    STATUTORY INSTRUMENTS 1999 No. 2472 LOCAL GOVERNMENT, ENGLAND The District of Torridge (Electoral Changes) Order 1999 Made ---- 6thSeptember 1999 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated January 1999 on its review of the district of Torridge together with its recommendations: And whereas the Secretary of State has decided to give effect to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the District of Torridge (Electoral Changes) Order 1999. (2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. (3) In this Order— ‘‘the district’’ means the district of Torridge; ‘‘existing’’, in relation to a ward, means the ward as it exists on the date this Order is made; and any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked ‘‘Map of the District of Tor- ridge (Electoral Changes) Order 1999’’, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(c).

    Ottery St Mary School Sports Partnership Summer Term 2017 Term Update! Very busy term once again. The weather finally allowed the calendared events to take place. Applications for the Sports Crew Leadership Team and Outstanding Leader came in. The Devon Summer Games took place in Plymouth. Feniton had a special visitor and I went in to Tipton St John and Payhembury to do some PE with their younger children in Foundation and INTRA SCHOOL SPORTS ROUND UP! Level 2 Competition: Quad Kids Athletics Yr 5/6 Monday 15th May 3 schools attended (full results of all competitions on your schools website and School Games Notice Board) PREMIERSHIP COMPETITION Congratulations to Payhembury, who will be representing our learning community in the East Devon finals in June. Feniton finished the same on points so I then looked at the individual scorers throughout the event staring with their top ranked girls and boys. Payhembury finished highest on points with their top girl and boy scores overall. CHAMPIONSHIP COMPETITION Well done to Ottery St Mary Hawks B Team. Outstanding results. Many of these must have just missed out on places in the Kestrels team. A total of 29 points, which was 15 points more than 2nd place. CLUB LINKS FAIRPLAY COMPETITION Exeter Harriers (offer all as- Congratulations to Ottery St Mary who take the Fair Play trophy. Payhembury missed out by pects of athletics) held at 1 point.   • Three Towns’ Steadily Merged Together on the Ground
    TTHREHREE TTOWNSOWNS The modern day City of Plymouth has grown out of three once separate neighbouring towns - Plymouth, East Stonehouse and Devonport. Nowadays, Stonehouse and Devonport exist as communities within greater Plymouth but, until 1914, each was distinct. Plymouth and East Stonehouse are the two oldest settlements. In contrast, Devonport is a relatively new town. It was established in the early 1700s, growing around the purpose built Royal Naval Dockyard at Plymouth Dock. By 1801, Dock, as this town was originally called, had a larger population than Plymouth. Throughout the 1800s, the ‘Three Towns’ steadily merged together on the ground. There seemed growing practical and economic reasons for them to unite as one. The idea of amalgamation was discussed in 1814, 1835 and 1888. The Mayor of Plymouth proposed a local conference on the subject in July 1902.     The Making of an Evangelical Baptist Leader John Rippon's early years, 1751-1773 NGLISH NONCONFORMITY underwent a radical trans­ formation during the long life of John Rippon (1751-1836).1 EIn his early years the older Nonconformity which had become narrow and rigid seemed to have lost its soul. The reasons for this are com­ plex and must involve social and political factors, but the main emphasis has usually been laid on the widely-adopted High Calvinism which held most of Nonconformity in a crushing grip of determinism. This was especially true of the Particular Baptists. Under the minutely systematic theology of men like John Gill (1697-1771),2 chief architect of this unbalanced Calvinism, any form of mission was virtually a heresy. Inevitably the Baptists became an inward­ looking community, and spiritual vigour sadly declined. Yet by the end of the eighteenth century, and the beginning of the nineteenth, in a period of crisis and social discontent, Nonconformity clearly had revived. With the whole church in England it shared in a renewal, the broad outworkings of which are familiar: humanitarian and philanthropic movements, beginnings of Missionary and Bible Societies, evangelism restored to its rightful place in the life of the church, popular education evolving. How had this come about? The answer is usually linked with the Evangelical Revival, that movement which influenced most denominations in England, that "bracing breeze which had come sweeping down from the hills of Methodism over Baptist meadows, as well as Independent fields."3 This nineteenth-century judgment has been recently confirmed, with a more modem metaphor: "Dissent had drawn an enormous blood­ transfusion from the veins of the Evangelical Revival".4 Dr.

    E.86/13 TRANSFER OF PLYMPTON AND TOTNES CHAINS Members were asked to consider a report that sought to transfer ownership of the chain that previously belonged to Plympton St Mary Rural District Council (‘the Plympton chain’) to Plymouth City Council. The report also sought approval to negotiating the gifting of the Totnes Rural District Council Chain to Totnes Town Council. The Executive Portfolio Holder for Corporate Services introduced the report and advised Members that he would be likely to amend the recommendations but wanted to hear from a local Ward Member for Bickleigh and Shaugh before doing so. The Ward Member for Bickleigh and Shaugh began by advising Members of the history of settlement in the western end of the District. The Rural District Council (RDC) had been formed under the Local Government Act of 1894 that comprised of Bickleigh, Brixton, Cornwood, Harford, Holbeton, Ivybridge, Newton and Noss, Shaugh Prior, Sparkwell, Wembury and Yealmpton Parishes. Whilst Plympton benefited from the Civic status of Plymouth City Council, 85% of the old RDC area still lay within South Hams and the chain represented their heritage. The Council should be mindful of the difficulties of creating new communities; a challenge that would most likely be presented once Sherford had been built. The chain would provide a symbol of history and civic pride that would help to create the new community. He concluded by proposing that the chain be made available on loan to Plymouth City Council until such time as Sherford, in conjunction with surrounding South Hams towns and parishes, were in a position to use it for the benefit of South Ham’s residents.
