Please be careful with any links or attachments Jose Watson 36 Revell St Hokitika 7810 OSe. watson iclo ud. coin 027 5224979 Submitting as an individual I support the WCRC forming a Hokitika Rating District and meeting the required co-funding requirements of the proposal - YES I agree with the proposed term of the loan -YES I agree with the proposed governance structure - NO I agree with the proposed boundary of the rating district - YES Coin merits As both someone who enjoys the town centre, riverside and beach amenities of downtown HDkitika, and a property owner who has benefitted from the seawall built along the beachfront adjacent to Beach Street and the town centre, I support the initiative for the WCRC to raise a co- pay from residents on a non-differentiated basis for further work on extending and strengthening the seawall and providing protection alongside the river. The effects of climate change mean many low lying properties and community facilities are at increasing risk from massive floods, and it makes sense to accept government help and raise a general rate amongst the community to help pay for this. I do think however, that the construction of the protection works needs both strong environmental and landscape input and it does not appear that the proposed governance structure provides this. See also Chapter 4.1 Desired outcome for the Conservancy 4.2.6.1 Place description The Hokitika Place extends from the Taramakau River in the north to the Waitaha River catchment in the south and inland to the crest of the Southern Alps Kä Tiritiri o te Moana (Maps 16-17). Part of Arthur’s Pass National Park is located within this Place (see Map 16). Hokitika is split in two both geologically and ecologically by the Alpine Fault, which lies about 20 km west of the crest of the Main Divide. East of the fault, the schist mountains and valleys are rugged and broken, and a large portion is protected as public conservation land. West of the fault the geology is more complex, landscapes extensively modified and public conservation lands fragmented. This Place is the historic heart of the West Coast Te Tai o Poutini ’s pounamu trade and is the scene of gold mining, forestry and farming industries - particularly dairying. Hokitika is the largest town (population of 3,700 as at 2010). 4.2.6.2 Arthur’s Pass National Park in 2020 Arthur’s Pass National Park straddles the Main Divide of the Southern Alps Kä Tiritiri o te Moana .

Lee Crosswell, Fish & Game Officer, May 2018. Summary Fish and Game has a responsibility to monitor Grey and Mallard Ducks under the Conservation Act. With hybridisation between the two species they are now collectively monitored and referred to as ‘Greylards’. Current monitoring within the West Coast Fish and Game Region consists of counting Greylards at approximately seventy indexed sites between Granity and Hari Hari using both ground and aerial methods. Counts of small accessible wetlands by foot generally provided the most accurate counts until recently, while the use of a fixed wing plane provided useful estimates of Greylard densities on more remote, yet significant wetland habitat. This year the purchase of a drone has improved count accuracy over sites where it has been used, giving a close, bird’s eye view over entire wetland areas. West Coast Greylard numbers for this year’s pre-season counts, in total have shown a 2.1% increase from those observed in 2017. While the total count number remained relatively similar to that of last year, there was a considerable fluctuation in the distribution of Greylards. Many of the larger waterbodies held the highest concentrations of birds in 2018.
