8-8-86 SANITARY ENGINEERING ASSISTANT, 7866 SANITARY ENGINEERING ASSOCIATE, 7870 SANITARY ENGINEER, 7872 Summary of Duties : Performs professional sanitary and environmental engineering work in connection with water supply, water quality control, waste collection, disposal and treatment, and ionizing radiation; conducts engineering, planning and research studies in connection with the above activities; coordinates construction and operations of treatment facilities; or supervises other engineering and/or technical employees performing such work; and does related work. Distinguishing Features : A Sanitary Engineering Assistant is the first level in professional sanitary engineering. Assignments are received in well defined or specific terms, however, the employee has some opportunity to use independent judgment. Except on routine assignments, work is carefully reviewed. A Sanitary Engineering Associate performs professional engineering work of moderate difficulty under the general supervision of a Sanitary Engineer. An employee of this class exercises considerable engineering judgment in conducting research on engineering subjects, designing and modifying treatment facilities and operations, preparing recommendations and reports, coordinating the more routine aspects of their construction, and may supervise a small group of engineering and technical personnel. A Sanitary Engineer may supervise a group of engineering, technical and other employees in water, waste and wastewater related engineering studies including economic and environmental analyses of proposed and current methods, procedures and equipment, and in the design, construction and operation of treatment facilities. In addition, an employee of this class performs the more difficult and responsible work. Examples of Duties : Sanitary Engineering Assistant : Makes engineering investigations in connection with the maintenance and improvement of water quality, correction of cross-connection problems and sanitary conditions of water storage facilities; investigates complaints of water conditions which affect manufacturing processes; evaluates laboratory tests of fresh water, ocean water and wastewater samples; and recommends solutions to odor and corrosion problems. Makes engineering investigations, feasibility studies and surveys of health and sanitation problems, including recommendations forimprovements in the collection, treatment and disposal of liquid and solid wastes; helps develop plans and designs for future water reclamation and water treatment projects and other treatment facilities; and serves as a consultant to subprofessional personnel engaged in related activities. Sanitary Engineering Associate : In addition to performing the more difficult types of those assignments indicated above, a Sanitary Engineering Associate supervises, coordinates and directs the activities of a small group of professional and nonprofessional employees engaged in the design, construction and start-up of water and wastewater treatment facilities and in the investigation and gathering of data of sanitary or other conditions affecting public health, the environment, the purity and quality of the City water supply, and liquid and solid waste collection, treatment and disposal; and evaluates the performance and efficiency of wastewater treatment operations and initiates routine changes to optimize operations. Supervises professional engineering personnel engaged in sanitary engineering studies of piping systems and installation of back flow prevention devices to protect water system purity, and studies of chlorination of the water system; supervises the investigation of consumer complaints or inquiries on water quality; supervises the development of plans for water reclamation and future water treatment needs; and may coordinate the activities of technical and nontechnical persons involved in treatment facility construction, maintenance and operation. Appears as a witness in court cases, participates in hearings in highly technical and involved cases of violations where corrective measures require major modifications to buildings, structures, systems, methods and/or plant equipment. Sanitary Engineer : In addition to supervising a group of engineering, technical and other employees engaged in the above activities, directs the continuous study of waste and water treatment plant operating procedures, including the efficiency and effects of waste and water treatment, pollution problems in waste disposal, and plant methods and capacities; supervises the design and coordinates the installation of new treatment plants and plant modifications; coordinates consultant and City employee activities during the design and constuction phase; and may train employees in plant operations. Directs oceanographic studies and analyzes findings for sanitary engineering significance; requests topographic surveys and soil tests; develops plans and specifications for the operations of municipal land reclamation projects; prepares plans for excavations; designs land fills; and lays out drainage channels, access roads and other facilities. Consults with and makes recommendations relative to engineering and economic phases of present and proposed operations; makes field trips for reconnaissance and inspection of projects and sites; appears before governmental control boards as a City representative; confers with public health officials regarding development of consistent back flow and cross-connection problems; and responds to inquires on technical and nontechnical matters relative to wastewater treatment systems. X X X Gradu ation from a school of engineering at a recognized four-year college o r university or possession of an Engineer-in-Training Certificate issued by th e Calif ornia State Board of Registration for Professional Engineers is required fo r Sanitary Engineering Assistant. Two yea rs of full-time paid experience as a Sanitary Engineering Assistant or in a class which is at least at that level and which provides professional sanitary o r related engineering experience is required for Sanitary Engineering Associate . One year of graduate work in engineering may be substituted for one year of th e above experience lacking. Certification as a Grade IV Wastewater Treatmen t Operator may be required for some positions. Two years of full-time paid professional engineering experience as a Sanitar y Engineering Associate or in a class which is at that level and which provide s sanitary engineering experience, and registration as a professional engineer wit h the California State Board of Registration for Professional Engineers is require d for Sanitary Engineer. Certification as a Grade V Wastewater Treatment Operato r may be required for some positions. A valid Ca lifornia driver's license and a good driving record are required prio r to appointment for all three classes.
