UNESCO Project Sheet (DRRTIU) Building Model for Disaster Resilient Cities in : Tsunami Hazard 2014-2016

What is it? A UNESCO project funded by the Indonesia Funds in Trust (IFIT) that lasting for two years and aiming to address the need to strengthen the capacity of the local government in incorporating disaster risk reduction (DRR) in the development planning, with focus on earthquake and tsunami hazards Why? To help the Government of Indonesia (GoI) to improve the capacity of Local Disaster Management Offices (BPBDs) on tsunami warning chain, and to educate and raising awareness of communities on tsunami preparedness What is technical assistance? The technical assistance that is provided is a non-financial assistance provided, such as: 1. assistance from local and international specialists for training, workshop, and seminar 2. development of IEC Materials, including booklet, poster, and videos 3. transmission of working knowledge and technical data, include: development of report, SOP, and guideline from the project activities Beneficiary countries Indonesia as one of the developing countries that is prone to to natural disasters in the South East Asia. A country that inhibitant by more than 220 million people living across the archipelago where many vulnerable people reside in areas with different hazards. Earthquake, volcano eruption, tsunami, flood, landslides and flood are among the continuous threats that the people have to cope with. Based on a joint rapid assessment1 that was conducted for the North 2012 earthquake and tsunami it has been identified that there are still serious weaknesses in the tsunami emergency response How does it work? 1. In partnership with the technical agencies of GoI, including: Meteorological, Climatology, and Geophysics Agency (BMKG), Indonesian Scientific Institute (LIPI), Geological Museum of Ministry of Energy and Mineral Resources (ESDM), and Ministry of Education and Culture (MoEC), DRRTIU develop partnership collaboration for the project implementation 2. DRRTIU invited these partners for coordination meetings to discuss the plan and implementation of the project activities 3. To support these responsible partners, local NGOs and local universities are invited to submit their interest for the implementation works 4. The local NGOs and universities coordinate with the local

government agencies, community groups, and schools for preparing the activities 5. The project activities are started by providing technical assistances to the targeted group or beneficiaries, this include travel missions, workshop, training, and seminar that are undertaken or implemented by the experts 6. UNESCO facilitates, organizes and assist the implementation of the activities in the field 7. The results from the activities implementation are documented and reported to be disseminated to public, partners, and donor for their lessons learned, information and experiences gained from all technical assistance missions from experts and beneficiary countries using various communication tools. Duration 28 months, from March 2014 to April 2016 Expected results Through this project, the local development agencies and local university in DRR strengthened, especially in tsunami risk assessment and mitigation. This will lead to the reduction of the vulnerabilities of city/village communities through empowerment in DRR and the strengthening of City/Village tsunami early warning policy. The lesson learned and preparedness and educational results will then be shared widely through public institutions, i.e. Tsunami Museum Main activities undertaken Tsunami Risk Assessment Training, Workshop, and Advocacy in 4 cities and 1 district, include: Cilegon, Ambon, Palu, Mataram, and Lampung. This event followed with technical assistance missions that carried out for several times on June 2014 to March 2015. The expected output from this activities was to improve the capacity of the participants from the districts to do their own tsunami risk assessment in their coastal area. This activities were completed in partnership with Research Centre for Disaster Mitigation of Bandung Institute of Technology (RCDM ITB).

Capacity Building for Schools and Communities that was done in 6 schools in 3 villages in Pandeglang District, Banten Province. Travel missions to support this activity were done several times in between August 2014 to March 2015. This activity is part of ADDRESS (Adopting Disaster Risk Reduction in Education for Safer Schools) with the expected output was to strengthen the tsunami preparedness of schools and communities that followed with the development of school and community preparedness team and plan. This activities were completed in partnership with Geo-technology of Indonesian Scientific Institute (Geotek LIPI).

