Courtesy of New Tyne West 1 Development and Allocations Plan for Newcastle upon Tyne First consultation under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012 2 Foreword Local authorities are required to have a Local Plan to set a local planning framework for their area. Newcastle upon Tyne’s Local Plan is being prepared in two parts. Part one, the Core Strategy and Urban Core Plan (CSUCP) was adopted in March 2015. This document provides the overall strategic vision and growth strategy for the future of Newcastle. The Development and Allocations Plan (DAP) is the second part of the Local Plan for Newcastle. It is a positive plan to promote development and to support the strategic policies set out in the CSUCP and plays an important role in shaping the future of the City. It does this by providing more detailed policies that will be used to make planning decisions, area designations and site allocations for specific types of development to meet Newcastle’s needs for new homes and jobs through to 2030. Councillor Bell, Cabinet Member for Inclusive Growth, states: “This next stage of the Local Plan is vitally important for Newcastle as it will help guide the decision making progress for planning applications, and it will allocate specific areas of land required for employment and housing needed now and for future generations. Newcastle is thriving, and our population continues to grow, so it is essential that we balance the needs of all our residents in terms of our growing population and people living longer, and more families moving into the area. We are committed to doing all we can to make Newcastle a great place to live, work and enjoy, and this plan is about providing the right development in the right places at the right time.” This next stage of the Local Plan provides the details needed to support the spatial vision, strategic objectives and scale of growth in the CSUCP. Together, both plans will provide strategic and detailed planning policies which will help manage development across the City. Councillor Bell added: “We are ambitious for Newcastle’s future and we need to ensure that all our communities are supported by adequate services, facilities and infrastructure including housing, education, transport and access to employment opportunities. Having these new policies in place ensures the vital economic success of Newcastle by optimising the opportunities for new housing and economic prosperity that benefits everyone, whilst building communities for the future. It’s also important to have clear policies in place to provide clarity and certainty to potential developers and to encourage investment into the City, which sends a strong message that Newcastle has ambitious growth plans and is open for business. This initial round of consultation offers local communities the opportunity to have their say about what happens in their neighbourhood, and I encourage residents to share their views and help shape the future of Newcastle.” 3 Making Representations on the Plan The Development and Allocations Plan (DAP) has been approved for public consultation by Newcastle City Council’s Cabinet. Newcastle City Council is strongly committed to involving as many people as possible in the preparation of the DAP, to ensure that stakeholders and the community have an opportunity to have their say and shape the future of the City. This is an opportunity for you to make formal representations on the DAP. The ongoing consultation of the DAP has been carried out in accordance with Newcastle’s Statement of Community Involvement 2013 (SCI). The consultation will run for 6 weeks from 9 October until 20 November 2017. Following consultation, the Council will consider the submissions and report to Cabinet, and this will inform the next stage of the process.
