Transport services should be easily accessible to all users.” Policy Directives Expand public transport network and increase frequency of services with possible integration of different public transport systems. 4 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Public transport modes of the country Road Network • National Highways - 12,379.49 km • Provincial Roads -15,975 km • Local Government Roads - 84,380 km Expressway Network Southern Expressway (126.1km) Colombo – BIA Airport Expressway (25.8km) Outer Circular Expressway (29.2km) Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Improvement of access to the Colombo port Port Access Road Port access road has been planned for providing easy access to cargo and container traffic Colombo and Suburbs to reach Colombo Fort and Harbour. (17 km approximately) New Kelani Bridge Construction of a new bridge accommodates 6- lane traffic with 380m length parallel to the existing bridge connecting Airport expressway and Base Line Road. 6 Public Transport – An Overview • Travel demand by all modes of motorized transport- 80 Bn passenger/ km annually • Main passenger transport modes: Bus transport & Rail transport • Total Railway network - 1,373km, consisting 167 major stations and 153 sub stations • Passenger transport : Buses - undertaken by both public and private buses. (Bus transport share 61%); Railways - 6% of total passenger share, 2% of total Freight share. • Para transit modes: Private taxies, cars, vans three wheelers etc. (these services have not been regularized) • Percentage of road transport method for freight: 98% (vans, Lorries, Larger trucks, containers etc.) Aviation Sector in Sri Lanka International Airports: 02 • Bandaranayake International Airport • Mahinda Rajapaksha International Airport Domestic Aerodromes: 29 • Land Aerodromes: 14 • Water Aerodromes: 15 8 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Major Development Projects Extension of Southern railway line (Matara- Beliatta) Total Length: 27 Km Stations: 7 Tunnels: 2 Bridges: 4 (3.75Km) Constructing of rail connection to the new airport and to the new port is considered 9 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Major Development Projects… New railway line connecting Kurunagala – Habarana Total Length: 84.5km FS - Completed No. of Proposed Stations: 11 Land Acquisition is in progress Reconstruction of missing links of railway network within the country. Major Development Projects… Colombo Suburban Railway Electrification and Modernizing Project (Under ADB technical and financial assistance) Feasibility study and Detailed Design is in progress 11 Major Development Projects… BIA – Colombo Runway overlaying project was completed recently. Airport to expand capacity with Terminal 2 • With the completion of the project in 2020, the airport will be able to handle 15 million passengers per annum and Construction of second runway is being considered. Ports and Ports Development Ports Under the Sri Lanka Ports Authority • Colombo Port • Galle Port • Trincomalee Port • Hambanthota Mahinda Rajapaksha Port • Oluvil Port • Kankasanthurai Port 13 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Ports and Ports Development… COLOMBO PORT • Rapidly growing maritime hub of the South Asia Region • Cargo originating - Europe, East and South Asia, the Persian Gulf, and East Africa • Ongoing/ Proposed Development Projects: East Container Terminal – Colombo Port Expansion Project; Prequalification process is in progress GALLE PORT • Natural harbour • Most active regional ports in the country • One of the world's best attractions for yachting • Ongoing/ Proposed Development Projects: Galle Port Development Project: Design works is in progress TRINCOMALEE PORT • Second best natural harbour in the world • Tentatively identified to cater for bulk and break bulk cargo and port related industrial activities • Ongoing/ Proposed Development Projects: Development of Trincomalee Port; RFP documents has been prepared. 14 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Ports and Ports Development… MRMR PORT • One of the major development projects • Located very close proximity to the major international east-west shipping route and well positioned at a strategic location on maritime gateway to India • Ongoing/ Proposed Development Projects: Hambantota Port Development Project Phase II; Civil construction work is completed. OLUVIL PORT • Government of Sri Lanka, in its plan to give impetus to economic development in the Eastern region, has decided to build a port at a site in Oluvil. • This port will form the southeastern link in the developing chain of coastal harbours in the country and will provide more convenient and cost effective access KANKESANTHURAI PORT • The project is planned to repair and rehabilitate the existing breakwaters, piers and roads including dredging and wreck removal and construction of a new pier. 15 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Proposed Projects for a Integrated Intermodal Transport • Construction of new electrified railway lines To improve the connectivity by rail especially for high passenger demand areas Kottawa- Horana, Paliyagoda-Kosgama. • Colombo Light Rail System (LRT) project To improve the connectivity and reduce the travel time among main nodes in CBD area & Suburbs • Implementation of new inland water transport system To introduce new transit mode of inland water transport in the East-West direction in the Colombo region 16 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Proposed Projects for a Integrated Intermodal Transport… • Improvement of expressway network Vehicle operations on expressways are to be improved by changing the demand on expressways and improving the public transit operations • Construction of new expressways Provide high mobility between urban and sub urban areas 17 Proposed Projects for a Integrated Intermodal Transport… • Development of multimodal transport hubs and centers To improve the connectivity between different transport modes in Western Province for the establishment of integrated and inclusive transport system • Improvement of facilities at suburban interchange bus terminals and stands To redevelop and improve the appearance, design and operational qualities of the bus terminals and bus stands to provide better facilities to passengers. 18 Challenges • Lack of Financial Resources • Lack of Lands to expand the existing road and railway network • Limited Public Private Partnership • Lack of expertise in newest transport modes • Issues in Government Policies 19 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP Thank you 20 Ministry of Transport & Civil Aviation – Sri Lanka United Nations ESCAP .