Strengthening Tsunami Early Warning Chain in district/city level in City of Ambon and District of Pandeglang. Travel missions to support this activity were carried out several times in between September 2014 to July 2015. The output of this activity was to establish local Standard Operating Procedures 2

(SOP) on tsunami early warning and response at the local level. This activity was completed in partnership with a local NGOs, Disaster Risk Reduction Institute (DRRI/YPRB). The activity which then followed with the local and national workshops on strengthening media role in and coordination with the ministries in dissemination of tsunami early warning.

Adaptation of VISUS (Visual Inspection for Defining the Safety for Upgrading Strategies) in Indonesia. This activity was conducted in City of Bandung and District of Pangandaran, West java Province, through Training for VISUS Surveyor and School Survey in 50 schools in Bandung and 10 schools in Pangandaran. Travel mission was carried out on November 2015. The output from this activity was to strengthen the capacity of local education office and vocational engineering school in the school safety structure assessment. This activity was done in partnership with the Faculty of Civil Engineering and Environmental of Bandung Institute of Technology (FTSL ITB). The activity which then continued with GFDRR World Bank-DFID Funding for the development of VISUS Mobile Application and Integration to INASAFE starting February 2016.

Revitalization of Aceh Tsunami Museum. This activity was conducted in , Province of Aceh, through Preliminary Assessment on the Role and Functions of Aceh Tsunami Museum and development of tsunami preparedness animation video series for permanent display in the museum. This activity is in partnership with the Geological Museum of Ministry of Energy and Mineral Resources (ESDM) travel missions were carried out one time to Banda Aceh on December 2014 for the Commemoration of 10th Indian Ocean Tsunami and few times to Bandung for coordination with the Geological Museum. The output of this activity is to have a consensus and gain support for the development of Revitalization Plan for Aceh Tsunami Museum. This activity received small fund from DFAT in 2015 for further assessment involving international multi-disciplinary DRR and museum experts, consensus building workshop on the revitalization, and recruitment of individual consultants for development of comprehensive proposal and lay out design for the revitalization of Aceh Tsunami Museum.

Publication The results of the missions that carried out in 2014 until now, have resulted several publications and IEC materials, such as: 1. Development of TEWC SOP and Guideline 2. Translation and development of VISUS Adaptation Training Module and Guideline 3. VISUS Adaptation in Indonesia promotional video 4. ADDRESS promotional video 3

5. 4 sets of Tsunami Preparedness Animation Video 6. Tsunami Early Warning Chain animation video 7. Report and Proposal on Revitalization of Aceh Tsunami Museum Current status of the project  There are three remaining activity that will be completed in February 2016, this include: 1. Development of Public Education, Preparedness, and Awareness Booklet of Eastern Indonesian Tsunamis, with Specific Reference to the 1950 Ambon Tsunami (under review) 2. The Formulation of the Standard Operating Procedures on Tsunami Early Warning Chain of Maluku Province and Ambon City (ongoing) 3. Development of Guideline, Handbook, Training Manuals, and Pilot Testing of VISUS Methodology (under review)  Handover of project results to the local partners in District of Pandeglang will be conducted on February 2016.  Preparation for the final reports of the project will be started from March 2016 to April 2016  New projects are developed from the sub-activities, including: 1. VISUS(Visual Inspection for defining the Safety Upgrading Strategies) Adaptation for Earthquake School Safety in Indonesia through Mobile Application and INASAFE- GFDRR World Bank and DFID (February 2016-September 2016) 2. 2. Support to Assessment and Consensus Building Workshop on Revitalization of Aceh Tsunami Museum- DFAT (October 2015-February 2016) Link to culture and development Some of the activities within this project are linking closely with culture and development, this include: - The intangible cultural heritage preservation on recollection of 1950 Ambon Tsunami and development of revitalization of Aceh Tsunami Museum plan. - As for the development, the recommendations that were produced from the tsunami risk assessment, development of SOP on TEWC, and result from the VISUS Asessment on school safety structure provide significant efforts and contribution for better development planning and program implementation from BNPB, Ministry of Communication and Information, BMKG, and Ministry of Education and Culture in line with their DRR program. Both of correlations above relate to Sendai Framework for Actions (SFDRR) and Sustainable Development Goals (SDGs). Contact person Mr Ardito M.
