Our sole concern is counterproductive actions, like tile Jackson i\Jnendment, \vhich backfire by \VOrsening our relations with the country concerned and have only a worsening effect on the condition being addressed. 11 •••••• according to a recent House Subcomrnittee report, the Departn1ent of Conunerce has shut its eyes .... 11 The primary focus of the House Subconm1ittee report is on past conditions, after 1965, that no longer exist. 11 The Republican Administration, \vith the Sonnenfeldt staternent, has shown a lack of sensitivity to the craving of the Eastern European people for greater independence. 11 The Administration• s policy, as stated by Mr. Sonnenfeldt and others, is exactly the opposite. 'Ve regard the present relationship between the Soviet Union and its satellites as unnatural a,1d dangerous. 11r. Carter apparently has not r cad any state- ments by Mr. Sonnenfeldt, Secretary Eissinger or the President. Nor is he aware that the President visited Yugoslavia, Poland and Romania in 1975 to demonstrate our stake in their independence. -4- HBut siJ1CC that elaborate signing ccrcJnony in Finhtnd, the Russians have· all but ignored their pledge -- and the Ford bdrninistration has looked the other way. 11 The .Administration has consistently called for further Soviet action to incre:tsc !mrnan r s as called for by CSCE. In his interview in the Nc\v Yori:; TjnH':~, July 7, he said: 11 I think the Jackson i>rnendn1ent and tbe Stevenson .l\1nendment were rnistaken. ... I think the Soviet Union would have been n1uch n1or e an1en able to quiet but finn diplomatic negotiation than the highly publicized pressure placed on the Soviet Union by an act of Congress. 11 President Ford warned against these amendments in 1974. In 197,± he raised the subject personally with Brezhnev at HeJ sinl-:i in an effort to restore the en1igration levels that were prevc~lent before the Congressional action. "The leaders of this administration have rationalized that there is little room for n1orality in foreign affairs, and that we must put self-interest ~bovc principle. 11 A strange accusation to 1nake against the /\dmin istrntion that has 11:1ade great advances in banishing the spectre of nuclear \var; bringing peace to the Middle East and racial justice in southern Africa; and making; all the initiatives now on the world's agenda of dialogue between the industrial and developing nation, beginning with the World Food Conference. 1: • '· -5- 11 11 , ••• \\'e cztnnot look away when a govermnent tortures people ....
