Community Health Councils (CHCs), supported by the Board of Community Health Councils, represent the independent voice of patients and the public who use the health service in Wales. All people are likely to experience the health service in their lives, to varying degrees and in different ways. 2. CHCs play an important role in influencing the way that health services are planned and delivered, to ensure the best possible health and wellbeing outcomes for all people in Wales, now and in the future. 3. CHCs strive to represent all people in Wales; we welcome applications from people from a range of backgrounds, experiences and interests. 4. There are currently seven Community Health Councils. These are listed in Annex 1 together with a description of the areas that they cover. Each CHC is made up of a number of local committees which correspond to the number of local authorities in the CHC area. Each local committee can have 12 members. 5. The Board of CHCs works at national strategic level, advising and assisting all Community Health Councils in Wales. What do Community Health Councils do? 6. CHCs are the independent voice of the people who use health services. CHCs: are concerned with all aspects of the health service. help people get the services they need for themselves and those that they care for, by offering information and advice about health and related services in the local area. listen to what individuals and the community have to say about the health services with regard to quality, quantity, access to and appropriateness of the services provided for them. act as the public voice in letting managers of health services know what people want and how things can be improved. must have good communication links with providers of local health services about changes in health services within their area. consult the public directly on some issues to make sure that they are properly reflecting public views to the local health service providers or the Welsh Government. 2 Version date: 13-Jul-15 assist, advise and support people who wish to make complaints about NHS services. The help and advice is completely free, independent and confidential. try to make sure that people in their area get good services from the NHS and its contracts and they try to act as the "honest broker”. What does the Board of Community Health Councils do? 7. The Board of Community Health Councils in Wales is responsible for: advising and assisting individual CHCs on their performance representing the collective views and interest of CHCs to the Welsh Ministers setting standards for CHCs as deemed appropriate by the Board. For example in; complaints advocacy, scrutiny of the operation of the health service, the process of engagement. monitoring the performance of CHCs to ensure consistent standards across all CHCs monitoring the conduct of CHC members and officers operating a complaints procedure ensuring a cohesive and national approach to CHC delivery across Wales by enabling CHCs work in a planned and co-ordinated way. Role description 8. The Chair will be accountable to the Minister for Health and Social Services for the performance of the Board and its effective governance, upholding the values of the Community Health Councils and promoting the confidence of the public and partners throughout Wales. The Chair will: Provide strong, effective and visible leadership to the Board and externally through his/her connections with a wide range of stakeholders and partners; Ensure the Board delivers effectively its strategic aims. Setting challenging goals and objectives for the CHCs and monitoring progress against these; Be accountable for the performance of the Board membership; Be responsible for the proper stewardship of public money and other resources for which the Board is accountable; 3 Version date: 13-Jul-15 Be expected to abide by the Code of Conduct for CHC members. The Code covers issues such as the values of CHCs, personal conduct, confidentiality and equal opportunities. It applies to the Chair of the Board of CHCs. A copy is at Annex 2. Undertake an external ambassador role. Person Specification 9. The Chair will demonstrate the following qualities: Knowledge and Experience Experience of a leadership role in the development of a successful private, public or third sector organisation, with the ability to look ahead and provide strategic leadership; Understanding of the relationship between resource allocation and management and delivery of service priorities within a framework of robust corporate governance; A proven track record in building highly effective relationships so as to be able to maintain the confidence of the range of stakeholders; Knowledge and understanding of health issues at community, local authority, and national levels Personal Attributes and Skills Ability to lead and inspire staff, to look ahead and identify key issues for the Board; Strong interpersonal skills with personal impact and credibility to be an effective advocate and ambassador with strong influencing and negotiating skills; Drive and determination, with the ability to instil vision and develop defined strategies to pursue long and short-term goals; Excellent communication skills, with the ability to be clear and succinct, and to be able to engage with people at all levels; Ability to facilitate, understanding of complex issues while demonstrating respect for the views of others; Ability to ensure a board work together effectively through their active involvement in a robust and transparent decision making process and to motivate and develop the board to define roles and responsibilities to ensure ownership and accountability. 