Poland, shows that we are facing a social emergency in Europe. The Commission is the guardian of the application of Union law and should play an active role in ensuring the respect of EU working standards and decent working and living conditions for all its citizens. 1. What steps has the Commission taken to ensure that workers’ rights and European legislation are respected in relation to intra-EU mobilty and seasonal workers in the agri‑food sector? 2. Theoretical background of care farming at European level. Care farming, also known as “green care”, “social farming”, "farming for health", and "green therapies", has taken on various forms and is organised in different ways in different European countries. There is great variety in the approaches to social farming across Europe, as well as in how it is connected to other sectors and the funding mechanisms that are used. Care farming has taken on many different forms across Europe, broadly based around three different discourses; multifunctional agriculture, public health, and social inclusion. One could say that care farming is most established in the Netherlands, Belgium, and Italy. Most research in the Netherlands focuses on care farming as part of the agricultural sector and as a new source of farm income. Great importance is also placed on interaction between participants and the farmers and their families. Care farming took off commercially in the Netherlands in the 1990s. It tends to operate on a service-based model. Engaging in care farming activities are seen as a type of social or health service and these activities are paid for directly or indirectly through health insurance. Similarities with the Dutch experience of social farming can be observed in Flanders (Belgium) and Slovenia.

Federaţia Sindicatelor din Silvicultură Silva solicită plenului Camerei Deputaţilor şi Comisiei pentru agricultură, silvicultură, industrie alimentară şi servicii specifice respingerea Proiectului de lege PL-x nr. 9/2019 de modificare şi completare a Legii nr. 1/2000 pentru reconstituirea dreptului de proprietate asupra terenurilor agricole şi celor forestiere, prin care se urmăreşte, spun sindicaliştii, legiferarea împroprietăririi fără drept cu terenuri agricole sau forestiere a formelor asociative ale comunităţilor din fostele regiuni grănicereşti, respectiv împroprietărirea fără drept cu terenuri forestiere în suprafaţă de până la 30 de hectare din fondul forestier proprietate publică a statului, a unităţilor de cult care au deţinut în folosinţă sau administrare, şi nu în proprietate astfel de suprafeţe. Sindicaliştii susţin că proiectul contravine Constituţiei, dar şi Codul Silvic şi favorizează derapajele funcţionale ale instituţiilor statului.
