Projects Dropped - FFY 2003 -20- INTRODUCTION this is the Iinplementation Report for Federal Fiscal Year (FFY) 2003. Since the passage of the .Intermodal Surface Transportation Efficiency Act (ISTEA) in i991, the Transportation Advisory Board (TAB) and the Metropolitan Council have prepared reports on the region's activities in these programs for all federal fiscal years beginning with 1992. The purpose of the document is to report the status of projects selected by the TAB and the Metropolitan Council through its regional solicitation for federally funded transportation projects, which was initiated under ISTEA in 1993 and has been conducted biannually since 1995. Projects selected through this process are added by MnlDOT to the region's transportation hnprovement Program (TIP). This document reports regionally-solicited projects that were authorized, dropped, or that remain in the TIP since the fiscal year 2002 report. All policies, facts, figures and dates in this report reflect actions as of September 30, 2003, except the sunset dates and federal cost cap amounts shown under the "Current Information" column ofthe project tables - which are current as ofthe date of this report - or where otherwise noted. The region is currently in the process ofconducting the 2003 solicitation. Policy and procedure changes and the recommended projects selected by the TAJ3 and the . Metropolitan Council in the 2003 solicitation will be reported in the next implementation report. The Metropolitan Council is the designated Metropolitan Planning Organization (MPO) for the Minneapolis/St. PaUl urban area, and is responsible for continuing, comprehensive and cooperative ("3C") transportation planning in the seven-county region. Through the TAB, the Metropolitan Council is required by the Transportation Equity Act for the 21" Century (TEA-21) to oversee the allocation of federal funds for transportation projects. to receive TEA-21 funding, a project must be included in the region's Transportation Improvement Program, or TIP. The TIP is a list of transportation projects adopted by the TAB and endorsed by the Metropolitan Council. In accordance with federal requirements, the TIP for the Twin Cities metropolitan . area must be consistent with regional policies in such documents as the Regional Blueprint and the Transportation Policy Plan. The TAB and Metropolitan Council have chosen to prepare a four-year TIP biennially, and to revise the docUJUent through a major amendment on alternate years resulting in a three­ year TIP in the alternate year. The purpose of this report is to document the status of transportation projects solicited by and for the TAB and Metropolitan Council that have been included in the region's TIP. This includes projects .. submitted for federal funds under the Surface Transportation Program-Urban Guarantee portion (STP), the Congestion Mitigation and Air Quality Improvement Program (CMAQ), and the Transportation Enhancements Program (TEP), established by TEA-2l. The TAB directly solicitsfor projects in these three categories. These three project categories are the Hazard Elimination Safety Improvement Program (RES), the Bridge Improvement and Replacement Program (BIR) and the Highway-Railroad Grade Crossing Safety Improvement Program (RRS). Although the TAB does not directly solicit for these projects, the Technical Advisory Committee (TAC) and TAB helped develop the criteria for the selection ofbridge projects and concur with MnlDOT's other prioritization criteria. The TAC and TAB set the funding levels for these three programs, and select the projects to be programmed in the TIP. There are three primary sets oftables in this report: 1. Accepted Projects (Tables I through 6): These tables list all of the projects under the applicable program selected through the regional solicitation process and programmed in the region's TIP. These tables show the status ofthe projects, the original program year and funding amount, and the current sunset date and federal cost cap amount 2. Authorized Projects (Table 8): This table lists all of the regionally-solicited projects that were authorized by MnlDOT Metro Division in the given federal fiscal year. Local projects receive funding authorization from Mn/DOT after plans, specifications, cost estimates and right-of-way have been approved. State projects receive funding authorization when MnJDOT advertises the project for bids. These tables indicate the number and value of projects implemented in a given federal fiscal year. It should be noted that actual federal spending on the projects may vary from the amounts listed in the authorized projectS tables, which are the original federal funding amounts approved through the regional solicitation process and the amounts of federal funds authorized. The amounts do not include potential adjustments for other factors. Ifa project is authorized in a given year and not let within 90 days, MnIDOT may "de-authorize" the project. 3. Dropped Projects (Table 9): This table lists all ofthe regionally-solicited projects that were dropped from the TIP during the given federal fiscal year, and the reasons why the projects were dropped, if known. 2 STP/CMAQrrEP PROJECT POliCIES Transportation projects fmanced in part with federal STP, CMAQ or TEP funds are solicited, evaluated and selected through Ii competitive and cooperative transportation planning process. The TAB reqilested the TAC to develop policies to define projects eligible for STP, CMAQ and TEP funding and to establish a process to prioritize the eligible projects. In each of the three federal funding categories, project applications mustfirst meet several qualifying criteria before they can be scored and ranked according to the prioritizing criteria. The overall guidance for project selection and administration is provided in the solicitation for federal funds that is prepared and distributed every two years. Projects selected through the 200I solicitation. were added to the 2003-2006 Transportation Improvement Program for the Twin Cities Metropolitan Area (TIP). The policies are reviewed after each solicitation so, while many are the same as past and present years' policies, the policies cited in this report are unique to the 2001 solicitation. Previous editions of this report included in this section the lists of the policies that were added to the most recent regional solicitation. This report only highlights the significant changes made to those policies for the 2001 regional solicitation. Changes to those policies in the 2003 regional solicitation will be reported in the Fiscal Year 2004 report. The entire list ofpolicies is attached as Appendix C. Major. Changes in Federally-Funded Project Policies and Criteria for· the 2001 Regional Solicitation The following significant policy and criteria changes were made for the 2001 Regional Solicitation: • .Separating the Regional Capital Transit Bond solicitation for Transit Preservation projects from the TEA -21 solicitation. The regional capital transit bond category was eliminated from the 200 I regional solicitation package. Those projects are solicited separately. A number of problems and difficulties arose during the 1999 solicitation. It was decided by TAB that