4 Version date: 13-Jul-15 Sound judgement, sensitivity and political awareness; Capacity to be independent and resilient. 10. Candidates must also demonstrate: A clear understanding and commitment to equality issues and challenging discriminatory practices; and A clear understanding and commitment to Nolan’s ‘Seven Principles of Public Life’ as set out in Annex 3. 11. Welsh language skills are desirable. All candidates will be expected to display empathy towards the language and demonstrate leadership to strengthen bilingual service provision within the NHS in Wales. 12. Candidates shortlisted for interview will be required to expand on how they meet the criteria above using examples and evidence. Term of Appointment 13. Appointment will be made by the Minister for Health and Social Services on the recommendation of the panel. Duration of Appointment 14. The appointment of the Chair will be for a maximum period of four (4) years. Eligibility 15. Some people are not eligible to apply to be on the Board of CHCs. These include: People who have been convicted of an offence in the past 5 years and served a prison sentence (suspended or not) of 3 months or more. Un-discharged bankrupts. People who have been dismissed from paid employment with the health service (apart from being made redundant) or have been terminated from a public appointment within the health service. Chairs, members, directors or employees of the health service in the same district as the CHC. 5 Version date: 13-Jul-15 General Medical Practitioners or General Dental Practitioners or their employees. People who are candidates for, or are serving Members of, the National Assembly for Wales, the UK House of Commons and/or the European Parliament. 16. Current CHC members would not be able to remain a CHC member if they are appointed as Chair of the Board of CHCs. 17. Applicants should be people who conduct themselves at all times in a manner which will maintain public confidence. In particular applicants are required to declare whether they are aware of anything in their private or professional life that would be an embarrassment to themselves or to the Welsh Government if it became known in the event of appointment. 18. Successful candidates will be subject to a Disclosure and Barring Service (DBS) check (formerly knows as CRB check) on appointment. Time Commitment 19. The post of Chair is based on a notional commitment of up to 8 days per month but this may be subject to organisational demands. Will I be paid? 20. The post of Chair is not remunerated but once appointed you can claim expenses for travel and other reasonable expenses. Members are entitled to claim: Care expenses, e.g. childcare or care for another relative. Actual loss of earnings up to £3,000 per annum. Out of pocket expenses, such as mileage and public transport costs, these are accordance with the Community Health Council’s policy and procedure on travel. Assistance for Disabled Members 21. Where appropriate all reasonable adjustments will be made to enable members to effectively carry out their duties. 6 Version date: 13-Jul-15 Selection Process 22. These appointments are regulated by the Commissioner for Public Appointments and made in accordance with the Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies. 23.     WELSH STATUTORY INSTRUMENTS 2015 No. 509 (W. 43) NATIONAL HEALTH SERVICE, WALES The Community Health Councils (Constitution, Membership and Procedures) (Wales) (Amendment) Regulations 2015 EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations amend the Community Health Councils (Constitution, Membership and Procedures) (Wales) Regulations 2010 (“the principal Regulations”). Regulation 3 amends definitions in the principal Regulations. Regulations 4 and 5 make provision about co-opted members of Community Health Councils (“Councils”). Regulation 4 amends regulation 3 of the principal Regulations to remove reference to a new Council and to provide that the Welsh Ministers may, in response to advice from the Community Health Council Board (“CHC Board”), co-opt members to a Council. Members co-opted by the Welsh Ministers may vote in any meetings of a Council or its committees or joint committees. Regulation 5 amends regulation 5 of the principal Regulations to provide a maximum term of appointment for co-opted members of two years. Regulation 6 amends regulation 6 of the principal Regulations to provide a local authority with the option of appointing persons to a Council who are not its members, provided that at least one appointment is from within its membership. Regulation 7 amends regulation 9 of the principal Regulations to include standard of conduct as a factor which is considered in the selection and appointment of persons as members of Councils. Regulation 8 inserts regulation 9A into the principal Regulations to require each member and co-opted member of a Council to give a written undertaking to observe a code which relates to their conduct as a member of a Council which is in force.

Part 5 (iv) of the Annex to the Standing Order 31 provides for the establishment of thresholds over and above which Assembly Members are required to register gifts, hospitality and other material benefits or advantages. An Assembly resolution in May 2006 established the threshold for the registration of gifts and hospitality as 0.5% of the basic gross annual salary for an Assembly Member (which is currently approximately £253). 4. Some Members choose to register a number of matters that fall below the stipulated thresholds. They are entitled to do this if they so wish. However, it should be stressed that those Members who have observed the thresholds have thereby complied precisely and in full with the rules as laid down in the resolution of the Assembly.
