From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs? Western Europe Great Britain National Affairs OIGNS OF SLOW BUT DISCERNIBLE economic recovery in 1993 —such as a drop in interest rate, reduced inflation, and even a small decline in unemploy- ment — did nothing to halt the unremitting decline in the political fortunes of Prime Minister John Major's Conservative government. The Tories lost to the Liberal Democrats in by-elections for two hitherto safe parliamentary seats — Newbury in May and Christchurch in July — and in local elections in May, when the Conserva- tives lost control of all but one county council. The most likely cause of the government's unpopularity was its own disunity. Internal dissension, for example, dogged the progress of the bill to ratify the Maas- tricht Treaty on European Union. In March the government lost a key vote on the bill by 22 votes, and Major had to call for a vote of confidence in July, which did insure final ratification of the treaty. The Labor party limited itself to profiting from the government's unpopularity and to updating its image and organization. Under leader John Smith's impetus, the party's annual conference in September voted to abolish the bloc vote enjoyed by the trade unions, in a bid to enhance the party's appeal to middle-class electors. Despite appeals by the Board of Deputies of British Jews and other groups, the government's Asylum Bill, which would limit the number of political refugees admitted to Britain, was passed by the House of Commons in January. Israel and the Middle East The draft peace accord signed by Israel and the Palestinians in September was welcomed by all political parties and opened the door to a more positive stance by Britain in Middle East politics. -

International Decision-Making in the Age of Genocide: Srebrenica 1993-1995 Rapporteur Report The Hague June 29-July 1, 2015 International Decision-Making in the Age of Genocide: Srebrenica 1993-1995 Conference in The Hague, June 29 – July 1, 2015 Executive Summary Leading decision-makers from more than a dozen countries gathered in The Hague from June 29 to July 1, 2015, to consider the failure of the international community to protect the United Nations “safe area” of Srebrenica, resulting in the largest massacre in Europe since World War II. Participants included three former members of the UN Security Council, senior government and UN officials, peacekeepers, and eyewitnesses to the Srebrenica tragedy. Over the course of four working sessions, a public event, and numerous informal meetings, conference participants focused on a disastrous two-year chain of events that culminated in the fall of Srebrenica in July 1995. They examined the origins of the “safe area” policy, beginning with the March 1993 visit to Srebrenica by French General Philippe Morillon, and disagreements on how to implement frequently impractical Security Council resolutions. The discussion revealed sharp disconnects between the policy-makers in New York, the peacekeepers on the ground, and the people the “safe areas” were ostensibly designed to keep safe. “I saw this conference as a kind of truth commission,” said Srebrenica survivor Muhamed Duraković. “Twenty years on, we cannot bring back the dead, but we can learn from what went wrong in Srebrenica. If we are not able to go through the process of fact-finding, truth, and reconciliation, we may be creating problems for future generations.” At the heart of the international failure in Srebrenica in July 1995 was the inability of the major powers to devise and implement an agreed strategy for ending the defining conflict of the immediate post-Cold War era. -

The decision also extends Europol's mandate to all serious cross-border crime. Europol then will find it easier to come to the assistance of member states in cross-border criminal investigations. Political agreement was also reached on an EU action plan on improving the security of explosives. This action plan is one of a raft of measures proposed by the Commission in November 2007 to combat terrorism. The plan will improve the traceability of explosives in the EU, through, for example, the setting up of an alert system when explosives are stolen in a member state. Furthermore, the Council reached a general approach on a framework decision which aims at including into EU legislation three new crimes: public provocation to commit terrorist offences, recruitment for terrorism and training for terrorism. Finally, the Council adopted a mandate to the Commission to open discussions with the United States regarding certain conditions for access to the Visa Waiver Program. -