In 1883, the Minneapolis Mill Company hired William de la Barre as an engineer and agent for the waterpower works. A number of the mills had installed auxiliary steam engines to supplement the waterpower. Meanwhile De la Barre proposed to solve the waterpower problem by increasing the head and fall available. Working on the West Side canal (Minnesota Historical Society) According to Kane, “De la Barre undertook to deepen the canal and lower the tailraces under his jurisdiction, while the millers promised to lower their wheel pits, tailraces, and headraces. Before the year ended, De la Barre had deepened the canal from 14 to 20 feet and lengthened it from 600 to 950 feet. The expansion increased its flowage capacity from 30 to 40 per cent and raised the water level to produce more power by bring water to the lessees’ wheels at a greater head.

Petersen Nathan Weaver Olson The Foster House, 100 North First Street, Minneapolis, Minnesota 55401 With curriculum program by Dawn Peterson Ann Ericson May 2003 West Side Waterpower Canal Era (1857-1858) The Construction of the West Side Waterpower Canal When construction began on the West Side Waterpower Canal in 1857, Minneapolis, on the west bank of the Mississippi River, had been legally opened to settlement only two years earlier. The village of Saint Anthony on the east bank was a separate entity. While Charles Christmas, under the aegis of John Stevens, had laid out the streets of the new village, only about one hundred buildings had been constructed, and these were scattered close to the riverfront. By 1857 the population was calculated at 2,000, an increase of 1,800 in two years.1 Saint Anthony Falls as seen by the early settlers (Minnesota Historical Society) The leaders of the new municipality knew that future prosperity lay in harnessing the power of Saint Anthony Falls. The most expeditious way to do that was to dig a canal adjacent to the falls on the west bank, divert some of the water from the river and the falls to the canal, then run the water from the canal through turbines connected to main line shafts that could power the adjacent Cataract Flour Mill and nearby sawmills.

But the canal also started eroding the falls and the riverbank itself. Consequently, the Minneapolis Mill Company embarked on two related projects in 1866. Saint Anthony Falls ca. 1865 (Charles Alfred Zimmerman, Minnesota Historical Society) Lucile Kane described the work: In 1866 it moved to halt the erosion, engaging Franklin Cook, a civil engineer, to construct over the falls in the west channel a timbered water slide, called an ‘apron.’ This inclined plane was designed to ease the river’s flow to a point below the caldron where its force would be harmless. As dozens of workmen hammered timbers into place, spectators realized that the mammoth apron would further tame the cataract.1 The impact of the work was lamented in the Saint Paul Press: “Pay your respects soon to old St. Anthony: Part of his rock sides are as dry as a drum head. Nothing can equal the surpassing beauty of the rounded swells and the sunny hollows, the brilliant green of the grass, the number less varieties and splendid hues of multitudes of flowers. I gazed in admiration too strong for words.” (Ellen Big- elow, 1835, in Sullivan, p.14) The Minneapolis Park system has been held up as a paragon of design innovation, community involvement and administrative efficacy by users and professionals alike. In a land of 10,000 waters, Minneapolis is bejewelled with a ring of streams, rivers and over 20 lakes, including lakes Brownie, Calhoun, Cedar, Diamond, Harriet, Hiawatha, Mother, Nokomis, Sweeney, Twin, Wirth and host of smaller “puddles”. Although pres- ently faced with budget shortfalls, Minneapolis parks and open spaces continue to enjoy ongoing public support and heavy use by residents and visitors alike. Conceived in the early 1880s by a forward-thinking board of trade, the Minneapolis park system was established by legislative mandate in 1883. The Minneapolis Parks and Recreation Board (MPRB) system retains much of its original character, including an independently elected park board, as well as the authority to levy taxes.
