2011 PACIFIC GAMES NEW CALEDONIA NAME OF FEDERATION Overview: The Guam Rugby Football Union (GRFU) will be nominating a Women’s Rugby Sevens team to the Guam National Olympic Committee (GNOC) for the 2011 Pacific Games to be held in Noumea, New Caledonia from the 27th of August until the 10th of September 2011. Preliminary indications are that the Women’s rugby tournament may be held on Tuesday, August 30 and Wednesday, August 31. The Initial selection process for Women’s Rugby will include any members of the Union and its affiliated clubs or individual members of the Union who apply for consideration to join the team. Athletes will be selected by the Selection Committee and the head coach based on their previous outstanding performances and/or recognition at a) international tournaments, b) Budweiser Rugby Series or other Competition matches and c) in the development training program. Each applicant must fill out the required application forms provided to them by the GRFU and must meet the requirements set out by the Union and the GNOC. Each athlete is required to participate in the fundraising efforts to send Team Guam to the Games. Eligibility: To be eligible for selection, an athlete must meet the Residency Guidelines as set forth by the GNOC. The Residency Guidelines will be handed out to each athlete who indicates an interest in applying for this team. Athletes must have previous playing experience in a sanctioned rugby competition. Each athlete must be a paid and registered member of a club affiliated with the Guam Rugby Football Union and/or a paid registered player. The athlete must be in Good standing with the Federation, and the GNOC. Additional requirements for nominations: All athletes nominated for inclusion in the Guam Women’s Rugby Seven’s team must: 1. Sign and abide by GRFU Code of Conduct and any other applicable forms required by the GRFU, GNOC, Pacific Games Council (PGC), and the Pacific Games Organizing Committee (PGOC); 2. Submit themselves, without reservation, to all doping control policies and testing by the GRFU, GNOC, PGC, PGOC, and the World Anti-Doping Association (WADA); 3. Commit to maintaining a coach-mandated training program from the time of nomination until the end of the specified international competition; 4. Maintain contact with the National Team Coach and keep him informed about their training progress; 5. Exhibit good sportsmanship and character on and off the field of play; PAGE 1 OF 3 2011 PACIFIC GAMES NEW CALEDONIA NAME OF FEDERATION 6. Attend all mandated training camps or practices, unless other arrangements are made; 7. Participate in fundraising activities for the Guam National Team (GNOC) and the GRFU; 8. Be registered as a player with the GRFU; 9. Pay a non-refundable application fee of $10.00 to ensure they are committed to the team. If an athlete is selected for the Guam National Team by the GNOC for the 2011 Pacific Games, their application fee will be applied to the purchase of the athlete’s competition uniform to the Games. NOTE: Off-island athletes must provide proof that they are actively competing in the sport while abroad to the satisfaction of the Coach in order to be considered for selection. They must also be on island for the final two weeks before departure and pass minimum fitness and skill standard tests. **This does not guarantee the athlete’s nomination or selection to the team but they will be given an opportunity to train with the team to determine their final selection. Tryouts / Fitness testing / Training: December 11, 2010: Meeting for all interested players at George Washington High School at 3:00 pm. Preliminary fitness testing at George Washington High School from 4:00 pm until 6:00 pm December 2010 through January 2011 – Coaches training program January 8, 2011: Fitness testing update / scrimmage at George Washington High School from 4:00 to 6:00 pm February 20, 2011: Fitness testing update / scrimmage at Wettengel Field from 4:00 to 6:00 pm February 26/27, 2011: Guam Rugby Club Tournament – all team prospects are encouraged to play. March – August, 2011: Coaches training program Fitness Standards: Athletes must have the knowledge, skills or abilities to play rugby at an international level. In addition, we have set the following base fitness standards for all athletes: - Run one (1) mile in under eight (8) minutes. - Do twenty (20) full/regular pushups in under one (1) minute. - Hold the Plank position (measuring Core strength) for one (1) minute - Be able to lift 75% of their body weight in weights Selection Procedure: PAGE 2 OF 3 2011 PACIFIC GAMES NEW CALEDONIA NAME OF FEDERATION The final selection process will be made by a selection committee including the head coach on February 24, 2011 and those individuals (including alternates) will then be nominated to the Guam National Olympic Committee for final review and selection. Important Note: If there are insufficient numbers of suitable athletes to ensure that Guam enters a competitive team at the Pacific Games, the GRFU will not nominate a team to attend. The GNOC will announce via the Guam Pacific Daily News and the GNOC website, the final selection of the Guam National Team or Team Guam. If an athlete declines the nomination, she will forfeit her application fee. If an athlete accepts the nomination and is selected to the Guam National Team by the GNOC and then later withdraws, the athlete will forfeit their application fee and may also be subject to further sanctions; for example, not being able to tryout for the team for a period of time, which could jeopardize the athletes ability to take part in the Olympic Games Qualification events, East Asian Games and future Pacific Games. Announcement: Announcement for the 2011 Guam Women’s Rugby Sevens Teams will be posted immediately to the GNOC Website and advertised in the Guam Pacific Daily News and through outreach efforts with athletes in the national network. Due Process: Any athlete who is displeased with his/her nomination (or lack thereof) must first meet with the GRFU Team Coach and/or Board. If the athlete is still displeased he/she has the right to send a grievance to the Guam National Athletes Commission (GNAC). The athlete may contact the GNOC at 647-4662 for assistance in contacting the proper GNAC Members or send an email to [email protected] and the grievance will be forwarded to the proper person(s).
