Call to Order/Approval of Minutes Chair Anderegg called the meeting to order at 1:12 p.m. 2 . Overall State Revenue Overview 2-EOCJ - Revenue and Economy update - August 2020 Dr. Thomas Young gave a revenue and economy update. Rep. Acton asked a question. Dr. Young responded. 3 . Rio Grande Update 3a-Draft Rio Grande Funding Summary Gary Syphus gave a summary of funding for the Rio Grande. Rep. Moss asked a question. Gary Syphus responded. Sen. Buxton asked questions. Gary Syphus and Jess Anderson, Commissioner, Department of Public Safety responded. Commissioner Anderson reported on Rio Grande enforcements and operations. Rep. EOCJ Summary With Highlights Final Commissioner Anderson presented an update on HB 200, Sexual Assault Kit Processing Amendments. Rep. Hutchings asked a question. Commissioner Anderson responded. Rep Romero and Chair Anderegg made comments to the presentation. Alex Wilson presented the Executive Offices and Criminal Justice (EOCJ) General Session Funding Results. Gary Syphus presented the EOCJ Summary with Highlights Final. Alex Wilson added additional information to the presentation. 5 . Receiving Centers 6a-EOCJ - Receiving Center Presentation Brandon Hatch, Chief Executive Officer, Department of Behavioral Health, gave a presentation on the EOCJ Receiving Center. Chair Anderegg and Rep. Hutchings made comments to the presentation. Sen. Kitchen asked a question. Brandon Hatch responded. Brett Peterson, Director, Utah Division of Juvenile Justice Services, added information to the presentation. Rep. Hutchings and Brett Peterson added comments. Rep. Hutchings asked a question. Brett Peterson responded. 7a-Washington County Criminal Justice System. Sharmane Gull, Program Director, Washington County, gave a presentation on the Washington County Juvenile Justice System. Rep. COVID Effects on Criminal Justice System Mary Noonan, State Court Administrator, Utah State Courts, presented the effects of Covid on the Criminal Justice System. MOTION: Rep. Dunnigan moved to re-appropriate back to the courts funding that lapsed at the close of 2020 in the amount of $560,500 for the administration line item and $459,100 for the contracts and leases line item and to forward this recommendation to EAC for their consideration.
